In the West Bank, Israeli settlers assault 2 Palestinian children in Susiya in the Masafer Yatta area. Israeli settlers also assault a Palestinian man with their rifles south of Hebron. Elsewhere, Israeli settlers demolish a tent and uproot 20 olive trees in the Fatih Sidra area of Masafer Yatta. Israeli settlers also ram Palestinian-owned sheep in al-Muarajat, killing and injuring several. Meanwhile, Israeli settlers attack Palestinian shepherds in Shaab al-Butum, forcing them to flee. Israeli forces open fire at a Palestinian vehicle before assaulting Palestinians in the car and seizing it in Tuqu’. Israeli forces also demolish a Palestinian home in Tarqumiyah. 15 Palestinians are arrested during late-night raids in and around Qalqilya, Nablus, Bethlehem, Qalandia refugee camp, and Kharbatha Bani Harith. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, Beit Hanun, Jabalia refugee camp, and Nuseirat refugee camp, killing at least 150 people. Israeli forces also shoot and kill 12 people at al-Amal Hospital. An Israeli soldier is killed in combat. In Lebanon, Israeli forces bomb Blida, Hanine, at Tiri, Aitaroun, Naqoura, al-Dhahira, Majdalzon, and Labouneh, killing a person and destroying an ambulance. More than 26,900 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 65,946 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,387 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 222 Israeli soldiers have been killed and 1,293 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. The PA calls for the formation of an international field committee to investigate Israeli crimes in Gaza, referring to the 30 bodies that were found in Beit Lahiya on 1/30 who appear to have been killed and dumped in a mass grave while blindfolded and with their hands tied. (WAFA 1/31)

The UN Security Council meets to discuss the ICJ ruling on provisional measures. PA ambassador to the UN Riyad Mansour says a ceasefire is needed to implement the provisional measures instituted by the ICJ on 1/26. UN under-secretary-general for humanitarian affairs and emergency relief coordination Martin Griffiths calls the relief entering Gaza “grossly inadequate.” UN secretary-general Antonio Guterres calls UNRWA the “backbone of all humanitarian response in Gaza” and iterates his call for countries that have suspended funding for the agency to reverse their decisions. Israeli Channel 12 reports that Mossad director David Barnea briefed the Israeli cabinet on the ceasefire negotiations held over the weekend. Prime Minister Benjamin Netanyahu writes on X that his “red lines” on an agreement are that Israel will not end the war and will not release “thousands of terrorists,” refering to Palestinian prisoners. National Security Minister Itamar Ben-Gvir writes a letter to Netanyahu calling on him to block aid from entering Gaza. The U.S. House of Representatives passes H.R. 6679, preventing entry to the U.S. of members of the PLO, Hamas, and Islamic Jihad in a 422-2 vote. The bill would need to be approved by both the Senate and the president. PLO secretary-general Hussein al-Sheikh calls the bill a “dangerous decision” and demands a response from the Biden administration. Haaretz reports that Israeli commanders have instructed soldiers to set fire to Palestinian homes in Gaza and that in the past months hundreds of homes have been destroyed by Israeli soldiers setting fire to them. A photo of a note left behind by Israeli soldiers reads “[w]e are not burning the house so you can enjoy it, and when you leave – you will know what to do.” (HA 1/31)

Haaretz also reports that in the aftermath of 10/7/2023, Zaka community emergency response volunteers staged scenes in Israeli villages that were attacked to attract donations for the organization instead of properly handling bodies of deceased Israelis and spread accounts of atrocities that never happened to garner media attention. The Israeli military decided from 10/7/2023 to let Zaka handle the bodies of the dead instead of using its unit trained in the identification and collection of human remains. (HA 1/31)

Ynet reports that Prime Minister Netanyahu told the UN envoys from Malta, Bulgaria, Czechia, Hungary, Romania, Ukraine, Slovenia, and Sierra Leone that UNRWA must be replaced during a meeting in Jerusalem. (AJ, AP, REU 1/31)

Axios reports that U.S. secretary of state Antony Blinken has instructed the State Department to review and present policy options on U.S. and international recognition of a Palestinian state. A senior U.S. official tells Axios that some people in the Biden administration think that recognition of a Palestinian state should be the first step toward ending the Israeli occupation rather than the last. U.S. National Security Council spokesperson John Kirby says the U.S. is looking for an extended pause in fighting in Gaza. State Department spokesperson Matthew Miller says the U.S. has warned Israel about reducing the size of Gaza. (AJ, HA 1/31)

A federal judge in Oakland, California, dismisses a lawsuit brought by Palestinian Americans seeking to end U.S. support for Israel’s campaign in Gaza on the basis of genocide, saying he would have issued an injunction but is legally not able to do so due to a lack of jurisdiction. The judge, Jeffrey White, instead implores the Biden administration to “examine the results of their unflagging support” of Israel on the basis that “it is plausible that Israel’s conduct amounts to genocide.” (NYT 1/31; AJ, INT, HA 2/1)

The city of Chicago follows a number of other U.S. cities in calling for a ceasefire in Gaza. Some 70 cities in the U.S., including Atlanta, Minneapolis, Seattle, Detroit, and St. Louis, have passed resolutions on the Israeli attacks on Gaza with most calling for a ceasefire. In the West bank, Israeli settlers plowed 10 dunams (2.5 acres) of Palestinian farmland in al-Kharouba. Israeli forces punitively demolished the family home of a Palestinian prisoner in Aqraba. Israeli forces also shot and injured a Palestinian using a baton round and seized a vehicle in Ramallah. Elsewhere, Israeli forces shot and injured 2 Palestinians, including a child, in Deir Nizam. Israeli forces also raided Carmel, assaulting a Palestinian and seizing vehicles. Meanwhile, Israeli forces made 15 Palestinians close their shops in ‘Azzun. Israeli forces also seized a tractor in Qaryut. Separately, Israeli forces demolished a well and issued stop-work notices for 3 homes in Beit Umar. 23 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Qalqilya, Salfit, Nablus, and Jericho. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Gaza City, al-Bureij, Jabalia refugee camp, and Dayr al-Balah; it was unclear how many casualties there were. Israeli forces also raided al-Awda Hospital, arresting all boys and men over the age of 16 and stripping them to their underwear, including 6 Doctors Without Borders staffers, and bombed the UNRWA headquarters in northern Gaza. A survey conducted by the Euro-Mediterranean Monitor said 71% of Palestinians in Gaza suffer from extreme hunger. 98% said they were not able to eat enough food. 64% said they had eaten grass and expired food. (AJ 12/19)

Israeli defense minister Yoav Gallant visited Israeli soldiers in southern Gaza, saying the Israeli ground invasion would expand to other areas beyond Khan Yunis in the south. UN Security Council members negotiated for the second day in a row over the wording of a resolution. The U.S. opposed language calling for a ceasefire and putting the UN in charge of inspecting aid deliveries to Gaza instead of Israel. The vote was postponed until 12/20. Senior Houthi official Mohammed al-Bukhaiti said the Yemeni government would not cease its attacks on Israel-linked ships until Israel stops its attacks on Gaza, even if it means war with the U.S.-led naval coalition. (AJ, HA, REU 12/19; NYT 12/20)

In the West Bank, Israeli forces raided Tulkarm refugee camp, killing 6 Palestinians and injuring 3 in a drone strike, uprooted streets, and put 2 hospitals under siege. Israeli forces also shot and killed 2 Palestinians, including a child, during raids in ‘Azzun and Burin. Elsewhere, Israeli forces shot and injured a Palestinian in Beitunia. Israeli forces also notified a Palestinian landowner that it will seize 2.5 dunams (.62 acres) of his land in Beit Dajan to construct a settler road. Meanwhile, Israeli forces demolished 6 residential structures and 1 agricultural structure in Shaab al-Butum in the Masafer Yatta area, displacing 20 people. 38 Palestinians were arrested during late-night raids in Bethlehem, Ramallah, Qalqilya, and Tubas. In Gaza, Israeli forces attacked Khan Yunis, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and the Indonesian and Kamal Adwan hospitals, killing at least 80 people. The number of fatalities was likely much higher given the lack of communication with hospitals and civil defense members in northern Gaza. 3 premature babies died at the Kamal Adwan Hospital due to the incubators failing as a result of a lack of fuel. The administration at the Indonesian Hospital said it had been ordered by Israel to evacuate the hospital. 14 ambulances arrived at al-Shifa Hospital to start evacuating the 250 remaining patients. The Red Crescent said 3 paramedics and a companion of a wounded Palestinian were detained by Israeli forces, with 1 of the paramedics being arrested, and that Israel obstructed the evacuation efforts. 190 patients were evacuated from the hospital over a 20-hour period. 2 Israeli soldiers were killed. Rockets were fired from Gaza at Israel; no injuries were reported. In Lebanon, Israeli airstrikes killed 5 people in Beit Yahoun, including the son of Hezbollah MP Mohammed Raad. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 75 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.7 million Palestinians, more than 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 111 Palestinians were buried in a mass grave in Khan Yunis. The bodies were initially seized by Israel at al-Shifa Hospital and in Beit Hanun and handed over to Palestinian authorities prior to arriving in Khan Yunis in a shipping container. About 250 people fled northern Gaza to the south. Around 18,000 gallons of fuel and 80 trucks carrying aid entered Gaza via the Rafah crossing. 433 foreign nationals and 17 wounded people were evacuated to Egypt. UN under-secretary-general for humanitarian affairs and emergency relief coordinator Martin Griffiths called the humanitarian crisis in Gaza the “worst ever,” adding “I do not say that lightly. I started off in my twenties dealing with the Khmer Rouge and the Killing Fields.” (HA 11/22)

Israel and Hamas agreed to the terms of a 4-day ceasefire that would see 50 women and children held in Gaza released in exchange for 150 Palestinian women and children being released from Israeli prisons. The start of the ceasefire would be announced within 24 hours, awaiting the Israeli High Court of Justice’s consideration of Israeli public appeals against the deal. The ceasefire could be extended for one additional day for every 10 additional captives released from Gaza. There are about 240 captives held by Hamas and Islamic Jihad. Israel agreed to stop military movement and allow people to travel from the north of Gaza to the south on Salah al-Din road, but said it would not allow movement to the north. 300 trucks carrying aid, including fuel, would be allowed into Gaza every day. Furthermore, Hamas said Israel had agreed to stop drone flights over southern Gaza during the period of the ceasefire and not fly over northern Gaza for 6 hours a day and that Israel could not attack or arrest anyone during the 4-day period. Israel published a list of 300 Palestinian prisoners, including 123 children, that it deemed eligible for release. Most of the prisoners on the list were arrested in the past 2 years for minor offenses. Islamic Jihad said the Israeli soldiers it is holding captive will not be released until all its members are released from Israeli prisons. PA president Mahmoud Abbas welcomed the agreement and thanked Qatar and Egypt for their mediation efforts. The Israeli cabinet approved deal in the early hours of the day after a 6-hour meeting. 3 ministers from the Otzma Yehudit party voted against it while 35 ministers voted in favor. Hamas deputy political leader Khalil al-Hayya and Hamas representative in Lebanon Osama Hamdan met with Hezbollah secretary-general Hassan Nasrallah in Lebanon, discussing the ceasefire. It was reported that Hezbollah would enter the ceasefire if Israel did not attack Lebanon during the 4-day period. (HA 11/22)

The PA cabinet held an emergency session on the situation in Gaza and the PA’s financial situation given the Israeli decision to withhold more funds from the PA tax revenue and the PA’s refusal to accept the reduced sums. The cabinet decided to allow each ministry to find ways to reduce their expenses and indicated that civil servants will not be paid their salaries or will receive reduced salaries due to the financial crisis. Israel claimed to have found a 525-foot-long tunnels underneath al-Shifa Hospital, saying it was used by Hamas. Videos of the tunnels released by Israel showed the tunnels were completely empty, aside from an air-conditioning unit. Former Israeli prime minister Ehud Barak said earlier this week that Israel constructed tunnels under al-Shifa in the 1980s. U.S. president Joe Biden released a statement welcoming the temporary ceasefire, thanking the leaders of Qatar and Egypt. Biden told President Abdel Fattah el-Sisi that the U.S. opposes forced deportation of Palestinians in Gaza to Egypt and the redrawing of the Gaza borders. Biden also spoke with Prime Minister Netanyahu, emphasizing the “importance of maintaining calm along the Lebanese border as well as in the West Bank,” according to the U.S. readout of their conversation. Secretary of State Antony Blinken spoke with the foreign ministers of Saudi Arabia, the UAE, and Qatar. Politico reported that the Biden administration was worried that an unintended consequence of the ceasefire would be journalists being able to “illuminate the devastation” in Gaza since they would have more access. (AJ 11/22)

Palestinians who met Pope Francis at the Vatican said he described the situation in Gaza as genocide. A Vatican spokesperson later said that he was not aware that the pope used the word. Pope Francis also met with Israeli relatives of people held captive in Gaza by Hamas. (AJ, HA, WAFA 11/22)

In the West Bank, Israeli settlers raided at-Tuba and Wadi Ijheish in the Masafer Yatta area, assaulting Palestinians and stealing 6 sheep and agricultural equipment. Israeli settlers also raided Qaryut, vandalizing property. Israeli forces shot and killed 5 Palestinians during raids in Askar refugee camp, Dheisheh refugee camp, Bayt Rima, Balata refugee camp, and Tammun. Israeli forces also shot and injured 38 people, including at least 3 children, during raids in Tammun, Dheisheh refugee camp, Balata refugee camp, ‘Urif, Askar refugee camp, Nablus, and Bayt Rima. Meanwhile, Israeli forces punitively demolished the family home in Askar refugee camp of a Palestinian man killed by Israeli forces in Nablus in May; the man was accused of taking part in the killing of 3 Israeli settlers in April. Israeli forces also punitively demolished the family home of a Palestinian killed by Israeli forces in Burqa and delivered a punitive demolition notice to the family of a Palestinian killed in Rumana. Elsewhere, Israeli forces razed land near Abu Basal to expand a nearby settlement. Israeli forces also closed the Dream Radio station in Hebron, threating to destroy its contents if it did not stop broadcasting. 35 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Hebron, Qalqilya, Tubas, Salfit, and Tulkarm. The PA Commission of Detainees and Ex-Detainees Affairs said more than 1,590 Palestinian have been arrested in the West Bank since 10/7. In East Jerusalem, Israeli forces fired tear gas at Palestinians in Silwan, igniting a fire and causing injuries. In Gaza, some communications were restored after being cut off by Israel on 10/27. At least 302 Palestinians were killed in Israeli attacks. Islamic Jihad said Israel has assassinated 1 of its senior political officials, Taysir Alghouti, and killed several members of his family in Rafah. The Gaza Ministry of Health said at least 8,005 Palestinians have been killed, including around 5,000 women and children, and 20,242 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, media reported that 1,500 Palestinian militants have been killed near Gaza. 115 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,150 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The bodies of 62 unidentified Palestinians were buried in a mass grave near al-Shifa Hospital. It was the third time Palestinians in Gaza had to resort to burying Palestinians killed by Israel in a mass grave since 10/7. 33 trucks carrying aid entered Gaza. Israel opened a second water pipe to Gaza. The Palestinian Red Crescent Society said Israel has ordered it to evacuate al-Quds Hospital; airstrikes later damaged the hospital as well as the al-Shifa and Indonesian hospitals. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. Khader Adnan, a popular member of Islamic Jihad, died in his cell in the Magen-Nitzan prison in Ramle after an 86-day hunger strike in protest over his administrative detention. Senior Israeli security officials speculate that the uptick in violence along Gaza’s border fence this weekend stemmed from a power struggle in Gaza between PIJ and Hamas over the ongoing Great March of Return and the potential benefits to come from a cease-fire agreement with Israel. The Egyptian press reports that mediators in Cairo have offered a “final proposal” for a longterm agreement to extend the 5-day cease-fire. The agreement will reportedly end Israel’s military offensive, ease the siege, expand the fishing zone, and increase imports into Gaza. In addition, subsequent talks will deal with other issues such as prisoner swaps and establishing an airport and seaport for Gaza. Egypt’s Supreme Council of the Armed Forces (SCAF; the interim military leadership) summons the Israeli amb. to demand an apology and call for an investigation into the killings. Hamas’s Haniyeh publicly offersIsrael a comprehensive cease-fire deal covering the West Bank and Gaza in exchange for a lifting of the siege of Gaza and a halt to all Israeli “assassinations, killings, and raids.” The Israeli government does not officially reply, but hrs. later in the West Bank, IDF undercover units in Bethlehem ambush, assassinate Islamic Jihad’s Bethlehem cmdr. The Lebanese army’s siege of Nahr al-Barid r.c. continues overnight. During the day, fighting is heavy: Army snipers atop buildings surrounding the camp firing on anyone moving in the streets inside, soldiers open machine gun fire on anyone trying to leave the camp; FI responds with automatic weapons, mortar fire, anti-aircraft guns; the army responds with artillery, tank fire. (The army also surrounds the volatile ‘Ayn al-Hilwa r.c. as a precaution, prompting armed Palestinian factions there to go on alert.) The UN secures a brief cease-fire in the afternoon, allowing the evacuation of 16 wounded Palestinian civilians fr. the camp before FI breaks the truce. An Islamic Jihad suicide bomber detonates a device in a Tel Aviv deli, killing 9 Israelis, wounding 59. Abbas condemns the attack, the deadliest since an 8/31/04 bombing killed 16 Israelis in Beersheba and since the 2/05 cease-fire was declared, whereas a Hamas spokesman in Gaza calls the bombing “a natural result of the continued Israeli crimes against our people”; the U.S. says that “the burden of responsibility for preventing terrorist attacks such as this one rests with the Palestinian Authority.” The IDF continues to shell the n.
