In the West Bank, Israeli settlers set fire to a Palestinian-owned vehicle in al-Zawiya. An Israeli settler also rams a flock of sheep with his car in Kisan, killing 1 and injuring others. Israeli forces shoot and injure a Palestinian with live ammunition during a raid in Qusra. Israeli forces also open fire at a Palestinian vehicle traveling in Hebron before arresting the driver. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Baqa al-Hatab, Jenin, Hebron, Tubas, and Tulkarm. In East Jerusalem, Israeli forces prevent the movement of Palestinian worshippers to the Haram al-Sharif compound, limiting the entry to 13,000 worshippers for Friday prayers. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Beit Lahiya, killing at least 112 people. Israeli forces shoot and kill 4 Palestinians at al-Amal Hospital, including the Palestine Red Crescent Society’s director of the youth and volunteers department Hedaya Hamad. In Lebanon, Israeli forces bomb Tayr Harfa, Wadi Hassan, Majdal Zoun, Marwahin, Zibqin, and Jabal Balat. In Syria, Israeli forces bomb Damascus, killing an Iranian national and causing damage. In Yemen, Houthi militants fire a ballistic missile at Eilat, which Israel says is intercepted over the Red Sea. More than 27,131 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,287 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,391 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 222 Israeli soldiers have been killed and 1,296 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNICEF says it estimates that 17,000 Palestinian children in Gaza have been left separated from their families during the Israeli assault on Gaza and that nearly all children in Gaza require mental health support. Hamas official Osama Hamdan says the ceasefire proposal by Israel, Egypt, Qatar, and the U.S. is not acceptable, saying a permanent ceasefire is needed. Israeli defense minister Yoav Gallant says Israel will not stop attacking Lebanon if a ceasefire deal is reached in Gaza. MK and former defense minister Avigdor Liberman tells the Jerusalem Post that Egypt should control Gaza, Jordan should control Area A and parts of Area B of the West Bank, while Israel annexes Area C and parts of Area B. U.S. ambassador to the UN Linda Thomas-Greenfield says an Algerian-circulated draft resolution calling for a ceasefire in Gaza could jeopardize “sensitive negotiations” for a temporary ceasefire. (REU 2/2)

In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces during a raid in Ras Karkar last week. Israeli settlers posing as Israeli forces made 3 Palestinian families demolish their residential tents on the outskirts of Hizma. Israeli forces shot and killed 4 Palestinians during a raid in Jenin, 9 were injured, including 1 in a drone strike on a house. Israeli forces also shot and killed a Palestinian during a raid in Yatta. Elsewhere, Israeli forces shot and injured 44 Palestinians during raids in Beita, Hebron, Zawata, Safa, al-Ram, Dura al-Qara’, ‘Anata, and Dheisheh refugee camp. 60 Palestinians were arrested during late-night raids in and around Ramallah, Silwad, Hebron, Nablus, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces shot and killed a Palestinian in Shaykh Jarrah, claiming he had stabbed and injured a police officer. In Gaza, Israeli airstrikes killed at least 304 Palestinians. Israel said it had carried out 600 airstrikes in the past 24 hours. Hamas said it had repelled Israeli advances near Gaza City, forcing Israeli tanks and bulldozers to retreat. Israel hit the Turkish-Palestinian Friendship Hospital, causing extensive damage. Near Lebanon, an Israeli soldier was killed and 2 others injured when an Israeli tank rolled over them. Israel attacked several places in Lebanon; 3 mortar shells were fired at Israel. In Syria, Israeli forces carried out airstrikes, saying they had hit targets that fired rockets toward Israel. The Gaza Ministry of Health said at least 8,309 Palestinians have been killed, including around 5,000 women and children, and 21,048 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 122 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,208 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. UNRWA said 10 of its staff have been killed in the past 3 days, bringing the total number of UNRWA staff killed by Israel to 63. 26 trucks carrying aid to Gaza entered via the Rafah crossing. The WHO said it had not been able to resupply al-Shifa and al-Quds hospitals because of the risk of Israeli airstrikes. The Palestinian Red Crescent Society said an Israeli airstrike damaged its warehouse in Gaza City. Israel closed off the water to Gaza again after reopening 2 water lines in the past week. Al Jazeera journalist Youmna ElSayed said her family had received a phone call from Israel warning them to flee south from Gaza City. Israeli media reported that Finance Minister Bezalel Smotrich had sent a letter to Prime Minister Benjamin Netanyahu, informing him that monthly payments to the PA delivering the PA’s tax revenue had stopped. (AJ 10/30)

A draft document written by the Israeli Ministry of Intelligence said Israel may try to forcefully displace Palestinians in Gaza to Egypt. 2 other options in the document included that Israel hands control of Gaza to the PA or that is establish “local Arab rule” by Palestinians in Gaza. Israeli sources verified the authenticity of the document but said the government is not expected to debate the proposals. (HA 10/30; AP 10/31)

The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. The judges said “[t]he assessment of human rights violations in times of war is not comparable to such assessments in peaceful situations.” (HA 10/30)

Al-Haq, al-Mazan, and the Palestinian Centre for Human Rights urged ICC prosecutor Karim Khan to issue arrest warrants for “Israeli authorities and military personnel.” (AJ 10/30; WAFA 10/31)

At the UN Security Council, PA ambassador to the UN Riyad Mansour criticized the international community for not forcing Israel to stop its bombing of Gaza, saying “they are besieged and bombed with nowhere safe to go.” Israeli UN ambassador Gilad Erdan wore a yellow Star of David, resembling the markings forced on Jewish people by Nazi Germany, saying “Never Again.” Dani Dayan, the chairperson of the Israeli Holocaust Remembrance Center, Yad Vashem, said Erdan’s actions “disgraces both Holocaust victims and Israel.” UNRWA commissioner-general Phillippe Lazzarini told the Security Council that a ceasefire was a “matter of life and death for millions,” and charged Israel with collective punishment. U.S. National Security Council spokesperson John Kirby said the U.S. does not support a ceasefire, reiterating the White House’s position that a ceasefire would only benefit Hamas. Kirby stated the U.S. position was to support “temporary, localized humanitarian pauses for aid, and for people to get out.” The U.S. also said 4 rockets were launched at the Ain al-Asad air base, causing no injuries or damage. UK foreign secretary James Cleverly said the UK was working to facilitate a temporary ceasefire to allow more aid to enter Gaza. UK parliamentary private secretary Paul Bristow was fired from the Conservative government for writing a letter to Prime Minister Rishi Sunak calling for a ceasefire. Axios reported that Mossad director David Barnea traveled to Qatar over the weekend for meetings with Qatari officials regarding a prisoner exchange with Hamas. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, discussing the humanitarian situation in Gaza and Qatari efforts to mediate a prisoner exchange. In the West Bank, Israeli forces seized a tractor near Jericho and assaulted its 2 Palestinian owners as they tried to prevent the seizure, leading to hospitalization of 1 and arrest of the other. Israeli forces also violently dispersed a protest in Kafr Qaddum, injuring 2 with sponge grenades. 2 Palestinians were arrested during late-night raids in Hizma and al-Shuyukh. In East Jerusalem, 2 Palestinians were arrested during raids in Silwan and Issawiyya; during the arrest in Silwan, Israeli forces also confiscated 1 Palestinian-owned vehicle. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. UNRWA announced that it will unify its food basket system in Gaza, canceling double portions for the most vulnerable families to expand its services to another 60,000 people. The Palestinian Centre for Human Rights warned that the move will harm the poorest people in Gaza and that UNRWA needs to enhance its food program. (PCHR 2/21)

PA president Mahmoud Abbas signed a decree banning police pursuits and detentions based on “reasons related to freedom of expression and political affiliation.” The decree also said prisoners held because of political affiliation or for voicing opinions should be released. In the West Bank, Israeli forces carry out the punitive demolition of part of the Tulkarm-area home of a Palestinian suspected of shooting and killing 2 Israeli settlers on 10/7 (IDF troops shot and killed the suspect during an arrest raid on 12/12). The demolition sparks clashes with Palestinian residents of the area; 3 Palestinians are arrested and 6 are injured. Separately, IDF troops arrest 20 Palestinians during raids near Ramallah, Hebron, Bethlehem, and Jenin; and patrol near Hebron throughout the day. Israeli settlers assault and severely injure a Palestinian after they force him out of his car outside Bethlehem. In the evening, hundreds of Palestinians gather along Gaza’s northern border to continue the Great March of Return and to cheer on 20 Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; 22 Palestinians are injured. Also off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Khan Yunis, causing no damage or injuries. In response to the PA’s ban on Palestinian purchases of lamb from Israel on 12/2, Israel’s Agriculture Minister Uri Ariel imposes a ban on Palestinian fruit and vegetable imports. Ariel neglects to announce the ban to the public. Palestinian farmers export between 280 and 300 tons of produce to Israel per day, and the ban is expected to cost the Palestinian economy approximately NIS 1 million (approximately $265,545) per day. After the IDF announced the discovery of a 4th Hezbollah-built cross-border tunnel on 12/16, UNIFIL states that 2 of the 4 were built in violation of UN Security Council Resolution 1701, which ended the 2006 Israel-Lebanon war. “UNIFIL has requested the Lebanese authorities to ensure urgent follow-up actions in accordance with the responsibilities of the Government of Lebanon pursuant to resolution 1701,” a UNIFIL statement reads. Earlier in the day, the Lebanese Armed Forces go on high alert after several Lebanese soldiers confront IDF troops installing barbed wire along the border near Mays al-Jabal village. Israeli forces shoot and kill a Palestinian driver after he allegedly attempts to ram them outside Ithna village near Hebron. Elsewhere in the West Bank, IDF troops shoot and injure 5 Palestinians during clashes sparked by raids in Surda and Nabi Salih villages near Ramallah and Bayt Umar near Hebron. The IDF also conducts raids in Ramallah for a 2d day in a row, sparking clashes with Palestinian residents of the area; 6 Palestinians are lightly injured. Meanwhile, Israeli forces demolish a Palestinian home in Jiftlik. Shortly after the demolition, they open fire on a Palestinian driver allegedly attempting to ram them. The driver, who is later identified as the owner of the demolished home, is lightly injured and his car is damaged. Israeli soldiers then assault and arrest him. Separately, Israeli forces issue stop-work orders to Palestinians building new classrooms onto a school in Bayt Dajan near Nablus. An IDF spokesperson announces that Israeli forces have discovered another of Hezbollah’s cross-border tunnels in the context of Operation Northern Shield. According to the spokesperson, the tunnel has been booby-trapped so anyone entering from the Lebanese side would “face a serious danger to their lives.” Meanwhile, Lebanese president Michel Aoun says that U.S. officials have told him that Israel has no “aggressive intentions” behind Operation Northern Shield, adding that he too has no “aggressive intentions.” Aoun also says that his government takes the issue of Hezbollah’s tunnels “seriously.” Tensions along the border remain relatively low, although sources both in Israel and Lebanon say that there is potential for the situation to escalate quickly. An IDF spokesperson announces that Israeli forces have discovered another Hezbollah-built cross-border tunnel in the context of Operation Northern Shield. “The tunnel is booby-trapped right now in a manner that would endanger the life of anyone attempting to enter it from the Lebanese side,” the spokesperson adds. Earlier in the day, IDF troops stationed along the Israel-Lebanon border fire warning shots at 3 people approaching the border fence from the other side. “Troops fired towards the suspects following fire procedures. In a speech at a conference in Ramallah, PA president Mahmoud Abbas outlines his plans for reforming his relationships with Israel, the U.S. and Hamas. “For the Israelis, we told them that we want to amend or cancel the Paris Agreement. They responded, ‘We will give you the answer after 2, 3 or 4 days.’ Two days later, [DM Avigdor Lieberman], who we were talking to, resigned and now we do not know who we are talking to.” The U.S., Abbas says, asked the Palestinians not to join international organizations. “But after the U.S. decision on Jerusalem, we decided to gradually accede to these organizations, and indeed we acceded to the Universal Postal Union.” Regarding Hamas, Abbas says that “there are a lot of issues between us that we will follow in order to ensure the interests of our people.” He also announces plans to dissolve the Palestinian Legislative Council (PLC), the PA’s parliament. The announcement is widely seen as Abbas’s latest effort to marginalize Hamas, which won 74 of the PLC’s 132 seats in the most recent election, in 2006. (MNA, REU 12/8; TOI, WAFA 12/9)

In response to the IDF’s Operation Northern Shield, Lebanese prime minister Sa‘d Hariri tweets, “The developments in the southern Lebanon border are no reason for escalation. This is what the Lebanese government wants and is acting towards.” Hariri also says that representatives of UNIFIL, Lebanon, and Israel met on 12/5 to discuss the operation, and that the Lebanese officials affirmed that Israel’s “consistent infiltration of Lebanese territory and airspace is an obvious violation of [UNSC Resolution 1701] and its principles.” Meanwhile, Israeli prime minister Benjamin Netanyahu says there is a “reasonable possibility” that the IDF will have to expand Operation Northern Shield to activities in southern Lebanon. “We are denying our enemies the tunnels weapon in a systematic, determined manner and we will do whatever it takes,” he says. In the evening, an IDF spokesperson announces that Israeli forces have discovered another major cross-border tunnel built by Hezbollah and that Israeli officials have asked for UNIFIL’s support in destroying it from the Lebanese side of the border. Vehicles bearing $15 million in Qatari money enter Gaza via the Erez border crossing. This marks the 2d shipment of Qatari funds into Gaza with the purpose of paying the salaries of civil servants of the Hamas-run government and supporting families not able to cover basic needs in Gaza. The first shipment of Qatari money into Gaza occurred on 11/8. Israeli security officials say that the shipments have opened a window of opportunity for Israel to propose humanitarian solutions for Gaza and possibly to secure a long-term cease-fire. The UN General Assembly votes down a U.S.-proposed resolution condemning Hamas “for repeatedly firing rockets into Israel and for inciting violence, thereby putting civilians at risk,” with only 87 votes in favor (a two-thirds supermajority is required to approve this type of measure). Israeli prime minister Netanyahu tweets, “While it did not achieve a two-thirds majority, this is the first time that a majority of countries have voted against Hamas and I commend each of the 87 countries that took a principled stand against Hamas.” (AP, BBC, HA, JP, MNA, TOI, TOI, YA 12/7)

Meanwhile, Israeli forces conduct a limited incursion across Gaza’s border fence to level land near Dayr al-Balah and open fire on a Palestinian bird-hunter approaching the border fence near Bayt Hanun. In East Jerusalem, Israeli MK Yehuda Glick leads a group of 40 right-wing Jewish activists on a tour of Haram al-Sharif. A Palestinian demolishes his storehouse, parking area, and staircase in Silwan to avoid paying Israeli demolition fees. In the West Bank, Israeli forces demolish 2 Palestinian homes and a sheep barn in Fasayil village near Jericho. The Lebanese newspaper al-Akhbar publishes a draft Hamas-Israel cease-fire agreement, reportedly the product of the most recent round of Egypt-mediated talks. The agreement would see Egypt permanently opening the Rafah border crossing and lifting other border restrictions, Israel expanding the fishing zone off Gaza’s coast to 14 nautical miles and permitting 5,000 Gazans to enter Israel to work. The deal would also see the PA pay 80% of the salaries of Gaza’s civil servants, with Qatar funding those salaries for at least 6 months. Meanwhile, PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah al-Sisi in Sharm al-Shaykh. They discuss a slew of regional issues, reportedly including the Egyptian effort to mediate the stalled Palestinian national reconciliation process and a cease-fire in Gaza. After days of positivity from both Hamas and the PA in the wake of the 10/12 reconciliation deal, a Hamas spokesperson criticizes the PA for not prioritizing the rollback of sanctions on Gaza. “It is not justified to continue the sanctions on Gaza, while the [PA] government is content with talking about getting control of border crossings and exploration for [natural] gas in Gaza,” he writes, on Twitter. His comments come after the Fatah Central Committee neglected to discuss the sanctions at a meeting on 10/15. Meanwhile, the PA’s director of border crossings, Nazmi Muhanna, arrives in Gaza. For the 2d day in a row, Israeli police shoot and kill a Palestinian outside the Old City as he is fleeing a group of Jewish Israelis. The police claim he stabbed and injured an Israeli teen in the area, but multiple videos show the Palestinian youth weaponless and fleeing Israelis who were trying to attack him. Following the killing, clashes break out in the surrounding area and Israeli forces conduct raids throughout East Jerusalem. In total, 21 Palestinians and 1 Lebanese journalist are injured and at least 22 Palestinians are arrested. Around 100 right-wing Jewish activists tour Haram al-Sharif on the last day of Sukkoth. The holiday and corresponding restrictions on Palestinian access at Haram al-Sharif (announced 9/27) end this evening. Protesting the recent Israeli violations at Haram al-Sharif, Palestinian shop owners across the Old City and East Jerusalem shutter their businesses. Israeli PM Netanyahu’s new govt. presents a document to the Knesset outlining the basic principles binding its ruling coalition. In language similar to that used for the 2009 and 2013 govts., it says that the govt. will work toward a peace agreement with the Palestinians, but it does not specify a 2-state solution. It also notes that “if an agreement of this kind is reached [with the Palestinians], it will be brought for the approval of the cabinet and Knesset, and if necessary, a national referendum as well.” (AFP, HA 5/13)

In an interview published today, U.S. Pres. Obama says that the U.S. is “taking a hard look” at its positions regarding the Israeli-Palestinian conflict, and that the Palestinians “deserve an end to the occupation and the daily indignities that come with it.” Obama is hosting several leaders of the GCC countries at a summit in Washington today to discuss regional issues. The head of the Palestinian Power and Natural Resources Authority Omar Kittanah announces that the PA cabinet has approved an initiative to connect the electricity grid in the West Bank to Jordan.
