Israeli forces also demolished 2 residential structures in az-Za’ayyyem, displacing 11. In East Jerusalem, Israeli forces assaulted 1 Palestinian in the Old City. Israeli forces also assaulted several Palestinians in Jabel Mukaber. 1 Palestinian was arrested in Sur Baher. In Gaza, 1 rocket was launched at Israel, landing in an open area; no damage was reported. Israeli forces also opened fire at Palestinian farmers east of al-Qarara, Dayr al-Balah, and Jabaliya. VICE released their own investigation into the death of Walid al-Sharif, who was shot on 4/22/2022 at the Haram al-Sharif compound, concluding that he died of a baton round to the head fired by Israeli forces. Israeli authorities had maintained that the 23-year-old had died because he fell while running from Israeli forces. Sharif fell into a coma after being hit by the baton round and died on 5/14/2022. In the West Bank, 1 Israeli settler shot and killed 1 Palestinian and injured 1 other when the 2 confronted a group of settlers attempting to set fire to their crops near al-Rihiya, south of Hebron; +972 reported that the settlers mutilated the body of the Palestinian man they had shot dead. 10 Palestinians were killed and 209 wounded by Israeli forces throughout the West Bank. The casualties included: 1, and 39 injured during a protest in Shwaika near Tulkarm; several others were reported injured; 1 protester, and 2 injured in Salem; 1 protester in Asira; 1 protester, and 4 injured in Beita; 1 protester, and 18 others injured by live ammunition in Ya‘bad; 1 protester in Marda; 1 protester in Iskaka; 1 protester, and 4 injured in ‘Urif; 1 protester in Jericho; 1 Palestinian at a checkpoint, who allegedly tried to ram Israeli soldiers near Silwad; 148 protesters injured by live ammunition and rubber-coated bullets during protests in and around Dayr Nidham, Bayt Dajan, Bayt Furik, al-Fawar refugee camp, al-Khadir, Salfit, Tayassir, Huwwara, Aqraba, Ni‘lin, Jenin, Qalqilya, Tulkarm, and Qusra. 13 Palestinians were arrested, including 6 during late-night raids in and around Qalandia refugee camp, Bayt Umar, and Sa‘ir; 7 were arrested during protests at the al-Jalama checkpoint near Jenin. The casualties included: 9, including 3 children, and 73 injured, including 20 children, in air strikes on buildings in Bayt Lahiya and Bayt Hanun; 4 in an air strike on Gaza City, including 1 child; 3, including 1 child, in air strikes on Jabaliya; 1, and 16 injured, including 2 children, in air strikes on al-Bureij refugee camp; 1, and 1 wounded in an air strike on Abasan; 1 in an air strike while riding a motorbike in Rafah; 1 Palestinian was found dead in rubble from an air strike in Dayr al-Balah on 5/13; 1 Palestinian child succumbed to wounds sustained in an air strike on Gaza City on 5/12; 1 Palestinian succumbed to wounds sustained in an air strike on 5/12 in Bayt Lahiya. Israel also said it had assassinated 3 Hamas operatives, Shadi Abed Al-Hadi, Osama Shehadeh, and Zakaria Zarendah. Israeli air strikes also destroyed an interior ministry building west of Gaza City and 3 poultry farms near Rafah, killing more than 10,000 chickens. Israeli forces also struck the fishing ports in Gaza city and Khan Yunis. Damage to power lines in Gaza was reported, significantly reducing the amount of available electricity. In Israel, Israeli forces killed 2 people after several people crossed from Lebanon into Israel by Metula. Israel also said that 3 rockets were fired at Israel from Syria, with 2 landing in open land in the Israeli-occupied Golan Heights and 1 in Syria. 2 rockets from Gaza hit 2 houses in Sderot, causing damage and 1 injury. 1 rocket from Gaza lightly injured 1 Israeli driving near Beersheba. Israel barred people from outside of Lydda from entering the city from 4 p.m. and barred all its residents from leaving their homes after 9 p.m. 1 Palestinian-Israeli minor was seriously injured, and another minor lightly injured, after a firebomb was thrown at their house in Jaffa; Israeli police claimed without evidence that it was 2 Palestinian-Israeli men that had thrown the firebomb. Israeli forces were filmed kicking Palestinian-Israeli vehicles traveling in Umm al-Fahm and firing stun grenades at them for no apparent reason. Israeli forces shot and injured 1 Palestinian-Israeli minor in Lydda, claiming he tried to throw a firebomb at them. 5 Palestinian-Israelis were arrested in Umm al-Fahm after a fire was ignited at the town’s city hall. 9 Palestinian-Israelis were arrested in ‘Akka. Israeli forces violently dispersed Palestinian-Israeli protesters in Kafr Kana, injuring 28. Israel also told international news outlets that it would conduct a ground invasion of Gaza shortly and then later apologized to the news outlets for providing false information; analysts suspected that Israel used the media outlets to lure Hamas militants into tunnels before heavily bombarding said tunnels; Israel said that dozens were killed in the attack on the tunnels. Israel also shot down 1 drone sent from Gaza. 1 Israeli woman succumbed to injuries sustained after falling while running to a shelter in Neta’im on 5/11, raising the Israeli death toll to 9. In Jordan, some 500 protesters tried to enter the West Bank through the Allenby bridge, but were dispersed by Jordanian forces 3 miles from the border. In Amman, thousands of protesters called for the expulsion of the Israeli ambassador and ending the Jordanian-Israeli peace treaty. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. It also said 830 people had been injured. The UN estimated that 10,000 Palestinians have been internally displaced during the current escalation so far. (AJ, HA 5/14)

A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. ICC chief prosecutor Fatou Bensouda said that she will continue with her inquiry into potential war crimes committed by Israelis and Palestinians in the occupied Palestinian territories despite Israel’s refusal to cooperate. Soon after the planned 72-hour cease-fire takes effect, it breaks down and the IDF continues its assault on the Gaza Strip, killing 160 Palestinians. U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. By late afternoon, cross-border incidents in Gaza resume, with Palestinians firing some 26 rockets and mortars and Israeli warplanes and drones carrying out at least 5 air strikes. One Palestinian rocket hits a factory in Sderot, injuring 1 Israeli civilian; the Israeli strikes kill at least 2 Palestinians (both armed) and injure at least 23 (2 militants, 6 PASF officers, and 15 civilians, including 1 woman and 1 child). Israel’s targets included a rocket-launching team nr. al-Bureij r.c. (1 killed); a group of armed Palestinians nr. Jabaliya (1 killed, 2 wounded); 2 IQB training camps in n. and c. In response to recent escalating rocket and mortar fire, IDF warplanes and helicopters carry out 7 early morning air strikes on 2 caravans nr. In a 45-min. phone conversation, U.S. secy. of state Hillary Clinton sharply rebukes Netanyahu for the 3/9 Ramat Shlomo construction approval, demanding that Israel prove its desire to seek peace by revoking the plans, stating that the U.S. viewed his apology for the timing of the announcement alone as inadequate. Late in the evening, the IDF makes air strikes on a suspected weapons lab in Khan Yunis in retaliation for Palestinian rocket fire on 3/11, causing no reported injuries; Israeli naval vessels fire on a Palestinian fishing boat off the Bayt Lahiya coast, forcing it to return to shore. Israel, fearing serious Palestinian protests after Friday prayers over the 3/9 Ramat Shlomo construction approval, imposes a general closure on the West Bank through 3/16 and deploys extra units of riot police around Jerusalem; no violence is reported. In an effort to halt weekly Palestinian protests against the separation wall, the IDF issues a military order declaring Bil‘in and Ni‘lin closed military zones on Fridays until 8/17. Today the order is ignored: Palestinian, Israeli, and international activists stage a nonviolent march to the separation wall in Bil‘in and a protest against the wall in Ni‘lin, where some of them throw stones at IDF troops. In both cases, IDF troops fire rubber-coated steel bullets, stun grenades, tear gas (injuring 2 Palestinians in Bil‘in; arresting 1 Palestinian, 1 Israeli in Ni‘lin). The IDF also fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists staging a nonviolent protest against settlement expansion nr. Dayr Nizam/al-Nabi Salih (injuring 18); fires stun grenades and beats Palestinian and international activists demonstrating against the separation wall in al-Ma‘sara village s. of Bethlehem (injuring 2 Palestinians). Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. The IDF responds with at least 1 air strike on a smuggling tunnel on the Rafah border, causing no injuries. The IDF fires on a Palestinian woman grazing sheep nr. the border fence e. of Jabaliya, wounding her. In the West Bank, the IDF fires tear gas at stone-throwing Palestinians taking part in weekly demonstrations against the separation wall in Bil‘in, injuring 2; fires rubber-coated steel bullets, tear gas on Palestinian, Israeli, and international human rights activists taking part in a nonviolent demonstration against the separation wall in al-Ma‘sara (10s suffer tear gas inhalation) and Ni‘lin (injuring 5); conducts late-night house searches in Nablus and neighboring Balata r.c., but makes no arrests. Jewish settlers fr. Gilad settlement nr. Qalqilya, escorted by IDF troops, attack Palestinian farmers working their land in nearby Jit village, slashing tires of a tractor and ordering the farmers off the land, saying it belonged to them; the IDF troops confiscate the agricultural tools of the Palestinians and order them to leave the area, giving the tools to the settlers. As OCL enters day 6, Israel announces that it will allow 443 foreign passportholders living in Gaza (mostly the spouses and children of Gazan Palestinians, including U.S., Russian, Moldovan, Ukrainian, Turkish, and Norwegian passport-holders) to leave on 1/2, raising concerns that a major ground incursion into Gaza is imminent.

Israeli actions: The IDF continues air strikes and naval bombardment of Gaza, hitting at least 70 targets and carrying out at least 40 air strikes. Primary targets include the PA parliament building, Justice Min., Education Min., the headquarters of the PA presidency in Gaza City, homes of several other Hamas and PRC cmdrs., tunnels on the Rafah border, suspected weapons depots, 2 mosques in Jabaliya r.c., a fishing harbor w. of Khan Yunis, a water reservoir in Bayt Hanun. Target areas include Abasan, Bani Suhayla, Bayt Hanun, al-Bureij r.c., Gaza City, Jabaliya, Khan Yunis, al-Maghazi r.c., Nussayrat, al-Qarara, Rafah, Tal al-Za‘atar. By day’s end, the Palestinian toll is at least 412 dead.

Palestinian actions: Palestinians fire 59 rockets (at least 10 of them fired by Islamic Jihad) and 1 mortar into Israel, with 1 longrange rocket hitting an apartment building in Ashdod (causing heavy damage but no major injuries) and 3 in open areas outside Beersheba (causing no damage or injuries). Beersheba municipal official Shimon Krief says that city emergency workers received only 18 calls from concerned citizens during incoming rocket warnings today, stating “People are relaxed.” Beersheba hospital reports that since the city first came under rocket fire on 12/30, it has treated 10 Israelis for moderate physical injuries and 154 for stress, adding that “with each attack, we’ve gotten significantly fewer patients.”

Humanitarian notes: Israel allows 60 trucks of humanitarian aid into Gaza. The International Comm. of the Red Cross (ICRC) warns that humanitarian needs are growing sharply despite the limited entry of aid, noting severe shortages of water, cooking gas, electricity. Israeli human rights groups issue an appeal to DM Barak to restore fuel shipments to Gaza to allow proper functioning of hospitals, water services, and so on.

Of note: Air strikes today include an attack on the home of Hamas’s Nizar Rayyan, a cleric and chief liaison btwn. Hamas’s political and military wings, in a densely populated residential area inside Jabaliya r.c., assassinating him and killing his 4 wives and 11 of his 12 children, causing heavy damage to surrounding buildings; Rayyan is the most senior Hamas official to be killed since Israel assassinated Abd al-‘Aziz Rantisi in 2004 and one of the only Hamas figures who has not gone into hiding since OCL began. As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. AsIsrael continues to seal Gaza’s borders completely, aid agencies (including Oxfam and UNRWA) warn of an impending humanitarian crisis. UNRWA Gaza dir. John Ging states that “it is unprecedented that the UN is unable to get its supplies in to a population under such obvious distress.” Unnamed Hamas officials say that Israel apparently is not interested in maintaining the truce and therefore would face consequences. Today, Hamas admits to firing 11 Grad-type rockets fr. Gaza toward Israel (4 of which landed inside Israel, causing no damage or injuries) in addition to 3 regular rockets and several mortars, 1 of which (unclear whether rocket or mortar) hits an Israeli home in Sederot, causing damage and lightly injuring 1 Israeli. The IDF makes air strikes on suspected launch sites in n. Gaza, wounding 2 armed Palestinians. In the West Bank, the IDF fires tear gas, percussion grenades at Palestinians holding a nonviolent protest against settlements at the evacuated settlement site of Homesh nr. Jenin (wounding 1); conducts late-night arrest raids, house searches in and around Nablus, and nr.
