In the West Bank, Israeli settlers set up tents on land near Deir Sharaf. Israeli settlers also threw stones at Palestinian vehicles traveling near Duma, injuring 2 Palestinians and damaging a car. Elsewhere, Israeli settlers assaulted Palestinians with pepper spray near Jamma’in, injuring 1. Israeli forces uprooted 70 olive trees in Khallet al-Qutun near Tuqu’. Israeli forces also leveled land near Qaryut in preparation for settlement expansion. In East Jerusalem, Israeli forces raided the home of 16 Palestinians who had previously been imprisoned by Israel, seizing cash, several vehicles, and jewelry, claiming that the Palestinians had received payments from the PA. The Israeli military alleged that a rocket was launched from the Jenin area at Israel before exploding within the West Bank, causing neither damage nor injuries. (HA, JP, TOI 6/26)

An Israeli parole board denied an early release petition for Palestinian prisoner Walid Daqqa, who the Israeli prison service acknowledge is terminally ill with cancer. Daqqa, who has been imprisoned by Israel for 39 years, has already completed his original sentence but was sentenced to an additional 2 years for allegedly helping smuggling cellphones into prison. The Israeli Higher Planning Council approved 5,700 settlement housing units and retroactively approved the Palegi Maim, HaYovel, and Nof Harim settlement outposts. 818 housing units received final validation including 359 in Elkana, 381 in Revava, 29 in Givat Ze’ev, 42 in Carmiel, and 7 in Hermesh. 4,915 housing units were approved for deposit, including 1,563 in Eli, 98 in Ariel, 714 in Givat Ze’ev, 340 in Ma ‘ale Adumim, 312 in Beitar Ilit, 310 in Adora, 264 in Etz Efraim, 152 in Ma ‘ale Amos, 78 in Asfar, and 754 in the 3 settlement outposts. Peace Now reported that more than 13,000 housing units had been approved in the first half of 2023. The French foreign ministry and the UN issued a statement condemning the settlement approval and the recent Israeli settler violence. The Palestinian Legislative Council in Gaza announced that it had filed a complaint against Israel with the ICC over the Israeli blockade of Gaza. (MDW 6/29)

Israeli public broadcaster Kan reported that Prime Minister Benjamin Netanyahu had told a Knesset committee that his government is ready to help the PA financially to prevent it from collapsing but that the Palestinian “ambitions for the establishment of a state must be eliminated.” (NA, QDS 6/26; MEMO 6/27; QDS 6/29)

The UN Office for Coordination of Humanitarian Affairs counted 570 Israeli settler attacks on Palestinians and Palestinian property between 1 January and 26 June, raising the number of attacks counted by the UN from 71 in 2022 to 95 incidents in the first half of 2023. (HA 7/1)

The Taub Center for Israel Studies at New York University made available documents from the Israeli archives showing that the Israeli military poisoned Palestinian land around Aqraba in 1972 to ensure that Palestinians could not cultivate the land as Israel established the Gitit settlement on land confiscated from the town’s residents. The Israeli military estimated that they had caused property loss from the spraying of the land amounting to $25,000. (HA 6/23)

In the West Bank, 1 Israeli settler stabbed and killed 1 Palestinian man in Iskaka after the Palestinian man, along with others, confronted Israeli settlers erecting a settlement outpost near the Ariel settlement. According to eyewitnesses, there were Israeli soldiers at the scene when the man was stabbed, and they were said to have prevented Palestinians from providing the victim aid. Israeli forces arrested 1 Israeli settler on 6/22, suspected of having carried out the stabbing. Israeli settlers also threw stones at Palestinian herders in Kisan. Israeli forces shot and injured 2 Palestinians during a raid in Qabatiya. Israeli forces also delivered 1 demolition notice against 1 house under construction and stop-work orders for 8 other homes in Jalbun. 18 Palestinians were arrested during late-night raids in Surda, Kobar, Jalazun refugee camp, Qabatiya, Bir al-Basha, Beit Furik, Tubas, al-Ram, and Tuqu‘. 1 Palestinian held in administrative detention suspended his hunger strike after 111 days, following promises by Israeli authorities to release him at the end of his detention period which expires on 6/27. (WAFA 6/21; MEMO 6/22)

Reuters reported that Hamas had decided to restore ties with Syria and that Hamas sources told the news outlet that several “high-profile meetings [had been held] to achieve that goal.” (REU 6/21)

Israeli interior minister Ayelet Shaked met with Moroccan officials, including foreign minister Nasser Bourita, In Rabat. During Interior Minister Shaked’s trip, she expressed support for Morocco’s sovereignty claims to Western Sahara and worked on negotiations to allow Moroccan construction workers and nurses to work in Israel to bolster the 2 countries’ normalization deal. A U.S. official at the U.S. embassy to Israel said that including Israel in the U.S. visa waiver program and securing access for Palestinian Americans to the West Bank are 2 separate issues, implying that negotiations over the 2 issues are done on separate tracks. (HA 6/22)

Iranian media reported that Iran had arrested 3 Mossad-linked agents in April who were planning on assassinating Iranian scientists. (HA, REU 6/21)

Lebanon, Syria, and Egypt signed an agreement to transfer 650 million cubic meters of gas from Egypt to Lebanon via Syria, adding around 4 extra hours of power to the electric grid per day. (AP, HA, REU 6/21)

In the West Bank, Israeli settlers raided Palestinian farmlands south of Hebron, leading to a confrontation between Israeli activists assisting Palestinians in protecting their lands and Israeli forces. 1 Israeli activist was headbutted by an Israeli soldier. Israeli settlers also threw stones at Palestinian vehicles near the Za‘atra checkpoint. Elsewhere, Israeli settlers blocked the Nablus-Ramallah road near Sinjil. Israeli settlers also unleashed dogs on Palestinians in Wadadi, causing injuries to 2 Palestinians. Israeli forces shot and killed 1 Palestinian man during a late-night raid in ‘Azzun. Israeli forces later violently dispersed the funeral procession for the Palestinian killed earlier in the day, injuring 2 with live ammunition. Israeli forces also took measurements for punitive home demolitions in Qarawat Bani Hassan of the family homes of 2 Palestinians accused of killing 1 Israeli settlement guard at the Ariel settlement on 4/29. 3 Palestinians were arrested in Qarawat Bani Hassan and 10 were arrested at the Qalqilya checkpoint after returning to the West Bank from East Jerusalem. In Israel, Israeli police arrested the imam at the Great Mosque in Lydda, Sheikh Yusuf Albaz, claiming he had incited violence. Israel prevented the director of Addameer Sahar Francis from boarding a plane at the Ben-Gurion Airport. Director Francis, who is an Israeli citizen, was travelling to participate in the World Social Forum in Mexico via the U.S. Addameer was declared a terrorist organization by Israel in 10/2021. Police in Berlin banned all pro-Palestinian protests until 5/2, saying that anti-Semitic statements were made by some protesters at demonstrations on 4/22 and 4/23. (MEE, MEMO 4/30)

In the West Bank, 1 Israeli settlement security guard was shot and killed by 2 assailants at the entrance to the Ariel settlement. Israel said it arrested the alleged attackers on 4/30 in Qarawat Bani Hassan and identified them as Palestinians. Al-Aqsa Martyrs’ brigade took responsibility for the attack. Israeli settlers razed farmland in al-Farisiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. Israeli forces also placed dirt mounds at the northern entrance to Salfit, blocking access. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Dajan, causing tear-gas related injuries. 3 Palestinians were arrested, including 2 during late-night raids in Bil‘in and Tulkarm and 1 at the Qalandia checkpoint. In East Jerusalem, Israeli settlers threw stones and bottles at a bus carrying Palestinians in the French Hill neighborhood. Israeli forces violently dispersed Palestinian protesters at the Haram al-Sharif compound, injuring 42 with baton rounds and tear gas; 22 were hospitalized for their injuries. 1 Palestinian was arrested in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles northwest of Rafah; no injuries were reported. In Israel, 1 mosque in Jaffa was vandalized with spray paint depicting the Star of David and the Israeli flag. The head of Bisan Center for Research and Development Ubai Aboudi said Israel had prevented him from traveling to a conference in Mexico via the Allenby bridge. Aboudi, who is a U.S. citizen, said the Israeli officers refused to tell him why they prevented him from traveling abroad. The Bisan Center is 1 of 6 Palestinian rights organizations that was placed on Israel’s terrorism list in October. 1 day later, on 4/30, Israel prevented the director of Addameer, Sahar Francis, from traveling to the same conference from Ben Gurion airport. Israel charged 2 Palestinians from Umm al-Fahm for having prior knowledge of an attack in Hadera on 3/27, in which 2 were killed by a Palestinian citizen of Israel. (HA 4/29)

Israeli settlers also threw stones at Palestinian vehicles traveling near Sabastia. Israeli forces shot and killed 1 Palestinian man near Haris at the Ariel settlement, claiming he had charged Israeli settlers and soldiers with a knife; no Israeli injuries were reported. 2 Palestinians were arrested for driving with the Palestinian man to the Ariel settlement: 1 on 12/31 and 1 on 1/2. The PA called the killing an execution. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with rubber-coated bullets, including 1 minor. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 2 with rubber-coated bullets and 7 with tear gas. Israeli forces also violently dispersed a protest in Bayt Dajan, injuring 44 Palestinians with tear gas. Meanwhile, Israeli forces shut down the main road between Nablus and Jenin. Israeli forces also delivered a demolition order for a house in Umm al-Rihan. 1 Palestinian minor was arrested during a house raid in Beit Fajjar. In East Jerusalem, Israeli forces shot and injured 1 Palestinian using a rubber-coated bullet during a raid in Isawiya; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinians protesting the Israeli eviction plans against the Salem family in Sheikh Jarrah; 1 minor was arrested and several Palestinian flags were confiscated. Israeli forces also violently dispersed Palestinian protesters in Jabel Mukaber, assaulting 1 and arresting 1. In Gaza, Israeli forces opened fire at Palestinian shepherds east of al-Bureij; no injuries were reported. In Israel, 1 Palestinian Israeli man was killed in Umm al-Fahm, marking the 126th murder of a Palestinian Israeli in 2021. B’Tselem reported that 2021 saw the most killing of Palestinians since 2014. According to B’Tselem, 319 Palestinians were killed by Israeli forces and Israeli settlers. 9 Israelis were killed by Palestinians. The human rights organization also said 2021 saw the most demolitions of Palestinian homes in 5 years. 295 residential structures were demolished, displacing 895 Palestinians, including 463 minors.
