In the West Bank, 2 Palestinians, including a member of the PA security service’s intelligence branch, and the Israeli deputy commander of the Nahal brigade’s special reconnaissance unit, were killed during an exchange of gunfire near the Jalamah checkpoint. Al-Aqsa Martyrs’ Brigades said the 2 Palestinians were members of its organization. Israeli forces raided Burqa, causing tear-gas related injuries. Israeli forces also demolished 2 agricultural structures and 20 olive trees in Rujeib, delivered stop-work notices for 1 house and 1 agricultural structure in Husan and demolition notices against 3 residential tents in Ras al-Ahmar. Elsewhere, Israeli forces seized 2 residential tents in the Masafer Yatta area. 12 Palestinians were arrested during late-night raids in Jamma‘in, ‘Ayn Bus, Nablus, al-Janiya, Silwad, and Hebron. In East Jerusalem, 2 Palestinians were arrested, including 1 at a checkpoint and 1 in Isawiya. Israel shut down the Jalamah and Salem checkpoints and prohibited Palestinians from Kafr Dan from entering Israel as a punitive measure for the early morning shooting (see above). Both the Palestinians killed were from Kafr Dan. (HA 9/14)

It was reported that Palestinian children in Tuba had been unable to attend school for 2 days as Israeli soldiers began refusing escorting the children to their school. Since 2004, Israeli soldiers have escorted children in Tuba to their school to protect them from settler attacks. Residents in Tuba said they believe canceling the escorting of the children was related to an incident on 9/12 where 1 Israeli settler was reported injured nearby after armed Israeli settlers attacked Palestinians working their land. The Israeli military said that they had not changed their policy, but had decided to temporarily cancel the escorts. (HA 9/14)

The U.S. senate foreign relations committee passed an amendment to the Manager’s package of the State Department Authorization Act, requiring secretary of state Antony Blinken to submit a report on the circumstances surround the killing of Palestinian American journalist Shireen Abu Akleh. U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf told reporters that the U.S. is concerned about the security situation in the West Bank and cited economic conditions as a direct factor. (AX, HA 9/14; MEMO 9/15)

Axios reported that the EU special envoy for the Israeli-Palestinian peace process Sven Koopmans had complained to the Israeli foreign ministry that his requests for meetings with prime minister Yair Lapid, president Isaac Herzog, and defense minister Benny Gantz had been denied. (AX 9/14)

In an interview with the French newspaper Le Point, Qatari leader Sheikh Tamim bin Hamad Al Thani dismissed the idea of normalizing relations with Israel, saying “are things normal in Israel? No! There are still occupied Arab lands, refugees who have not been able to return to their homes for over 70 years, Muslims and Christians, living under siege in Gaza.” Sheikh Al Thani further called the “Israeli-Palestinian question” the most important, saying there will not be peace in the Middle East without it being solved. The Washington Post reported that in the upcoming book, The Divider: Trump in the White House, 2017-2021 by Peter Baker and Susan Glasser, it is said that former U.S. president Donald Trump offered King Abdullah II of Jordan the West Bank. In the West Bank, Israeli settlers vandalized 2 structures near Kafr ad-Dik. 4 Palestinian children were arrested during a raid in Beit Fajjar. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 1 Palestinian family demolished their own home in Beit Safafa, displacing 4. Palestinians from the West Bank who work in Israel protested at Israeli checkpoints against an agreement between the PA and Israel to deposit workers’ wages in Palestinian banks rather than paying them in cash. The workers fear that the PA and banks will incur new fees that will lower their income. (HA, REU 8/21; MEE 8/31)

Israel’s high court of justice rejected an appeal to have Khalil Awawdeh released from administrative detention, saying it has no room to intervene despite his medical condition, which is categorized as serious. The Israeli supreme court rejected an appeal against the demolition of 2 schools and 32 residential structures in Khirbet al-Fakhit and Jinba in the Masafer Yatta area. (WAFA 8/21; MDW, MEE 8/22)

Israel dropped charges against 2 Palestinian men from East Jerusalem after video evidence showed that the 2 of them were attacked by Israeli police, and not the opposite as the Israeli police had claimed. The incident happened in Isawiya in 2019 during a raid in the neighborhood, in which the 2 Palestinians asked the police not to park in a private parking spot and were attacked by Israeli police. The directors of Al Haq and Defense for Children International – Palestine received calls from the Shin Bet separately ordering the 2 to show up at Shin Bet facilities in the West Bank. Al Haq director Shawan Jabarin told the Shin Bet representative that he would not show up unless he receives a letter to his lawyer or the Shin Bet shows up at his home. Defense for Children International – Palestine general director Khaled Quzmar showed up at a Shin Bet facility at the Ofer settlement and was told to cease work for his organization immediately during a 2-hour interrogation. The offices of the 2 rights organizations, along with 5 others, were raided by Israeli forces on 8/18. The organizations have been categorized by Israel as terrorist organizations. The international community has largely condemned the raids and the terrorist designations. The PLO also announced that it had opened its offices in Ramallah to the 7 rights organizations to provide them a space to carry out their work. Israeli forces shot and killed 1 Palestinian and injured 5 Palestinians with live ammunition during a late-night raid in Balata refugee camp while securing the Joseph’s Tomb site for a settler incursion; others sustained tear-gas related injuries. Israeli forces also demolished 4 agricultural structures in Kafr ad-Dik and 1 agricultural structure in Bruqin. Elsewhere, Israeli forces delivered stop-work notices for 1 mosque and 4 homes in Khashem al-Karam and seized 6 vehicles in al-Twana in the Masafer Yatta area. Israeli prime minister Yair Lapid and Türkiye president Recep Tayyip Erdoğan agreed to restore full diplomatic ties during a phone call, reinstating ambassadors and consuls. In the West Bank, Israeli settlers threw stones at Palestinians protesting Israel’s decision to make parts of Masafer Yatta a firing zone near Susiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 1 with a baton round and others with tear gas. Elsewhere, an Israeli military vehicle rammed into 1 Palestinian in Kufeirit, causing a fracture and bruises. 1 Palestinian was arrested during a late-night raid in Burqin. In Gaza, Israel launched an operation dubbed Operation Breaking Dawn by assassinating northern Gaza Islamic Jihad commander Taysser al-Jabari and 1 of his bodyguards in an air strike on the Palestine Tower, a 13-story building in Gaza City; 2 stories of the building were severely damaged. Shortly after, another 8 Palestinians were killed in air strikes throughout Gaza: 3 on a street in al-Shuja‘iya, including a 5-year-old; 1 in al-Zaytun; 1 in her home in al-Fukhari; 1 in Beit Lahiya; and 2 in Khan Yunis. 63, including 9 children, were injured in the air strikes, which also caused extensive damage to property. Islamic Jihad responded by firing rockets at Israel; no injuries were reported. Israel had prepared for the operation by closing off areas near Gaza in Israel and calling up thousands of reservists. Elsewhere, Israeli forces held military drills in the Masafer Yatta area, hitting 1 home with live ammunition. 42 Palestinians were arrested during late-night raids in Silwad, Ni‘lin, Tarqumiyah, Hebron, Jayyus, Nur Shams refugee camp, and Jenin refugee camp. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Jabaliya; no injuries were reported. U.S. secretary of state Antony Blinken spoke to Israeli prime minister Yair Lapid in a phone call. According to Axios, Secretary Blinken told Prime Minister Lapid that the Biden administration expects to see accountability in the killing of Palestinian American journalist Shireen Abu Akleh. In the West Bank, Israeli forces beat 1 Palestinian man to death at the separation wall near Tulkarm after he tried to enter Israel for work. The body of the man, who was from Gaza, was returned to his family on 7/5. Israeli forces also shot and injured 6 Palestinians during a raid in Dura, including 5 with live ammunition and 1 with a baton round. Elsewhere, Israeli forces violently dispersed Palestinians in Abu Dis, injuring 1 with live ammunition. Israeli forces also demolished 1 residential structure in Umm Qassa in the Masafer Yatta area, displacing 15. Meanwhile, Israeli forces demolished 1 3-story building in Sawahara al-Sharqiyya and assaulted the Palestinian owner trying to prevent the demolition. Israeli forces also delivered stop-work notices for some 30 structures in Humsa al-Tahta. 19 Palestinians were arrested, including 18 during late-night raids in Beit Sira, Beitunia, Ramallah, Abu Nujaym, Dahariya, Beit Umar, al-Arroub refugee camp, Iskaka, and Nablus; 1 was arrested at a checkpoint near Nablus. U.S. state department spokesperson Ned Price said that the U.S. had determined that the ballistic analysis of the bullet that killed Palestinian American journalist Shireen Abu Akleh was inconclusive, saying the bullet was badly damaged. The U.S. said it had “concluded that gunfire from IDF positions was likely responsible for the death” of Abu Akleh but that the U.S. “found no reason to believe that this was intentional but rather the result of tragic circumstances during an IDF-led military operation against factions of Palestinian Islamic Jihad.” Several independent investigations, eyewitnesses, and the PA have concluded that Israeli forces deliberately targeted Abu Akleh given the bullet’s trajectory where she was killed. Member of the PLO executive committee Wasel Abu Yousef accused the U.S. of protecting Israel. Secretary general of the PLO Hussein al-Sheikh said the PA rejected the U.S. findings and would seek justice at the ICC. The family of Abu Akleh expressed disbelief that the U.S. was unable to conclude with certainty Israel had killed Shireen, given the evidence available. 1 Palestinian man from Gaza died after being denied cancer treatment by Israeli authorities, claiming his 2 travel permits for treatment were under security check. The man had applied to travel to Nablus for treatment on 3 occasions since April, but his applications remained pending when he passed. (PCHR 7/6)

In the West Bank, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 3 with live ammunition and others with tear gas. Israeli forces also violently dispersed a funeral procession in Beit Umar by attacking the pallbearers. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 17 with baton rounds and others with tear gas. Israeli forces also violently dispersed protesters in Ein al-Beida and al-Juwaya in the Masafer Yatta area, arresting 5 international activists and causing tear-gas related injuries. Human Rights Watch (HRW) said in a report that Palestinian security forces in the West Bank and Gaza systematically torture critics of the PA and Hamas in their detention. HRW called on countries donating to PA security forces to cut off their funding and for the ICC to investigate the issue. HRW said that Palestinian security forces use solitary confinement, beatings, and stress positions to punish and intimidate critics and political opponents and to elicit confessions. It was reported that newly appointed Israeli prime minister Yair Lapid would move into a house seized by Israel from a Palestinian family who fled Jerusalem during the Nakba. The house, Villa Hanna Salameh on Balfour Street, will serve as Prime Minister Lapid’s temporary housing until renovations at the prime minister’s official residence has been completed. In the West Bank, Israeli settlers vandalized 1 mosque in Kisan and placed an Israeli flag on top of the mosque. Israeli forces shot and killed 1 Palestinian minor near Silwad, claiming he had thrown stones at vehicles traveling on Route 60. The PA called the killing an execution. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition and injured others with tear gas during a late-night raid in Jenin. Israeli forces also delivered a demolition notice for 1 house under construction in al-Farra in the Masafer Yatta area. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of the shore; no injuries were reported. The UN human rights office said it had found that the bullet that killed Al Jazeera journalist Shireen Abu Akleh on 5/11 was fired by Israeli forces and not during crossfire with Palestinian militants as Israel has claimed. A representative of the UN human rights office said that “[i]t is deeply disturbing that Israeli authorities have not conducted a criminal investigation” into the killing of Abu Akleh. The UN representative called the bullets fired by the Israeli forces “well-aimed” at journalists wearing flak jackets with “PRESS” markings. Amnesty International criticized the PA for its response to the killing of PA critic Nizar Banat in June 2021. The regional director for the Middle East of North Africa Heba Morayef said that “[t]he flawed military trial of 14 low-ranking security officers will not bring about justice” in the case. The family of Banat is no longer partaking in the PA trial, as it does not believe it will bring justice; it is preparing a civil lawsuit instead. (MEE 6/23; AP 6/24)

In the West Bank, Israeli settlers attacked 1 Palestinian farmer with a metal bar while he was working his land east of Hebron, causing head injuries. Israeli forces shot and killed 3 Palestinians and wounded 10 others during a raid in Jenin refugee camp. Islamic Jihad said that the 3 men were members of their organization. The PA condemned the killings. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 11 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 4 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Burin, injuring 5 Palestinians and 2 solidarity activists with baton rounds; 22 others suffered tear-gas related injuries. Meanwhile, Israeli forces delivered demolition notices for 13 residential structures, 4 outhouses, and 1 water well in Khirbat al-Dabi‘I in the Masafer Yatta area. 2 Palestinians were indicted for assaulting 1 Israeli police officer in Isawiya after the Israeli police officer fired 17 shots in the air. The 2 Palestinians were not indicted for assaulting a police officer as the prosecution believed that they did not know he was an officer, but had entered the neighborhood to threaten Palestinians. The police officer claimed he had entered the neighborhood by mistake while traveling with another police officer and his brother. (HA 6/18)

In the West Bank, Israeli forces delivered demolition notices for 4 houses, 8 water wells, and 1 agricultural structure in a-Tabban in the Masafer Yatta area and stop-work notices for 2 water wells and 1 agricultural structure in Zif. Israeli forces also sealed a well in Beit Lid. Elsewhere, Israeli forces prevented Palestinians from working their land in Qusra. Israeli forces also fired tear gas at Palestinians trying to enter Israel for work at the separation wall near Jenin. 15 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Nablus, and Ramallah. In East Jerusalem, representatives from the EU and UN visited Palestinians in Silwan who are threatened by Israeli demolitions and displacement. Israeli forces shot and injured 3 minors with baton rounds on the Jerusalem-Ramallah street. 5 Palestinians were arrested during raids. The PA finance ministry said it would pay PA employees 80% of their wages as it continues to be unable to pay its employees in full due to Israel’s withholding of parts of the PA tax revenue. (REU 6/7)

PA prime minister Mohammed Shtayyeh met with German vice chancellor and economy and energy minister Robert Habeck in Ramallah. The 2 discussed German support for energy projects in Palestine. Prime Minister Shtayyeh briefed Vice Chancellor Habeck on Israeli violations against Palestinians. Shtayyeh also called on the international community to create a political horizon for ending the Israeli occupation and for Germany to exert pressure on Israel to allow the PA to hold elections in East Jerusalem. UN human rights council’s commission of inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel, released its 1st report since receiving its mandate on 5/27/2021. In its report, it pointed to Israel’s continued occupation of Palestinian territory and discrimination against Palestinians as a key factor in recurrent tensions between Israelis and Palestinians. 2d, the report noted Palestinian resentment is fueled by lack of consequences for Israeli human rights violations. A commissioner working on the report said that “Israel clearly has no intentions of ending the occupation. In fact, it has established clear policies to ensure complete permanent control over the Occupied Palestinian Territory.” The report also criticized the PA and Hamas for using the occupation as justification for human rights violations against their own people. Israeli ambassador to the UN Gilad Erdan was elected vice president of the 77th session of the UN general assembly (UNGA), along with 20 others. The appointment will see Ambassador Erdan chair UNGA meetings and being part of agenda selection. Erdan will serve for 1 year, starting in September. PA prime minister Mohammed Shtayyeh said that the PA leadership was “surprised by and deplore the election of Israel's ambassador to the United Nations for the position of Vice President of the United Nations General Assembly, which we consider an attempt to promote and legitimize the colonial occupation regime on the land of the State of Palestine.” (JP 6/7; TOI 6/8; MEE 6/9; WAFA 6/13)

In the West Bank, PA forces arrested 9 Palestinian protesters during a general strike in Hebron over rising food prices. Food prices have been rising throughout the world due to Russia’s blockade of Ukrainian wheat and global supply chain issues. In Palestine, prices on flour, sugar, and cooking oil have risen up to 30% in the last quarter. 1 Israeli settler opened fire at Palestinians, claiming they had thrown stones at him; no injuries were reported. Israeli forces delivered a demolition notice for part of a Palestinian home in al-Rakiz in the Masafer Yatta area. Israeli forces also raided Nabi Salih, firing tear gas at Palestinians protesting the incursion; no injuries were reported. Elsewhere, Israeli forces violently dispersed a Palestinian protest in Tubas, causing tear-gas related injuries. The PA announced it had finished its investigation into the killing of Al Jazeera journalist Shireen Abu Akleh, concluding that Israel deliberately killed her. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. The agreements reached included direct ambulance service from Gaza to the West Bank via the Beit Hanun crossing, easing restrictions on Palestinian medical teams accessing East Jerusalem and Area C, and for Israel to accept vaccination certificates produced by the PA. Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

The Lebanese outgoing minister of public works Michel Najjar signed a decree that extended Lebanon’s maritime border claim by 550 square miles.
