In the West Bank, Israeli forces arrest 25 Palestinians during raids in and around Qalqilya, Hebron, Bethlehem, Tulkarm, Ramallah, and Jenin. In Gaza, Israeli forces bomb Nuseirat refugee camp, Dayr al-Balah, Khan Yunis, al-Bureij, and Gaza City, killing at least 92 people. In Lebanon, Israeli forces bomb Naqoura, Aitaroun, Ayta ash Shab, Marwahin, and Hamool. Hezbollah forces fire anti-tank missiles at Metula; there are no reports of injuries or damage. More than 31,645 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 73,676 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 426 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 247 Israeli soldiers have been killed and 1,476 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 192 trucks carrying aid enter Gaza, including 13 trucks that arrive in Jabalia refugee camp and Gaza City. Haaretz reports that Israeli finance minister and minister with a portfolio at the Defense Ministry Bezalel Smotrich is trying to appoint a settler, Hillel Roth, from the Yitzhar settlement as the deputy head of the Civil Administration and transfer authority over settlement building regulations to him instead of the military’s Central Command. U.S. president Joe Biden meets with Irish prime minister Leo Varadkar, saying that a ceasefire and more humanitarian aid is needed in Gaza. Israeli forces dressed as Palestinians raid Balata refugee camp, injuring 3 Palestinians, including a 4-year-old who is bitten by a dog and the 2 others with live ammunition. Israeli forces also shoot and injure a Palestinian man during a raid in Sarra. Elsewhere, Israeli forces raid Shu’fat refugee camp, injuring a Palestinian with a baton round. Israeli forces also raid Ramin, demolishing a monument erected to commemorate Palestinians killed by Israeli forces. Meanwhile, Israeli forces arrest 14 Palestinians during late-night raids in and around Qalqilya, Nablus, Tulkarm, Ramallah, and Jenin. The Israeli government extends the Citizenship and Entry into Israel Law for a year, barring Palestinians married to Israelis from obtaining Israeli citizenship. The government also says it plans to hire 65,000 construction workers from India, Sri Lanka, and Uzbekistan to replace the 72,000 Palestinians employed at construction sites before 10/7/2023. Foreign Minister Israel Katz says UNRWA “perpetuates the false narrative of Palestinian ‘refugees’ needing to return to Israel. We are actively working to disengage UNRWA from Gaza.” National Security Minister Itamar Ben-Gvir tells the Wall Street Journal that the Biden administration “is busy giving humanitarian aid and fuel” to Gaza instead “of giving us his full backing.” Ben-Gvir also says he encourages Palestinians in Gaza to “emigrate to places around the world.” The High Court of Justice rejects a petition to recuse Prime Minister Benjamin Netanyahu from office. The U.S. Senate publishes a new proposal for a bill to provide aid to Ukraine, Taiwan, and Israel, earmarking $14.1 billion to Israel and $10 billion in humanitarian aid for civilians in Gaza and the West Bank, stipulating that no funds can go to UNRWA. The House has proposed a standalone bill for Israel to avoid funding Ukraine and Taiwan. UNRWA commissioner-general Philippe Lazzarini tells the Financial Times that Israel has not provided evidence to back its claim that 12 UNRWA staffers were involved in Operation Al-Aqsa Flood. EU high commissioner of foreign affairs Josep Borell calls the suspension of funding for UNRWA “disproportionate and dangerous.” Haaretz reports that Israel’s Bank Luemi has notified UNRWA that it will block the agency’s bank account due to “tangible suspicions it is transferring funds to terror groups in Gaza.” The bank also suspends the account of 1 of the settlers sanctioned by the U.S. on 2/1. In the West Bank, Israeli settlers bring their cattle to graze on farmland in Deir Balut, causing damage to crops. Israeli settlers also fence off a tract of land and begin construction of a settlement road in the Jordan Valley. Israeli forces fatally shoot 2 Palestinians and injure at least 3 others in Nur Shams refugee camp during the second day of its raid in Tulkarm, bringing the total number of casualties to 8 deaths and at least 26 injuries; Israeli soldiers also continue demolishing infrastructure, blow up 3 homes, and prevent medics from reaching wounded Palestinians. Israeli forces also shoot and injure 10 Palestinians, including 2 with live ammunition and 8 with baton rounds, during raids in al-Bireh and al-Am’ari refugee camp. Elsewhere, Israeli forces assault 4 Palestinians and injure others with tear gas during a raid in Husan. Israeli forces also demolish several homes and agricultural structures in Duma, displacing around 50 people. In Gaza, telecommunications services are down for the seventh day in a row. A Haaretz investigation reveals that no Palestinian community in Israel is listed as eligible to receive weapons from the National Security Ministry, even as some of the communities are closer to Israeli “borders” than Jewish communities that are deemed eligible. (HA 1/18)

Israeli prime minister Benjamin Netanyahu says Israel will continue to control all territory between the Jordan River and the Mediterranean, saying “it contradicts the idea of self-rule [for Palestinians]. So what? I tell this truth to our American friends.” Netanyahu adds, “[t]his conflict is not about a lack of a state, but about the existence of a state.” U.S. State Department spokesperson Matthew Miller says in response that U.S. “support for Israel remains ironclad” despite disagreement on the issue. Miller also says that there is “no way” to solve Israel’s long-term security needs without the establishment of a Palestinian state. PA spokesperson Nabil Abu Rudeineh says there will be no security and stability in the region without a Palestinian state with East Jerusalem as its capital. Saudi ambassador to the U.S. Reema bint Bandar Al Saud says any potential normalization agreement with Israel would be conditioned on a ceasefire and an “irrevocable” pathway for a Palestinian state. The Israeli cabinet discusses whether to transfer the responsibility of disbursing the PA tax revenue to either Norway or the U.S. The plan, which was brought forward by Finance Minister Bezalel Smotrich, is opposed by National Security Minister Itamar Ben-Gvir and is not voted on. Smotrich’s plan includes forcing the third-party country to also deduct tax revenue that is allocated to Gaza. (HA 1/19)

Israeli war cabinet minister Gadi Eisenkot tells Channel 12 that he helped prevent an Israeli “preemptive strike” on Lebanon on 10/11/2023 and says Israel will not be able to retrieve the captives held in Gaza alive without a deal with Hamas. The Financial Times, citing unnamed “senior Arab officials,” reports that Arab states will present a plan that will see normalization of Saudi ties with Israel in exchange for Palestine becoming a full member of the UN, irreversible steps toward Palestinian statehood, and Israel ceasing its attacks on Gaza. In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in Nablus on 12/18. Israeli settlers began work on a settler road near Battir. Israeli forces raided 6 money exchange offices in Ramallah, Tulkarm, and Jenin, seizing millions of shekels, killing 1 person and wounding 20 others in Ramallah. Israeli forces also shot and killed a Palestinian man at a checkpoint west of Bethlehem. Elsewhere, Israeli forces demolished a junkyard near al-Zawiya. 25 Palestinians were arrested during late-night raids in and around Rujeib, Nablus, Jericho, Hebron, Tubas, Qalqilya, and Jenin. In East Jerusalem, Israeli forces shot and killed a Palestinian after he stabbed and injured 2 Israeli soldiers. Israeli forces later raided the man’s home, arresting 3 members of his family. In Gaza, Israeli forces bombed Beit Lahiya, Nuseirat refugee camp, Khan Yunis, Gaza City, Rafah, Beit Hanun, Dayr al-Balah, and Maghazi, killing 210 people, including 30 in a building in Beit Lahiya. 3 Israeli soldiers were killed in combat. In Lebanon, Israeli forces attacked Shebaa Farms, Rashaya al-Fakhar, and al-Khaim, saying 12 missiles were fired at Israel. In Syria, Israeli forces attacked sites near Damascus and Tel al-Sahn, reportedly killing 11 members of the Iranian Revolutionary Guard Corps at an airport. UNRWA said Gaza was suffering from “catastrophic hunger” with 40% of the population at risk of famine. UN humanitarian aid chief Martin Griffiths said the UN was facing a number of obstacles in delivering aid to Gaza, including a growing list of Israeli-rejected items, 3 layers of inspection, having to use a crossing that is made for pedestrians, constant bombardments, attacks on convoys, and aid workers being displaced and killed. UN high commissioner for human rights Volker Turk called Israel’s usage of military tactics and weapons in the West Bank “extremely troubling” and called on Israel to take steps to end settler violence. Turk’s office released a report that said Israel engaged in sexual violence against Palestinians who have been arrested since 10/7. The Palestine Monetary Authority said Israeli forces raided 6 money exchange companies, seizing large sums of money and arresting staff (see above). It was reported that $2.5 million was stolen from the companies. The authority said Israel sought to undermine confidence in the Palestinian banking sector. Israeli prime minister Benjamin Netanyahu canceled a meeting of the war cabinet that was reportedly set to discuss Israel’s plans for Gaza after the war. The meeting was canceled after opposition to the discussions by members of Netanyahu’s governing coalition. (HA 12/28; AJ 12/29)

Israel claimed that it had used the wrong type of munition, leading to the killing of at least 90 people in Maghazi on 12/24. Israel also said it would not take action against soldiers who killed 3 Israeli captives who had escaped captivity on 12/15, despite saying the incident could have been prevented. In the West Bank, 1 Palestinian child succumbed to wounds sustained by Israeli forces during a raid in Jenin on 10/9. Masked and armed Israeli settlers, with military escort, killed 1 Palestinian man after abducting him, shot and injured 3 others and set fire to homes and vehicles during a raid in Qarawat Bani Hassan. Israeli settlers also raided Madama, setting fire to a home and a vehicle. Elsewhere, Israeli settlers attacked Palestinian shepherds in Deir Balut. Israeli forces shot and killed a 14-year-old Palestinian boy they claimed was approaching a checkpoint near Tell, carrying a knife. Israeli forces also shot and injured 9 Palestinians, including a 7-year-old boy who was shot in the neck and 2 other children, in Awarta, Jaba’, Beit Umar, and Beita. Elsewhere, Israeli forces prevented Palestinians from working their lands and seized a vehicle in Wadi Jahish in the Masafer Yatta area. 12 Palestinians were arrested during raid in and around Tulkarm, Nablus, Tubas, Jenin, Hebron, and Qalqilya. In Gaza, more than 200 Palestinians were killed, including at least 160 in 2 attacks on the Shuja’iya neighborhood of Gaza City and in Jabalia refugee camp. Israel said it hit more than 400 targets today, including 50 in Khan Yunis. Israeli forces dropped leaflets in Khan Yunis telling residents to leave to Rafah and told residents of the eastern part of Gaza City and Jabalia to flee towards west. Qalqilya; sends undercover units in a civilian vehicle with Palestinian license plates into al-Bireh to raid and search a restaurant, arresting 4 Palestinians and seizing surveillance tapes; conducts early morning patrols in Silat alDahir nr. Jenin (photographing old houses and alleys), Iraq Burin nr. Nablus (firing rubber-coated steel bullets, stun grenades, tear gas at stone-throwing youths who confront them, seriously wounding 1), and Tulkarm; conducts afternoon and evening patrols in ‘Azun nr. Qalqilya (without incident) and in Bayt Liqya and Nabi Salih (in both cases firing live ammunition, rubber-coated steel bullets, tear gas, and stun grenades at stonethrowing youths who confront them, causing no serious injuries); conducts late-night patrols in Alar nr. Tulkarm and late-night arrest raids, house searches in ‘Azun. Jewish settlers fr. Yitzhar set fire to Palestinian crops s. of Nablus; the IDF hinders Palestinian fire crews from reaching the scene. The IDF escorts 1,600 Jewish worshipers to visit Joseph’s Tomb in Nablus; some 200 Israelis who did not have authorization for the visit sneak in with the group, refuse to leave, and are forcibly removed by soldiers. At a massive rally in Istanbul commemorating the 1st anniversary of Israel’s 5/2010 attack on the aid flotilla to Gaza that killed 9 Turkish activists aboard the Mavi Marmara, the flotilla organizers, the U.S.-based Free Gaza Movement (FGM), and the Turkish charity Humanitarian Relief Foundation (known by its Turkish acronym IHH), announce plans for at least 1,500 activists and 10 boats to set sale in late 6/2011 as part of the “Freedom Flotilla II” to break the Gaza siege. Israel denounces the effort as supporting “a designated terrorist group” (Hamas) and warns it will use force if necessary to halt the flotilla. (DPA, REU 5/30)
