In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in al-Fara’a refugee camp on 12/8. Israeli settlers threw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya; no injuries were reported. Israeli forces shot and killed a Palestinian man, claiming he had stabbed an Israeli soldier with a knife during an Israeli raid in Dura. Israeli forces also shot and killed a Palestinian child during a raid in ‘Azzun. In East Jerusalem, Israeli authorities delivered evacuation orders to several Palestinian families living on around 9 dunams (2.2 acres) of land in the Moroccan Gate area of the Old City, giving them 60 days to file objections. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Gaza City Dayr al-Balah, Maghazi, Jabaliya refugee camp, and al-Bureij refugee camp, killing more than 200 people. Israel continued its siege of al-Awda Hospital in Jabalia refugee camp for the third day in a row, injuring 2 health workers. Israeli forces also shot and injured 2 paramedics in an ambulance outside of the European Hospital in Khan Yunis. The Red Crescent delivered medical supplies to al-Ahli Arab Hospital in Gaza City and evacuated 19 patients; 1 of the patients died during the evacuation and 1 Red Crescent staffer was beaten and interrogated for 4 hours by Israeli forces. 4 Israeli soldiers were killed in combat. In Tzrifin, an Israeli soldier was injured after being hit by a car; 2 were arrested, including a man from Rahat and a man from Qalqilya in the West Bank. In Lebanon, Israel attacked several targets and Hezbollah said it had attacked an Israeli naval base. In the Red Sea, France said a French warship had shot down 2 drones near Yemen. More than 17,700 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 49,300 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 267 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 69 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 101 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. The World Food Programme reported that 91% of Palestinians in Gaza were experiencing hunger, with 36% experiencing severe hunger. Haaretz reported that the autopsy reports for at least 2 of the 6 Palestinian prisoners that have died in Israeli detention since 10/7 showed that their bodies were bruised and had broken bones, suggesting that violence may have killed them. (HA 12/9)

Videos by Israeli soldiers of Palestinians in the underwear surrendering to Israeli forces in Jabalia refugee camps circulated in the media. However, the videos were reportedly staged as in 1 video a man is shown surrendering a weapon while holding it in his right hand while a nearly identical video shows the same man surrendering a weapon while holding it in his left hand. Responding to videos of hundreds of Palestinians detained by Israeli forces in Gaza stripped to their underwear, advisor to Israeli prime minister Benjamin Netanyahu, Mark Regev, said the Middle East is warmer than Europe so “to be asked to take off your shirt, it might not be pleasant, but it is not the end of the world.” Israel later claimed that 10-15% of the Palestinians in the videos were Hamas operatives or identified with the Hamas. Israeli national security advisor Tzachi Hanegbi claimed that Israel has killed 7,000 members of Palestinian militant groups during its attacks on Gaza. The PA issued corrections to an interview given by Prime Minister Mohammed Shtayyeh to Bloomberg News on 12/7, saying Shtayyeh had not said that the PA and the U.S. were discussing “a plan to manage Gaza.” (WAFA 12/9)

In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Qaryut. Israeli settlers also vandalized Palestinian property, including water tanks, solar panels, and a vehicle in al-Rakiz and al-Mafqara in the Masafer Yatta area. Israeli forces shot and killed 6 Palestinians during raids in Halhul, Beit Fajjar, and Tulkarm. Israeli forces also shot and injured 8 Palestinian during raids in al-Khader, Tulkarm, Ya’bad, Beit Fajjar, and Halhul. Elsewhere, Israeli forces assaulted 1 Palestinian in ‘Azzun. 70 Palestinians were arrested during late-night raids in and around Ramallah, Dura, Nabi Salih, Qalqilya, Shu’fat refugee camp, ‘Anata, Hebron, and Nablus, including prominent activist Ahed Tamimi and senior Fatah member Marouf Rifai. The Palestinian Prisoners Commission said 2,150 Palestinians have been arrested since 10/7. In East Jerusalem, Israeli police shot and killed 1 Palestinian minor after he allegedly stabbed 2 Israeli soldiers in the Old City. 1 of the soldiers later died of her wounds. In Gaza, telecommunications were gradually restored in the morning after Israel cut the internet and phone connection on 11/5. 252 Palestinians were killed and 1,200 injured in Israeli airstrikes. Israel said it had attacked 450 sites overnight and assassinated Hamas member Jamal Musa. Israeli airstrikes targeted al-Shifa Hospital, killing 1 and injuring 170 others, and the Nasser Medical Complex, killing at least 8. Bombardments also caused mass casualties in az-Zawaidah and Tel as-Sultan. In Lebanon, Hamas claimed responsibility for firing 16 rockets near Haifa. Israel said it attacked the launch sites. The Ministry of Health in Gaza said at least 10,022 Palestinians have been killed, including 4,100 children and 2,550 women, and 25,408 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,260 people were buried in rubble, including 1,270 children. 151 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 44 children. More than 2,386 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 30 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. At least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7. 4 ambulances carrying 17 injured Palestinians entered Egypt through the Rafah crossing. 50 trucks carrying aid entered Gaza via the Rafah crossing. PA health minister Mai al-Kaila said 175 medical personnel and 34 civil defense workers have been killed by Israel in Gaza since 10/7. The UN said 89 UNRWA staff members have been killed. A Palestinian man held in Israeli prison, Majad Ahmed Zaqoul, died in Israeli custody at the Ofer prison, being the third Palestinian to die in Israeli prison since 10/7. Zaqoul was working in Israel on 10/7 and was arrested by Israel shortly after. Israel has not investigated the death of the 2 other Palestinians who died while in Israeli custody since 10/7. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The amount Israel earmarked for Gaza was $140 million a month. PA president Mahmoud Abbas spoke with Austrian chancellor Karl Nehammer, calling for an immediate ceasefire. (HA, REU, WAFA, WAFA 11/6)

The Knesset approved a temporary bill banning consumption of “words of praise, sympathy or encouragement for acts of terrorism” by Hamas or ISIS. Israeli finance minister Bezalel Smotrich sent a letter to Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant, demanding that the Israeli military creates “security zones around the settlements and roads” and prevents Palestinians from approaching them. Qatar condemned Israel for claiming that there was a tunnel system under the Qatar-funded Sheikh Hamad Hospital in Gaza. Israel had released a photo to back up its claims, but engineers have pointed out that the purported tunnel is for water storage. An Al Jazeera investigation later disproved the Israeli claim. South Africa recalled its ambassador to Israel, calling Israeli actions in Gaza “genocide.” The deputy speaker of the Bahraini parliament said the parliament wants to cancel the country’s normalization deal with Israel. (AJ, AJ, AP, HA, HA, REU 11/6; HA 11/7; NYT 11/8)

The UAE said it would establish a field hospital in Gaza and that 5 aircraft carrying the necessary equipment were en route to Egypt. France said it was in talks with Egypt to set up a field hospital in the Sinai to treated wounded Palestinians from Gaza. (AJ, HA 11/6)

The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. The U.S. insisted the council call for “humanitarian pauses” while other states demanded a call for a “humanitarian ceasefire.” UN secretary-general Antonio Guterres launched a $1.2 billion humanitarian appeal to help 2.7 million Palestinians in Gaza and the West Bank and said Gaza was becoming “a graveyard for children.” (AJ, AP, AX, HA, NYT, UNOCHA, WAFA, WAFA 11/6; AJ, HA 11/7)

U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. U.S. State Department deputy spokesperson Vedant Patal said in response to Netanyahu’s comments that Gaza will remain Palestinian land and that the U.S. does not support reoccupation. The U.S. military said a nuclear submarine had arrived in the eastern Mediterranean. The submarine was said to have not been carrying nuclear weapons but Tomahawk missiles. It was also reported that the U.S. planned to send Israel $320 million worth of Spice Family Gliding Bomb Assemblies, a precision guided munition for fighter jets. EU commission president Ursula von der Leyen presented 5 principles for after Israel’s war on Gaza; 1) Gaza cannot be a haven for terrorists; 2) Hamas cannot rule Gaza; 3) there cannot be a long-term Israeli security presence in Gaza; 4) no forced displacement of Palestinians; 5) no continuous siege on Gaza. Von der Leyen also announced that the EU will allocate another $27 million in aid to Gaza. (AJ, AJ, HA, HA 11/6)

Iranian foreign minister Hossein Amir-Abdollahian spoke with Saudi foreign minister Faisal bin Farhan about the situation in Gaza, agreeing to convene an extraordinary summit of the OIC in Saudi Arabia on 11/12. (HA 11/6)

The New York Times reported that the U.S. had told Hezbollah and Iran that it will intervene militarily if they attack Israel. (HA, NYT 11/6)

Haaretz reported that U.S. officials told the newspaper that Secretary Blinken got the impression that Israel does not have a strategy for what to do when its war on Gaza ends. Blinken reportedly broached the question in meetings with Israeli officials on 11/3, receiving the impression that the matter has barely been discussed. (HA 11/6; HA 11/7)

In the West Bank, Israeli settlers with a military escort raided Jalud, leading to a confrontation between Palestinians protecting themselves and Israeli forces; 2 were injured with baton rounds and others with tear gas. Israeli forces shot and injured 1 Palestinian minor before arresting him near Fawwar refugee camp. Israeli forces also raided Beita twice, injuring 3 with rubber-coated bullets and others with tear gas. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. A source working on the Egyptian efforts to reduce tension between Israel and Hamas told Haaretz that continued Israeli settler tours of the Haram al-Sharif compound will likely lead to an escalation in tensions. Hamas reportedly conveyed to Egyptian and Qatari mediators that it wants Israel to increase the number of work permits to 30,000 and wants Israel to help UNRWA promote job creation in Gaza. Several Israeli ministers, including Prime Minister Benjamin Netanyahu, condemned spitting attacks by Israeli settlers on Christians in the Old City of Jerusalem. Christians have complained that the phenomenon is rising, and settlers were filmed spitting on Christians on 10/1 and 10/2. (HA, WAFA 10/3; HA 10/5)

In the West Bank, Israeli forces injured 2 Palestinians with stun grenade shrapnel during a raid in ‘Aqabat Jaber refugee camp. Israeli forces also shot and injured 3 Palestinians, including 1 minor, during a raid in al-Arroub refugee camp. 17 Palestinians were arrested during late-night raids in Hebron, Dura, Sa’ir, Beit Umar, Beit Kahel, Surif, ‘Azzun, Jenin, and Aqabat Jaber refugee camp. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Jabel Mukaber and Biddu. 10 Palestinians were killed and dozens injured during fighting in Ain al-Hilweh refugee camp in Lebanon over the weekend. Fighting reignited on 9/7 after a month of relative quiet. A ceasefire was declared later in the day after Lebanese general Elias al-Baysari met with members of Palestinian factions at his office in Beirut. (AJ, ALM, AP, REU 9/11)

The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. The Hebron Strip, of which 2/3 is in East Jerusalem, will have 3,500 housing units, a hotel, and a commercial area. (PCN 9/8; HA 9/11)

Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Netanyahu later confirmed that Israel had facilitated the transfer of armored vehciles to the PA, but not weapons. The PA said it had not received equipment from Israel. The Israeli broadcaster Kan reported that the Israeli military had admitted to mistakenly shooting 3 Palestinians during a raid in Jenin on 8/28, injuring the 3, including 1 who is now a paraplegic. Haaretz reported that Israeli police had banned vendors in the Old City of Jerusalem from selling t-shirts featuring the Palestinian flag, the Palestinian key, and other Palestinian symbols and slogans. (HA 9/11; MEMO 9/12)

4 Palestinian border police officers were sentenced to between 4 years in prison and community service for attacking and robbing Palestinians entering Israel via a hole in the separation wall south of Hebron. (HA 9/11; MEMO 9/12)

Israel’s Interior Ministry said that Palestinian Americans living in Gaza who are not considered a security threat by Israel will be able to enter Israel on a B2 tourist visa and use Israeli airports. First-degree Palestinian American relatives of people living in Gaza will also be allowed to visit Gaza for up to 90 days once a year. The policy change was part of Israel’s efforts to be admitted to the U.S. Visa Waiver program. (MEE, MEMO, REU 9/11)

U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf met with Israeli officials, reportedly discussing Palestinian demands related to the Israel-Saudi normalization deal. Israeli national security advisor Tzachi Hanegbi said at a conference at Reichman University that he is in talks with the PA about their demands but had threatened that if the PA approach the ICJ Israel will sever security and political ties. More than 20,000 people were feared dead after a storm broke 2 dams near the eastern Libyan city of Derma. At least 23 Palestinians died in the flood. The PA’s Emergency Intervention and Response Team arrived in Libya on 9/13 to assist with finding survivors. The storm also caused flooding in Gaza, damaging infrastructure and homes. In the West Bank, Israeli settlers re-erected a settlement outpost near al-Lubban ash-Sharqiya; the settlement outpost was dismantled by Israeli forces on 6/7. 18 Palestinians were arrested during late-night raids in Ni‘lin, al-Mughayyir, Bayt Rima, Balata refugee camp, Rujeib, Bayt Dajan, Ya‘bad, Jenin, Tulkarm, Tubas, Fawwar refugee camp, and Beit Fajjar. In East Jerusalem, Israeli authorities took measurements for the demolition of a 4-story apartment building in Silwan. The Israeli supreme court rejected a petition for a retrial in a case where the Israeli settler group Ateret Cohanim allegedly purchased 3 buildings in the Old City from the Greek Orthodox church, allowing the settler organization to evict the Palestinian tenants. The Greek Orthodox church called the ruling “unfair” and without “any legal logical basis.” The EU voiced concern about the supreme court ruling. Israel extended its antiquities authority to the West Bank. The Israel Antiquities Authority will replace the Coordinator on Government Activities in the Territories in managing archeological sites in the West Bank. (HA 6/8)

Speaking, via phone link at a conference on the holy sites in Jerusalem, dubbed “Property Documentation and the Historical Status of the Holy al-Aqsa Mosque,” PA president Mahmoud Abbas said that the PA would not accept any changes to the status quo of the holy sites in Jerusalem, saying all Islamic and Christian holy sites are Palestinian. Israeli media reported that members of a Liberian delegation in Israel headed by minister of state for presidential affairs Nathaniel McGill told Israeli journalists that Liberia will open a trade office in Jerusalem that eventually will become Liberia’s embassy to Israel. The delegation was meeting Israeli officials, including president Isaac Herzog. (ALM 6/9)

Axios reported that last week, Israel refused a proposal for a White House summit with the PA, U.S., Egypt, and Jordan to create a political horizon for ending the occupation. (AX 6/8)

Axios also reported that the White House is sending the newly appointed assistant secretary of state for Near East affairs, Barbara Leaf, to Israel and Ramallah for meetings with Israeli and Palestinian officials. (AX 6/8)

Haaretz reported that the EU commission’s anti-fraud office will not open an investigation into the 6 Palestinian rights organizations Israel deemed terrorist organizations in October 2021, saying that it had not seen sufficient evidence from Israel against the 6 organizations. EU diplomats told Haaretz that the evidence handed to EU countries by Israel was not compelling and did not meet the threshold of proof. (HA 6/8)

In the West Bank, Israeli forces shot and killed 2 Palestinians and wounded 6 others during a raid in Kafr Dan. Elsewhere, Israeli forces shot and injured 1 Palestinian using live ammunition during a raid in Nabi Salih. Israeli forces also raided the Palestine Technical University in Tulkarm, injuring 1 Palestinian with live ammunition and 1 with a baton round to his face. Elsewhere, Israeli forces violently dispersed Palestinians during a raid in Budrus, injuring 1 with live ammunition and arresting 7. Israeli forces also violently dispersed Palestinian protesters in Abwein, injuring 1 minor with live ammunition and others with tear gas. Separately, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinians during a funeral procession in Beita, causing 35 injuries from tear gas. Meanwhile, Israeli forces blocked the entrances to al-Arroub refugee camp. The Israeli military announced a curfew for Palestinians in the West Bank between 4 P.M. on 4/15 and 4/17 for the Jewish holiday of Passover. Haaretz reported that the Israel education ministry is requiring outside administrators of educational programs declare that their presentations do not portray the Israel Independence Day as the Nakba or challenge the notion of Israel as a Jewish and democratic state. In Israel, a Palestinian Israeli journalist had large parts of his home blown up by a bomb planted in his house in Taibeh, causing severe damage but no injuries. Fatah and Hamas senior officials were in Cairo for talks with Egypt’s intelligence chief Abbas Kamel. The Hamas delegation included the leader of the politburo Ismail Haniyeh and the Fatah delegation was led by secretary general of the Fatah central committee Jibril Rajoub. The 2 groups were said to be discussing stabilizing the cease-fire between Hamas and Israel, and the reconstruction of Gaza. In East Jerusalem, Israeli police arrested 6 Israeli settlers suspected of attacking Palestinians; the 6 had been part of a larger group asking people on the street questions and attacking those who responded in Arabic or with an Arabic accent. The Palestinian central elections committee said it provided polling stations for about 150,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation barrier. There are still some 150,000 Palestinians in East Jerusalem who do not know if Israel will allow them to participate in the upcoming Palestinian elections, as Israel has not responded to the PA’s request to let them participate. Israeli prime minister Benjamin Netanyahu and U.S. ambassador to Israel David Friedman signed an agreement on scientific cooperation, which extends the area that the U.S. considers Israel to Israeli settlements in the West Bank and the Golan Heights. In a statement, Ambassador Friedman said that the agreement “remove[s] geographic restrictions . . . These geographic restrictions are no longer consistent with U.S. policy.” According to Haaretz, the American casino magnate Sheldon Adelson, who is a major donor for U.S. president Donald Trump and the Ariel University in the Ariel settlement, where the signing ceremony was held, has been pressuring the U.S. administration to fast-track the agreement. Member of the executive committee of the PLO Hanan Ashrawi said that President Trump is seeking to bolster his position in the presidential race by making “a clear recognition of Israel’s annexation of Palestinian territory,” calling the U.S. an active participant in war crimes. Israeli prime minister Benjamin Netanyahu apologized for the killing of a Palestinian-Israeli man who Israeli police shot during the demolition of the Bedouin village of Umm al-Hiran in the Negev in January 2017. Prime Minister Netanyahu said Israeli police, after the shooting, falsely had claimed the man was a terrorist. Chairman of the Joint List Ayman Odeh accused Netanyahu of having created the idea that the Palestinian-Israeli man was a terrorist when he was killed in 2017. The son of Chadian president Idriss Déby, Abdelkarim Déby, represented his country during a visit to Israel and meeting with Prime Minister Netanyahu. According to a statement from Netanyahu’s office, the 2 discussed possibly exchanging embassies, including a Chadian embassy in Jerusalem.
