In the West Bank, Israeli forces conducted 10 airstrikes on Jenin before beginning a large-scale ground force invasion with more than 1,000 soldiers, killing 8 Palestinians, injuring at least 50 others, and causing extensive damage to infrastructure and homes. The Israeli forces also shot at clearly marked Palestinian journalists, destroying their equipment, and used bulldozers to make streets in Jenin refugee camp impassable to vehicles. At night, 3,000 Palestinians fled Jenin refugee camp after Israeli loudspeakers were said to order them to leave them camp, an order the Israeli military denied. Jenin suffered widespread power, internet, and water outages as a result of the Israeli damage. The Palestinian Red Crescent said it was having trouble reaching the many injured in the camp. Israel dubbed the attack ‘Operation House and Garden.’ Palestinians protested the Israeli attack in many towns and cities throughout Palestine. Israeli forces also shot and killed 1 Palestinian during a protest in Ramallah against the Israeli attack in Jenin. Elsewhere, Israeli forces shot and injured 3 Palestinian minors with live ammunition in Beit Umar. Israeli forces also shot and injured 1 Palestinian with live ammunition near Hebron. Meanwhile, Israeli forces uprooted 45 grape tree saplings in Jawarish near Nablus. Israeli settlers stole 3 sheep from Palestinians in Aqraba. Israeli settlers also vandalized a Palestinian home in Burqa, causing damage. In East Jerusalem, 1 Palestinian family was forced to demolish parts of their home in Jabel Mukaber. The PA called the Israeli attack on Jenin refugee camp (see above) a war crime and said it had suspended security coordination with Israel. Egypt, Qatar, Turkey, the UAE, Saudi Arabia, and Jordan condemned the Israeli attack. The Arab League issued a statement saying the Israeli attack was “tantamount to a war crime” and called on the UN Security Council to intervene. The U.S. national security council spokesperson said that the U.S. supported “Israel’s security and right to defend its people against Hamas, Palestinian Islamic Jihad, and other terrorist groups.” U.S. ambassador to Israel Tom Nides also attended a U.S. embassy event with Israeli prime minister Benjamin Netanyahu as the attacks were unfolding. UN special rapporteur on the situation of human rights in the Palestinian territories Francesca Albanese said the Israel attack amounted “to egregious violations of international law and standards on the use of force and may constitute a war crime.” UN secretary-general Antonio Guterres called the airstrikes and use of violence in Jenin the worst in the West Bank in years and said Israel, as an occupying power, has an obligation to protect civilians. PA president Mahmoud Abbas spoke with Israeli president Isaac Herzog, who congratulated Abbas on the occasion of Eid al-Adha. Herzog also condemned recent Israeli settler violence in the call with Abbas. Israeli defense minister Yoav Gallant also spoke with PA civil affairs minster Hussein al-Sheikh. The U.S. State Department said in its annual fiscal transparency report that the PA is still short of the minimum requirements for fiscal transparency, however, it also noted that the PA has made significant progress. (HA 6/27)

U.S. secretary of state Antony Blinken told Israeli foreign minister Eli Cohen that the U.S. was concerned with the rise in violence in the West Bank. The 2 also discussed potential normalization deals. (REU 6/27; HA, MEE 6/28)

In a statement, the UN Security Council urged Israel and the PA to avoid actions that could inflame tensions in the West Bank. PA ambassador to the UN Riyad Mansour called on council members to protect Palestinians from settler violence. (WAFA 6/27; AJ, HA 6/28)

In Gaza, 7 Palestinians were killed, including at least 4 by Israeli airstrikes, and 36 were injured on the second day of the Israeli assault on Gaza. 2 Palestinians were killed in an airstrike on a field in Abasan al-Kabira, while 2 Palestinians were killed and 2 injured in an airstrike on a field in al-Shuka east of Rafah. 8 Palestinians, including 3 children and 3 women, were injured in airstrikes on al-Salem near Rafah. 1 Palestinian was killed and 1 woman seriously injured when a missile fell on their house in Beit Lahiya, 2 minors were killed and 12 others were injured when a missile fell on a house in Gaza City, and 13 were injured after a missile fell on a house in Beit Hanun. PCHR said its initial investigation raised suspicion that these 3 incidents could be from rockets misfired from Gaza. Islamic Jihad started firing rockets at Israel 35 hours after Israel assassinated 3 of their members and after 3 separate rounds of airstrikes. In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. The TV channel has been attacked by Israeli politicians for airing a chyron reading “Green light from the prime minister: Women and children killed overnight in Gaza.” In the West Bank, Israeli forces raided Qabatiya, killing 3 Palestinians. Israeli forces escorting Israeli settlers also shot and injured 2 Palestinians near Deir Dibwan. Elsewhere, Israeli forces uprooted olive tree saplings in Wadi Fukin and uprooted hundreds of olive trees and destroyed 20 water tanks in Tarqumiyah. Israeli forces also raided Tubas; 1 Israeli soldier was injured. Meanwhile, Israeli forces seized 1 digger in Maeen. Israeli forces also demolished 3 Palestinian-owned homes in Ein ad-Duyuk al-Foqa. 28 Palestinians were arrested during late-night raids in Hebron, Nablus, Ramallah, Bethlehem, Jenin, Jericho, and Tulkarm. UN secretary-general António Guterres condemned the civilian deaths caused by Israeli attacks in Gaza and said, “Israel must abide by its obligations under international humanitarian law.” Guterres also condemned the launching of rockets at Israel. The UAE, France, and China called a closed-door emergency meeting at the UN Security Council on the Israeli attacks on Gaza. The U.S. prevented a statement critical of Israel from being published. (HA 5/10; HA 5/11)

U.S. congresswoman Rashida Tlaib (D-MI) introduced a resolution to recognize the Nakba, cosponsored by Betty McCollum (D-MN), Jamaal Bowman (D-NY), Cori Bush (D-MO), Alexandria Ocasio-Cortez (D-NY), and Ilhan Omar (D-MN). Coinciding with introduction of the resolution and the 75th anniversary of the Nakba, Tlaib had arranged an event to commemorate the Nakba in the U.S. Capitol Visitor Center, but the event was canceled on the day by House Speaker Kevin McCarthy (R-CA). In the West Bank, 1 Israeli settler was injured in a drive-by shooting on a settler running race near the Ofra settlement. Israeli forces subsequently closed down most roads in the Ramallah area. Israeli settlers blocked the DCO checkpoint and threw stones at a Red Crescent ambulance. Israeli settlers also obstructed traffic on a road between Nablus and Jenin. Israeli forces also issued demolition orders for 2 homes in ‘Ain al-Hilweh and 1 in Nueimeh. 3 Palestinians were arrested during raids in Qalqilya and Tulkarm. In East Jerusalem, Israeli forces raided the Bab al-Rahma area of the Haram al-Sharif compound for the third day in a row. The PA Foreign Ministry said that 190 Palestinians had been evacuated via bus from Khartoum to Gaza via Egypt. The 190 people, mainly students, were evacuated due to the fighting that broke out between the Rapid Support Forces and the Sudanese military last week. (QDS 4/24; QDS, WAFA 4/25)

The PA Ministry of Education said that most teachers had resumed work in Palestinian public schools after striking since the start of the semester. According to the ministry, the PA granted the public school teachers some concessions, including better pay. (WAFA 4/24; QDS, WAFA 4/25)

PA foreign minister Riyad al-Maliki addressed the UN Security Council ministerial meeting on the Middle East and the question of Palestine, calling on its members to help “bring the Nakba to an end.” On the sidelines of the meeting, al-Maliki met with UN secretary-general António Guterres who he briefed on the latest developments and called for accountability for Israel. In a statement celebrating Israel’s 75th Independence Day, U.S. president Joe Biden did not mention the two-state solution or Palestinians but said he would work with Israel to “create a more prosperous, peaceful, and integrated Middle East.” (WH 4/25; HA 4/26)

18 Democratic members of the U.S. House of Representatives and 1 Republican voted against a resolution celebrating Israel’s Independence Day. The resolution did not have any reference to a two-state solution or to Palestinians but instead lauded normalization efforts. 9 other Democrats did not vote. (HILL 4/25; HA 4/26; QDS 4/27)

In the West Bank, Israeli settlers assaulted Palestinian shepherds near Kisan, causing injuries. Israeli settlers from the Mitzpe Yair settlement outpost killed 10 Palestinian-owned sheep in the Masafer Yatta area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near al-Bireh, injuring 4 Palestinians and causing damage. Israeli settlers also raided Deir Balut, throwing stones at Palestinian homes and vehicles, causing damage. Israeli forces shot and killed 1 Palestinian man during a raid in ‘Azzun. Israeli forces also raided al-Arroub refugee camp, injuring 1 with live ammunition and others with tear gas. In Tel Aviv, thousands of Israelis protested against the Israeli government for the fourteenth  Saturday in a row. Israeli defense minister Yoav Gallant extended the closure of West Bank and Gaza crossings until the evening of 4/12, citing the killing of 3 Israelis and 1 foreigner on 4/7. Palestinians with special permits for access to the Haram al-Sharif compound and for work in Israel were also affected by the closure. Gallant also ordered Israeli soldiers to assist Israeli police in central Israel. (HA 4/8)

Lebanese prime minister Najib Mikati said that his government will file a complaint with the UN secretary general and the UN Security Council over the Israeli attacks on Lebanon on 4/6. In the West Bank, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Husan. Israeli forces also violently dispersed Palestinian protesters in al-Arroub refugee camp, injuring 1 with live ammunition. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, 6 rockets were launched at Israel from Gaza; no damage was reported. Israeli forces conducted airstrikes near Nuseirat refugee camp, causing damage. In Kafr Qassim, Israelis burned 2 Palestinian-owned cars and sprayed hateful graffiti. Israeli police also violently dispersed Palestinians protesting the Israeli raids on the Haram al-Sharif compound on 4/4 and 4/5 in Umm al-Fahm, Haifa, Nazareth, Kafr Kanna, and Arraba; 4 were arrested in Umm al-Fahm. The Qatari Foreign Ministry condemned the Israeli attacks on Gaza and Lebanon, saying Israel caused the escalation with its attacks on the Haram al-Sharif compound. It was reported that France was seeking to mediate between Lebanon and Israel while Egypt was in talks with Hamas and Israel to deescalate the situation. (AJ, HA, HA 4/7)

In the West Bank, Israeli forces violently dispersed Palestinian protesters in Tura, causing tear-gas related injuries. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli police shot and injured 1 Palestinian man in the Old City. Israeli police also violently removed Palestinian worshipers from the Haram al-Sharif, including inside al-Aqsa Mosque, injuring 6. In Gaza, 16 rockets were fired at Israel, causing damage to 1 factory in Sderot. Israeli forces conducted airstrikes causing damage in Nuseirat refugee camp and Gaza City and fired artillery shells at Dayr al-Balah, Khan Yunis, and Beit Lahiya. Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniyya; no injuries were reported. The PA and Jordan requested that the UN Security Council convene to discuss Israel’s attacks at the Haram al-Sharif compound. Jordanians also gathered near the Israeli embassy in Amman demanding that the Israeli ambassador be expelled. The Arab League held an emergency session to discuss the Israeli raids. In East Jerusalem, Israeli authorities issued a demolition notice for a home in Silwan. 4 Palestinians were arrested during late-night raids in Isawiya. PA security forces prevented some 150 Palestinians from holding a press conference at the Watan Media Network office in Ramallah. The group was planning on criticizing the PA’s decisions to withdraw a draft resolution against Israel at the UN Security Council and to participate in the Aqaba summit on 2/26. (PCHR 3/3)

PA prime minister Mohammad Shtayyeh toured Huwwara to inspect the damage after the Israeli settler raid on 2/26. Shtayyeh said it was time to confront the settlers through popular resistance. (WAFA 3/1)

The PA foreign ministry called on the U.S. and international organizations to intervene to end the Israeli sieges of Jericho and Huwwara. Jericho has been under siege since 1 Israeli American man was killed near the Dead Sea on 1/27 and Huwwara was still affected by the large-scale Israeli settler raid on 2/26. (WAFA 3/1)

Israeli finance minister and minister in charge of the civil administration at the defense ministry, Bezalel Smotrich, said “Huwwara needs to be wiped out. I think that the State of Israel needs to do that, not, God forbid, private individuals,” when asked about the Israeli settler attack on Huwwara on 2/26. The U.S. State Department spokesperson Ned Price condemned Smotrich’s comments, calling them “irresponsible, repugnant, and disgusting” and calling on Prime Minister Benjamin Netanyahu to reject the comments. UN high commissioner for human rights Volker Türk called the comments “unfathomable.” Later on 3/4, Smotrich said “being upset, I misspoke” and Netanyahu called Smotrich’s statements “inappropriate” in a tweet on 3/5. The Knesset passed the first of three readings of a bill that will reintroduce the death penalty to Palestinians. The legislation stipulates that a person who “causes the death of an Israeli citizen when the act is carried out from a racist motive . . . with the purpose of harming the State of Israel and the rebirth of the Jewish people in its homeland,” can receive the death penalty. Axios reported that the UAE postponed a trip by Prime Minister Netanyahu to the country in January, due to fears that Netanyahu would increase tensions Iran during the visit. (AX 3/1)

In the West Bank, Israeli settlers vandalized 50 olive trees in Deir Sharaf. Israeli settlers also threw stones at Palestinians in al-Mughayyir and assaulted 2 Israeli soldiers when they tired to arrest 1 of the stone throwers. Elsewhere, Israeli settlers threw stones at a Palestinian ambulance traveling near Ramallah, injuring 1 passenger and causing damage. Israeli settlers raided Madama; no injuries were reported. Israeli forces issued demolition notices for 6 homes and 2 water wells in Umm Lafsa and 1 home in Marda. Israeli forces demolished 1 house in Jabel Mukaber, displacing 4. Israel’s minister of public diplomacy Galit Distel Atbaryan said in a video on her Twitter account about Palestinian-Israeli relations, “[d]on’t be misled and don’t be naive, it’s not a war over territory. No, it’s a fundamentalist religious war of brainwashed murderers who are programmed to seek Jewish blood since age zero. The U.S. special representative for Palestinian affairs Hady Amr visited Huwwara, meeting with victims of the Israeli settler attack on 2/26. The U.S. Office of Palestinian Affairs said it wants “to see full accountability and legal prosecution of those responsible for these heinous attacks and compensation for those who lost property or were otherwise affected.” (HA, WAFA 2/28)

In the West Bank, Israeli settlers vandalized 4 Palestinian-owned vehicles and wrote racist graffiti a building in Beit Iksa. Israeli forces made a large-scale midday raid on Nablus, killing 11 Palestinians, including 1 minor and a 72-year old man, more than 100 were injured by Israeli gunfire, including 6 critically. At least 2 anti-tank missiles were fired by Israeli soldiers at Palestinian buildings. Israeli forces also demolished 3 houses and 2 agricultural structures in al-Walaja. The PA requested emergency meetings at the UN Security Council, Arab League, and Organisation of Islamic Cooperation to address the Israeli raid on Nablus (see above). The U.S. supported the statement which was made in lieu of a vote on a draft resolution calling on Israel to halt settlement activity. It was reported on 2/19 that the U.S. had convinced the UAE and the PA to drop the binding resolution, which the U.S. said it would veto, and instead present the statement. The UAE informed the UN Security Council that it will not call a vote on a draft resolution to demand that Israel ceases its settlement activity. The decision not to call the vote was reportedly the result of intense lobbying by the U.S. targeting the UAE and the PA. Instead the Security Council members are set to vote on a statement condemning Israeli settlement activity. Part of the deal made by the U.S. involved the PA not pursuing action against Israel in international organizations until August while Israel would not expand more settlements and legalize more settlement outposts beyond the 9 settlement outposts that Israel said it would legalize on 2/12. It was also reported that the U.S. had offered the PA meeting with President Joe Biden at the White House, movement on reopening the U.S. consulate in Jerusalem, and aid. Leading Democrat and former presidential candidate senator Bernie Sanders (D-VT) said during an interview “I think we’ve got to put some strings attached to that [U.S. aid to Israel] and say ‘You cannot run a racist government,’ You cannot turn your back on a two-state solution. You cannot demean the Palestinian people there. An Israeli diplomat was removed from the auditorium during the opening ceremony of the annual African Union (AU) summit in Addis Ababa. The Knesset passed a law that allows the interior ministry to revoke the residency and citizenship of Palestinians in Israel who are convicted of terrorism and receive funding from the PA. The Palestinian prisoner Karim Younis was released after 40 years in Israeli prison for allegedly partaking in the kidnapping and killing of an Israeli soldier in 1980. Younis was driven to a train station in Ra’anana where a passerby helped him reach his family. The decision not to release him directly from the prison was made by Israeli national security minister Itamar Ben-Gvir.
