In the West Bank, Palestinians in several cities observed a general strike in solidarity with residents of Shu‘fat and ‘Anata, which have been closed by Israel since 10/8. Palestinians in Nablus also observed a general strike in protest against Israeli closures of all the entrances to the city. Israeli settlers attacked 1 vehicle transporting patients to an-Najah Hospital, damaging the vehicle. Israeli settlers with military escort also visited Joseph’s Tomb, leading to a confrontation with Palestinians resisting the incursion near Nablus; 1 Palestinian was shot and injured by Israeli forces. Elsewhere, Israeli settlers raided Huwwara, attacking businesses and people and blocking a road, 1 Palestinian was injured. Israeli settlers also set fire to a poultry facility and truck in Qusra. Israeli forces shot and killed 1 Palestinian and injured 1 other while violently dispersing Palestinian protesters at al-Arroub refugee camp. Israeli forces also violently dispersed Palestinian protesters in Bethlehem, injuring 1 with a baton round and causing tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ramallah, injuring 2 with live ammunition. Israeli forces also assaulted 1 Palestinian man after forcing him out of his vehicle at a checkpoint near Bayt Lid. In East Jerusalem, Israeli settlers led by MK Itamar Ben-Gvir toured the Haram al-Sharif compound. Coinciding with the tour, Israeli forces assaulted and arrested 3 at the compound, including 2 Waqf guards. Israeli forces violently dispersed Palestinian protesters in Isawiya, Silwan, al-Tur, Ras al-Amud, Shu‘fat refugee camp, Jabel Mukaber, Sur Baher, and Bayt Hanina, using tear gas and stun grenades. A general strike was also observed by Palestinians in East Jerusalem in solidarity with Shu‘fat and ‘Anata. The Israeli cabinet approved the maritime border agreement with Lebanon, sending it to the Knesset for final approval in 2 weeks. (AP, HA 10/12)

The U.S. White House released its National Security Strategy. The strategy included language referring to expanding normalization deals for Israel and a commitment to Israel as a “Jewish and democratic” state. The strategy paper also restated president Joe Biden’s position in support of a 2-state solution “along the 1967 lines, with mutually agreed swaps.” The paper did not mention any effort to restart negotiations. In the West Bank, Israeli settlers attacked 2 Palestinians in al-Zubeidat. Israeli forces shot and killed 1 Palestinian minor using live ammunition during a confrontation in al-‘Arub refugee camp. Israeli forces violently dispersed Palestinian protesters in Husan, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Hebron, leading to tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinians protesting in Jenin, leading to tear-gas related injuries. Palestinian protests were also held in Qabatiya and Rumana. 8 Palestinians were arrested, including 7 during late-night raids in Dayr Abu Mash‘al, Jenin, Jericho, and Bayt Rima; 1 was arrested while in a park in Jenin. In East Jerusalem, Israeli settlers raided the Bab al-Rahma cemetery at the Haram al-Sharif compound. 3 Palestinians were arrested during raids in al-Tur, the Old City, and Silwan. In Gaza, 13 Palestinians were killed, including 2 children, and dozens were injured, raising the comprehensive death toll since 5/10 from 203 to 216, including 62 children and 2 pregnant women. The casualties included: 1 in an air strike on a house in Jabaliya; 1 while driving a car near Gaza City; 4 by an Israeli air strike near a seaside café west of Gaza City; 2, including 1 child, in an air strike on an apartment building in Gaza City; 1 child, and 1 child was wounded during an air strike at a house in Dayr al-Balah; 1, and 1 injured in an air strike in Abasan; 2, and 2 injured in a drone strike in Bayt Lahiya; 1 succumbed to wounds sustained on 5/13 during an air strike on the American Hospital west of Bayt Lahiya; 1 Palestinian was found in rubble from a massive air strike that killed 43 in Gaza City on 5/16, raising the death toll from that strike to 44. Israel also conducted large-scale air attacks on al-Bureij, Nuseirat refugee camp, Dayr al-Balah, Gaza City, and Khan Yunis, causing extensive damage and injuries; among the buildings damaged was the Gaza COVID-19 vaccination center and a large bookstore. It was reported that several power lines had been destroyed, making the electricity supply to Gaza even worse. In Israel, 1 Jewish-Israeli man was killed by Palestinian-Israeli stone-throwers in Lydda. Israel said 6 rockets were fired from Lebanon toward Israel, but landed in Lebanese territory; Israel subsequently attacked areas of Lebanon. The Fatah central committee called for a general strike to protest evictions of Palestinians from East Jerusalem and the Israeli attacks on Gaza on 5/18. A similar call was made by the High Follow-Up Committee for Arab Citizens of Israel on 5/16. (MEE, WAFA 5/17)

PA civil affairs minister Hussein al-Sheikh, general intelligence chief Majid Faraj, and advisor for the president on diplomatic affairs Majdi Khaldi met with U.S. deputy assistant secretary for Israel and Palestinian affairs Hady Amr in Ramallah. The trio urged the U.S. to pressure Israel to stop its attack on Gaza and evictions of Palestinians in East Jerusalem. In the West Bank, Palestinians protested the U.S. administration’s peace plan in several places throughout the West Bank, leading to clashes with Israeli forces, causing 41 injuries, including 3 Palestinians shot by live ammunition in Ramallah and others suffering injuries from rubber-coated bullets and tear gas. 5 Palestinians were arrested, including 4 during late-night raids in and around Bayt Umar and Dura; and 1 was arrested at a checkpoint near Qalandia. In East Jerusalem, the gates to the Haram al-Sharif compound were closed by Israel temporarily after 2 Palestinians were arrested at the compound. Another 4 Palestinians were arrested in the vicinity of the compound, including a Waqf guard. In Gaza, Palestinians observed a general strike in protest over the U.S. administration’s peace plan. Israeli forces struck targets in Dayr al-Balah and Khan Yunis, causing damage and minor injuries to 2 Palestinian minors. Israel’s Central Elections Committee voted to prevent the Palestinian-Israeli politician Heba Yazbak from the Joint List from running during the Israeli elections in March. The committee claimed that she had expressed support for terrorists. Yazbak called the campaign against her a plot of the right wing in “trying to hide the real injustice of the occupation and the blockade.” The Israeli high court of justice will issue a final ruling. In the West Bank, Israeli forces raided a school southwest of Jenin and seized construction equipment and a tractor. Israeli forces also closed the Huwwara checkpoint for the 1st of 2 days coinciding with the Bahrain workshop. In several places throughout the West Bank, Palestinians protested the Bahrain workshop. Israeli forces arrested 13 Palestinians during late-night raids in and around Ramallah, Tulkarm, Jenin, and Hebron. During a raid near Ramallah, several Palestinians were injured by rubber-coated bullets as they were protesting the Israeli incursion. A carpentry store was also damaged by Israeli forces during the incursion. In Bayt Umar, Israel forces prevented utility workers from working on the electricity network and seized a crane and a vehicle. In East Jerusalem, Israeli municipal workers tore down a protest tent set up by Palestinians protesting the Israeli planned demolitions of a number of buildings in Silwan. In Gaza, Israeli authorities halted transfers of fuel to the Gaza power plant indefinitely, citing incendiary balloons. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishing boats and detained 3 Palestinian fishermen within the permitted fishing area. 3 Palestinians were injured by live fire east of Bayt Hanun. Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The Israeli military prosecution was criticized for their handling of the investigation and an Israeli army spokesperson said that the military would launch a probe into the investigation. The Chilean president Sebastián Pinera met with PA officials in East Jerusalem and toured the Haram al-Sharif compound. (HA 6/26)

The U.S.-sponsored Bahrain workshop on Middle East economic development, dubbed the Peace to Prosperity, began for the 1st of 2 days. Despite focusing on the economic element of peace between Palestine and Israel, neither country was represented at the workshop. The U.S. peace team intends to raise $50 billion in contributions for economy development in Palestine and for its neighbors. A spokesperson for PA president Mahmoud Abbas said that the Arab Peace Initiative from 2002 was a red line that could not be redrafted if a peace plan was to be executed. The comments followed U.S. special adviser and son-in-law to President Donald Trump Jared Kushner’s comments to Al-Jazeera that a peace deal would need to be found “somewhere between the Arab peace initiative and between the Israeli position.” (WAFA 6/25; HA 6/26)

Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians in the area; 2 Palestinians are killed and 12 more are injured. The IDF later says that an explosive device was thrown at a patrol, prompting the fatal shooting. Elsewhere in the West Bank, IDF troops open fire on Palestinians in a vehicle outside al-Khadir near Bethlehem; 1 Palestinian is killed and another is injured. The IDF later says that the men were throwing stones at Israeli vehicles. The local authorities in Bethlehem declare a general strike in protest of the killing. Meanwhile, IDF troops also shoot and injure a Palestinian youth in Bayt Sira village near Ramallah; arrest 3 Palestinians during late-night raids near Jenin; patrol in and around Tulkarm and Hebron; and violently disperse Palestinian students gathering in al-Bireh to protest the Israeli occupation (there are no serious injuries reported). Israeli forces demolish a Palestinian home and dismantle 3 Palestinian makeshift residential structures south of Hebron. Unidentified assailants open fire on an Israeli settler bus near Salfit, causing minor damage. Israeli settlers throw stones at Palestinian vehicles near Nablus, damaging several. In East Jerusalem, Israeli forces arrest a Muslim worshipper and an Islamic Waqf guard at Haram al-Sharif. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries (2 fishermen are detained). Along Gaza’s border, hundreds of Gazans gather near al-Bureij refugee camp to set tires on fire, throw stones, and otherwise continue the Great March of Return late at night. After unidentified Gazans fly an incendiary balloon into southern Israel, the Israeli Air Force conducts an air strike near the protesters near al-Bureij refugee camp, causing damage. Meanwhile, Israeli forces conduct a limited incursion to level land near Gaza City and open fire on Palestinian farmlands near Khan Yunis, causing no major damage. For a 3d day in a row in Gaza, Israeli forces open fire on hundreds of Palestinians protesting and throwing stones nr. the Erez border crossing and e. of al-Bureij r.c., injuring 17 Palestinians (1 will succumb to injuries on 10/24). Separately, unknown persons fire a rocket into Israel, causing no damage or injuries. Palestinians open fire on Israeli construction vehicles working on the border fence, causing no injuries. Small-scale attacks continue amid the ongoing wave of violence in Israel and the rest of the oPt. In Israel, a Palestinian citizen is arrested after he rams an Israeli woman with his car nr. Hadera, then stabs her and 3 other Jewish Israelis, injuring all 4. In West Jerusalem, 3 Israeli settlers pepper-spray a Palestinian youth, causing minor injuries. In the West Bank, a car catches fire at the al-Za’ayem checkpoint, severely injuring the Palestinian driver and lighly injuring an Israeli police officer. Witnesses report that it was an electrical fire while the IDF describes it as an attempted car bombing. Outside Hebron, Palestinian youths throw stones at Israeli drivers, injuring 1 settler. Nearby, the IDF violently disperses the funeral procession of the Palestinian who succumbed, on 10/10, to injuries sustained in clashes with Israeli soldiers on 10/8. Throughout the day, IDF troops clash with and violently disperse Palestinians protesting and throwing stones across the West Bank and East Jerusalem, killing 1 Palestinian youth and injuring 129 others, including 1 photojournalist. The IDF also continues raids and house searches throughout the region, arresting 45 Palestinians. In Israel, dozens of Palestinians gather in Kafr Kanna and 3 other Palestinian municipalities to protest the recent Israeli crackdown. In East Jerusalem, several groups of right-wing Jewish activists tour Haram al-Sharif. Meanwhile, the Higher Follow-Up Comm. for Arab Citizens of Israel calls for a general strike and a mass demonstration on 10/13 in protest of the recent Israeli access restrictions at Haram al-Sharif. A Palestinian administrative detainee suffers a stroke, and Israeli doctors in Soroka Medical Center declare him “brain dead.” The Palestinian Prisoners Society responds, accusing the Israel Prison Service of medical negligence. He will die of related complications on 10/14. (HA, MNA 10/12)

The Israeli cabinet unanimously approves a series of measures designed to deter stone-throwing, including mandatory minimum sentences and the imposition of penalties on parents of minors convicted of such crimes. Dozens of Gazans gather nr. the border for a 2d day, protesting the Israeli killing of 7 Gazans on 10/9. Meanwhile, unidentified Palestinians fire a rocket toward Ashqelon, Israel, and it is intercepted by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on Hamas military sites in s. and c. Gaza, killing 1 pregnant Palestinian and her young daughter and injuring 5 others. Off the coast nr. Stabbing attacks continue in East Jerusalem, with 2 such incidents today. First, Israeli police shoot and kill a Palestinian youth nr. a gate to the Old City after he allegedly stabs and injures 2 Israelis. Later, Israeli police shoot and kill a Palestinian after he stabs and injures 2 policemen nr. the same gate (a 3d police officer is injured by friendly fire), and clashes break out following the attack. After a funeral for the Palestinian killed in Shu‘fat r.c. on 10/8, Israeli forces clash with and violently disperse stone-throwing Palestinians. In the West Bank, undercover Israeli forces shoot and injure a Palestinian youth and detain 4 others in overnight clashes nr. Jenin; the IDF will conduct raids in the village during the day, confiscating computers and arresting 1 Palestinian. Throughout the day IDF troops violently disperse Palestinian stone-throwers and protesters across the West Bank, injuring 34 Palestinians and 1 Israeli soldier. The IDF also conducts raids and patrols throughout the region, arresting 4 Palestinians and confiscating a vehicle. Israeli settlers continue attacking Palestinians and their property, clashing with Palestinians outside the Kiryat Arba settlement; Israeli forces violently disperse the gathering. Palestinian shops in and around Hebron observe a general strike in the morning, protesting the killings of Palestinians from the area by Israeli forces on 10/7 and 10/9. In Israel, around 1,500 Palestinian citizens peacefully march through Nazareth in protest of the recent Israeli attacks and restrictions on access at Haram al-Sharif. A similar demonstration in Ramla turns violent, and the Israeli police arrest 10 Palestinians accused of stone-throwing. In the West Bank, IDF troops clash with Palestinians in Aida r.c. after the funeral of a Palestinian boy killed by the IDF on 10/5, injuring 10. In protest of the killing, Palestinian businesses and schools in Bethlehem observe a general strike. IDF troops also raid the Nablus-area homes of the 5 Palestinians suspected in the 10/1 shooting that killed 2 settlers, taking pictures and threatening punitive demolitions. IDF troops violently disperse Palestinian stone-throwers in the Jenin, Ramallah, and Bethlehem areas, injuring at least 44 Palestinians and 1 Israeli soldier. Nr. Hebron, Israeli forces close off the main entrance to a village following overnight clashes, and they arrest 18 Palestinians during raids, house searches, and patrols around the city. Israeli settlers continue retaliatory attacks against Palestinians and their property throughout the West Bank, injuring 2 Palestinians in the Hebron area and clashing with Palestinians who had organized a local patrol to ward off settler attacks nr. Nablus (there are no serious injuries). In Israel, hundreds of Palestinians gather in Jaffa to protest the recent escalation of violence in the oPt; Israeli police attempt to disperse the crowd after some of the protesters start throwing stones and blocking traffic, sparking minor clashes (6 police are injured and 6 Palestinians are arrested). Israeli forces punitively demolish 2 Palestinian homes in the Jabal Mukabir neighborhood of East Jerusalem. First, they demolish the home of 1 of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18/2014, and they later demolish the nearby home of the Palestinian who rammed an excavator into a bus on 8/4/2014, killing 1 Israeli and injuring others. Similarly in Silwan, they seal a room in the residence of the Palestinian who was shot and killed on 10/30/2014 after allegedly attempting to assassinate Yehuda Glick, the leader of the messianic Temple Mount movement. While visiting a settlement, Israeli PM Netanyahu says that the IDF will install cameras along roads across the West Bank to provide evidence of future Palestinian attacks. Netanyahu and DM Ya’alon also meet with 18 settler leaders and reportedly announce that the govt. will not be authorizing new settlement construction in response to the recent violence, explaining that increased pressure from the U.S. and EU would likely endanger settlers more than a temporary construction freeze. In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Ramallah, Tulkarm r.c. and 1 village nr. Tulkarm, as well as al-‘Arub r.c. and 1 village nr. Hebron, arresting 18 Palestinians; patrols in 2 villages nr. Jenin, 1 each nr. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. The Jerusalem Municipality announces that it has approved tenders to build 142 new residences in the Har Homa settlement in East Jerusalem. Also, the Interior Ministry’s District Planning and Building Comm. approves a plan to construct over 2,200 new residences for Palestinians in Jabal Mukabir, East Jerusalem, and to retroactively approve hundreds that have already been built in the neighborhood. The PA Ministry of Civil Affairs announces that it will be providing 1 year of financial support to the approximately 15,000 Palestinian families in Gaza whose homes were destroyed during OPE. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse a peaceful protest outside Ofer detention center nr. Ramallah, injuring 1 Palestinian with live ammunition. Israeli forces demolish 2 homes, a store, and a barn in a village s. of Hebron; deliver 34 evacuation notices to Palestinian families in 2 villages in the Jordan Valley. The IDF also conducts house searches and arrest raids in ‘Askar r.c., Balata r.c., al-‘Arub r.c., as well as nr. Ramallah and Hebron, where they arrest a journalist with al-Aqsa TV; patrols nr. Hebron, Qalqilya, and Salfit. In East Jerusalem, Israeli forces clash with stone-throwing Palestinians in al-Tur and Issawiyya, injuring 2 with rubbercoated metal bullets. Meanwhile, around 40 officials from Israel’s Foreign Affairs Ministry and 30 rightwing Jewish activists tour Haram al-Sharif accompanied by IDF troops. In Israel, Palestinian citizens observe a general strike protesting the killing of 2 Palestinian bedouin men in Rahat by Israeli police. Residents of Rahat continue their strike, which they began on 1/18, and around 200 Palestinians throwing stones clash with Israeli police; 4 Palestinians are arrested.
