In the West Bank, Israeli forces shot and injured 1 Palestinian minor approaching the separation wall near Faqqua. Israeli forces also shot and injured 3 Palestinians during a raid in Ni’lin, and injured others with tear gas. Meanwhile, Israeli forces shot and injured 1 Palestinian during a raid in Nabi Salih. Israeli forces also demolished 2 residential structures in az-Za’ayyyem, displacing 11. In East Jerusalem, Israeli forces assaulted 1 Palestinian in the Old City. Israeli forces also assaulted several Palestinians in Jabel Mukaber. 1 Palestinian was arrested in Sur Baher. In Gaza, 1 rocket was launched at Israel, landing in an open area; no damage was reported. Israeli forces also opened fire at Palestinian farmers east of al-Qarara, Dayr al-Balah, and Jabaliya. In Tel Aviv, hundreds of thousands of Israelis protested against the Israeli government for the eleventh Saturday in a row. VICE released their own investigation into the death of Walid al-Sharif, who was shot on 4/22/2022 at the Haram al-Sharif compound, concluding that he died of a baton round to the head fired by Israeli forces. Israeli authorities had maintained that the 23-year-old had died because he fell while running from Israeli forces. Sharif fell into a coma after being hit by the baton round and died on 5/14/2022. In the West Bank, Israeli settlers blocked the main entrance to al-Naqura. Israeli forces shot and killed 1 Palestinian man, alleging that he had tried to stab a soldier at the Gush Etzion Junction between Bethlehem and Hebron. The PA called it an extrajudicial execution. 9 Palestinians were arrested during late-night raids in Kobar, Kafr Ni‘ma, Ni‘lin, Beita, Izbat al-Tabib, and Qalqilya. In East Jerusalem, Israeli forces evicted the 18-member Salhiya family from their home in Sheikh Jarrah, leading to a standoff where members of the family threatened to blow up a gas container on top of the house if the Israeli forces proceeded to demolish their home. A large crowd protested in support of the family. Several European representatives to Palestine and Israel, with some present at the scene, also condemned the eviction and called on Israel to stop it immediately. 1 Palestinian demolished his own commercial structure in Sheikh Jarrah. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. In Gaza, Israeli forces made incursions and leveled land north of Beit Lahiya. Israeli forces also opened fire at agricultural lands east of al-Qarara; no injuries were reported. Palestinian news outlet Safa and Israeli Channel 12 reported that the PA had frozen its work on preparing material for the ICC as a result of agreements made between PA president Mahmoud Abbas and Israeli defense minister Benny Gantz. (MEMO 1/18)

Israeli media reported that Libyan warlord and presidential contender Khalifa Haftar’s plane landed at Ben Gurion airport for a couple of hours before taking off again. In November it was reported that Haftar’s son and advisor Saddam Haftar had visited Israel for meetings with Israeli officials. (MEMO 1/17)

A possible drone attack in the UAE killed 3 Indian and Pakistani nationals and wounded 6 others at an oil facility and started a fire at the airport in Abu Dhabi. The Yemeni Houthi group said it was behind the attack. In a letter by Israeli prime minister Naftali Bennett, Israel offered the UAE “security and intelligence support” after the attack, saying “Israel stands with the UAE.” The UAE has been conducting air strikes with its coalition partner Saudi Arabia for years in Houthi-held areas of Yemen, causing many civilian deaths. In the West Bank, Israeli settlers opened a settlers-only road near Kisan. Israeli forces shot and injured 1 Palestinian man near the separation barrier west of Jenin; the man was treated at a hospital in Israel for his injuries. Israeli forces also fired tear gas at a wedding celebration in Silat al-Harithiya, causing tear-gas related injuries. Palestinians protested in Ramallah against the killing of PA critic Nizar Banat by PA forces on 6/24. 11 Palestinians were arrested by Israeli forces during raids in and around al-Yamun, Qiffin, Beita, Ni‘lin, Abu Dis, and Jaba‘. In East Jerusalem, 1 Israeli settler shot 1 Palestinian man in the leg in Sheikh Jarrah; Israeli police said the Palestinian man had entered the settler’s home, while Palestinian media said the man was part of a solidarity event for the residents of Sheikh Jarrah threatened by forced eviction. 5 Palestinians were arrested during raids in Sheikh Jarrah and Shu‘fat. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. In Gaza, Israeli forces opened fire at Palestinian farmers in al-Zaytun; no injuries were reported. Israeli forces also made incursions and leveled land east of al-Qarara. The Israeli supreme court proposed that Palestinian residents under threat of eviction in Sheikh Jarrah become “protected residents” in what it considered a compromise. The proposition would allow the Palestinians to live in their homes in return for paying a rent fee to the settler organization, Nahalat Shimon, which claims to have acquired their property. The Palestinians agreed to the proposal but refused to accept the Nahalat Shimon’s demand that the families recognize its ownership of their properties, resulting in a stalemate. The court did not set a new date for the next hearing. Haaretz reported that Israeli officials had asked the Biden administration to put pressure on the Palestinian residents to agree to the compromise. The Jordanian government submitted documents to the court from before the 1967Day War, showing that the Jordanian government was in the process of registering the properties to their Palestinian residents, which was disrupted by the Israeli assault on its neighboring countries. U.S. state department spokesperson Ned Price later said that the U.S. is opposed to the plans to evict Palestinians from East Jerusalem, but that proposal from the supreme court is for the parties involved to consider. Israel extended the ban of PA governor of Jerusalem Adnan Ghaith from moving freely within East Jerusalem. It was unclear how long the extension was set for. (WAFA 8/2)

The PA said that it and Qatar had agreed to a mechanism to transfer Qatari funds to Gaza. More than 100,000 Palestinians in Gaza will receive ATM cards with around $100, which can be withdrawn in Gaza. Hamas had previously agreed to have the PA supervise the transfer of the Qatari funds. It is unclear when the aid will reach Palestinians in Gaza. (MEMO 8/4)

Israel’s cabinet approved its 1st budget in 3 years; the Knesset will still have to approve it before it is implemented. A vote is expected to occur in November. Ra’am’s demands for a significant increase in spending for Palestinian Israeli communities was approved with $16 billion earmarked for advances, as opposed to the previous $5 billion under the Netanyahu government. The money is said to be spent on infrastructure, combatting crime, health care, education, and transportation. (MEMO 8/1; ALM, AX, JP 8/2; ALM 8/3)

Canada contributed $1.7 million to the UN World Food Programme to help its programming in Gaza. (WAFA 8/2)

In the West Bank, Israeli forces demolished 27 residential and agricultural structures in Khirbet Humsa and forced the bedouin village’s residents to leave the area; the demolitions displaced 70 people. Israeli forces also raided the headquarters of the Union of Agricultural Work Committees, seizing computers and other office equipment and ordering the building closed for 6 months. 10 Palestinians were arrested during late-night raids in and around Ramallah, Ni‘lin, Deir Abu Mash‘al, Birzeit, Nablus, Jenin, and Dura; 1 of the arrested was the director of Health Work Committees Shatha Odeh, who also had her car seized. In Gaza, Israeli forces made incursions east of al-Qarara. In Israel, Israeli forces demolished the bedouin community in al-Araqeeb for the 190th time since 2010. Overnight, in retaliation for the 1/7 Grad strike nr. Ashqelon, the IDF makes air strikes on a smuggling tunnel on the Rafah border (killing 3 Palestinians, including a 15-yr.-old boy, and wounding 2), suspected weapons factories in the Shaykh Ajlin and al-Zaytun neighborhoods of Gaza City (causing no injuries but marking the 1st Israeli air strikes on Gaza City since OCL), and sites in al-Qarara in s. Gaza (initially hitting an open area, damaging a house; then targeting and destroying 2 other Palestinian homes, whose residents had fled after the initial strike close by; no injuries reported). During the day, unidentified Palestinians fire 2 more rockets toward Sederot, causing no damage or injuries. In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at stonethrowing Palestinians and nonviolent international (and, in the case of Bil‘in, Israeli) activists taking part in protests against the separation wall in Bil‘in (injuring 2 Palestinians) and Ni‘lin (10s suffer tear gas inhalation); conducts latenight house searches in al-Fara‘a r.c. and nr. Overnight, the IDF carries out air strikes on smuggling tunnels on the Rafah border in retaliation for the PFLP’s 12/31 Grad strikes, lightly injuring 4 Palestinians. Later in the day, after the Popular Resistance Committees (PRCs) fire at least 2 mortars toward the Kerem Shalom crossing (the IDF records 2, while the PRCs claim 5; only 1 lands inside Israel, causing no damage or injuries), the IDF carries out air strikes on an open area e. of Jabaliya in n. Gaza and on a farm in al-Qarara in s. Gaza, causing no damage or injuries. Of note: Israel permanently closes the Nahal Oz crossing, meaning that with the exception of the grain belt operating at Qarni crossing, Kerem Shalom will be the sole transit point for goods coming in and out of Gaza; all fuel shipments will also henceforth go through Kerem Shalom. In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. Targets include 20 “terror operatives” (possibly assassinations), more than a dozen rocket-launching sites and squads, more than 20 suspected weapons depots (including homes of 3 Hamas mbrs.) and other outposts, at least 10 homes and 1 apartment building, 2 tunnels on the Rafah border, a market in Bayt Lahiya, 1 ESF post in Gaza City, a mosque in Dayr al-Balah. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr alBalah, Gaza City (city center and al-Nasser, Shaykh Ridwan), Jabaliya town and r.c., Khan Yunis, Khuza, Nussayrat, al-Qarara, Rafah, Shati’ r.c., open areas in central Gaza.

At least 1 air strike on a residential area e. of Jabaliya involves white phosphorous munitions that cause extensive fire damage to 4 homes. Another air strike hits the rooftop of a Gaza City building housing the offices of some 20 international press agencies, destroying broadcasting equipment and wounding 1 journalist.

IDF ground forces take up new positions in Juhur al-Dik and al-Mughraqa in c. Gaza, and al-Shuka in s. Gaza (bulldozing 13 homes). Heavy tank and artillery fire are reported in Bayt Lahiya, Dayr al-Balah, Gaza City (al-Shuja‘iyya, alTuffah, al-Zaytun), Jabaliya. Heavy closequarter combat is reported in Gaza City and nr. Bayt Lahiya, with Palestinians firing antitank weapons and mortars and sniping at ground troops, moderately wounding 1 IDF soldier and lightly wounding 7.

Palestinians also fire 30 rockets and 1 mortar into Israel (including several Grads that hit Ashqelon), causing no reported damage or injuries.

At least 35 Palestinians are killed during the day, bringing the estimated Palestinian toll to around 795 dead and 3,300 wounded.

Humanitarian notes: The UN and other relief groups resume humanitarian aid transfers after receiving assurances fr. the Israeli government that they will not be targeted. During today’s 3-hr. humanitarian lull, Israel allows 41 trucks carrying food and medicine into the Strip. As OCL enters day 6, Israel announces that it will allow 443 foreign passportholders living in Gaza (mostly the spouses and children of Gazan Palestinians, including U.S., Russian, Moldovan, Ukrainian, Turkish, and Norwegian passport-holders) to leave on 1/2, raising concerns that a major ground incursion into Gaza is imminent.

Israeli actions: The IDF continues air strikes and naval bombardment of Gaza, hitting at least 70 targets and carrying out at least 40 air strikes. Primary targets include the PA parliament building, Justice Min., Education Min., the headquarters of the PA presidency in Gaza City, homes of several other Hamas and PRC cmdrs., tunnels on the Rafah border, suspected weapons depots, 2 mosques in Jabaliya r.c., a fishing harbor w. of Khan Yunis, a water reservoir in Bayt Hanun. Target areas include Abasan, Bani Suhayla, Bayt Hanun, al-Bureij r.c., Gaza City, Jabaliya, Khan Yunis, al-Maghazi r.c., Nussayrat, al-Qarara, Rafah, Tal al-Za‘atar. By day’s end, the Palestinian toll is at least 412 dead.

Palestinian actions: Palestinians fire 59 rockets (at least 10 of them fired by Islamic Jihad) and 1 mortar into Israel, with 1 longrange rocket hitting an apartment building in Ashdod (causing heavy damage but no major injuries) and 3 in open areas outside Beersheba (causing no damage or injuries). Beersheba municipal official Shimon Krief says that city emergency workers received only 18 calls from concerned citizens during incoming rocket warnings today, stating “People are relaxed.” Beersheba hospital reports that since the city first came under rocket fire on 12/30, it has treated 10 Israelis for moderate physical injuries and 154 for stress, adding that “with each attack, we’ve gotten significantly fewer patients.”

Humanitarian notes: Israel allows 60 trucks of humanitarian aid into Gaza. The International Comm. of the Red Cross (ICRC) warns that humanitarian needs are growing sharply despite the limited entry of aid, noting severe shortages of water, cooking gas, electricity. Israeli human rights groups issue an appeal to DM Barak to restore fuel shipments to Gaza to allow proper functioning of hospitals, water services, and so on.

Of note: Air strikes today include an attack on the home of Hamas’s Nizar Rayyan, a cleric and chief liaison btwn. Hamas’s political and military wings, in a densely populated residential area inside Jabaliya r.c., assassinating him and killing his 4 wives and 11 of his 12 children, causing heavy damage to surrounding buildings; Rayyan is the most senior Hamas official to be killed since Israel assassinated Abd al-‘Aziz Rantisi in 2004 and one of the only Hamas figures who has not gone into hiding since OCL began. IDF troops at Ni‘lin checkpoint fire rubbercoated steel bullets, percussion grenades, tear gas at mbrs. of a funeral procession that refuses to lower a Palestinian flag while going through the crossing, injuring 2 Palestinians; 1 tear gas canister lands inside a nearby Palestinian home, sparking a fire that guts the 1st floor. As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. Across the West Bank, Palestinians protest against OCL, clashing with the IDF at numerous points (Abu Dis, Issawiyya, and al-Ram nr. Jerusalem; Bani Na‘im nr. Hebron; Ni‘lin and Silwad nr. Ramallah), leaving 3 Palestinians dead, 31 Palestinians, 1 IDF soldier, 1 Israeli child injured. In at least one instance, PASF breaks up one protest by 100s of Palestinians in Ramallah when demonstrators unfurl Hamas banners; the PASF reportedly (NYT 1/3) has been ordered to prevent any popular displays of support for Hamas. In the afternoon, IDF troops on the s. Gaza border nr. al-Qarara fire on 2 unarmed Palestinians who stray nr. the border fence, order them to lie on the ground, then send soldiers into Gaza to arrest and remand them to Israel. In the West Bank, the IDF conducts afternoon arrest raids nr. Tulkarm; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil‘in (1 Palestinian journalist, 1 Japanese activist are wounded); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin (wounding 7); conducts late-night house searches in Jenin town and r.c. but makes no arrests. As Israeli PM Olmert begins a 3-day visit to Washington, Israel announces that, in keeping with its Annapolis pledges to ease Palestinian movement, the IDF has removed 4 manned checkpoints (improving access to the Jordan Valley, Dead Sea, areas n. of Nablus, s. of Hebron) and 70 unmanned checkpoints (of around 600) across the West Bank, and plans further steps to ease the movement of agricultural goods btwn. the Jordan Valley and the northern West Bank. Israel also pledges to issue new permits to allow 5,000 Palestinian workers to remain overnight in Israel, 500 West Bank Palestinian businessmen to enter Israel, and 130 NGO employees and Palestinian VIPs to travel in and out of Israel more easily; authorizes the PA to set up 20 new police stations for new units undergoing training in Jordan.
