In the West Bank, Israeli settlers vandalized dozens of olive trees in Burin. Israeli settlers also stole olives from a Palestinian farmer near Salfit. 8 Palestinians were arrested during late-night raids in Balata refugee camp, Kobar, al-Bireh, Ni‘lin, and Kafr Ein. In East Jerusalem, Israeli forces demolished fencing in Silwan, leading to a confrontation with its owners, 2 were injured by Israeli forces assaulting them with their rifles, including 1 minor. 1 Palestinian family demolished their own home in Bayt Hanina. 2 Palestinians were arrested near the Damascus Gate plaza. Israel charged the 6 Palestinian prisoners who escaped Gilboa prison on 9/6 with offenses related to their escape, potentially carrying additional sentences of up to 7 years. 5 other Palestinian prisoners were charged with helping them escape, also risking 7 more years. Israeli police had initially said that the 6 had planned to carry out attacks; however, no such charges were filed against them. (AJ, HA, MEMO 10/3)

PA president Mahmoud Abbas met with 2 Israeli ministers from the Meretz (Vigor) party: health minister Nitzan Horowitz and regional cooperation minister Issawi Frej. The meeting took place in Ramallah to “boost” cooperation between the PA and parts of the Israeli government and to ensure that steps to hurt the 2-state solution are curbed. President Abbas said he invites all Israeli ministers to come to Ramallah and engage with the PA, saying “[w]e don’t have to agree, but we need to talk.” (ALM 10/1; HA 10/2; HA, MEE 10/3; ALM, MEMO, WAFA 10/4)

A delegation of Hamas officials met with Egypt’s intelligence chief Abbas Kamel to discuss a long-term ceasefire with Israel and intra-Palestinian relations. Hamas later released a statement, saying that the organization did not reach an agreement with Egypt about a long-term ceasefire with Israel despite media reports on the contrary. It was also reported that 19 members of the Hamas political bureau from Qatar, Turkey, and Gaza would meet in Egypt. (MEMO 10/3; ALM 10/12)

Palestinian officials told Haaretz that the U.S. is planning to reopen its consulate to Palestinians in Jerusalem after the Israeli government passes its budget in the Knesset. (HA 10/3; MEMO 10/4)

The IDF continues its assault on the Gaza Strip by land, sea, and air, killing 66 Palestinians. Armed Palestinian groups fire more than 80 rockets into Israel, with 16 intercepted by Iron Dome batteries. Palestinian fighters kill 2 Israeli soldiers in Gaza. Across the West Bank, there are large demonstrations against the attack on Gaza in Bethlehem, Jenin, Nablus, Ramallah, Salfit, Tulkarm, and other locations. IDF troops kill 7 Palestinians as clashes break out during the protests. In one of the clashes, at Hawara checkpoint, an Israeli settler kills a Palestinian, bringing the day’s total to 8. In addition, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 1 is injured by a bullet, and Ni‘lin, where 2 are injured by bullets. In addition, Jewish settlers attack 2 Palestinians in Bayt Hanina, seriously injuring 1. In East Jerusalem, Israeli security forces clash with Palestinians after worshippers under the age of 50 are banned from entering Haram al-Sharif, injuring around 40. Meanwhile, in the early afternoon the Israeli cabinet rejects a draft of cease-fire principles proposed by U.S. Secy. of State Kerry, which he based partly on consultations with reps. of Qatar and Turkey. A senior Israeli official reportedly later described the proposal as a “strategic terrorist attack.” Later, Secy. In the evening, the UN, U.S., Egypt, and the Arab League call for an extendable 12-hour humanitarian cease-fire. PM Netanyahu tells Secy. of State Kerry that Israel will observe the humanitarian pause the following day, but the IDF will continue working to locate “terror tunnels.” Hamas spokesperson Abu Zuhri says that al-Qassam Brigades and other factions will observe the humanitarian pause. In the West Bank, IDF troops shoot and injure 1 Palestinian in clashes nr. Abu Dis, while separately, Palestinians throw a petrol bomb at a settler car nr. Bethlehem, injuring 2 Israelis. The IDF conducts house searches and arrest raids in Jenin in the morning, in 1 village nr. Qalqilya in the afternoon, and in 2 villages and al-‘Arub r.c. nr. Hebron, 1 village nr. Bethlehem and in Salfit at night; patrols in Hebron in the afternoon. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. The U.S. and Israel both miss a deadline to repay debts to UNESCO, thus triggering an automatic loss of voting rights. Both countries have not paid their dues to the agency since Palestine was admitted as a mbr. in 2011. (AP, REU 11/8)

U.S. Secy. of State Kerry departs Israel after a tense meeting with Netanyahu at Ben Gurion Airport where the Israeli PM expresses strong protest at the emerging potential deal with Iran, views he subsequently airs in a press conference. Later, Pres. Obama calls Netanyahu himself to try and assuage his doubts, according to a press release issued by the White House. (HA, REU 11/8)

Supporters of ousted pres. Morsi hold another day of demonstrations across Egypt, with 2 killed in Cairo in fighting between Brotherhood mbrs. and residents, and other protests in cities like Suez and Alexandria. Meanwhile, Egyptian authorities close the Rafah border crossing with Gaza until further notice. (AP, MNA 11/8)

IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). There are no serious injuries (except in Kafr Qaddum where 3 are struck by tear gas canisters). In East Jerusalem, Israeli security forces raid the al-Aqsa compound and disperse worshippers with stun grenades, after Palestinians threw stones at plainclothes policemen who entered the area. U.S. Secy. of State Kerry travels to Europe on a trip intended to lobby for support for a strike on Syria, as well as discuss the Israeli-Palestinian peace process and meet with PA Pres. Mahmud Abbas in London, before returning to Washington. The itinerary also takes him to Lithuania—current holder of the presidency of the Council of the EU—and France. (AFP 9/5; AP 9/6)

U.S. Pres. Obama persuades 10 other leaders from the G20 nations to co-sign a statement urging a strong international response to the alleged use of chemical weapons by the Syrian govt., though the text does not explicitly endorse military action. Meanwhile, an unnamed State Dept. official tells the media that a strike on Syria would not fundamentally alter the balance of forces on the ground in the country’s civil war. (NYT, REU 9/6)

Supporters of ousted pres. Morsi clash with security forces and those who back the military in protests across Egypt. Two are killed nationwide, and dozens injured. There are demonstrations in Cairo, Alexandria, Suez, Fayoum, Damanhour, and a number of other towns and cities. (AFP, REU 9/6)

Israel’s Operation Pillar of Defense against Gaza enters its 3d day, leaving another 11 Palestinians dead and bringing the Palestinian death toll since 11/14 to 30, around 1/3 civilians. Intense levels of Israeli air strikes continue, with 40 attacks before dawn and at least 200 overall during the day; reports estimate some 500 targets struck by the Israel Defense Forces (IDF) since the operation began. The IDF bombs Gaza’s Ministry of Interior building and the offices of Hamas’s acting PM Ismail Haniyeh. Palestinian armed groups fire a total of 190 rockets into Israel, including a rocket that lands in an open area nr. Gush Etzion settlement bloc s. of Jerusalem, causing no damage or injuries. The Israeli cabinet approves Israeli DM Ehud Barak’s requests to mobilize 75,000 reservists. Israel’s FM Avigdor Lieberman states that the 2 goals of the operation are to restore deterrence and destroy long-range missiles. Meanwhile, in the West Bank, Palestinians hold demonstrations to protest the attack on Gaza, including a rally of hundreds of Hamas activists in Ramallah. IDF forces injure dozens of Palestinians in the solidarity protests, seriously wounding 1 man in Kafr Qaddum village nr. Qalqilya with a tear-gas canister to the head. Internationally, there is a mixture of support for Israel’s actions and caution regarding escalation. The U.S. Senate unanimously passes a resolution expressing support for Israel’s ‘‘right to act in self-defense.’’ UK foreign secretary William Hague warns Israel against staging a ground incursion into Gaza. Egyptian PM Hesham Kandil visits the Gaza Strip, during which time Israel temporarily stops its attacks. Egyptian pres. Mohamed Morsi condemns Israel’s operation and pledges Egyptian support for the Palestinians. Meanwhile, UN high commissioner for human rights Navi Pillay condemns Israel’s aerial bombardment of Gaza as well as Palestinian rocket fire. (HA, Guardian, JP, MNA, REU 11/16)

Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih, Budrus), 1 village nr. Bethlehem (al-Ma‘sara), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 2 Palestinians are wounded by a tear-gas canister and rubber-coated steel bullet respectively, and in Kafr Qaddum, where 1 Palestinian is wounded by a tear-gas canister. Egyptian security forces say that unidentified militants fire 3 rockets into Israel from the Sinai Peninsula nr. Rafah. No damage or injuries are reported. (MNA 11/16)

In Amman, Jordanian protests over rising fuel prices continue for a 4th day. Protesters clash with security forces, and a rally of several thousand passes off largely peacefully; chants include demands for the departure of King Abdallah II. (WP 11/16)

Cross-border violence continues in Gaza. During the day, Palestinians fire some 20 rockets into Israel, causing damage in 1 instance but no injuries. Israel warplanes and drones carry out at least 3 air strikes on groups of armed Palestinians in Gaza City and n. Gaza, killing 2 Palestinians (1 civilian, 1 Popular Resistance Comm. [PRCs] mbr.) and wounding 9 (2 armed and 7 civilian, including 1 woman). Late in the evening, Hamas authorities in Gaza announce that another cease-fire with Israel has been brokered by Egypt, effective immediately. After the announcement, Palestinians fire at least 5 more rockets (no damage or injuries), but Israel does not respond. In total across 6/17–23, 11 Palestinians (7 armed; 4 civilians, including 2 children) were killed, and 49 Palestinians (7 armed; 6 PASF; and 36 civilians, including 2 women and 1 child) and 3 Israelis (2 police, 1 civilian) were injured. Palestinians fired around 155 rockets (including at least 10 Grads) and mortars; Israel carried out at least 25 air strikes. In addition, OCHA reports that during the period, several Palestinian rockets fired toward Israel fell short or exploded prematurely, killing 2 Palestinian children (a baby and a 5-yr.-old) and injuring 19 Palestinians (including 4 children ages 3–12). Furthermore, 2 armed Palestinians were killed and 26 were injured when a building that had been hit by the IDF collapsed while they were inspecting the damage. Meanwhile, in the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning; 1 village each nr. Jericho and Ramallah in the afternoon; and Ni‘lin and 1 village nr. Salfit late at night. The IDF also conducts late-night arrest raids, house searches nr. Hebron, Salfit. Palestinian, Israeli, and international activists take part in a nonviolent demonstration against Israeli land confiscations and settlement expansion in Bayt Umar nr. Hebron; the IDF fires tear gas and percussion grenades to disperse them, causing no injuries; 3 Palestinians are arrested. Abbas addresses the UNGA and officially submits the papers requesting full UN member-state status. UN secy.-gen. Ban Ki-Moon immediately sends the application to the UNSC. Rotating UNSC head, Lebanese amb. Nawaf Salam, says he will distribute it to UNSC mbrs. on 9/26. (NYT, WP, WT 9/24)

Netanyahu also addresses the UNGA session, calling on Abbas to resume talks immediately in New York, again without giving details on the basis or goal of talks. (WP 9/24) Within 3 hrs. of Abbas’s speech, the Quartet issues a vague statement calling on Israel and the Palestinians to return to talks within a month, with the objective of reaching a final agreement within a year. While Quartet special envoy Blair heralds this as “breakthrough,” UN and U.S. officials say the idea is to delay UNSC consideration of the Palestinian application to the UN on the assumption that if talks are “underway and making progress,” the UNSC would put off a vote in hopes that the parties could reach negotiated agreement. In the West Bank, 1,000s of Palestinians gather in Ramallah’s Clock Tower Square after dark to watch Abbas’s UN address televised live and celebrate the application for statehood. Similar rallies are held across the West Bank, but are banned in Gaza by Hamas authorities, who are angry that Abbas did not consult with Hamas over the process. Observers note (e.g., NYT, WP 9/24) that the “festive mood was tempered with resentment at . . . Obama’s firm stance against the initiative.” One Palestinian on the street states (WP 9/24): “We are choking on the American double standard. America supported the movements for freedom in Egypt, Tunis, Libya and Yemen, but this stops when it comes to the Palestinian people. We are asking, why?” During the day, the regular weekly protest against the separation wall in Bil‘in, al-Nabi Salih, and Ni‘lin are turned into rallies in support of the UN statehood initiative; in al-Nabi Salih, Palestinian demonstrators burn Israeli flags and posters of Obama. Similar small rallies are held at Qalandia r.c. The IDF fires rubber-coated steel bullets, tear gas, and percussion grenades at the demonstrators, causing no serious injuries. Meanwhile, nr. Kiryat Arba settlement in Hebron, a Palestinian boy is killed in a hit-and-run by a vehicle with Israeli plates. Later in the day in the same area, a Jewish settler man and his infant son, residents of Kiryat Arba, die in a car crash; the IDF says it was an accident, but local settlers accuse the army of covering up a murder, claiming that vengeful local Palestinians stoned the vehicle causing it to crash. The IDF denies the claims and expresses concern that settlers are attempting to provoke violence on the eve of Abbas’s UN speech. Meanwhile, unarmed Palestinians patrolling the outskirts of Qusra village in the n. West Bank (subject of numerous recent attacks by Jewish settlers fr. Esh Kodesh outpost) throw stones at a group of armed Jewish settlers that try to enter the village, sparking a clash; the IDF intervenes, firing tear gas and live ammunition at the Palestinians, killing 1 Palestinian and wounding 7. The IDF also patrols in 2 villages nr. Ramallah and Salfit in the morning, in Jericho in the afternoon, and in al-Bireh, 2 villages nr. Salfit, and 1 nr. Tulkarm late at night. Hamas officials say that all main Gaza factions have agreed to reimpose their cease-fire immediately, while Egyptian mediators work to secure the compliance of smaller factions. Islamic Jihad says it will observe the moratorium as long as Israel also ceases fire. Israel does not comment. Before the new cease-fire goes into effect, the PFLP and other unidentified Palestinians fire 1 Grad and 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. Israel does not respond. Israeli DM Barak authorizes construction of a kindergarten in Hebron’s Beit Romano settlement, home to some of the most extremist Jewish settlers. Meanwhile, Jewish settlers uproot olive trees in Qasra village nr. Nablus; when local Palestinians try to drive them away, IDF troops intervene, firing tear gas and live ammunition at the Palestinians, seriously injuring 1. The IDF also patrols in Kafr al-Dik village nr. Salfit. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, al-Ma‘sara, and Ni‘lin, as well as at the Qalandia crossing into Jerusalem. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no serious injuries, and arrest 2 Palestinians.
