In the West Bank, thousands of Israeli settlers with a military escort toured Jabel ‘Aybal in Area B in an effort to assert their claim to the hill near Nablus. Israeli settlers also vandalized an agricultural structure in Ein al-Beida. Elsewhere, Israeli settlers with a military escort attacked Qusra, causing tear-gas related injuries. Israeli forces violently dispersed Palestinian protesters in Aqabat Jaber refugee camp, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Hebron, assaulting 1 and firing tear gas. Elsewhere, Israeli forces prevented students and teachers from reaching 27 schools in the Masafer Yatta area. Israeli forces also closed the Ibrahimi Mosque to Muslim worshippers, citing the Jewish celebration of Sukkot. Meanwhile, Israeli forces erected dirt mounts on 3 roads leading to Sabastia and its Roman ruins, preventing Palestinian travel. Israeli forces also seized 1 tractor in Deir Istiya and 1 car in Khirbet Humsa. 12 Palestinians were arrested during late-night raids in Jenin, Ya’bad, Jalazone refugee camp, and Turmus ‘Ayya. In East Jerusalem, Israeli settlers were filmed spitting on Christians in the Old City. Israeli settlers also assaulted 1 Palestinian man in Silwan, causing bruises. Israeli forces assaulted 2 Palestinian women at the Chain Gate in the Old City near the Haram al-Sharif compound. 4 Palestinians were arrested in Isawiya and Silwan, including the son of PA governor of Jerusalem Adnan Ghaith. In the West Bank, Israeli settlers set fire to 3 olive trees in Tel Rumeida in Hebron. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, ad-Doha, al-Asakra, Bil’in, Turmus ‘Ayya, Jalazun refugee camp, Ya’bad, Burqin, and Bardala; Israeli forces injured 1 with live ammunition and others with tear gas during the raid in Dheisheh refugee camp. In East Jerusalem, Israel forced 1 Palestinian man to demolish his commercial structure in Silwan. Israeli authorities also issued 3 demolition orders for homes in Silwan. 4 Palestinians were arrested during raids in Silwan. Fighting broke out in Ain al-Hilweh refugee camp in Lebanon after Palestinian Islamist groups launched attacks, injuring 6. A committee of Palestinian factions in the camp had announced on 9/5 that security forces would begin raids to find the accused killers of Fatah general Mohammad al-Armoushi who was killed on 7/30. The security forces also said that on 9/8 they would begin clearing militants who have been occupying UNRWA-run schools in the camp. (AP 9/8)

The Israeli Ministry of Education sent letters to schools in East Jerusalem threatening to revoke their licenses if they teach the Palestinian curriculum printed by the PA. (PCHR 9/14)

The Israeli Civil Administration advanced plans for creating 22 solar power plants in West Bank settlements. Haaretz reported that the plans were approved 2 weeks ago. A source in the Civil Administration told the newspaper that Palestinians will not be able to decide not to purchase electricity generated in the settlements. (HA 9/7)

The U.S., Germany, the UK, and the EU condemned remarks by PA president Mahmoud Abbas, who said in a speech at the Fatah Revolutionary Council that Adolf Hitler killed European Jews over ‘social functions’ such as usury, rather than out of anti-Semitism. Paris mayor Anne Hidalgo also stripped Abbas of the Grand Vermeil de Paris medal which he received from her in 2015. Abbas’ remarks were published by the pro-Israel group Middle East Media Research Institute which is known for distorting statements by critics of Israel. Spokesperson for Abbas, Nabil Abu Rudeineh, said Abbas was quoting American and Jewish historians and that he “full[ly] condemn[ed]” the Holocaust and anti-Semitism. U.S. national security advisor Jake Sullivan told reporters that “[m]any of the elements of a pathway to normalization [between Israel and Saudi Arabia] are now on the table. We do not have a framework, we do not have the terms ready to be signed. There is still work to do,” further stating that there is a “broad understanding of many of the key elements.” (HA, REU 9/8)

In the West Bank, Israeli settlers vandalized dozens of olive trees and stole harvesting equipment and olives in Salem. Israeli settlers also stole olive harvesting equipment in Yatma. Elsewhere, Israeli settlers set fire to agricultural lands near Burqa, causing damage to olive trees. Israeli forces prevented Palestinians from harvesting olive crops in the seam zone near Qalqilya. Israeli forces also demolished 1 house under construction in Sika, displacing 7 people; Israeli forces fired tear gas at Palestinians protesting the demolition. Elsewhere, Israeli forces arrested 1 Palestinian woman, accusing her of attempting to stab a soldier near Beit Surik. 7 Palestinians were arrested, including 6 during late-night raids in al-Bireh, Turmus Ayya, Beit Fajjar, al-Tira, and Qabatiya; 1 was arrested at a checkpoint near Nablus. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, assaulting 2 minors and 1 journalist; 9 were arrested. 3 others were arrested during house raids in Silwan. In Israel, 1 Palestinian Israeli man was shot dead in Ba’ana, marking the 100th member of the Palestinian Israeli community to be killed in what is described as intra-communal violence in 2021. Some Palestinians in Israel have complained that Israeli police are uninterested in solving murders in the community. The issue is said to be addressed in the upcoming Israeli budget negotiations as more money will be allocated to policing in Palestinian towns and cities. The Israeli police solve 71% of murders in the Jewish community, but only 23% within the Palestinian communities in Israel. 83 of the 100 Palestinians killed had died in cases that involved firearms. Israel revoked the East Jerusalem residency rights from a 36-year-old Palestinian man who had lived in the city his entire life. Israel claimed that the man, an attorney for Addameer, failed to show allegiance to Israel. The man had spent 7 years in Israeli prison. (WAFA 10/18; MDW, MEE 10/19)

PA prime minister Mohammed Shtayyeh called on the UN to send monitors to the West Bank to help prevent Israeli settler attacks, as the frequency of the attacks on Palestinians has been rising in recent months. Swedish foreign minister Ann Linde visited Israel in an effort to mend ties between the 2 countries, which have been cold since Sweden recognized the State of Palestine in 2014. Foreign Minister Linde met with Israel’s foreign minister Yair Lapid and president Isaac Herzog. Israel conveyed to Linde’s predecessor Margot Wallström that she was not welcome in Israel after she pointed out that Israel was committing extrajudicial killings in 2016. (AP 10/18; HA 10/21)

In the West Bank, Israeli settlers with military escort forced Palestinian shepherds to leave the area they were grazing their sheep in east of Khirbet Makhul. Israeli settlers also stole olive harvests from a Palestinian farmer near the Rachelim settlement. Israeli forces delivered demolition notices for 3 agricultural structures, 2 houses, and 1 house under construction in Huwwara and confiscated a caravan east of Yatta. Israeli forces also razed tracts of agricultural land near al-Zawiya and Sabastia. 9 Palestinians were arrested, including 7 during late-night raids in Beit Fajjar, Bayt Awa, Beit Sahour, Yatta, Bani Na‘im, and Nablus; 1 was arrested by undercover forces in Jenin and 1 at a checkpoint near al-Ibrahimi Mosque. In East Jerusalem, Israeli settlers from the Elad settler organization seized 1 Palestinian family’s apartment in Silwan, while Israeli forces assaulted the Palestinian owners trying to enter their property. 7 Palestinian minors were arrested during late-night raids in Isawiya. In Gaza, Israeli forces opened fire at agricultural lands east of Abasan; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of al-Sudaniyya, causing damage to 1 boat. In Gaza, 10,477 applications to work in Israel were submitted at the local chamber of commerce in Jabalia refugee camp. Many of the applications were from Palestinian laborers, but the 7,000 available work permits were earmarked for merchants. According to Israeli officials, the decision to earmark the permits for merchants was made at the request of Hamas. According to Hamas, there are 300,000 Palestinians in Gaza actively trying to find work. (HA 10/7; ALM 10/8)

A judge at the Jerusalem magistrate’s court ruled that Jewish worshippers are allowed to pray in silence at the Haram al-Sharif compound, drawing condemnation from the PA, Hamas, Turkey, and Jordan. The Israeli high court of justice ordered the Israeli government to explain why it is allowing Israeli settlers to work 1,000 dunams (247 acres) of Palestinian-owned land in the Jordan Valley. The land was declared a closed military zone in 1969 and its Palestinian owners have been barred from entering it since then. The court also ordered the state to explain why Palestinians have not been allowed to work the land. The case was opened after 20 of the Palestinian owners petitioned to have the closed military zone designation rescinded in 2018. (HA 10/6; MEMO 10/11)

Israeli media reported that Israeli security officials met with Egyptian mediators in Cairo to discuss expanding the ceasefire between Israel and Hamas, and to discuss a prisoner exchange between the 2 parties. (MEE 10/6)

The Israeli spyware company NSO Group said it had ended its contract with the UAE after a British court ruled that the emir of Dubai Sheikh Mohammed bin Rashid Al Maktoum used the Pegasus spyware to track his former spouse Princess Haya bint al-Hussein. (AP, HA 10/6; MEMO 10/7)

Axios reported that the U.S. Biden administration has been pressuring the Israeli government to show restraints on expanding Israeli settlements in the West Bank. In the West Bank, Israeli forces shot and critically wounded 1 Palestinian man at the Gush Etzion junction near Bethlehem, claiming that the man had tried to stab an Israeli soldier with a screwdriver; a video showed how Israeli soldiers prevented a medic from treating the Palestinian man. Israeli forces also demolished 1 parking lot near the separation barrier west of Deir al-Ghusun. 10 Palestinians were arrested during house raids, including 3 close relatives of 1 of the Palestinian prisoners who escaped the Gilboa prison on 9/6 in and around Abu Njeim, Aida refugee camp, Dheisheh refugee camp, al-Yamun, Kafr Dan, Qalqilya, Ni‘lin, and Jericho. In East Jerusalem, 3 Palestinians were arrested during late-night raids in al-Tur and Silwan. In Gaza, Israeli forces made incursions and leveled land near Beit Lahiya. In West Jerusalem, Israeli forces shot and severely injured 1 Palestinian man from the West Bank after he stabbed 2 Jewish people near the Jerusalem central bus station; both stabbing victims were said to be in stable condition. After rumors that tips from Palestinians in Israel had led to the capture of 4 of the 6 Palestinians who escaped from Gilboa prison on 9/6, PA prime minister Mohammed Shtayyeh called for national unity. Prime Minister Shtayyeh said that “[t]he occupation authorities are trying to divide us from our brothers, and we need to strengthen the connection.” Shtayyeh also called on the UN to ensure that the prisoners are not tortured as rumors were circulating that at least 1 of the prisoners had been subjected to severe torture, leading to hospitalization. The PA instructed the Central Elections Committee to prepare for local council elections on 12/11. Political fractions in Gaza later rejected the elections after a meeting on the subject, saying that national election must precede local elections. (WAFA 9/14; MEMO 9/17; MEMO 9/21)

The New York Times detailed that a report by the International Atomic Energy Agency suggests that Iran is within 1 month of having enough material to build 1 nuclear warhead. It was also reported that manufacturing the warhead would take much longer. The reporting suggested that Iran was enriching the nuclear material to weapons grade to pressure the U.S. in the renewed Iran deal negotiations. (NYT 9/13; HA 9/14)

In the West Bank, Israeli settlers set fire to more than 100 hay bales south of Hebron. Israeli forces shot and injured 1 Palestinian using live ammunition during a raid in Ya‘bad; others suffered tear-gas related injuries. Israeli forces demolished 1 residential tent and 2 agricultural tents, and seized solar panels in al-Samou. Israeli forces also razed a tract of land near Khirbet Umm al-Khawas in the Masafer Yatta area for settlement expansion. 21 Palestinians were arrested during raids in and around Ramallah, Tulkarm, Jenin, Tubas, Qalqilya, Bethlehem, Hebron, and Qatanna. During a trip to Israel, senator Lindsey Graham (R-SC) told Fox News that Israel is planning to ask the U.S. for $1 billion in military aid to “replenish the Iron Dome batteries” after the 11 days of escalation of violence last month, which Israel dubbed “Operation Guardian of the Walls.” (HA, HILL, REU 6/1; AJ 6/2)

17 Democratic U.S. senators led by Chris Van Hollen (D-MD), Tim Kaine (D-VA), Chris Murphy (D-CT), and Jeff Merkley (D-OR) signed a letter to secretary of state Antony Blinken urging him to pressure Israel to allow humanitarian aid into Gaza. Israel is conditioning the allowance of much of the humanitarian aid into Gaza on a number of demands to Hamas, including releasing 2 Israeli citizens and the bodies of 2 soldiers. In the West Bank, 1 Palestinian minor succumbed to wounds sustained from Israeli live ammunition on 5/18. Israeli settlers leveled land in Kisan. Israeli settlers also set up mobile homes south of Hebron. Israeli forces also raided Jaba‘, injuring 4, including 1 minor, when Palestinians confronted the forces. Israeli forces also raided ‘Araqa, injuring 1 minor with live ammunition, when Palestinians confronted the forces. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bethlehem, injuring 7 with rubber-coated bullets and others with tear gas. 11 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, and Jericho. In East Jerusalem, Israeli forces raided al-Makassed Hospital, leaving without making arrests. 8 Palestinians were arrested during raids in the Old City, al-Tur, Silwan, and Shu‘fat. In Gaza, 4 Palestinians were killed and many were injured, raising the comprehensive death toll since 5/10 from 232 to 236, including 65 children and 3 pregnant women. The casualties included: 1, and 9 wounded, including 3 children, during an air strike on a house in Khan Yunis; 1, and 1 wounded in an air strike on Bayt Lahiya; 2 in an air strike on a car traveling in Jabaliya. Israeli air strikes also hit power lines near Rafah, causing a total electricity blackout in the city. Israeli forces attacked 1 house in Khan Yunis, causing damage, but the missile remained unexploded as it landed on a bed, saving the family living in the house. 4 factories were also destroyed by Israeli air strikes in an industrial zone east in al-Muntar. In Israel, 1 Israeli soldier was injured by an anti-tank missile rocket fired from Gaza at a military bus. 1 rocket from Gaza hit a house in Ashkelon, causing damage; no injuries were reported. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. President al-Sisi also praised President Biden for his work on the ceasefire agreement. Several prominent Democrats in the U.S. House and Senate welcomed the news of the ceasefire, but said it was time to do more to resolve the roots of the conflict. Haaretz reported that 90% of the Israeli citizens charged for the violence in Israeli towns and cities since the start of the Hamas-Israel escalation were Palestinian citizens of Israel. District prosecutors have been criticized for not indicting Jewish-Israelis. (HA 5/20)

Adalah filed a petition on behalf of Palestinians in Shayk Jarrah to have Israeli police remove checkpoints around the neighborhood, which are severely impeding the residents’ freedom of movement. The checkpoints are also meant to block entry of Palestinians who are not residents of the neighborhood, as many residents remain threatened by evictions. (Adalah, HA 5/20)

The Israeli Electric Company said it would not restore the damaged power lines in Gaza until 2 Israelis, believed to be held captive by Hamas, and the bodies of 2 dead Israelis are returned to Israel. (HA 5/20)

Before the ceasefire was announced, Hamas leader Ismail Haniyeh wrote a letter to Iran’s supreme leader Ayatollah Ali Khamenei, asking for “mobilization of Arab, Islamic and international support” in ending Israeli air strikes. (AP 5/20)

Iran’s president Hassan Rouhani said that the country had reached an agreement in principle with the Joint Comprehensive Plan of Action signatories about complying with and having the U.S. rejoin the deal. (HA 5/20)

At the UN, U.S. ambassador to the UN Linda Thomas-Greenfield said that the U.S. had “not been silent,” despite blocking UN security council statements criticizing the violence from the latest escalation between Hamas and Israel. UN general-secretary António Guterres said he was “deeply shocked by the continued air and artillery bombardment” of Gaza and said that Gaza’s children lived in “hell on Earth.” No unified statement was released by the UN general assembly. 1 Jewish AP reporter was fired after Stanford University College Republicans criticized her for pro-Palestinian activism while she was a student at the school, before she was hired at AP. The foreign minister of Germany, the Czech Republic, and Slovakia visited Israel upon the invitation of Israeli foreign minister Gabi Ashkenazi to be briefed on the Israeli-Hamas escalation. In meetings with Prime Minister Benjamin Netanyahu, the 3 foreign ministers were shown parts of a drone that had been shot down on 5/18 that Netanyahu claimed was Iranian. (ALM, HA 5/20)

In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. Secretary Pompeo’s performance at the Republican National Convention was a violation of the Hatch Act and a congressional investigation was initiated shortly after his speech was broadcasted. In his speech, Pompeo touted U.S. president Donald Trump’s decision to move the U.S. embassy to Jerusalem, saying “this very city of God, Jerusalem, the rightful capital of the Jewish homeland.” Secretary Pompeo also met with the prime minister of Sudan Abdalla Hamdok to discuss normalizing ties between Sudan and Israel, among other issues. Israeli forces seized tracts of land north of Hebron to expand an Israeli settlement. 11 Palestinians were arrested during late-night raids in and around Biddu, Bethlehem Tubas, Tulkarm, Hebron, and Jenin. During a raid in Jenin, Israeli forces confiscated a vehicle and cash. Palestinians protested the U.S. administration’s version of a peace plan in several places throughout the West Bank; at least 12 Palestinians were reported injured. In East Jerusalem, Israeli forces demolished a Palestinian-owned store in Wadi al-Juz. 8 Palestinians were arrested, including 3 during raids in Silwan and the Old City, and 5 at the Haram al-Sharif compound. U.S. president Donald Trump, flanked by Israeli prime minister Benjamin Netanyahu, presented the U.S. administration’s version of a peace plan, which on all contentious issues took maximalist Israeli positions. The plan presented a vision for 2 states; however, the map of these 2 “states” presented with the plan showed a carved-up West Bank where the majority of Israeli settlements and the Jordan Valley were annexed by Israel. A swath of land in Israel, where some 250,000 Palestinian citizens of Israel live, would be annexed to the Palestinian “state.” Some land in Israel along the Egyptian border would also be part of the Palestinian state. Jerusalem would become part of Israel and the Palestinian capitol would be east of Jerusalem on the West Bank side of the separation border. Gaza and the West Bank would be connected by a bridge or a tunnel. The Palestinian state would be demilitarized, including disarming Hamas and Islamic Jihad in Palestine (PIJ). Israel would control all of Palestine’s international borders. There would be no right of return for Palestinians as “[t]heir Arab brothers have the moral responsibility to integrate them into their countries as the Jews were integrated into the State of Israel.” Furthermore, the peace plan would allow Jews to pray on Haram al-Sharif and the PA would have to stop paying stipends to families of Palestinian prisoners in Israel. The Palestinian leadership’s response to the U.S. administration’s vision of a peace plan was condemnation. PA president Mahmoud Abbas said that “Trump and Netanyahu declared the slap of the century, not the deal. And we will respond with slaps.” At President Abbas’s speech were representatives from Hamas and PIJ. Hamas said Abbas had spoken with Hamas leader Ismail Haniyeh and that the 2 had agreed to stand together in unity on the matter. At a joint press conference, Trump says he thinks a “2-state solution will work best.” His statement marks the first time he has publicly expressed a preference for the 2-state solution while in office. Later in the day, Trump says that Netanyahu was “very nice” to him and that a 2-state solution is “more likely,” but that he would be “OK with 1 state, 2 states, whatever they want.” Netanyahu, for his part, tells Israeli reporters that Trump accepts that Israel should retain a military presence in the West Bank even if a 2-state solution is agreed upon. Ahead of PA president Mahmoud Abbas’s planned address to the UN General Assembly on 9/27, Hamas denounces Abbas as an illegitimate representative of the Palestinian people. According to sources close to Hamas’s leadership, the statement stems from the Egyptian delegation’s visit to Gaza last week for talks on the stalled Palestinian reconciliation process. The Egyptians reportedly backed Abbas’s position that there could be no long-term cease-fire with Israel until Hamas and Fatah reconcile and the PA resumes control of Gaza. “Most of the donor countries, including the Arab countries, have adopted this line,” the source says. “So it looks like Hamas is losing the momentum to advance calm on a separate track from reconciliation, and the situation in Gaza is getting worse.” Meanwhile, Hamas security forces summon dozens of Fatah members for interrogation in Gaza.
