In the West Bank, an Israeli settler rammed a Palestinian car at a checkpoint near Birzeit and was subsequently shot at by Israeli forces, believing the Israeli settler was trying to attack Israeli forces manning the checkpoint; no injuries occurred from the incident as the Israeli forces held fire when the settler identified himself as Jewish. Israeli settlers also threw stones at Palestinian vehicles driving near Awarta, Bayt ‘Aynun, and Tuqu‘, damaging several. Elsewhere, it was reported that 1 Israeli settler tried to run over 3 Palestinian children near Hebron; no injuries were reported. Israeli settlers also set up a caravan on Palestinian-owned land near Jenin. Israeli forces demolished 1 garage in al-‘Izzariya and notified the family of 1 Palestinian minor who was killed in East Jerusalem on 12/21 that their house would be punitively demolished. 1 Palestinian was arrested during a late-night raid in Dhariyya. The Israeli military said that it would increase its presence in the West Bank because it believes that tensions will rise as 1 Israeli settler was found dead, believed to have been killed over the weekend. Israeli officials said they had recorded 13 attacks on Palestinians and Palestinian property since the settler was found dead on 12/20. (HA 12/22)

Special advisor to U.S. president Donald Trump Jared Kushner led a delegation of U.S. and Israeli officials to Morocco to discuss the details in the Moroccan-Israeli normalization deal. The U.S.-Israeli delegation met with Moroccan king Mohammed VI in Rabat. Haaretz reported that Morocco does not want a signing ceremony like Bahrain and the UAE have had with Israel, as it considers the normalization deal a resumption of past diplomatic relations. In the West Bank, Israeli settlers set fire to olive fields, burning more than 100 olive trees near Yatta. Israeli settlers also attacked Palestinian shepherds near Susiya. Israeli forces shot and injured 2 Palestinian minors, using live ammunition, during a raid in Tulkarm. Israeli forces also seized a Palestinian-owned bulldozer near Yatta. Elsewhere, Israeli forces delivered stop-work orders for 3 houses in Qaryut. 5 Palestinians were arrested, including 3 during raids in Tulkarm, al-‘Izzariya, and Abu Dis; 2 were arrested at checkpoints in Bethlehem and Nablus. Haaretz reported that Israeli police requires internet and phone providers to give them access to all user data, essentially allowing the police to monitor all activity by users of Israeli internet and phone providers. (HA 12/13)

In the West Bank, Israeli forces assaulted 1 77-year-old Palestinian man who refused to leave his land near Bayt Umar. Israeli forces also demolished 1 house, 1 retaining wall and a number of sheds in al-Walaja, and the foundations of 1 house in Bayt Jala. Elsewhere, Israeli forces leveled Palestinian land in Yanuh to expand a nearby settlement. Israeli forces also clashed with Palestinians during a late-night raid in Kaubar, leading to tear-gas related injuries. 8 Palestinians were arrested during raids in and around Qalandia, Tulkarm, Yatta, Nablus, and Beita. In East Jerusalem, 4 Palestinians were arrested during raids in al-Tur and Wadi Juz. In Gaza, Israeli forces opened fire on agricultural lands east of Khuza‘a; no injuries were reported. 1 Israeli soldier who had been missing since 11/10 was found dead near the Hizma checkpoint in the West Bank. Israel did not provide any further details. (HA 11/12)

The Israeli attorney general Avichai Mendelblit announced that Israel will freeze enforcement of the Kaminitz Law, which aims at punishing Israeli residents who build without a permit. While the law does not single out Palestinian-Israelis explicitly, it disproportionately effects Palestinian-Israelis because the time it takes to obtain a construction permit in Palestinian areas of Israel is much longer than in Israeli-Jewish areas. According to Haaretz, it is estimated that 50,000 Palestinian-owned houses in Israel are built without a permit. The freeze, which lasts until 2023, was seen as a win for the Joint Arab List whose politicians have been working with Israeli defense minister Benny Gantz and justice minister Avi Nissenkorn to get it through. Axios reported that U.S. secretary of state Mike Pompeo will visit Israeli settlements in the West Bank and Golan Heights. During his trip, Secretary Pompeo is scheduled to visit a settler winery in Psagot near al-Bireh, which announced it will make a new series of wine named after him. The winery is built on 80 dunams (20 acres) of privately-owned Palestinian land seized by Israel. Pompeo will be the 1st U.S. secretary of state to visit both the Golan Heights and West Bank settlements. Pompeo was also the 1st secretary of state to visit the Wailing Wall. PA prime minister Mohammad Shtayyeh said in a tweet, “[w]e deplore US Sec. of State Mike Pompeo’s intent to visit the illegal settlement of Psagot, built on lands belonging to Palestinian owners in Al-Bireh city, during his visit to Israel next week. The NYT reported that U.S. president Donald Trump, in a meeting with U.S. military officials, requested options for attacking Iran’s nuclear site in Natanz. According to NYT sources, he was ultimately dissuaded by the military officials not to launch an attack on Iran. (NYT, REU 11/16)

The prime minister of Pakistan Imran Khan said in an interview that the U.S. and at least 1 other unnamed country have been pressuring him to recognize Israel. Prime Minister Khan said he would not normalize relations with Israel until a peace agreement is made with Palestine. Khan, when pressed on what the 2d country was, said, “[l]eave this. In the West Bank, Israeli forces forced Palestinian farmers off their lands in Bayt Umar. Israeli forces also clashed with Palestinians in Hebron; 1 Palestinian minor was hit by a rubber-coated bullet. Elsewhere, Israeli forces violently dispersed Palestinians protesting in Kafr Qaddum; 1 Palestinian was hit by a rubber-coated bullet, others suffered tear-gas related injuries. In Israel, thousands of protesters continued the weekly demonstrations against Israeli prime minister Benjamin Netanyahu, demanding his resignation. This marked the 19th Saturday in a row that thousands of Israelis have protested outside of Netanyahu’s official residence. (HA 10/31; WAFA 11/1)

Haaretz published official figures from the Israel government which shows that only 22 percent of murders of Palestinian citizens of Israel were solved by the Israeli police while 53 percent of murders of Israeli Jews in Israel were solved. Palestinian citizens of Israel have long complained about the lack of Israeli authorities’ involvement in fighting crime in their community. (HA 10/31)

U.S. secretary of defense Mark Esper visited Israel, meeting with Israeli prime minister Benjamin Netanyahu and Israeli defense minister Benny Gantz. Haaretz reported on 10/27 that Israel has requested F-22 fighter jets from the U.S., which are currently only used by the U.S. military. Meanwhile, the White House notified Congress of its intent to sell 50 F-35 fighter jets to the UAE as part of the normalization deal between Israel and the UAE. (AJ, HA, HA 10/29; LT 10/30)

The CEO of Golan Heights Winery in the Israeli-occupied Golan Heights said in a statement that his wines will be sold in the UAE starting this week. The UAE does not recognize Israeli sovereignty in the occupied Golan Heights. (HA, REU 10/29)

In the West Bank, Israeli settlers stole ladders, cloth, and saws used for olive harvesting in Jalud. Israeli forces demolished 3 residential structures near Abu Dis. 2 Palestinians were arrested during late-night raids in and around Kafr Malik and Bethlehem; during raids in Kafr Malik, Tammun, and Jab‘a, confrontations with Palestinians erupted, leading to tear-gas related injuries. In East Jerusalem, Israeli forces demolished 1 store and 1 apartment in Sur Bahir. 3 Palestinians were arrested in and around the Old City, al-Tur, and Shu‘fat refugee camp. Israeli prime minister Benjamin Netanyahu and U.S. ambassador to Israel David Friedman signed an agreement on scientific cooperation, which extends the area that the U.S. considers Israel to Israeli settlements in the West Bank and the Golan Heights. In a statement, Ambassador Friedman said that the agreement “remove[s] geographic restrictions . . . These geographic restrictions are no longer consistent with U.S. policy.” According to Haaretz, the American casino magnate Sheldon Adelson, who is a major donor for U.S. president Donald Trump and the Ariel University in the Ariel settlement, where the signing ceremony was held, has been pressuring the U.S. administration to fast-track the agreement. Member of the executive committee of the PLO Hanan Ashrawi said that President Trump is seeking to bolster his position in the presidential race by making “a clear recognition of Israel’s annexation of Palestinian territory,” calling the U.S. an active participant in war crimes. Haaretz reported that Israel had asked the U.S. to approve sales of F-22 fighter jets to Israel so Israel can preserve its quantitative military edge in light of U.S. sales of F-35 fighter jets to the UAE as part of the normalization deal. The U.S. is the only country that operates F-22 fighter jets. (HA 10/27)

U.S. president Donald Trump told reporters that up to 10 other countries are in talks to normalize ties with Israel, saying “We have five, but we really have probably nine or 10, that are right in the mix. We have a lot. I think we’ll have all of them . . . It will be after the election. We’re doing a lot of work right now.” (HA, TOI 10/27)

The Islamic Development Bank contributed $6.58 million to a number of PA projects in the health sector. The German government donated 50 ventilators to the PA to help it treat COVID-19 patients. (WAFA, WAFA 10/27)

PLO secretary-general Saeb Erakat was transferred from his home to a hospital in West Jerusalem for treatment of COVID-19. Secretary-General Erakat had been reported to be in stable condition since testing positive for the virus but his condition had deteriorated and called for hospitalization. Erakat had a lung transplant 3 years ago, making him more vulnerable to the virus. An Israeli delegation signed a joint declaration with Bahraini officials in Manama. U.S. secretary of the treasury Steven Mnuchin and U.S. envoy for the peace process Avi Berkowitz were also present during the signing. According to unnamed Israeli officials who spoke to Haaretz, Israel had anticipated signing a “peace declaration” during the trip, but it was decided to scale back the language due to protests in Bahrain against the normalization deal with Israel. PA president Mahmoud Abbas met with the president of the World Jewish Congress Ron Lauder in Ramallah. The meeting lasted some 3 hours and Lauder arrived in a Jordanian helicopter. It is unclear what the meeting was about. The World Jewish Congress said that Lauder was in Ramallah “for a private visit at Abbas’ invitation, to discuss a range of issues regarding Palestine and the Middle East.” (HA, WAFA 10/10)

In the West Bank, Israeli settlers attacked Palestinians in Huwwara, causing bruises. Israeli forces violently dispersed a protest in Kafr Qaddum, injuring 2 with live ammunition; others suffered tear-gas related injuries. Elsewhere, Israeli forces blocked a road between Qusra and Jalud. 1 Palestinian was arrested during a late-night raid in Hebron. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Issawiyya; during a raid, clashes ensued, leading to tear-gas related injuries. In Israel, Israeli protesters demanding the resignation of Prime Minister Benjamin Netanyahu clashed with police in several places throughout Israel. 38 people were arrested and hundreds were fined as the Israeli government had sought to ban the protests, citing COVID-19 transmission concerns. King Abdullah II of Jordan accepted the resignation of Prime Minister Omar al-Razzaz, but asked him to stay as a caretaker prime minister until King Abdullah appoints a new prime minister. (AJ 10/3)

In the West Bank, Israeli forces clashed with Palestinians during a raid in al-‘Arub refugee camp, leading to tear-gas related injuries; no arrests were reported. Israeli forces also seized 1 bulldozer in Dura. For the 2d day in a row, Israeli authorities closed al-Ibrahimi Mosque for Muslim worshippers during the Jewish New Year holiday. 2 Palestinians were arrested during late-night raids in and around Hebron. Haaretz reported that an Israel association Kedma, which receives funding from the Israeli government, requires students who receive scholarships through the organization to guard settlement outposts in the West Bank. According to Haaretz, Kedma received around $1 million from the Israeli government in 2018. (HA 9/22)

In a tweet, the president of Honduras Juan Orlando Hernández said that he and Israeli prime minister Benjamin Netanyahu agreed that Honduras would open an embassy to Israel in Jerusalem by the end of the year if the COVID-19 crisis does not prevent it. In the West Bank, Palestinians in Kafr Malik forced Israeli settlers to leave their property after they set up caravans on their land; as the confrontation ensued, Israeli forces intervened on behalf of the settlers, injuring 2 Palestinians with rubber-coated bullets. Elsewhere, Israeli settlers threw stones at construction workers in Burqa. Israeli forces razed Palestinian-owned land in Haris. 12 Palestinians in the Ofer prison tested positive for COVID-19, raising the number of Palestinian prisoners testing positive for the virus to 29. 43 Palestinians were arrested during late-night raids in and around Dura, Hebron, Yatta, Bani Na‘im, al-‘Arub refugee camp, Bayt Umar, Bethlehem, and Tulkarm. Israeli prime minister Benjamin Netanyahu apologized for the killing of a Palestinian-Israeli man who Israeli police shot during the demolition of the Bedouin village of Umm al-Hiran in the Negev in January 2017. Prime Minister Netanyahu said Israeli police, after the shooting, falsely had claimed the man was a terrorist. Chairman of the Joint List Ayman Odeh accused Netanyahu of having created the idea that the Palestinian-Israeli man was a terrorist when he was killed in 2017. Netanyahu’s comments fell after Haaretz reported on an internal document from the Shin Bet saying there was no evidence or indication of a terror attack. (HA 9/8; HA 9/9; TOI 9/10)

The son of Chadian president Idriss Déby, Abdelkarim Déby, represented his country during a visit to Israel and meeting with Prime Minister Netanyahu. According to a statement from Netanyahu’s office, the 2 discussed possibly exchanging embassies, including a Chadian embassy in Jerusalem. The Chadian foreign ministry “categorically” denied having any intentions to open an embassy in Jerusalem. (HA 9/8; WAFA 9/9)

In the West Bank, Palestinians fended off Israeli settlers trying to seize their land in Birin. Israeli forces shot and injured 1 Palestinian using live ammunition near the separation wall north of Jenin. 5 Palestinians were arrested, including 4 during late-night raids in Nablus, Anata, Kisan, and Hebron; 1 was arrested by undercover Israeli forces while working at a gas station near Kafr Qaddum. In East Jerusalem, 2 Palestinians started demolishing their own homes to avoid exorbitant Israeli demolition fees. Israeli forces summoned 3 members of Fatah for interrogation in Silwan. Hamas leader Yahya Sinwar announced that Hamas and Israel had reached an understanding to de-escalate the conflict after nearly a month of daily attacks on Gaza and incendiary balloons launched toward Israel. The understanding was facilitated by Qatari mediators. As part of the de-escalation, the Kerem Shalom border crossing would be reopened on 9/1 and the fishing zone would be reopened up to 15 nautical miles. Sources in Hamas told Haaretz that Israel would allow Qatari aid to enter Gaza again, and that Qatar was granted approval by Israel to build a gas pipeline and operate a power station in Gaza. A delegation of senior Israeli and U.S. officials arrived in the UAE to discuss the details of the UAE’s normalization deal with Israel. The delegation arrived in the UAE on an El Al plane flying directly from Tel Aviv to Abu Dhabi using Saudi Arabian airspace. In Israel, prime minister Benjamin Netanyahu said at a press conference that he would discuss sales of U.S. F-35s and other advanced weaponry to the UAE with U.S. president Donald Trump while stressing that U.S. sales of weapons to the UAE was not part of the normalization deal. In a joint statement released by the 3 parties, the language between the English and Arabic releases differed on Israel’s commitment not to annex parts of the West Bank as part of the normalization deal. In the Arabic version it said the agreement had “stopped” Israel’s plans while the English said it had led to “the suspension of Israel’s plans to extend sovereignty.” (HA, REU 8/31; AJ 9/1; REU 9/2)

Syrian officials said that Israel fired missiles at military installments south of Damascus, killing 2 Syrian soldiers and wounding 7. The London-based Syrian Observatory of Human Rights later said that the number of deaths was 10, most of them foreign. (HA 8/31; HA 9/1)

A former Lebanese ambassador to Germany Mustapha Adib was announced as the new prime minister of Lebanon after the government resigned earlier this month. The announcement came as French president Emmanuel Macron was en route for Beirut. Reuters reported that Adib was President Macron’s preferred choice. (AJ, HA 8/31)

In the West Bank, 1 Palestinian was shot and injured by Israeli forces at the Qalandia checkpoint. The man, who is hearing and speech impaired, did not hear that he was ordered to stop. Elsewhere, 1 Palestinian man was shot and injured in Bethlehem after he allegedly threw a Molotov cocktail near Rachel’s Tomb. 9 Palestinians were arrested during raids in and around Bethlehem, Qalqilya, Hebron, Salfit, and Nablus. In East Jerusalem, 1 Palestinian was killed by Israeli forces after allegedly stabbing 1 Israeli police officer in the Old City. Israeli settlers set fire to 13 Palestinian-owned vehicles in Bayt Safafa. 1 Palestinian started demolishing his own 3 shops in Jabal Mukabir. Israeli officials told Haaretz that, despite normalizing relations with the UAE, Israel is still opposed to the U.S. selling advanced weapons such as F-35 fighter jets to the UAE. However, Haaretz reported that some Israeli officials believe that Israeli prime minister Benjamin Netanyahu had promised to support the sale of weapons to the UAE as part of the normalization deal. In an interview with Sky News Arabia, Prime Minister Netanyahu said that both Israel and the UAE are “advanced democracies.” (AJ, HA, HA 8/18)

U.S. senior advisor to president Donald Trump, Jared Kushner, said that the U.S. will not permit Israel to annex parts of the West Bank “for some time” and said that “Israel has agreed with us that they will not move forward [on annexation] without our consent.” (AJ, HA 8/17)

At a rally in Wisconsin, U.S. president Donald Trump said that he moved “the capital of Israel [U.S. recognition of Jerusalem as the capital of Israel] to Jerusalem . . . for the Evangelicals.” He continued that “the Evangelicals are more excited by that than Jewish people.” (HILL 8/17; IN 8/18; HA 8/19)

In the West Bank, Israel delivered demolition notices for 1 residential tent and 1 animal barn in Atuf. Israeli forces razed Palestinian-owned agricultural lands southeast of Tulkarm. Israeli forces also shot and injured 1 Palestinian man trying to enter Israel for work near Tulkarm. 2 Palestinians were arrested during late-night raids in and around Bethlehem. In East Jerusalem, Israeli authorities banned PA governor of Jerusalem Adnan Ghaith from entering the West Bank for 6 months. Governor Ghaith was summoned by Israeli forces earlier in the day. 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli forces fired missiles at Gaza after incendiary balloons from Gaza sparked fires in southern Israel. Israeli defense minister Benny Gantz ordered the entire Gaza fishing zone closed as collective punishment for incendiary balloons and rockets sent toward Israel. 1 Palestinian man was also seriously injured after coming in contact with an Israeli unexploded ordnance near al-Zaytun. Palestinian officials said that Gaza’s only power plant would stop producing power from 8/18 due to Israel’s embargo on fuel going to Gaza. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 1.5 nautical miles off Gaza City and Khan Yunis; no injuries were reported. Israel and the UAE began direct talks to arrange the details of establishing full diplomatic relations. The 2 countries and the U.S. announced on 8/13 that the UAE would normalize ties with Israel. Israeli prime minister Benjamin Netanyahu said in an interview that the U.S. had asked him to suspend annexation of parts of the West Bank in exchange for normalization with the UAE. He further stated that he had no choice in the matter and that annexation was still part of the U.S administration’s peace plan. In an interview with Haaretz, UAE director of strategic communications of the ministry of foreign affairs Hend Al Otaiba said that the UAE and Israel are working toward exchanging ambassadors. When asked about if the embassy would be located in Jerusalem, Al Otaiba answered, “We’re bound by international resolutions as well as an Arab position that wants an independent Palestinian state with Jerusalem as its capital.” The PA ambassador to the UAE arrived in Ramallah after being withdrawn because of the UAE-Israel deal. In the West Bank, Israeli forces violently dispersed protest in Kafr Qaddum; 2 Palestinians were shot with rubber-coated bullets. In Gaza, Israeli forces opened fire on agricultural lands east of Abasan and Khan Yunis; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire and sprayed water at Palestinian fishermen within the allowed fishing zone; no injuries were reported. Later, the PA said it would impose a 5-day lockdown in the West Bank starting 7/3. Palestinians protested in Ramallah against Israel’s plans to annex parts of the West Bank. Israeli settlers razed land in ‘Ayn Bus and southeast of Qalqilya. 13 Palestinians were arrested during late-night raids in and around Ramallah, Jalazun refugee camp, Birzeit, Kafr al-Dik, and Nablus. Israel’s foreign minister Gabi Ashkenazi told Israel’s Army Radio that, “[i]t seems unlikely to me that this [announcement of plans for annexation of parts of the West Bank] will happen today . . . In the West Bank, Israeli forces raided and surveyed a bedouin community adjacent to the Israeli settlement Ma’ale Adumim in preparation for annexing the area. 1 Palestinian woman died of the COVID-19 virus, marking the 8th COVID-19-related death in the Palestinian territories and 4th in the West Bank, excluding East Jerusalem. The district of Bethlehem started a 48-hour lockdown to combat the rise in COVID-19 cases. 9 Palestinians were arrested during raids in and around al-‘Arub refugee camp, Jenin, Ramallah, and Tulkarm. U.S. assistant to the president and special representative for international negotiations Avi Berkowitz and U.S. ambassador to Israel David Friedman met with Israeli defense minister Benny Gantz to discuss annexation of parts of the West Bank. According to Haaretz sources, Defense Minister Gantz told the 2 that 7/1 “is not a sacred date” for moving forward with annexation. Shortly after those details were reported, Israeli prime minister Benjamin Netanyahu said “The issue [annexation] is not up to Kahol Lavan [Gantz’s Blue and White party]. A letter by 4 progressives in the U.S. House, Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Pramila Jayapal (D-WA), and Betty McCollum (D-MN), to Secretary of State Mike Pompeo being circulated among other representatives was obtained by the Jewish Insider. The letter warns the State Department that the 4 will “pursue conditions on the $3.8 billion in U.S. military funding to Israel.” (Jewish Insider 6/29; HA 6/30)

In the West Bank, a Fatah-organized anti-annexation protest in Jericho drew large crowds and several prominent speakers, including PA prime minister Mohammad Shtayyeh, UN envoy for Middle East peace Nickolay Mladenov, and other foreign diplomats. Israeli forces prevented Palestinians from other parts of the West Bank from reaching Jericho, leading to clashes in the northern part of the Jordan Valley where 8 Palestinians were injured by Israeli forces using rubber-coated bullets and tear gas. Israeli settlers threw stones on Palestinian vehicles traveling between Nablus and Jenin, causing damage. Later, Israeli settlers raided Nablus, leading to confrontations between Palestinians and the Israeli forces escorting the settlers; 1 Palestinian was injured by rubber-coated bullets, others suffered tear-gas related injuries. 16 Palestinians were arrested during raids in and around Jalazun refugee camp, Kobar, Ramallah, Jenin, Tubas, Tulkarm, and Bayt Fajjar. According to Haaretz sources, the Trump administration is considering green-lighting an Israeli plan for annexation of parts of the West Bank which would be rolled out over several installments rather than in 1 sweep. The plan is perceived as able to curb some of the criticism that Israel has received from several staunch supporters of Israel within the Democratic party since announcing its annexation plans. 120 Republican members of the U.S. House signed a letter to Israeli prime minister Benjamin Netanyahu expressing their support for Israeli annexation of parts of the West Bank. The letter said that the Republican lawmakers believe that “Israel has the right to make sovereign decisions independent of outside pressure.” The signatories represent a majority of the 198 republicans in the House. In the West Bank, Israeli settlers vandalized Palestinian-owned property in al-Sawiya, slashing tires on 12 cars and writing racist graffiti on houses. Israeli forces delivered demolition orders for 1 park, 1 unpaved road, retaining walls, 1 playground, and 1 storage space in Haris; for several residential structures, 1 barn, and 1 water well south of Hebron; demolished and seized residential shacks and tents south of Hebron; and demolished and seized 1 greenhouse in Sawahara al-Sharqiyya. Thousands of Palestinians protested in Ramallah against Israel’s planned annexation of parts of the West Bank. 7 Palestinians were arrested during raids in and around al-‘Izzariya, al-Khadir, Bayt Fajjar, and Qabatiya. In East Jerusalem, 21 Palestinians were arrested during late-night raids in al-Tur, Wadi al-Juz, Silwan, Issawiyya, and the Old City; during a raid in al-Tur, Israeli forces seized 1 vehicle. PLO secretary general Saeb Erakat, in an op-ed in Haaretz, called on the international community to begin imposing sanctions on Israel to force Israel to back away from annexing parts of the West Bank. (HA 6/8)

In an interview with the New York Times, Hussein al-Sheikh, head of the PA’s general authority of civil affairs, said that if Israel moves ahead with annexing parts of the West Bank the financial repercussions for the PA would mean it would have to cut its $105 million a month in payments for salaries and medical expenses in Gaza. Al-Sheikh also said that the PA forces no longer would extradite Israelis arrested in PA controlled areas and that these would be tried in PA courts. (NYT 6/8)

In the West Bank, Israeli settlers razed 350 dunams (86.5 acres) of land northwest of Jericho and prevented farmers in Kisan from plowing their land. Elsewhere, Israeli settlers attacked Palestinian homes in Burin; no injuries were reported. Israeli forces handed a demolition notice for a house southwest of Hebron. 17 Palestinians were arrested during late-night raids in and around Jenin, Nablus, Salfit, Tulkarm, Abu Dis, and Ramallah. PA president Mahmoud Abbas announced that the PA will end all agreements with Israel and the U.S., including security agreements, because of Israel’s plans to annex parts of the West Bank. Haaretz reported that Palestinian sources said that coordination with Israel would continue at a lower level of engagement, at least for a time. In a speech, President Abbas said that, by Israel making the unilateral decision to annex parts of the West Bank, it has “annulled the Oslo agreement and all agreements signed with it, after snubbing all these years all these agreements and all the resolutions of the international legitimacy and international law.” Abbas further stated that the PA is ready to negotiate within the parameters of the Arab Peace Initiative, and that it had signed agreements “to accede to international agreements and conventions that we [the PA] have not yet joined.” (Guardian, WAFA, WAFA 5/19; HA, NYT, WAFA 5/20)

PA prime minister Mohammad Shtayyeh and German foreign minister Heiko Maas released a joint statement after a virtual meeting, stipulating that “[a]nnexation of any part of occupied Palestinian territories including East Jerusalem constitutes a clear violation of international law and seriously undermines the chances for the two-state solution within a final status agreement.” It further read that Germany “took note of the Palestinian view that such a step would put an end to all signed agreements.” Separately, the French foreign minister Jean-Yves Le Drian warned that Israeli annexation will have consequences for the EU’s relationship with Israel.
