As the IDF continues its closure of Hebron and the surrounding district that was put in place on 7/1, Israeli PM Netanyahu visits the separation wall under construction nr. Hebron and remarks on the necessity to “prevent illegal residents and attackers from reaching Israel’s cities.” Meanwhile, IDF troops arrest 14 Palestinians and issue 6 arrest summons during late-night raids nr. Bethlehem, Nablus, and Hebron; and patrol throughout the day nr. Hebron. Israeli forces uproot a number of olive trees outside Dayr Istya village nr. Salfit to clear space for Israeli settlers to build a road. In East Jerusalem, Israeli forces demolish several Palestinian structures nr. the Israeli settlement of Atarot. Along Gaza’s border, Israeli forces shoot and injure a Palestinian farmer working nr. Dayr al-Balah and conduct a limited incursion to level land nr. Jabaliya r.c. In East Jerusalem, Israeli forces carry out the punitive demolition of the Jabal Mukabir home of an imprisoned Palestinian accused of attacking Israeli soldiers on 10/10/2015, and also demolish a half-built home in Ras al-Amud. Also in Ras al-Amud, a Palestinian family demolishes their own home on Israeli orders. Later, the Israeli authorities return 2 bodies of Palestinians killed in confrontations with Israeli forces since the beginning of the habba (“surge” or “revolt” in English) in the oPt in 10/2015. One family rejects the body of their relative when they discover it is frozen, allegedly in violation of the deal they made with the Israelis (they had agreed to limit the size of the funeral and deposited a NIS 20,000 [around $5,250] guarantee). Israeli forces arrest a Palestinian woman at Haram al-Sharif after she confronts Jewish Israeli MK Shuli Mualem-Rafaeli. In the West Bank, IDF troops raid a number of quarries nr. Qalqilya, confiscating millions of dollars’ worth of equipment. They also raid a number of chicken farms and erect a mobile checkpoint outside a village nr. Ramallah, sparking clashes with stone-throwing Palestinians; 1 Palestinian is injured. The IDF violently disperses stone-throwing Palestinians in a village nr. Tulkarm, causing no serious injuries; raids a village council’s office in a village nr. Bethlehem, destroying property and breaking its main doors; conducts further raids and house searches nr. Tulkarm, Jenin, Nablus, and Bethlehem, arresting 4 Palestinians, issuing arrest summons to 2, and confiscating property; and patrols nr. Tulkarm, Jenin, and Hebron. A PA official who monitors settlement growth in the West Bank reveals that Israeli officials recently informed Palestinians in villages nr. Nablus of their intention to confiscate 1,200 dunams (around 300 acres) of nearby land. The IDF’s Coordinator of Govt. Activities in the Territories Unit (COGAT) disputes this figure, saying that only 612 dunams will be seized and incorporated into the nearby settlement of Eli. (MNA, WAFA 3/21; EI 3/30)

At the annual AIPAC conference in Washington, leading presidential candidates Hillary Clinton and Donald Trump present their foreign policy ideas and pro-Israel credentials. Israeli PM Netanyahu confirms that his govt. will allow the settlers who were forcibly evicted from 2 homes in c. Hebron on 1/22 to return once their proper paperwork is in order. He also says he will form a ministerial comm. to deal with related issues, acquiescing to a request from Education Minister Naftali Bennett (his proposal will be approved on 1/25). The corresponding Israeli crackdown continues as well: Israeli forces deliver a punitive demolition order to the Nablus-area home of the Palestinian who allegedly carried out a stabbing attack in a settlement on 10/25; assault a Palestinian journalist at a checkpoint nr. Jenin. The IDF conducts house searches and raids in 3 villages nr. Hebron, 2 nr. Ramallah, 1 nr. Tulkarm, and Jenin r.c. nr. Jenin, arresting 6 Palestinians. Israeli settlers enter a village nr. Nablus, sparking clashes between stone-throwing Palestinian youths and IDF troops (14 Palestinians are injured). Along Gaza’s border, IDF troops open fire on Palestinians in a village e. of Dayr al-Balah, injuring 1. Late at night, Israeli forces conduct a limited incursion across the s. border fence to level land. On a series of raids of Israeli settlement outposts nr. Nablus, Israeli forces arrest as many as 9 Israeli settlers suspected of recent attacks and perpetrating the 7/31 arson attack in Duma, nr. Nablus, that led to the death of 3 Palestinians; 2 of the suspects are placed in administrative detention; they also deliver stop-work orders to 2 EU-funded water tanks under construction nr. Hebron. The IDF conducts late-night raids and house searches in Hebron and 1 nearby village, Jenin, and Dahaysha r.c. nr. After around 32 Palestinian prisoners join the mass open-ended hunger strike in Israel’s Nafha and Ramon Prisons, bringing the number of total participants to 180, the prisoners decide to end their strike, which began on 8/5. The Israel Prison Service (IPS) says no deal was made, but Palestinian Prisoners Society chair Qadura Fares says that IPS agreed to several concessions on terms of cell searches and other issues. In Gaza, a group claiming affiliation with ISIS launches a single rocket toward s. Israel, but it lands inside Gaza. Dayr al-Balah, Israeli naval forces fire warning shots at Palestinian fishing boats, then destroy 8 nets and confiscate private property. In the West Bank, Israeli forces level at least 17 dunams (around 4 acres) of agricultural land nr. Bethlehem to make room for settlement expansion; order 30 Palestinian families to leave their homes in the n. The IDF’s Military Advocate Gen. concludes his internal investigation into its 7/16/2014 air strike that killed 4 children on a Gaza beach during OPE, determining that the “incident took place in an area that had long been known as a compound belonging to Hamas’s Naval Police and Naval Force,” which made it a “lawful target” by IDF regulations. No criminal or disciplinary action will be taken. Hours after Israeli PM Netanyahu announced the new ruling coalition on 5/6, Jerusalem municipal authorities approve construction of 900 new homes in the Ramat Shlomo neighborhood of East Jerusalem. U.S. State Dept. spokesperson Jeff Rathke says that the Obama admin. is “disappointed” and “concerned” with the announcement. The White House, however, releases a statement congratulating Netanyahu on forming a new govt. The U.S. Senate passes the Iran Nuclear Agreement Review Act by a vote of 98–1. The bill, which will allow Congress to review and either approve or disapprove of any final agreement made between the P5+1 and Iran, now goes to the House for consideration. A small armed group, with self-proclaimed affiliations to ISIS, posts a statement online threatening to “act” against Hamas if certain prisoners are not freed within 72 hours. Hours later, a bomb explodes on the perimeter of Hamas’s security headquarters in Gaza City. The group does not take credit for the bombing, but Hamas police proceed to arrest dozens of the group’s mbrs. and destroy a makeshift mosque-headquarters in Dayr al-Balah. In the West Bank, Israeli forces set up 12 mobile homes early in the morning on 650 dunams of previously leveled land outside a Palestinian village nr. Bethlehem. Israeli FM Avigdor Lieberman resigns as FM and says his Yisrael Beytenu party will not be joining the ruling coalition of PM Netanyahu’s next govt. He says that he chose “principles and not portfolios,” and that “what’s being built is not a national camp, but a govt. that smacks of opportunism.” Netanyahu’s deadline for forming a coalition is 5/6. Israel’s COGAT Mordechai announces that starting today, Palestinian vehicles from the West Bank will be allowed to enter Jerusalem. In the 1st of 2 planned stages, over 100 Palestinian doctors are allowed to enter. Unrestricted travel for Palestinian businessmen and women will follow in the next phase. PLO Chief Negotiator Saeb Erekat says that the Arab League’s support for land swaps is nothing new. In response, Hamas urges Egypt to ensure that Israel stays committed to the truce deal signed at the end of Operation Pillar of Defense in 11/2012 (see QU 167). Israeli naval vessels open fire on Palestinian fishermen twice, once off the central Gaza coast nr. Dayr al-Balah and once off the south Gaza coast nr. Rafah, in the latter case causing damage and 1 injury. IDF forces also make a brief incursion into central Gaza nr. Juhr al-Dikto level land and clear lines of sight along the border fence. In the West Bank, a Palestinian fatally stabs a Jewish settler from Yitzhar at a Tapuach junction bus stop. In retaliation, Jewish settlers riot and attack Palestinians across the West Bank, including blocking roads and throwing stones at passing vehicles. Overall, the Palestinian civil defense report 57 fires across the West Bank caused by settlers, with damage to hundreds of olive and almond trees. The Palestinians do not comment. Responding to recent Israeli air strikes and cross-border shootings in Gaza that killed 6 Palestinians, Hamas’s IQB for the 1st time in more than a year fires a barrage of at least 45 rockets (including at least 10 Grads) fr. Gaza into Israel; 1 rocket damages an Israeli police barracks and injures 2 police officers, but the others land in open areas. The IQB says it is aiming predominantly at open areas to minimize the severity of its rocket fire and to ‘‘send a message’’ to Israel. Expecting retaliation, Hamas security officials vacate their bases. Israel initially issues a stern warning and carries out 1 air strike on a Palestinian rocketlaunching team nr. Dayr al-Balah, wounding 1 armed Palestinian. Late at night, however, Israeli warplanes and drones carry out 7 air strikes on Hamas targets across Gaza, seriously wounding 1 IQB mbr. The targets include a garage and a group of armed Palestinians in Gaza City, a vacant house in al-Bureij r.c., and 2 IQB training camps nr. Bayt Lahiya and Rafah. In the West Bank, Jewish settlers set fire to a mosque in the village of Jaba nr. Bethlehem and spray graffiti on its walls warning the Israeli government against evacuating the unauthorized settlement outpost of Ulpana (5 buildings, 30 families). This is the 12th mosque vandalized by Jewish settlers since 1/2011. Jewish settlers also vandalize the car of the settler leader negotiating the terms of Ulpana’s evacuation with the Israeli government. OCHA reports that in the previous week, the IDF carried out several significant demolitions in Israelicontrolled Area C: 14 residential structures and 11 animal pens in the al-Hirma bedouin community near Bethlehem (64 displaced, including 37 children); 6 seasonal residential structures in the Jordan Valley (20 displaced); 1 residential structure nr. The P5+1 and Iran close 2 days of ‘‘intense and tough’’ nuclear talks in Moscow. Both sides say that the talks were so detailed and so heated that they need a break to digest all that has been discussed and to confer with their governments. Iran reportedly offers to halt enrichment of uranium to 20% purity if the international community acknowledges Iran’s right to enrich uranium and immediately rolls back sanctions. The P5+1 refuses to delay or waive sanctions until Iran meets specific benchmarks of compliance. Ashton announces that the sides plan to send technical experts to Istanbul on 7/3 ‘‘to make sure all clearly understood the nature of both sides’ proposals’’ and to gauge the prospects for narrowing gaps and holding more negotiations. Unidentified U.S. and Western officials confirm to the Washington Post (6/20) that the U.S. and Israel jointly developed the Flame virus to map and monitor Iran’s computer networks in preparation for a major cyberwarfare campaign. They said, however, that Israel deployed the virus unilaterally, without consulting the U.S., leading to its premature detection by Iran and to development of critical Iranian countermeasures. U.S. intelligence officials had hoped that Flame would reside undetected on Iran’s networks for years sending back valuable information. Computer experts said (WP 6/20) that Flame contained ‘‘DNA-like evidence’’ linking it to the Stuxnet virus (see QU in JPS 158). This would make the Stuxnet and Flame attacks the first recorded sustained cyber-sabotage campaign against a state. (WP 6/20)

Lebanon releases 9 Islamists (7 Lebanese, 1 Palestinian, 1 Saudi) tied to Fatah al-Islam who were among the approximate 180 people detained during the 2007 clashes between Fatah al-Islam and the Lebanese army in Nahr al-Barid r.c. in n. Lebanon (see QU in JPS 145–46). (WT 6/20)

Fatah and Hamas officials announce an (unsigned) reconciliation agreement, pledging to form a transitional national unity govt. made up of independent technocrats chosen by consensus that would prioritize planning for legislative and presidential elections within a year (including agreeing on new mbrs. for the Central Elections Commission), rebuilding Gaza, and reunifying West Bank and Gaza institutions. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries.
