Israel’s Jerusalem municipality approves construction of 2,500 new housing units in Gilo settlement. Also in East Jerusalem, the IDF demolishes 5 residential tents and 5 sheds in the Arab al-Jahalin bedouin community e. of Jerusalem. In the West Bank, the IDF demolishes 5 wells and water and electricity networks in Bayt Qad village nr. Jenin (marking the 1st Israeli demolition in Area B in 2012). The IDF also patrols in 3 villages nr. Ramallah and 1 each nr. Jericho and Salfit in the morning; in Qalqilya and 1 nearby village, and in 1 village each nr. Jericho and Ramallah in the afternoon; and in 1 village each nr. Jenin, Qalqilya, and Ramallah late at night. Jewish settlers fr. Eliezer settlement nr. Bethlehem steal fencing surrounding a plot of nearby Palestinian crop land, leaving leaflets taking credit for the action signed by the ‘‘Green Helmets.’’ In Gaza, 1 Palestinian is killed and 1 is injured in a smuggling tunnel collapse on the Rafah border. A Palestinian court convicts Muhammad Rashid, the former economic adviser to late PA pres. Yasir Arafat and political ally to Abbas adversary Muhammad Dahlan, of embezzling millions of dollars in public funds during Arafat’s rule. Rashid had been charged in 4/2012 by an independent Palestinian anticorruption commission created in 2010. While few if any Palestinians thought that Rashid (who has lived abroad for years and was convicted in absentia) was innocent, many saw the case against him as, in the words of Palestinian analyst Hani al-Masri (WP 6/21), ‘‘a reaction to a political dispute [with Abbas], not a continuous fight against corruption.’’ Other critics noted (WP 6/21) that the commission had been selective about the cases it chose to investigate, and that of the more than 80 cases it had investigated, few had led to charges against senior officials. In the West Bank, the IDF makes a daytime raid into a village nr. Jenin, searching a store and arresting 1 Palestinian. In Jerusalem, Jewish vandals spray graffiti on a Greek Orthodox monastery and school saying “price tag” and “death to Christians.” Jewish settlers fr. Eli settlement nr. Nablus vandalize and spray racist graffiti on the walls of 2 nearby Palestinian stores and a car. OCHA reports that 70% of gas stations in Gaza have closed because of a sharp reduction in the amount of fuel coming through the Rafah smuggling tunnels in the past 2 wks.; OCHA cites unconfirmed reports as indicating that the sharp decline is a result of new restrictions and fees that Egyptian police have imposed on fuel trucks headed to Egyptian Rafah. In the West Bank, the IDF demolishes 9 Palestinian stores in al-Oja village in the Jordan Valley, n. of Jericho; conducts late-night arrest raids, house searches in and around Ramallah (where they target the home of Hamas-affiliated Reform and Change PC mbr. ‘Abd al-Jabir Fuqaha, arresting him, summoning his son for interrogation, and confiscating his computer, phone, and files), in Nablus, and nr. Hebron; conducts late-night patrols in 1 village nr. Qalqilya (summoning 3 Palestinians for interrogation). In East Jerusalem’s Shaykh Jarrah neighborhood, Israeli security forces raid the International Committee of the Red Cross (ICRC) office and a protest tent outside, detaining Hamas-affiliated PC mbrs. Muhammad Toutah and Khalid Abu Arafa, who had been living at the ICRC offices since 6/2010 to protest Israel’s 9/2009 decision to revoke their Jerusalem IDs on the grounds that they are affiliated with a “terrorist organization” (i.e., Hamas); Israeli authorities expel them to the West Bank. Hamasaffiliated PC mbr. Anonymous Israeli officials say that 2 wks. ago, Abbas, under heavy Quartet pressure (especially fr. the U.S.), submitted a proposal for restarting talks that dropped demands that Israel halt settlement construction but demanded that Israel release in exchange 100 Palestinian prisoners jailed since before the Oslo process began. Israel rejected this on the grounds that (1) it would replace 1 precondition with another, and (2) it was vague about whether the talks that would result would be preparatory talks or direct negotiations between Abbas and Netanyahu. There is no official Palestinian, U.S., or Quartet comment on this. Another Israeli official says that Israel is concerned that if talks do not resume by 1/26/12, Abbas would resume Palestinian statehood efforts at the UN, including seeking membership in various UN organizations. Late at night, unidentified Palestinians fire 4 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. In response, Israeli warplanes carry out 3 air strikes on a smuggling tunnel on the Rafah border and 1 air strike on a Hamas training site s. of Gaza City; damage but no injuries are reported. In the West Bank, the IDF conducts latenight arrest raids, house searches in Azariyya nr. East Jerusalem, in Hebron, and nr. Tulkarm. As of this date, Congress has freed up only $40 m. of the $192 m. in humanitarian aid to the Palestinians that was frozen in light of the UN bid (see QU in JPS 162). USAID and the White House are pressuring Congress to release the rest of the money, calling it “in the interest of the Palestinians, Israel and the United States” to ensure continued development “vital to the establishing and strengthening the foundations necessary for a future Palestinian state.” (WP 12/29)

During a regular security briefing to the Knesset, IDF chief of staff Lt. Gen. Benny Gantz says that Israel may need to strike Gaza if rocket fire continues, stating that Israel would initiate an operation before it would allow itself to be “dragged into” one. Later in the day, unidentified Palestinians fire 2 rockets fr. Gaza into Israel, damaging an empty kindergarten but causing no injuries. Late at night, the IDF carries out 2 air strikes (warplane and drone) targeting a smuggling tunnel on the Rafah border and a group of armed Palestinians nr. Jabaliya, causing no injuries. In the West Bank, the IDF demolishes 4 Palestinian homes n. of Jericho; patrols in al-Bireh and 3 villages nr. Ramallah during the day; conducts late-night house searches nr. Nablus, confiscating computers but making no arrests. Taking inspiration from the U.S. civil rights movement of the 1960s, 6 Palestinian peace activists, dubbed the Freedom Riders, board an Israeli commuter bus linking the West Bank Jewish settlements with Jerusalem and are arrested at an IDF checkpoint outside the city. The Israeli Housing Min. launches a major advertising campaign selling 277 subsidized apartments in Ariel settlement nr. Salfit, 743 in Ramot and 130 in Har Homa settlement in Jerusalem, and 164 in Mod’in nr. Ramallah, as well as leasing 213 plots of land zoned for construction in Efrat settlement nr. A Palestinian is killed and another is injured when a smuggling tunnel on Gaza’s Rafah border with Egypt collapses. In the West Bank, the IDF conducts synchronized patrols in 2 villages nr. Tulkarm in the morning; raids and searches a business in Silat al-Dahir nr. Jenin, without giving cause; conducts late-night patrols in Nabi Salih, firing tear gas and warning shots at stone-throwing youths who confront them, causing no serious injuries. Overnight, Israel makes an air strike on Gaza, killing 1 Palestinian preparing to fire a rocket into Israel. Between dawn and mid-morning, Islamic Jihad fires 3 manufactured Grad rockets fr. Gaza into Israel, causing light damage and slightly injuring 1 Israeli. Later, unidentified Palestinians fire 7 mortars fr. Gaza into Israel, some of which allegedly contain white phosphorous, causing no damage or injuries. Late in the evening, the IDF carries out several air strikes on training sites, rocket launching sites, and smuggling tunnels on the Rafah border, causing no reported injuries. In the afternoon, suspected Palestinian assailants leave a bomb nr. Jerusalem’s central bus station and convention center that detonates, killing 1 British woman, injuring 38 Israelis; the PA immediately condemns the incident; no group claims responsibility. In the West Bank, the IDF blocks a funeral procession fr. using a main road in Bayt Umar village nr. Hebron, sparking a clash in which 2 Palestinian mourners are wounded by live ammunition and 4 are arrested. Hours later, the IDF sends undercover units into Bayt Umar to raid and search a gas station, beating the owners and confiscating a computer. Several hours after that, the IDF returns to block the main entrance of the village with cement blocks and sand barriers. In Syria, security forces make a predawn assault on the main mosque in Dara‘a, where antigovernment protesters have taken refuge, killing 15. Clashes last throughout the day and spread to 4 nearby villages. Over the succeeding days, clashes spread to towns and villages across the nation, becoming nr. daily events but remaining relatively small (in the 1,000s) and uncoordinated. Hot spots include Baniyas, Hama, Homs, Idlib, Latakia (which was reported to be “near anarchy”), and the Kurdish zone. (Only a few protests are reported in Damascus.) Govt. forces routinely dispersed the rallies, violently killing around 100 nationwide by 4/4. Meanwhile, Syrian activists mobilize through online social networking sites to call for mass protests every Friday until the regime falls. In the West Bank, the IDF demolishes a Palestinian home in al-Nu‘man village nr. Just as the Jerusalem talks begin, Gaza’s PRCs fire 1 rocket and 9 mortars fr. Gaza into Israel (the highest 1-day total since 3/09), causing no damage or injuries. Israeli police claim 2 of the mortars contained white phosphorous and that the rocket, which landed in Ashkelon, appeared to be a manufactured Grad type, rather than a homemade Qassam; the IDF, however, calls the rocket a Qassam. (Ashkelon is in range of both Qassams and Grads.) The Israeli daily Yedi’ot Aharonot (9/16) cites an unidentified mbr. of an unnamed Gaza militant group as confirming that 2 mortars contained white phosphorous taken from unexploded IDF ordnance (UXO) from Operation Cast Lead, saying the Gaza factions are experimenting with modifying Israeli UXO for use against Israel. The IDF retaliates with air strikes on a smuggling tunnel on the Rafah border (killing 1 Palestinian civilian, wounding 3), a factory n. of Khan Yunis (destroying it and damaging several surrounding homes, greenhouses, and businesses, but causing no reported injuries), and a vacant home southwest of Khan Yunis (destroying it). The 2d round of direct talks opens in Sharm al-Shaykh, Egypt, with Mubarak hosting Abbas, Netanyahu, and Clinton for the first day of meetings with talks now set to continue in Jerusalem on 9/15 and Ramallah on 9/16, and thereafter alternating between Jerusalem and Jericho. As Abbas and Netanyahu meet in Egypt, Israel’s Jerusalem city planners schedule a meeting for 10/7/2010 to debate construction of 1,362 new settlement housing units in Givat HaMatos s. of the Old City btwn. Gilo and Talpiot settlements. In addition, the Israeli construction company Na’out HaPisga, citing business losses, resumes construction of 2,400 settlement housing units in Mod’in Ilit settlement west of Ramallah that had been halted under the settlement freeze. In Gaza, IDF troops make a brief incursion into c. Gaza e. of Gaza Valley village to level land in the no-go zone to clear lines of sight, firing 4 artillery shells at armed Palestinians in the area, seriously wounding 1 and cutting electricity to nearby areas. Late in the evening, armed Palestinians on the n. Gaza border fire an antitank missile at IDF troops operating inside Israel, causing no damage or injuries; IDF troops fire back, killing 1 armed Palestinian, seriously wounding at least 1 other. In the West Bank, the IDF conducts arrest raids, house searches, patrols in 5 villages nr. Qalqilya between late afternoon and late evening; also conducts late-night arrest raids, house searches nr. Hebron. In Tel Aviv, Israeli police fatally shoot an East Jerusalem Palestinian who is handcuffed and in custody on charges of car theft, claiming that the Palestinian attacked an officer, who accidentally shot him. IDF senior officers take U.S. special envoy Mitchell to Kerem Shalom crossing to witness Israel’s easing of restrictions on imports to Gaza (up 30% since 6/20), including the transfer of the 1st load of goods fr. the FGM-IHH flotilla. Gaza’s electricity plant receives a shipment of industrial fuel allowing it to resume operations after a 4-day halt (the longest complete stoppage of the facility since the beginning of 2010). In the West Bank, the IDF conducts late-night arrest raids, house searches in Qalqilya and nr. Hebron. In Jerusalem, Israeli police arrest PC mbr. Abu Tir for being in the city illegally; he was ordered (see 5/21) to leave voluntarily or face expulsion to Gaza. Israeli sources reveal that Israel’s Jerusalem Planning Committee recently approved construction of 1,400 new hotel rooms in Jabal Mukabir in East Jerusalem. Israel begins barring all West Bank Palestinian-made products fr. entering East Jerusalem as of 7/1 on the grounds that they did not meet Israeli standards, though the move is widely seen as retaliation for the PA’s boycott on settlement-made good enacted in 4/2010. Israel’s Peace Now reports that construction has begun of 14 new Jewish homes in Ras al-Amud in East Jerusalem. The PA informs the U.S., calling the construction a violation of Israel’s pledges at the start of proximity talks. Israel says the homes are being built privately and the government has no authority to stop it. In the West Bank, the IDF patrols in Bayt Umar village in the afternoon, firing live ammunition at stone-throwing Palestinian youths who confront them, wounding 1; makes a late-night raid on a Palestinian home in Bil‘in, summoning 1 resident for interrogation; conducts late-night arrest raids, house searches nr. Salfit, arresting 11 Palestinian teenagers. Israel’s Jerusalem municipality orders Palestinian business owners to evacuate a 3 d. plot of land nr. the U.S. consulate, saying it is state-owned land; the order is not immediately enforced. Jewish settlers escorted by IDF troops enter Awarta village nr. Nablus in the evening to hold religious services at an ancient Jewish gravesite, also smashing and vandalizing several Palestinian tombstones in a Palestinian cemetery. Egyptian border police clash with 100s of Palestinians protesting Egypt’s refusal to allow a humanitarian aid convoy through the Rafah crossing into Gaza without Israel’s permission and Egyptian plans to build an underground steel wall to deter smuggling tunnels, leaving 1 Egyptian soldier fatally shot, 10s of Palestinians injured. In Gaza, a PRC mbr. injured in the 1/5 Israeli air strike on al-Qarara dies. The UN reports that since 12/23, 1 Palestinian has been killed in a smuggling tunnel collapse on the Rafah border. After 2 days of intensive talks and a meeting that stretches overnight, Netanyahu is unable to secure cabinet approval for a German deal endorsed by Hamas to release some 1,000 Palestinian prisoners for the release of captured IDF soldier Cpl. Gilad Shalit. DM Barak tells the press that freeing Shalit is still a “top priority” but “not at any price.” (WP 12/22; WT 12/23; JPI 1/1)

Palestinians report that in the previous wk., Israeli authorities removed remains fr. 300 graves at a Muslim cemetery nr. the Jaffa Gate in Jerusalem to make way for construction of Israel’s national Tolerance Museum; the remains were reburied in a mass grave elsewhere. A mysterious explosion levels a building in Lebanon’s Khirbat Slim, 12 mi. fr. the Israeli border, causing no casualties; Lebanese and Hizballah authorities secure the site, barring access to UNIFIL soldiers. Israel claims the site housed a Hizballah arms cache, indicating that Hizballah is rearming in violation of UN Res. 1701 that ended the 2006 Lebanon war. Hizballah claims that the explosion was caused by unexploded IDF cluster munitions left over fr. the war. (NYT 7/16)

In Washington, Israeli DM Barak presents U.S. envoy Mitchell and other U.S. officials with a compromise settlement freeze proposal, offering a “complete freeze” to settlement construction for 3–6 mos., excluding construction already under way and/or in East Jerusalem. (WP 7/1)

The Israeli navy halts a ship of international peace activists organized by the Free Gaza Movement attempting to sail fr. Cyprus to Gaza with humanitarian supplies to challenge Israel’s blockade; the IDF detains the 21 persons on board, including former House rep. Cynthia McKinney (D/Green Party-GA) and Nobel laureate Mairead Corrigan Maguire (all 21 are deported on 7/6). Palestinians report that over the previous wk., the IDF has bulldozed Palestinian land in Abu Dis, Azariyya, and al-Sawahara to expand the Container checkpoint southeast of Jerusalem, which obstructs travel btwn. the n. and s. Israeli naval vessels fire on an unmanned Palestinian boat off the Bayt Lahiya coast, causing it to explode, resulting in no injuries; Israel claims the boat was full of explosives and Palestinians floated it out to sea in an attempt to attack its ships; there is no independent confirmation, and no group takes responsibility for staging an attack. Egyptian border police demolish 6 smuggling tunnels on the Rafah border. In the West Bank, the IDF stages a late-night raid into Tuqu‘ village nr. Bethlehem, searching several homes and ordering a number of Palestinians to surrender for questioning, but making no arrests; conducts late-night arrest raids, house searches nr. Jenin, Nablus. In Jerusalem, around 80 Jewish settlers break into the al-Aqsa Mosque compound to celebrate the Passover festival there, chanting slogans to destroy the mosque and build the Third Temple; mosque guards block the settlers fr. entering the mosque itself; the IDF intervenes to arrest a Palestinian journalist covering the incident, charging him with “posing a danger to the Jewish public.” (NYT 4/14; OCHA 4/15; PCHR 4/16)

Israel announces it will lift restrictions on the import of foodstuffs to Gaza, “provided that the source of the shipments is approved by the Israeli authority” (not further clarified). IDF troops enter s. Gaza nr. Abasan to bulldoze land along the border fence. Israeli warplanes repeatedly break the sound barrier over Gaza City. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, damaging several and forcing them to return to shore, but causing no injuries. In the West Bank, IDF troops demand that a Palestinian move his car, parked nr. the Beit Shalom outpost site evacuated last quarter; when the man refuses, troops scuffle with him, prompting Palestinians nearby to come to his aid; the situation escalates, with IDF troops beating 6 Palestinians and storming and damaging a nearby Palestinian grocery. The IDF also conducts late-night arrest raids, house searches nr. Hebron. The Israeli High Court approves the confiscation of 30 d. of land in Shu‘fat r.c. northeast of Jerusalem for construction expansion of an existing IDF checkpoint and extension of the separation wall to create a new permanent crossing point into Jerusalem; 30 Palestinian shops are expected to be demolished and at least 45,000 Palestinians are expected to lose direct access to Jerusalem. The local council of Har Adar settlement in East Jerusalem issues instructions that Palestinian “laborers are strictly forbidden to move around the community on foot, between the construction sites,” and must be accompanied at all times by their employer or the employer’s representative, stating “this instruction is meant to protect the community’s residents”; the IDF says it will enforce the order, which the Association for Civil Rights in Israel denounces as “a racist instruction based on a general fear of Arabs.” Alleging corruption by Fatah-affiliated employees, Hamas authorities in Gaza take control of the PA Referrals Abroad Dept. which assesses medical cases for specialized treatment in hospitals in the West Bank, Egypt, and Jordan. In response, the PA Health Min. in Ramallah and the Egyptian government say they will no longer finance the transportation or treatment of medical patients referred by the office and Israel says it will not grant travel permits for referrals to exit Gaza. Overnight, the IDF makes an air strike on Islamic Jihad mbrs. operating nr. the Gaza border fence e. of al-Maghazi r.c. who fire 2 rocket-propelled grenades (RPGs) at the Kissufim IDF base inside Israel (causing no injuries), killing 3 Islamic Jihad mbrs., wounding 1. Palestinians fire several rockets fr. Gaza into Israel, damaging a synagogue in Netivot, but causing no injuries. In the afternoon and late evening, the IDF makes at least 9 air strikes on the Rafah border, causing no injuries. In the West Bank, the IDF sends troops into Bil‘in village during the day, firing toward stone-throwing youths who confront them, causing no reported injuries; conducts evening arrest raids, house searches nr. Bethlehem; conducts similar late-night operations in ‘Aqabat Jabir r.c. nr. Jericho and nr. Jenin. In Jerusalem, a Palestinian construction worker in a bulldozer rams and flips a police car, pushing it into an empty bus, injuring 2 police officers, before police and bystanders shoot him dead; Israel considers it a terrorist attack, though the man apparently acted on his own. Some 400 Gazans protest on the Rafah border demanding that Egypt unilaterally open the crossing into Gaza. Egypt deploys 100s of additional police and border patrol officers along the Rafah border, fearing another breach, as occurred in 1/08 (see Quarterly Update in JPS 147). On the Rafah border, 5 Palestinians are killed, 3 are injured when a smuggling tunnel collapses. In the West Bank, the IDF raids and occupies a Palestinian home nr. Bethlehem as an observation post; conducts late-night arrest raids, house searches nr. Jenin, Tulkarm. Israeli security forces raid a theater in East Jerusalem to prevent a Palestinian folklore troupe fr. performing as part of a series of events billed as celebrating the Arab League designation of Jerusalem as the capital of Arab culture for 2009), saying the program violates the ban on Palestinian political activity in the city. Unknown assailants fire a Katyusha rocket fr. s. Lebanon into n. Israel, lightly injuring 3 Israelis. A 2d rocket lands inside Lebanon, causing no damage or injuries. Israel files a formal complaint with the UN, demanding stepped-up UNIFIL and Lebanese government enforcement in s. Lebanon in keeping with UN Res. 1701’s provisions to halt arms smuggling into s. Lebanon and reiterating Israel’s right to self-defense. (WJW 2/26)

As the quarter opens, Israel’s near total blockade of Gaza enters its 21st month, since Hamas’s takeover of Gaza in 6/07. Israel continues to bar exports fr. Gaza, strictly limit imports, and ban all but VIPs and emergency medical cases fr. transiting the border. Imports include limited commodities and enough staple goods and fuel for electricity, emergency services, and cooking to preclude a humanitarian crisis, but are insufficient to meet daily needs, adequately maintain basic services, or repair the heavy damage fr. Israel’s 23-day assault on Gaza, Operation Cast Lead (OCL), which ended on 1/18/09. Today, Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. The Israel Defense Forces (IDF) respond with 2 air strikes on tunnels on the Rafah border, causing no injuries. In Bayt Lahiya, 1 Palestinian scavenging scrap metal is killed, 4 are injured when they accidentally trigger unexploded IDF ordnance (UXO). In the West Bank, the IDF bulldozes 20 olive trees on a plot of Palestinian land on the s. border of Ni‘lin, declaring it a closed military zone; conducts synchronized late-night arrest raids, house searches into Tulkarm, neighboring Nur Shams refugee camp (r.c.), and 5 nearby villages; conducts similar late-night arrest raids, house searches nr. Bethlehem, Hebron; closes a gate in the separation wall nr. Dahiyat al-Barid (located btwn. the separation wall and the Green Line nr. Jerusalem), forcing villagers to travel 1–2 hrs. through the Qalandia crossing to access the rest of the West Bank. The Israeli government authorizes the confiscation of 1,700 dunams (d.; 4 d. = 1 acre) of Palestinian land in the villages of al-Ma‘sara, Umm Salamuna, and Wadi al-Nas nr. Bethlehem for expansion of Efrat and Gush Etzion settlements (2,500 new housing units, increasing the settler population there fr. 9,000 to 30,000). In the 1st serious breach of the Gaza cease-fire, 1 IDF soldier is killed, 3 are wounded when Palestinians remotely detonate a roadside bomb nr. an IDF patrol near the Gaza border inside Israel, e. of Dayr al-Balah, nr. Kissufim crossing; Hamas denies involvement and says it is unclear who staged the attack; no group asserts responsibility. IDF soldiers make a brief incursion into Dayr al-Balah under cover of helicopters to bulldoze land along the border fence, directing heavy helicopter and machine-gun fire on nearby residential areas, wounding 1 Palestinian. Later, an IDF drone fires a missile at a Hamas-affiliated police officer riding a motorcycle in Khan Yunis (wounding him and 2 Palestinian children, ages 5 and 13, nearby) and briefly sends troops into Khan Yunis, withdrawing after several hrs. (Israel claims that the targeted man broke fr. Hamas to start a new faction, called Global Jihad, and was responsible for planning the Kissufim bombing earlier in the day.) Separately, IDF troops on the s. Gaza border fire on Palestinian farmers working land nr. the border fence, killing 1 Palestinian. Israel seals Gaza’s borders completely, denying entry to humanitarian aid (14 truckloads of goods entered before the closure) and, late in the evening, makes air strikes on smuggling tunnels on the Rafah border for the first time since OCL. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron. (AFP, FT, IHY, MM, NYT, al-Quds, WP, WT, YA 1/28; PCHR 1/29; HA, IDF Radio, MM, NYT, YA 1/30)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The UN estimates that 20,000 Gazans have been internally displaced by the fighting. In the West Bank, the IDF fatally shoots a Palestinian who allegedly attempts to set fire to a gas station outside the Ma’ale Adumim settlement e. of Jerusalem; fires live ammunition and rubber-coated steel bullets at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, seriously wounding 2 (including a 12-yr.-old boy); fires live ammunition at Palestinians protesting against the separation wall in Bil‘in, wounding 1; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya nr. The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. The Lebanese army and UNIFIL pledge to step up surveillance in s. Lebanon (ITV, MM, MNR, RFM 1/8; Guardian, HA, MM, NYT, WP, WT, SFR, al-Watan, YA 1/9; YA 1/10; AFP, AP, NYT, WT 1/12; HA, MM 1/15; JPI 1/23)

Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Bil‘in (injuring 5 Palestinians), Ni‘lin (wounding 1 Israeli, 3 Palestinians), and Jayyus (injuring 3 Palestinians; 1 is hit with live ammunition). In Jerusalem, 100s of Palestinians clash with Israeli police after Friday prayers. Small demonstrations against OCL are reported in East Jerusalem and across the West Bank (including Bani Na‘im nr. Hebron, Bethlehem, Hebron, Issawiyya, Ramallah, Shu‘fat r.c.). IDF troops shoot at protesters in Bani Na‘im, wounding 5. The PASF breaks up large rallies against OCL in Hebron and Ramallah, firing tear gas at demonstrators, ripping up pro-Hamas placards and flags, beating and arresting suspected Hamas supporters, injuring at least 10 Palestinians.
