In Paris, U.S. Secy. of State Albright, CIA Dir. Tenet meet with Arafat, Barak. After 12 hrs. of talks, joined at times by UN Secy.-Gen. Annan and French pres. Chirac, the sides reach an arrangement under which Barak agrees to withdraw troops to their positions before 9/28, Arafat agrees to try to curb Palestinian rioting, both sides agree to keep people away fr. 3 hot spots (Netzarim Junction in Gaza, Joseph's Tomb in Nablus, and the "circle area" nr. Ramallah). The U.S. had hoped Arafat and Barak would sign a document outlining the agmts., but the Arafat would do so only if the text included provisions for an international inquiry, which Barak rejected. Meanwhile, Palestinian-Israeli clashes continue in the West Bank, Gaza, and Israel, leaving 9 Palestinians dead, 10s wounded; 2 Palestinians die of wounds received earlier. An Israeli Arab is killed in a clash Israeli police in Kefar Manda in the Galilee. The IDF eases open-fire regulations, permitting soldiers to fire on any vehicles approaching checkpoints and continues to use heavy weapons, but overall the fighting is less intense than in previous days. In Copenhagen, 5,000 attend a Palestinian solidarity rally. Smaller rallies are staged in Istanbul, London, Rome. Despite another attempt to secure a cease-fire, Israeli-Palestinian clashes in Israel and throughout the West Bank and Gaza continue, leaving 10 Palestinians, 7 Israeli Arabs, 1 IDF soldier, 1 Jewish settler dead and some 300 Palestinians injured; 3 Israeli Arabs wounded on 10/1 also die. Israel closes roads in n. Israel, the West Bank, Gaza to civilian traffic. Around 30 exchanges of gunfire btwn. Israeli security forces and armed Palestinian civilians and police are reported. Nr. Tulkarm, Palestinians set afire an industrial plant owned by Jewish settlers. Nr. Hebron, Jewish settlers fatally shoot a Palestinian. The IDF claims that Muhammad al-Dura, the 12-yr.-old killed at Netzarim Junction on 10/1, had been throwing stones at soldiers before he was shot, contradicting widely broadcast footage of the incident recorded by France 2 TV showing the boy and his father pinned down by gunfire for 45 minutes. The pair were returning from errands and had been dropped off by a taxi, which refused to take them across Netzarim Junction because of heavy IDF fire. In Amman, Arafat, King Abdallah discuss the Israeli-Palestinian clashes, call on Israel to pull back forces to restore calm, and urge Arab states to convene an emergency summit. Barak, Arafat hold generally positive mtg. on the sidelines of the Socialist International congress in Paris, but Barak sparks controversy afterward by saying that Israel no longer sees UN Res. 242, one of the bases of the Oslo process, as fully applicable to the West Bank and Gaza Strip. In his speech to the congress, Barak says that while Israel wants political separation fr. the Palestinian areas, "economic cooperation between us must and will continue"; calls on Syrian pres. With the passage of the 2d deadline for the voluntary evacuation of 10 West Bank settlement enclaves, Israel announces that the IDF will forcibly evacuate the remaining occupied outpost, Havat Maon. Over the past few days, some 300 ultranationalist settlers have joined the 4 families originally encamped at the site, set up prefabricated houses in protest, hoping to make it impossible for the government to remove the settlement. A group of rabbis for the settlements issues a ruling forbidding the use of force against soldiers, but also calling the eviction a "crime against the Torah and the homeland." A day before PA-Israeli final status negotiations are to begin, 3 pipe bombs explode in Netanya, Israel, lightly injuring 27 people, including a number treated for shock; a 4th pipe bomb is dismantled. Israeli police arrest and later releases 2 Palestinians on suspicion of planting the devices; no group claims responsibility for the act. Israeli authorities think the crude bombs mark the work of individual Arabs, not Hamas or Islamic Jihad; PA suggests Israel's Russian mafia may be to blame. In Paris, PM Barak, French PM Lionel Jospin hold talks on the peace process, Israel's economic ties with the EU. Barak says that he still plans to pull the IDF out of s. Lebanon by 7/00. Barak returns to Israel today, but 1 mbr. of his delegation, Chief of Staff Yatom, stays on in Europe on an undisclosed mission thought to be linked to negotiations with Syria. (MM 9/23)

At the close of 3 days of Central Comm. talks in Damascus, the DFLP says that it would joint final status negotiations with Israel on condition that the political framework for talks is clearly defined, that talks take place in line with international law and Palestinian demands; calls on Arafat to convene a mtg. of all PLO factions to discuss the minimum demands a Palestinian team would accept.
