In the West Bank, Israeli settlers throw stones at Palestinian farmers working near Hebron, causing no major injuries. The PLO Executive Committee meets in Ramallah and calls on the PA to immediately put together a plan for “disengagement” with Israel on all levels, including security coordination and economic cooperation. Meanwhile, Arab League asst. secy.-gen. Said Abu Ali says that the Arab League has adopted the Palestinian goal of pursuing a UN-mandated multilateral mechanism to administer a new round of Palestinian-Israeli peace talks. He says that various Arab MKs are working with several international groups to build support for the idea. (WAFA 2/3)

Several hundred right-wing Israelis gather at the illegal Amona settlement outpost nr. Ramallah, anticipating the outpost’s evacuation, which was ordered to take place by 12/25. They stay in camps at the outpost through the night. Elsewhere in the West Bank, Israeli settlers demolish a Palestinian home under construction nr. Nablus overnight. IDF troops arrest 4 Palestinians and issue 2 arrest summons during raids in Jenin and nr. Hebron and Ramallah, and patrol during the day nr. Nablus and Hebron. In East Jerusalem, Israeli police arrest a Palestinian in Bayt Hanina after finding weapons in his car. Palestinian and Western officials say that the PA is planning a senior-level delegation to the U.S. next week, led by Palestine Liberation Organization (PLO) secy.-gen. Saeb Erakat, to discuss bilateral relations and push for U.S. support for a Palestinian-backed UNSC res. condemning Israel’s settlements. (HA, JP, MNA 12/10)

In the West Bank, Israel Defense Forces (IDF) troops conduct an early morning raid in Ramallah, sparking clashes with stone-throwing Palestinian youths; 3 Palestinians are injured. The IDF arrests 8 Palestinians during late-night raids in and around Hebron, Bethlehem, and Tulkarm; and patrols nr. Jenin, Ramallah, and Hebron. Along Gaza’s border, the Israeli authorities prevent a truck from passing through the Kerem Shalom border crossing on the grounds that it contains materials that could be used to build rockets. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya refugee camp (r.c.), causing no damage or injuries. Israel’s Knesset passes the 1st reading of the so-called regulations bill, which would retroactively authorize Israeli settlement outposts in the West Bank. Meanwhile, in response to the Israeli High Court of Justice’s 11/14 reaffirmation of its evacuation order for the illegal Amona settlement outpost, the Jerusalem Municipality approves demolition orders for 14 Palestinian homes in Bayt Hanina. Jerusalem mayor Nir Barkat says that thousands of Palestinian homes in Jerusalem lack proper permits and should be held to the same standard as Amona, adding that “the Amona verdict leaves us no discretion to legalize building offenses.” (HA, JP, MNA, TOI, YA 11/16; JP, MNA 11/17)

At a rally in Jenin marking the anniversary of the Sabra and Shatila massacre, PA Pres. Abbas reiterates that the Palestinians will head to the UN to “achieve our goals.” Meanwhile, PA FM Riyad al-Maliki says that Abbas will use his upcoming meeting with French pres. François Hollande on 9/19 in Paris to ask for official recognition of Palestinian statehood and French support for a proposed UNSC res. demanding Israel’s withdrawal from the occupied Palestinian territories. The relocation of hundreds of mbrs. of the UN Disengagement Observer Force (UNDOF) occurs following recent clashes between Syrian govt. forces and opposition groups in the area (see 9/4, 9/8, 9/11, 9/12). In the Gaza Strip, Israeli forces open fire on Palestinian farmers close to the border fence nr. Bayt Hanun, causing no injuries. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in Nablus and the nearby Askar r.c. and ‘Ayn Bayt al-Ma’ r.c. at night; patrols in 2 villages nr. Tulkarm in the morning and in 1 village nr. Tulkarm in the afternoon. Meanwhile, Israeli forces confiscate 10 dunams and restrict access to a further 500 dunams of private land in Qusra village nr. Nablus. The land in question lies between the village and illegal settlement outpost Esh Kodesh. Jewish settlers uproot olive trees in Palestinian-owned fields nr. Hebron and in a separate incident attack Palestinian-owned cars with stones nr. Nablus, causing damage but no injuries. Former president of an-Najah University Rami Hamdallah is sworn in as Palestinian PM at a ceremony with Pres. Mahmud Abbas, with the 24-member cabinet remaining mostly the same except for a few changes (such as the appointment of 2 deputy PMs, Ziad Abu Amr and Mohammed Mustafa, and a new fin. min., Shukri Bishara). Hamdallah replaces Salam Fayyad, who resigned in 4/2013. Abbas says that the new govt. is intended to remain until there can be an agreement with Hamas about when to hold elections. (MNA, REU 6/6)

Syrian opposition fighters briefly take control of a UN Disengagement Observer Force (UNDOF)-operated crossing between Syria and the Israeli-occupied Golan Heights before it is retaken by the Syrian army. In response, Austria says it will withdraw its 380 members of the 1,000-strong UNDOF force. In a separate incident, a Filipino peacekeeper is injured when a shell lands at another UNDOF base. It is unclear whether the shell was fired by govt. or opposition forces. (AP, REU 6/6)

In Washington, U.S. Secy. of State John Kerry and VP Joe Biden meet with senior Arab officials including the Bahraini, Egyptian, Jordanian and Qatari FMs, and representatives from the PA, Arab League, Lebanon, and Saudi Arabia for talks on the peace process. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians. Kerry affirms the importance of the 2002 Arab Peace Initiative that promised full normalization for Israel’s complete withdrawal from the occupied territories (including the Golan). (AP, REU 29/4)

Unidentified Palestinians fire 1 rocket from Gaza into Israel, causing no damage or injuries. In response to recent rocket fire (see also 4/27), Israel closes the Kerem Shalom commercial crossing, further restricts movement through the Erez crossing to ‘‘humanitarian cases,’’ though it cancels visits for Gazan families of Palestinians jailed in Israel (VIPs were the only others allowed to cross Gaza). Israeli naval vessels fire on Palestinian fishermen off the south Gaza coast east of Rafah, causing no damage or injuries. In the West Bank, IDF soldiers evict several hundred Bedouin from Wadi al-Malih village in the Jordan Valley after declaring the area a live fire training zone (see 4/24). Meanwhile, Israel demolishes 4 Palestinian apartments in the al-Tur neighborhood of East Jerusalem, as well as a water well and utility room in the al-Fawar r.c. in Hebron. UN Secy.-Gen. Ban Ki-moon urges the Syrian government to allow experts into the country to investigate reports of alleged use of chemical weapons. Israeli media report that Israel’s Economy and Trade Min. Naftali Bennett is pushing for a Basic Law to be passed requiring a national referendum on any potential future peace treaty with the Palestinians. (JP 4/28)

Syrian rebels detain 21 UN peacekeepers from the UN Disengagement Observer Force (UNDOF) that monitors the Israeli-Syrian divide along the Golan Heights from posts inside Syria. The UNSC demands their immediate release. Meanwhile, Arab foreign ministers formally hand over Syria’s seat in the Arab League to the opposition coalition. (AP, NYT, REU 3/6)

Israeli newspaper Yedi’ot Ahronot reports that in 2010 Israeli PM Netanyahu engaged in mos. of secret, U.S.-brokered discussions with Syria about a negotiated peace treaty including Israeli withdrawal from the occupied Golan Heights. The U.S. State Dept. confirms that Netanyahu relayed a message to Syrian pres. Bashar al-Asad, but Netanyahu denies the accuracy of the story. (HA, NYT, REU, YA 10/12)

The IDF also uses tear gas against Palestinians, Israelis, and internationals taking part in a nonviolent protest in Bil‘in village nr. Ramallah against the separation wall and settlements. The PA announces that pres. Abbas will receive new Israeli vice PM Mofaz on 7/1 in Ramallah to discuss relaunching peace talks. Mofaz’s office says discussions about a meeting are underway but does not confirm that a date has been set. (WP 6/29)

Hamas reports that senior IQB official Kamal Ghanaja (an aide to assassinated IQB commander Mahmud al-Mabhuh; (see QU in JPS 155) has been killed in Damascus. His body, bound and tortured, was found in his burned Damascus home. While Hamas accuses Israel of assassination, Israel says it believes the Syrian regime, angry over Hamas’s refusal to support Asad, carried out the murder. Syrian opposition groups suspect pro-government militias. (WP 6/29)

Washington Jewish Week reports that 60 rabbis representing the Washingtonbased Rabbinic Cabinet of the Jewish Federation of North America (JFNA) recently made a lobbying trip to New York to meet with the UN representatives of 12 countries (mostly Eastern European) to press the UN to reverse its ‘‘poor and unjust treatment of Israel,’’ to block Palestinian statehood efforts, and to urge the dismantling of UN committees that focus exclusively on Palestinian issues (e.g., the Division for Palestinian Rights, the Comm. on the Exercise of the Inalienable Rights of the Palestinian People, and the Special Comm. to Investigate Israeli Human Rights Practices Affecting the Palestinian People). The group was advised by fmr. U.S. ambs. to the UN Richard Shifter and Jeanne Kirkpatrick. The JFNA says it requested meetings with 14 countries, but 2 (unnamed) declined. (WJW 6/28)

The Israeli government formally requests that the Israeli High Court postpone the 5/1/12 deadline for the evacuation and demolition of Ulpana outpost for 90 days. By 5/8, the High Court has extended the deadline to 7/1/12. (WP 4/28; NYT 5/9)

The Israeli High Court rejects the state’s 3/11/12 request to delay the evacuation of the unauthorized settlement outpost of Migron until a new housing at a new site is completed in 2015, ordering it to be dismantled by 8/1/12. An anonymous Israeli official says that the evacuated Migron settlers will likely move to the new site near Psagot immediately and begin work to fulfill the long-term government plan as laid out on 3/11/12. A settlement supporter says, “People close to Netanyahu teased the Peace Now movement [which brought the case on behalf of the Palestinian land owners], we should actually bless them because now we’re going to build another settlement which is not disputed legally, and it’s going to be much, much larger.” (NYT, WP, WT 3/26; WP 3/31; JPI 4/6)

Gaza’s power plant shuts down for lack of fuel (see 3/23/12). The IDF issues evacuation orders for several Palestinian homes in Hebron that are deemed too close to Susia settlement; patrols in 3 villages nr. Ramallah, 2 nr. The Gaza cease-fire holds, with no Israeli or Palestinian violence reported. Israeli officials say the IDF has accelerated its withdrawal fr. Gaza in hopes that it will be completed by the time U.S. pres.-elect Barack Obama is sworn in on 1/20. Across Gaza, some stores reopen, and traffic along the main north–south route (occupied by the IDF during the war) resumes, though observers say (WP 1/20) that “much of the main highway was nearly impassable from the dirt and debris plowed up by Israel’s military”; Hamas-led police provide traffic control in damaged areas and generally try to assert a presence. Israel allows a small group of foreign reporters into Gaza and permits them to interview Palestinians, but requires them to team report as a pool and runs their coverage through IDF censors, given the continued presence of Israeli soldiers in the field. Israel for the first time since 12/27 allows a few truckloads of commercial goods into Gaza in addition to humanitarian aid; in total, 208 truckloads are allowed entry. Rescue workers continue searching for survivors and uncovering bodies (at least 14 today), particularly in al-Zaytun. As Israeli PM Olmert begins a 3-day visit to Washington, Israel announces that, in keeping with its Annapolis pledges to ease Palestinian movement, the IDF has removed 4 manned checkpoints (improving access to the Jordan Valley, Dead Sea, areas n. of Nablus, s. of Hebron) and 70 unmanned checkpoints (of around 600) across the West Bank, and plans further steps to ease the movement of agricultural goods btwn. the Jordan Valley and the northern West Bank. Israel also pledges to issue new permits to allow 5,000 Palestinian workers to remain overnight in Israel, 500 West Bank Palestinian businessmen to enter Israel, and 130 NGO employees and Palestinian VIPs to travel in and out of Israel more easily; authorizes the PA to set up 20 new police stations for new units undergoing training in Jordan. Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF uproots 47 olive trees nr. Ni‘lin for construction of the separation wall; conducts daytime house searches in Dahaysha r.c. nr. On the day Israel marks independence day and Palestinians commemorate the Nakba, Hamas’s Izzeddin al-Qassam Brigades fires 6 rockets and 8 mortars into Israel, causing no injuries, reiterating that it will no longer abide by the 11/26/06 cease-fire; the IDF responds with helicopter air strikes on n. Gaza and fires on an open area e. of Rafah; no damage or injuries are reported on either side. (Also in Gaza, a Palestinian is injured in Jabaliya r.c. while trying to dismantle an unexploded IDF shell.) Meanwhile, moderates in Hamas’s political wing say they are working to preserve the cease-fire. In the West Bank, the IDF occupies a Palestinian home in Saffa nr. The IDF reinforces troops in Hebron’s old city; demolishes 2 Palestinian homes nr. Bethlehem for being built without permits and being too close to the separation wall; bulldozes 2 d. of agricultural land adjacent to a settler bypass road nr. al-Khadir; conducts arrest raids, house searches in Aida r.c. and nr. Hebron (occupying a home as an observation post), Nablus, Tulkarm. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. An Israeli interministerial comm. decides that the Israeli Palestinian victims of the 8/4/05 suicide attack by an AWOL IDF soldier in Shafa ‘Amr will receive a lumpsum compensation payment fr. the state but will not be recognized as “terror victims,” who receive a lifetime monthly government stipend. The IDF resumes disengagement in Gaza, completing the evacuation of Aley Sinai (est. 1983, pop. 407, size 488 d., hrs. to evac. 8), Atzmona (est. 1982, pop. 646, size 882 d., hrs. to evac. 8), Katif (est. 1985, pop. 404, size 2,000 d., hrs. to evac. 6) during the day; disengagement protesters who had moved back into Dugit in recent days are also removed. Atzmona settlers leave willingly when troops arrive. Katif settlers set up burning barricades at the entrance to their settlement but leave willingly after holding a final prayer service.
