In the West Bank, 25 Israeli settlers posing as soldiers attacked a Palestinian couple in their home in Qaryut, leading to the hospitalization of both Palestinian victims; the settlers also caused significant damage to the interior of their home, their car, and their tractor; Israeli forces did not arrive to investigate the scene until 7 hours after it was reported. Israeli settlers also threw stones at 6 Palestinian homes and set a barn on fire in Burqa; Israeli forces subsequently violently dispersed Palestinians trying to repel the settlers. Meanwhile, Israeli settlers erected a settlement outpost named after the settler killed on 12/16, Nefei Yehuda, near the Kiryat Arba settlement; the Nahala movement financially supported the settlement outpost, as it had the Evyatar settlement outpost in May. Israeli forces violently dispersed Palestinians in Hebron, causing tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 5 with rubber-coated bullets and others with tear gas. Meanwhile, Israeli forces seized 1 tractor in Masafer Yatta. 5 Palestinians were arrested during late-night raids in Arrabah, Silat ad-Dhahr, Jenin, and Burqa; Israeli forces seized 1 car during the raid in Jenin. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Sheikh Jarrah, injuring several journalists covering the event by physical assault, including 1 AP journalist; AP condemned the Israeli forces’ attack on its employee. 5 Palestinians were arrested during late-night raids in the Old City. Haaretz reported that the Israeli company Candiru’s spyware had been purchased by Saudi Arabia, Spain, Israel (for the Shin Bet), Singapore, the UAE, and Germany, and had been used to target people in Catalonia, Lebanon, Yemen, the occupied Palestinian territories, Singapore, Iran, Armenia, and Turkey. It was also reported by the Guardian that NSO Group’s Pegasus spyware was found on jailed Indian dissident activist Rona Wilson’s phone. (AP, GDN, HA, HA 12/17)

The UN general assembly voted 156 for, 7 against, and 15 abstaining on a draft resolution confirming the rights of Palestinians over their natural resources in the occupied territories and the rights of the native population of their resources in the occupied Golan Heights. The resolution also called on Israel to stop exploiting the resources of the territories it occupies. In the West Bank, 1 Israeli settler was shot and killed and 2 others wounded when 10 shots were fired at their car at the Homesh settlement outpost near Nablus. Israel’s public security minister Omer Bar-Lev called it “Palestinian terror,” despite not having identified a perpetrator. Israeli settlers threw stones at Palestinian-owned vehicles traveling near Jenin, causing damage. Israeli settlers also made roadblocks and threw stones at Palestinian vehicles in the Hebron area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara and Nablus. Israeli forces physically assaulted 4 Palestinians, including 1 minor, in Hebron. Israeli forces also demolished 2 houses under construction in Jericho. Elsewhere, Israeli forces confiscated 1 tractor and 1 digger in Masafer Yatta. The PA health ministry said that it had identified 3 cases of the highly infectious strain of the COVID-19 virus, the Omicron variant. The 3 were said to have returned to the West Bank from abroad before testing positive. 1 of 3 Palestinians in the West Bank are fully vaccinated against the COVID-19 virus, and less than 140,000 have received a booster shot. Israel indicted a Palestinian taxi driver for having driven a Palestinian man from Qalqilya to the Damascus Gate plaza, before the man allegedly stabbed an Israeli and was subsequently executed by Israeli forces. The taxi driver is charged with negligence for not realizing that the man would commit an act of violence. (HA 12/16)

2 Palestinian men—1 a resident of Jaffa and 1 from Gaza—were charged with spying on behalf of Hamas by gathering information about the Iron Dome system and taking photos of Israeli soldiers in Ashkelon. (HA, MEMO 12/16)

In Syria, the Syrian military said Israeli missiles fired from the Israeli-occupied Golan Heights had killed 1 Syrian soldier and caused damage in the south of the country. The Syrian military said its air defense system had intercepted most of the Israeli missiles. (AP 12/15; REU 12/16)

Israel’s environmental protection ministry said it had blocked a plan to allow oil tankers unloading crude oil from the UAE in the port of Eilat, which had been negotiated as part of the 2 countries’ normalization agreement. The plan would have seen the crude oil transferred from Eilat to Europe via the Mediterranean Sea. (REU 12/16)

The Times of Israel reported that the U.S. had shelved its plans to reopen a consulate to Palestinians in Jerusalem. ToI also said the Palestinian affairs unit at the U.S. embassy to Israel had begun reporting directly to the U.S. state department, rather than reporting to the U.S. ambassador to Israel, as had been the case since the Trump administration merged the consulate in Jerusalem with the U.S. embassy as part of its move from Tel Aviv. The American Israel Public Affairs Committee announced it is launching 2 political action committees, which will allow the lobby organization to spend unlimited funds on political campaigns in the U.S. without having to report its spending to the U.S. government. (HA 12/17)

Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. The accounts are linked to 6 companies, including the Israeli companies Black Cube, Cognyte, Cobwebs Technologies, and Bluehawk CI. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. NSO Group was blacklisted by the U.S. government in November for assisting in human rights abuses. The Oregon decision follows criticism from Oregon senator Ron Wyden (D-OR), who has been vocal about U.S. sanctions on NSO Group for abuses related to its Pegasus spyware. (AP 12/15; AP 12/17)

Ukrainian ambassador to Israel Yevgen Korniychuk said that Ukraine recognizes Jerusalem as the capital of Israel during a speech at an event marking 30 years of relations between the 2 countries. Ambassador Korniychuk also said that he is seeking to open a branch of the Ukrainian embassy to Israel in Jerusalem. Israeli media speculated that Ukrainian president Volodymyr Zelensky will open the embassy branch during a scheduled visit to Israel in 2022. (ALM, HA 12/17)

In the West Bank, Israeli settlers with military escort raided Khirbet al-Mufkara in the Masafer Yatta area, throwing stones at Palestinians and their property and injuring 12 Palestinians, including 1 3-year-old who was hospitalized with a fractured skull; 10 vehicles and 1 water tank were also vandalized and settlers stabbed 3 sheep, killing 1. 4 Israeli settlers were arrested by Israeli forces for the attack and all were released on 10/1. Israeli forces raided al-Arroub refugee camp, violently dispersing Palestinians protesting their incursion; 1 minor was injured by live ammunition and others suffered tear-gas related injuries. Israeli forces also raided Qabatiya, injuring 2 Palestinians protesting their incursion with live ammunition. 2 Palestinians were arrested during a late-night raid in Hebron. In East Jerusalem, 151 Israeli settlers toured the Haram al-Sharif compound. Meanwhile, Israeli forces prevented Israeli Palestinian worshippers from reaching the compound. 2 Palestinian minors were arrested during a late-night raid in Isawiya. Jordan sent a formal protest to Israel for their allowing masses of Israeli settlers to tour the Haram al-Sharif compound. PA foreign ministry also called on the Organisation of Islamic Cooperation and the Arab League to help intervene in the Israeli transgressions. (WAFA, WAFA 9/28)

The Intercept reported the Israeli consul general to the southeastern U.S. Anat Sultan-Dadon arranged a meeting with the dean of University of North Carolina at Chapel Hill’s college of arts and sciences, where Sultan-Dadon accused 1 graduate student teaching a course on the Israel-Palestinian conflict of anti-Semitism based on the student’s criticism of Israel. In a response to the Intercept, Sultan-Dadon claimed that the student’s criticism of Israel constituted anti-Semitism under the International Holocaust Remembrance Alliance’s controversial working definition of anti-Semitism. In the West Bank, Palestinians prevented Israeli settlers with military escort from entering Nablus at the Joseph’s Tomb site; 2 Israeli soldiers were reported injured by stone-throwers. Israeli settlers chased Palestinian herders off their own land in Masafer Yatta. Israeli forces violently dispersed a protest at an Israeli checkpoint near al-Bireh, injuring 1 journalist with a rubber-coated bullet and others with tear gas. 6 Palestinians were arrested during late-night raids in Biddu and Deir Nidham. In East Jerusalem, more than 770 Israeli settlers toured the Haram al-Sharif compound, waving Israeli flags. 5 Palestinians were arrested during late-night raids in Isawiya, al-Tur, and the Old City. The trial against 14 PA security officers charged with beating PA critic Nizar Banat to death on 6/24 began in Ramallah. Banat’s brother Ghassan Banat said that the PA was using the 14 officers as scapegoats and that the trial was incomplete without prosecution of the head of the Preventive Security Services and the interior minister. All 14 officers pledged not guilty to charges of battery, abuse of power, and violation of military instructions. According to a cousin of Banat, 1 of his other cousins was arrested before the hearing. The arrested cousin is said to be 1 of the key witnesses to the killing of Banat. (HA, REU 9/27; MEMO 9/28)

At the UN general assembly, Israeli prime minister Naftali Bennett did not overtly mention Palestine or Israel’s occupation, but did say that “Israelis don’t wake up in the morning thinking about the conflict.” Prime Minister Bennett dedicated a portion of his speech to Iran, saying that its alleged nuclear weapons program had “hit a watershed moment, and so has our patience.” (HA, HA, MEMO, REU 9/27; AJ, ALM, AP, HA, HA, HA, HA 9/28; JP, JP 9/29)

The UN Conference on Trade and Development issued a report, saying that 2020 was the worst year for the PA economy since its establishment in 1994. The report stated that the COVID-19 pandemic and the Israeli occupation were the main factors behind the economic decline. (MEMO, WAFA 9/28)

At a UK Labour conference in Bristol, members of the party voted for a motion that called for sanctions against Israel for its violations of international law, stopping arms trades with Israel, and ending trade with Israeli settlements. The motion noted that Israel is guilty of the crime of apartheid. The motion is non-binding. PA president Mahmoud Abbas thanked the Labour party for passing the motion. In the West Bank, PA forces arrested some 23 Palestinians in anticipation that they were going to protest against the PA in Ramallah; most of the arrestees were released on 8/22. Israeli forces seized 1 bulldozer rehabilitating a road near Tulkarm. Israeli forces also fired tear gas at Palestinian surveyors working for the PA land settlement authority in Masafer Yatta. In Gaza, Israeli forces violently dispersed Palestinian protesters in the vicinity of the Gaza fence, injuring 41, including 17 with live ammunition, including 1 child who was critically injured. 1 Israeli sniper was injured when 1 Palestinian fired a handgun through a hole the sniper was using to target Palestinians. Later, Israeli forces targeted structures in Nuseirat refugee camp and near Khan Yunis. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen between 3-5 nautical miles off the coast. In the West Bank, Israeli forces shot and killed 1 11-year-old boy near Beit Umar who was sitting in his father’s car; according to the family, the child’s father decided to turn his car around after seeing a flying checkpoint near the city, when the Israeli forces fired 13 bullets at the car. Israeli forces also violently dispersed Palestinian protesters near the Evyatar settlement outpost, injuring 8 with rubber-coated bullets and others with tear gas. Elsewhere, Israeli forces delivered demolition orders against 1 water well and 1 agricultural structure in al-Fakheit in the Masafer Yatta area. 11 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, and Jenin refugee camp. In East Jerusalem, Israeli forces razed land and demolished 1 agricultural structure in al-Tur. 1 Palestinian was arrested during a late-night raid in Silwan. The Israeli ministry of defense said it had informed the PA that it would increase the number of work permits for Palestinians by 16,000. 15,000 of the permits would be for construction work and 1,000 would be for work in hospitality. PA prime minister Mohammed Shtayyeh met with EU envoy for the Middle East peace process Sven Koopmans in Ramallah, where he called for a revival of the peace process under the auspices of the Quartet on the Middle East. PA health minister and head of the PA environmental quality authority Mai al-Kaila and Jamil Matour met with the Israeli health and environmental protection ministers Nitzan Horowitz and Tamar Zandberg, both of the Meretz (Vigor) party, in Jerusalem to discuss cooperation on health and environmental issues. The agreements reached included direct ambulance service from Gaza to the West Bank via the Beit Hanun crossing, easing restrictions on Palestinian medical teams accessing East Jerusalem and Area C, and for Israel to accept vaccination certificates produced by the PA. The meeting was arranged by Israel’s minister of regional cooperation Issawi Frej upon the request of the U.S. The last time PA and Israeli ministers met was in 2018 when PA prime minister Rami Hamdallah met with Israeli finance minister Moshe Kahlon. Israel’s defense minister Benny Gantz visited the French defense minister Florence Parly in Paris to relay Israeli findings in regards to the news that the Israeli company NSO Group’s spyware Pegasus had been used to spy on French President Emmanuel Macron’s phone. In a briefing at the UN security council, the deputy special coordinator for the Middle East peace process Lynn Hastings said that the UNRWA was facing “an imminent cash flow crisis” amounting to $100 million. In the West Bank, Israeli settlers left the Evyatar settlement outpost after agreeing to a compromise made with the Israeli government on 7/1 in which Israel will establish an army post on the land and re-examine if it can be used as an Israeli-approved settlement. Israeli settlers also attacked 2 Palestinians with sticks and stones in the Masafer Yatta area, causing injuries. Elsewhere, Israeli settlers uprooted 80 fig, almond, and grape seedlings in Qaryut. Israeli forces violently dispersed Palestinian protesters in Beita, injuring 135 with rubber-coated bullets and tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan and Salfit, leading to 2 injuries from rubber-coated bullets in Salfit. 4 Palestinians were arrested during raids in and around Dura, Hebron, Tulkarm, and Qiffin. In East Jerusalem, Israeli settlers seized 1 building in Wadi Hilweh. In the West Bank, Israeli settlers blocked a road between Jerusalem and Hebron. Israeli settlers also vandalized 10 olive trees, 2 water tanks, and an irrigation system in Wadi Qana. Israeli forces violently dispersed Palestinian protesters in Bayt Dajan; 1 Palestinian sustained fractures from a fall after being chased by the forces. Israeli forces also raided Luban al-Sharqiyya, leading to tear-gas related injuries and 1 arrest of a minor. Elsewhere, Israeli forces handed demolition orders for 4 commercial structures in Dayr Qadis. The Israeli supreme court upheld a decision by the Israeli military to punitively demolish the home of an alleged attacker in Turmus ‘Ayya, despite the alleged attacker not having lived in the house for years as he became a resident of the U.S. before he allegedly shot 3 Israeli settlers on 5/2; the demolition will displace his wife and children, who all have U.S. citizenship. The Israeli civil administration approved 31 zoning plans for settlement expansion in Maale Adumim, Alfei Manashe, Elkana, Havat Sde Bar, and Yitzhar, including housing units, a commercial center, and a park. Chairperson of the Joint List Ayman Odeh criticized the new Israeli government, saying that “the left is surrendering to the right . . . the right continues to sabotage the chances of peace and to deepen the occupation, repression, and dispossession of millions of Palestinians.” (AP, HA 6/23)

A poll conducted by the Associated Press-NORC Center for Public Affairs Research found that 51% of American democrats think that the U.S. is not supportive enough of Palestinians. Of all the participants in the poll, 32% thought that the U.S. is not supportive enough of Palestinians, while 37% thought the U.S. support was as it should be. (AP, HA 6/23)

In the West Bank, Israeli settlers set fire to more than 100 hay bales south of Hebron. Israeli forces shot and injured 1 Palestinian using live ammunition during a raid in Ya‘bad; others suffered tear-gas related injuries. Israeli forces demolished 1 residential tent and 2 agricultural tents, and seized solar panels in al-Samou. Israeli forces also razed a tract of land near Khirbet Umm al-Khawas in the Masafer Yatta area for settlement expansion. 21 Palestinians were arrested during raids in and around Ramallah, Tulkarm, Jenin, Tubas, Qalqilya, Bethlehem, Hebron, and Qatanna. Israel summoned the ambassador of Argentina to Israel because of the country’s vote at the UNHRC on 5/27 to investigate potential Israeli war crimes. In the past couple of days, Israel has also summoned the ambassadors of Mexico and the Philippines over their votes at the UNHRC. (JP 6/1)

During a trip to Israel, senator Lindsey Graham (R-SC) told Fox News that Israel is planning to ask the U.S. for $1 billion in military aid to “replenish the Iron Dome batteries” after the 11 days of escalation of violence last month, which Israel dubbed “Operation Guardian of the Walls.” (HA, HILL, REU 6/1; AJ 6/2)

17 Democratic U.S. senators led by Chris Van Hollen (D-MD), Tim Kaine (D-VA), Chris Murphy (D-CT), and Jeff Merkley (D-OR) signed a letter to secretary of state Antony Blinken urging him to pressure Israel to allow humanitarian aid into Gaza. Israel is conditioning the allowance of much of the humanitarian aid into Gaza on a number of demands to Hamas, including releasing 2 Israeli citizens and the bodies of 2 soldiers. Israeli forces raided Burin, leading to clashes with Palestinians; tear-gas related injuries were reported. Israeli forces also delivered demolition orders for 10 structures in Jib and 1 agricultural structure in al-Walaja. 1 Palestinian was injured by an explosive device left behind by Israeli forces in the Masafer Yatta area. 5 Palestinians were arrested in Jenin and Hebron. A day after receiving criticism from Palestinian NGOs about the COVID-19 vaccination distribution, the PA admitted that some vaccines earmarked for health workers had gone elsewhere. 1,200 of 12,000 vaccines had been given to the Palestinian national football team, government ministers, presidential guards, and members of the PLO executive committee. 200 were sent to Jordan to be given to members of the royal court. The PA extended the strict COVID-19 restrictions by 2 weeks, 1st instituted on 12/17 including curfew on evenings and nights on weekdays and all day and night during weekends. In Gaza, similar measures have been instituted.
