In Gaza, 7 Palestinians were killed, including at least 4 by Israeli airstrikes, and 36 were injured on the second day of the Israeli assault on Gaza. 2 Palestinians were killed in an airstrike on a field in Abasan al-Kabira, while 2 Palestinians were killed and 2 injured in an airstrike on a field in al-Shuka east of Rafah. 8 Palestinians, including 3 children and 3 women, were injured in airstrikes on al-Salem near Rafah. 1 Palestinian was killed and 1 woman seriously injured when a missile fell on their house in Beit Lahiya, 2 minors were killed and 12 others were injured when a missile fell on a house in Gaza City, and 13 were injured after a missile fell on a house in Beit Hanun. PCHR said its initial investigation raised suspicion that these 3 incidents could be from rockets misfired from Gaza. Islamic Jihad started firing rockets at Israel 35 hours after Israel assassinated 3 of their members and after 3 separate rounds of airstrikes. In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. The TV channel has been attacked by Israeli politicians for airing a chyron reading “Green light from the prime minister: Women and children killed overnight in Gaza.” In the West Bank, Israeli forces raided Qabatiya, killing 3 Palestinians. Israeli forces escorting Israeli settlers also shot and injured 2 Palestinians near Deir Dibwan. Elsewhere, Israeli forces uprooted olive tree saplings in Wadi Fukin and uprooted hundreds of olive trees and destroyed 20 water tanks in Tarqumiyah. Israeli forces also raided Tubas; 1 Israeli soldier was injured. Meanwhile, Israeli forces seized 1 digger in Maeen. Israeli forces also demolished 3 Palestinian-owned homes in Ein ad-Duyuk al-Foqa. 28 Palestinians were arrested during late-night raids in Hebron, Nablus, Ramallah, Bethlehem, Jenin, Jericho, and Tulkarm. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished 2 apartments in Jabel Mukaber, displacing 10. UN secretary-general António Guterres condemned the civilian deaths caused by Israeli attacks in Gaza and said, “Israel must abide by its obligations under international humanitarian law.” Guterres also condemned the launching of rockets at Israel. The UAE, France, and China called a closed-door emergency meeting at the UN Security Council on the Israeli attacks on Gaza. The U.S. prevented a statement critical of Israel from being published. (HA 5/10; HA 5/11)

U.S. congresswoman Rashida Tlaib (D-MI) introduced a resolution to recognize the Nakba, cosponsored by Betty McCollum (D-MN), Jamaal Bowman (D-NY), Cori Bush (D-MO), Alexandria Ocasio-Cortez (D-NY), and Ilhan Omar (D-MN). Coinciding with introduction of the resolution and the 75th anniversary of the Nakba, Tlaib had arranged an event to commemorate the Nakba in the U.S. Capitol Visitor Center, but the event was canceled on the day by House Speaker Kevin McCarthy (R-CA). After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian farmer outside Salfit, preventing him from working his land. They also break into a Palestinian home in central Hebron and violently attack 2 Palestinian minors; there are no reported injuries. IDF troops conduct raids in central Hebron, sparking clashes with stone-throwing Palestinian minors; 1 Palestinian is injured. They arrest 5 Palestinians and issue 1 arrest summons during further raids near Jericho, Ramallah, Bethlehem, and Qalqilya; and patrol in and around Hebron and Qalqilya. In East Jerusalem, Israeli forces demolish a Palestinian residential building under construction in Issawiyya. They also detain 9 Palestinian women at Haram al-Sharif for undisclosed reasons (8 are released later in the day and banned from the sanctuary for 15 days); and arrest 4 Palestinians and issue 1 arrest summons during late-night raids in Silwan, Ras al-Amud, Sur Bahir, and the Old City. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. The Jerusalem City Council is expected to approve the plan next week. (HA, YA 8/15)

Palestinians across Israel and the oPt observe a general strike in commemoration of the Nakba and in mourning for the 58 Palestinians killed in Gaza on 5/14. Thousands march in their funeral processions, and thousands more gather along the border fence for a 2d consecutive day of Great March of Return protests. Israeli forces violently disperse these demonstrations, as well as smaller protests in East Jerusalem, Hebron, Ramallah, Bethlehem, and at the Qalandia checkpoint; 2 Palestinians are killed and 12 are injured. Meanwhile, IDF troops arrest 20 Palestinians during late-night raids near Ramallah, Nablus, Jericho, Jenin, Hebron, and Bethlehem; and patrol near Hebron and Salfit. The Israeli authorities temporarily reopen the Kerem Shalom border crossing, having kept it closed since 5/12, after Palestinians set fire to a nearby pipeline. There are reports of Palestinian activists turning back 4 truckloads of medical supplies provided by the IDF. The Turkish Foreign Ministry orders Israeli ambassador Eitan Naeh to leave Turkey in protest of the killings in Gaza on 5/14. In response, Israel’s Foreign Ministry orders the Turkish consul in Jerusalem to return home. Turkey recalled its ambassadors from Israel and the U.S. in the wake of the killings on 5/14. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s separation wall, occupation, and settlements, as well as U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital in Hebron, Jericho, Kafr Qaddum near Qalqilya, 2 areas near Nablus (Beita village and the Huwwara checkpoint), 5 villages near Ramallah (al-Janiya, al-Bireh, Nabi Salih, Ni‘lin, and Bil‘in), and along Gaza’s border near Gaza City, Khan Yunis, al-Bureij refugee camp, and Jabaliya refugee camp. At least 31 Palestinian are injured and 2 are arrested. In the West Bank, Israeli soldiers shoot and injure 3 Palestinian minors during clashes sparked by an IDF raid near Nablus. IDF troops also arrest 3 Palestinians and assault 1 during late-night raids near Hebron and Bethlehem, and patrol near Hebron and Tulkarm. Israeli settlers throw stones at, and open fire on, Palestinian homes in Burin village near Nablus, causing no major damage or injuries. The U.S. State Department announces that the new U.S. embassy in Israel will open in Jerusalem in 5/2018, implementing President Trump’s 12/6/17 pledge to move the embassy from Tel Aviv. The embassy is set to open with ambassador David Friedman and a skeleton staff working out of an existing U.S. facility in the Arnona neighborhood. “This decision will turn the 70th anniversary of Israeli independence into an even bigger celebration,” says Israeli PM Netanyahu. “Thank you, President Trump, for your leadership and your friendship.” Palestine Liberation Organization (PLO) secretarygeneral Saeb Erakat says, “The U.S. decision to recognize Jerusalem as Israel’s capital and now to move its embassy on the eve of marking 70 years since the Nakba [. . .] shows the determination of the U.S. administration to violate international law, destroy the 2-state solution, and provoke the feelings of the Palestinian people, as well as of all Arabs, Muslims, and Christians around the globe.” (AP, HA, JP, TOI, WAFA 2/23)

Concluding 2 days of talks in Cairo, representatives of Palestinian factions, including Hamas and Fatah, reaffirm the 10/12 reconciliation agreement (see JPS 47 [2]), emphasize the need for the PA to take control of Gaza, and call for a new round of elections for the PA presidency, the Palestinian Legislative Council, and the Palestinian National Council by the end of 2018. They do not reach a resolution on the issue of Hamas’s military wing, however. (TOI, WAFA 11/23)

The Arab press reports that PA pres. Abbas has refused a phone call from senior advisor to U.S. pres. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. Instead of taking the call, Abbas reportedly referred Kushner to the PLO office in Washington. (HA, TOI 11/22; HA 11/23)

Throughout the day, the IDF maintains its now 4-day closure of Qabatiya. After the PLO calls for a demonstration against the closure, dozens of Palestinians drive from Jenin and Jenin r.c. toward the village to break the blockade, sparking clashes with Israeli troops; 1 Palestinian is injured and 2 are arrested. The IDF ends the closure at 10:00 P.M. Meanwhile, IDF troops raid a gas station nr. Jenin, confiscating surveillance tapes, detaining 2 Palestinians, and sparking minor clashes with stone-throwing Palestinians; 1 Palestinian is injured. They conduct further raids in 1 village nr. After 2 weeks of increasing tension and clashes in East Jerusalem over access at Haram al-Sharif, Israeli authorities ban male and female volunteer guards— murabitun and murabitat—from the sanctuary on the grounds that they disturb and intimidate Jewish visitors. Around 50 Palestinian women gather outside Haram al-Sharif in the morning to protest the Israeli restrictions on their access. Late at night, suspected right-wing Jewish activists spray racist graffiti on walls in the Old City and Israeli forces arrest 7 Palestinians on raids in al-Tur and Jabal Mukabir. In the West Bank, unknown assailants shoot and lightly injure an Israeli settler driving nr. Nablus. Later, Israeli settlers set fire to dozens of olive trees outside a nearby Palestinian village and Israeli forces block the entrances to the village and order a curfew. Separately, Israeli forces raze agricultural land and seize an irrigation network nr. Hebron. IDF troops conduct late-night house searches and raids nr. PNC pres. Zanoun announces that the PNC convention scheduled for 9/14–15 has been postponed in response to various Palestinian political groups’ requests for a delay and calls for a boycott. He says that a comm. comprising himself, the PLO Exec. Comm., and the heads of the various factions will meet to prepare to convene the PNC within 3 mos. (JP, MNA, WAFA 9/9)

UNRWA commissioner-gen. Pierre Krähenbühl reaches an agreement with the UNRWA employees union in Gaza to end the recent protests over reductions in agency services. The union went on strike for a week on 8/24, then agreed to return to work on 8/31 in exchange for a tentative agreement to limit class sizes. (MNA 9/9)

In the West Bank, IDF troops raid a village nr. Hebron, arresting 2 Palestinians and sparking minor clashes with stone-throwing Palestinian youth. They also violently disperse Palestinians protesting the occupation nr. Qalqilya. Israeli forces conduct raids, house searches, and patrol nr. Tulkarm, Qalqilya, Hebron, Ramallah, Jericho, and Nablus, issuing arrest summons to 2 Palestinians. Israeli settlers assault Palestinians outside Nablus on 2 occasions. First, they attack farmers and IDF troops violently disperse the groups, injuring several Palestinians. That evening, settlers assault and injure a Palestinian man s. of Nablus. PA pres. Mahmoud Abbas and 10 other mbrs. of the Palestine Liberation Organization (PLO) Exec. Comm. announce their plans to resign. In the West Bank, IDF troops shoot and injure a Palestinian during a raid in c. Nablus. Less than an hour later, they shoot and injure a Palestinian photojournalist attempting to cover the story. The IDF also conducts raids in a village nr. Jenin, confiscating property and arresting 2 Palestinians; patrols in 2 villages nr. Jericho and 1 nr. Hebron. Israel’s Civil Admin. grants permits for the construction of 1,065 new residences in various settlements around the West Bank, including infrastructure developments that will connect 296 residences to utilities in the Beit El settlement. (HA, TOI, YA 7/22; PCN 7/23; MNA 7/24)

In Gaza, telecom operator Jawwal reopens following an agreement with Hamas; there are no details released. In the West Bank, Palestinian assailants shoot and injure an Israeli settler nr. Qalqilya. IDF troops conduct late-night raids and house searches in 2 villages nr. Hebron, arresting 2 Palestinians; patrol during the day in 2 villages nr. Hebron, ‘Ayn al-Sultan r.c. and 1 village nr. Jericho. In East Jerusalem, an Israeli police jeep rams a Palestinian girl, moderately injuring her. Senior Fatah official Amin Maqboul says that the PLO’s talks on forming a new consensus govt. continue, despite Hamas’s objections to the process. Maqboul says that Hamas has demanded that any new govt. pay the salaries of all employees of the Hamas-run govt. in Gaza and describes the demand as among several “preconditions that widen the gap between the Gaza Strip and West Bank.” (MNA 7/6)

PA pres. Abbas appoints Saeb Erakat secy.- gen. of the PLO, replacing Yasser Abed Rabbo, who Abbas fired on 6/30. The secy.-gen. is the 2d most powerful position in the PLO. Erakat will take office on 7/13. (JP 7/4)

Sarayat al-Shaykh Umar Hadid fires a rocket from Gaza into s. Israel nr. Ashqelon, causing no damage. The IAF responds by firing at the rocket’s launch site nr. Bayt Hanun in n. Gaza, causing no damage or injuries. Earlier, IDF troops on the border e. of Khan Yunis open fire on agricultural lands nr. the border fence, causing no serious damage. Israel’s Knesset House Comm. votes, 10–2, to strip MK Ghattas (Joint List) of his parliamentary immunity from prosecution in response to his 6/21 announcement of participation in the Freedom Flotilla III. The comm.’s decision is transferred to the Ethics Comm. for approval, and Joint List MKs vow to appeal the decision to the High Court of Justice. Israel’s High Court of Justice orders the state to demolish 2 residential buildings under construction in the Beit El settlement in the West Bank by 7/30. Qalqilya, arresting 5 Palestinians; patrols in 2 villages each nr. Qalqilya and Jericho, and 1 each nr. Ramallah, Hebron, and Tulkarm. An Israeli soldier assaults a Palestinian at a checkpoint nr. In the Gaza Strip, the IDF continues its assault, launching air strikes on approximately 47 targets, killing 38 Palestinians and injuring dozens. Five Palestinian civilians are also killed in the strike and at least 40 are injured. Israeli media report that National Security Adviser Yaakov Amidror has recently privately warned PM Benjamin Netanyahu that settlement construction is causing Israel to lose support even among its strongest allies in the West. Sources in Netanyahu’s office do not deny the substance of Amidror’s remarks, but say that they should not be seen as a hint that the PM is considering a settlement freeze to help start negotiations. Hamas official Izzat al-Rishq says that Fatah and Hamas will meet in Cairo on 2/10 to discuss the composition of a unity government. On 2/8, the discussion will focus on PLO reform. A UNHRC investigation into Israel’s settlements in the West Bank publishes its conclusions, declaring such activity a contravention of the Geneva Convention and thus a potential war crime under the jurisdiction of the ICC. The investigators, led by French judge Christine Chanet, call on Israel to halt settlement expansion and withdraw all settlers. Israeli security agency Shin Bet announces that for the 1st year since 1973, there were no Israeli casualties from a Palestinian attack in the West Bank. The report covering 2012 says that there was an uptick in so-called popular terror in the West Bank, referring to stone-throwing and Molotov cocktails. The report notes that 10 Israelis were killed in security-related incidents during 2012, and that more than 2,500 rockets and mortar shells were fired from the Gaza Strip into Israel. However, Shin Bet reports that since Operation Pillar of Defense in November 2012, no rockets have been fired. The report also records that 8 rockets were fired at Israel from Egypt’s Sinai Peninsula, and that there were 11 attempts to fire anti-aircraft weaponry at IDF planes, up from just 1 effort in 2011. The IDF assassinates Hamas commander Ahmad Jabari and his bodyguard and separately kills 7 other Palestinians in a number of air strikes on military and civilian targets across the Gaza Strip, leaving around 90 wounded. The dead include 2 children and an elderly man. Code-named Operation Pillar of Cloud in Hebrew (a Torah reference) and renamed Operation Pillar of Defense for foreign audiences, the Israeli military attacks are described as the ‘‘beginning’’ of an effort to increase deterrence and remove Hamas’s rocketlaunching capabilities. The IQB warns that Israel has ‘‘opened the gates of hell’’ with Jabari’s assassination, and fires dozens of rockets and mortars into Israel. They are joined by the DFLP, Islamic Jihad, PFLP, and PRCs, all of whom claim responsibility for rocket and mortar fire. In total, over 90 projectiles hit Israel from the Gaza Strip, causing 4 injuries. The Iron Dome rocket-defense system intercepts 30 rockets. Overnight, the IDF undertakes air strikes on around 100 sites across the Gaza Strip. U.S. pres. Obama calls Israel PM Netanyahu to express his support for Israel’s military operation and the country’s right to selfdefense. Obama also calls Egyptian pres.
