Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. The Israeli Air Force then retaliates with dozens of air strikes on Hamas sites all across Gaza, causing extensive damage and injuring at least 3 Palestinians. Palestinians in Gaza respond, firing at least 50 projectiles into southern Israel and setting of hours of cross-border attacks. An hour after an Egyptian- and UN-backed cease-fire is supposed to go into effect, 30 projectiles are fired into Israel from Gaza. Most are intercepted by Israel’s Iron Dome missile defense system. The rest land in open areas, causing no damage or injuries. The Israeli Air Force then continues its air strikes across Gaza, bombing at least 15 targets in and around Jabaliya refugee camp and causing extensive damage. After a rocket from Gaza strikes an Israeli home near Tel Aviv (see above), Israeli prime minister Benjamin Netanyahu announces that he is cutting his trip to the U.S. short. He still meets with President Donald Trump at the White House, but he skips his planned address at the annual AIPAC conference. At their meeting, Trump signs a formal declaration conveying U.S. recognition of Israeli sovereignty over the Golan Heights, codifying his 3/21 pledge. Meanwhile, the Israeli authorities decide to indefinitely shut down the Erez and Kerem Shalom border crossings, blocking all traffic of persons and good in and out of Gaza. In the West Bank, Israeli settlers spray-paint racist anti-Palestinian graffiti on Palestinian vehicles and buildings near Jerusalem. They also puncture the tires of 28 Palestinian vehicles. Separately, settlers chop down a number of olive and almond trees in a Palestinian grove near Hebron. Israeli forces deliver stop-work orders to 2 Palestinian homes under construction near Hebron and a water well under construction near Tubas. IDF troops arrest 6 Palestinians during late-night raids in and around Hebron and Ramallah; and patrol near Salfit and Qalqilya. An unexploded piece of Israeli ordnance detonates near Bethlehem, injuring 3 Palestinian minors. IDF troops shoot and kill a Palestinian driver at a checkpoint near Jericho. The IDF claims that he refused to pull over when border security ordered him to and that he attempted to ram his vehicle into several Israeli soldiers. Elsewhere in the West Bank, Israeli settlers chase Palestinians shepherds off their land near Jericho, sparking a minor confrontation between the settlers and Palestinian activists; IDF troops arrest 4 shepherds and 2 activists. Meanwhile, IDF troops arrest 6 Palestinians during late-night raids in and around Jenin, Qalqilya, Bethlehem, and Hebron; and patrol near Hebron, Jenin, and Qalqilya. Along Gaza’s border, IDF troops shoot and kill a Palestinian minor approaching the border fence near al-Bureij refugee camp. It’s unclear why they opened fire. Late at night, after unidentified Palestinians launch a rocket and fly an incendiary balloon into southern Gaza, causing no damage or injuries, the Israeli Air Force conducts air strikes on several Hamas sites in northern Gaza and Dayr al-Balah, causing extensive damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City, causing no damage or injuries. In East Jerusalem, a Palestinian family demolishes their own home in Jabal Mukabir to avoid paying Israeli demolition fees. Unidentified Palestinians fire a rocket from Gaza into southern Israel overnight, and Israel’s Iron Dome missile defense system intercepts it near Ashqelon. In response, the Israeli Air Force conducts air strikes on 2 Hamas sites near Bayt Lahiya, reportedly destroying 1 property and damaging another in the vicinity of both. Also along Gaza’s border, Israeli forces conduct limited incursions to level land near Dayr al-Balah and Bayt Lahiya and open fire on Palestinian farmland near Rafah, causing no damage. In the West Bank, IDF troops shoot and injure a Palestinian minor at a checkpoint near Nablus. An IDF spokesperson says she was acting suspiciously, ignoring the soldiers’ orders and warning shots, and that the incident is suspected to be an attempted “suicide by cop.” IDF troops also shoot and injure 3 Palestinians during clashes sparked by an arrest raid in al-Bireh; arrest 13 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Hebron, and Bethlehem; and patrol near Hebron throughout the day. There are reports in the Israeli and Palestinian press that the 3d transfer of Qatari money into Gaza, which was planned to go forward this week, is being delayed indefinitely. Some reports indicate that the Israeli authorities ordered the delay in response to the rocket fire today. The Israeli authorities previously allowed 2 transfers of $15 million each, on 11/8/18 and 12/6/18. They previously agreed to allow 6 total monthly transfers of $15 million to help pay the salaries of civil servants working for the Hamas-run government and to support families in urgent need in Gaza. In the evening, UN special coordinator Nickolay Mladenov reportedly informs Hamas that the transfer is set to go forward within 48 hours, so long as the relative calm in Gaza holds. After PA security forces withdraw from the Rafah border crossing in the morning, Hamas security forces retake control of the Gaza side of the crossing. The Egyptian authorities then announce that the crossing “will be limited to only the arrival of individuals and the entry of goods” into Gaza. An Egyptian official in Cairo says he does not expect the crossing to be closed completely, despite widespread rumors and speculation to the contrary. “Egypt recognizes the importance of the humanitarian situation in Gaza and the Rafah crossing is an important access point for Palestinians,” he adds. The PA announced the withdrawal on 1/6 amid a week of escalating tensions between Hamas and Fatah. Later, Fatah Central Committee member Azzam al-Ahmad says that the withdrawal is only the first step in Fatah’s plan to return the PA to power in Gaza. “There will be other measures… to annihilate the authority of division and status quo,” he says. Separately, a Fatah spokesperson accuses Hamas of detaining more than 1,000 Fatah members in Gaza, including 500 who were allegedly arrested in the past 24 hours. IDF troops stationed along the border fence violently disperse the demonstrations near Gaza City, Jabaliya refugee camp, Khan Yunis, and Rafah; 1 Palestinian is killed and at least 6 are injured. This brings the death toll stemming from the Great March of Return to 195. In the evening, unidentified Gazans launch a rocket into southern Israel, where it lands in an open area, causing no damage or injuries. Hours later, the Israeli Air Force responds with an air strike on a Hamas site in Dayr al-Balah, causing moderate damage to the site and several surrounding buildings. Separately, Israeli police find and dismantle several balloons and kites lashed with incendiary devices in Sdot Negev Regional Council, marking the first attack of its kind since Hamas cracked down on the incendiary balloon and kite attacks weeks ago; no damage or injuries are reported. Around the same time, IDF troops open fire on Palestinian shepherds working near Rafah, causing no injuries. During an undisclosed operation in southern Gaza, undercover Israeli special forces open fire on Hamas fighters from a moving car in Khuza‘a, sparking an exchange of heavy fire; 1 Israeli soldier and 1 Hamas fighter are killed and another Israeli soldier is critically injured. While the Israeli special forces are still in Gaza, the Israeli Air Force targets armed Palestinian fighters near Khuza‘a with a number of air strikes, killing 6, including a senior member of Hamas’s military wing. After the strikes, unidentified Palestinians launch at least 17 rockets and other projectiles into southern Israel. Three are intercepted by the Iron Dome missile defense system; the rest land in open areas, causing no damage or injuries. Israeli artillery and aircraft then strike more than 50 sites across Gaza, causing dozens of Palestinian injuries and extensive damage. Separately, dozens of right-wing Israeli activists block the road leading to the Kerem Shalom border crossing, preventing trucks bearing basic commodities and fuel to enter Gaza for hours in protest of the violence at the border protests on 11/9. An IDF spokesperson claims that Islamic Jihad in Palestine (PIJ) was responsible for the rocket fire on 10/26 “with clear guidance from Iran and the Revolutionary Guards’ Quds Force in Syria.” A PIJ spokesperson then says that the group has reached a new agreement to end the violence in Gaza, thanks to Egyptian mediation. “After contacts between the Islamic Jihad leadership and the brothers in Egypt, it was agreed that a comprehensive cease-fire will begin immediately,” he says. A day after Israeli prime minister Netanyahu visited Oman, Omani foreign minister Yusuf bin Alawi bin Abdullah says that the Omani government is “very optimistic” about the Trump administration’s Palestinian-Israeli peace efforts. “We are not mediators in Israel-Palestine, but we offer facilitation and ideas to help 2 parties to come together,” he adds. “We are not saying that the road is now easy and paved with flowers, but our priority is to put an end to the conflict and move to a new world.” (AFP, HA, REU, TOI, YA 10/27)

The World Bank announces that it has increased its annual allotment of aid to the Palestinians from $55 million to $90 million this year. The organization’s new strategy, adopted in 12/2017, has a “very strong focus on job creation and private sector development,” according to a World Bank spokesperson. (WAFA 10/27)

After a night of rocket fire emanating from Gaza, the IAF conducts air strikes on at least 9 Hamas sites across Gaza in the morning; 4 Palestinians are injured. Hours later, armed groups in Gaza launch more than 190 rockets and other projectiles into Israel, injuring 4 Israelis near Sderot and causing light damage. The IAF retaliates with air strikes across Gaza into the night, targeting approximately 40 Hamas sites in and around Gaza City, Rafah, Khan Yunis, and Bayt Lahiya; 2 Palestinians are killed and at least 15 are injured. According to an IDF spokesperson, the strikes also “destroyed, vaporized” a Hamas command post in Bayt Lahiya. In the West Bank, Israeli settlers shoot and injure a Palestinian minor near Nablus. It’s unclear what caused the confrontation. IDF troops violently disperse protests against the Israeli occupation in Kafr Qaddum near Qalqilya (1 Palestinian is injured), arrest 1 Palestinian during late-night raids in Hebron, and patrol near Nablus, Hebron, and Tulkarm. Breaking the cease-fire brokered by Egypt on 5/30, unidentified Gazans launch a number of rockets and other projectiles into Israel late at night. Three are intercepted by Israel’s Iron Dome missile defense system; the others cause no major damage or injuries. The barrage is reportedly a response to the Israeli killing of a Gazan paramedic on 6/1. The IAF then conducts retaliatory air strikes on 15 Hamas weapons-production, storage, and other sites across Gaza, causing major damage. Earlier in the day, IDF troops open fire on a small group of Palestinian minors approaching the border fence near Khan Yunis; 1 Palestinian is injured. The IDF alleges that the group was attempting to sabotage Israeli security infrastructure. Meanwhile, unidentified Gazans fly incendiary kites across the border fence into Israel, sparking a number of fires in a nature reserve in southern Israel. In the West Bank, IDF troops shoot and kill a Palestinian after he allegedly attempts to run them over with a bulldozer in southern Hebron. Israel’s Iron Dome missile defense system intercepts several of the projectiles; 1 lands in the yard of a kindergarten in the Eshkol Regional Council, causing minor damage and no injuries. The attack reportedly comes in response to the deadly Israeli air strikes in Gaza on 5/26 and 5/28. The IAF then conducts air strikes on a number of Hamas and PIJ sites in Khan Yunis and Dayr al-Balah, causing major damage. Hours later, armed Palestinians in Gaza launch another round of projectiles into Israel; 1 Israeli civilian is injured. Parts of 1 rocket fall near a school in Sderot, causing no major damage. Meanwhile, senior Israeli defense officials meet in Tel Aviv and decide on a limited retaliation. A boat carrying 25 injured or ill Gazans, as well as a number of activists, sets sail from Gaza for Turkey in a symbolic challenge to the Israeli blockade. Approximately 30 more boats set sail alongside it, forming a protest flotilla. Organizers describe the flotilla as part of the ongoing Great March of Return. Unidentified parties fire a rocket from the Khan Yunis area toward Israel. It lands in an open area near Eshkol, causing no damage or injuries. The IAF conducts air strikes on a Hamas military site north of Khan Yunis late at night, destroying it and causing minor damage to the surrounding buildings. Earlier, Israeli forces conduct a limited incursion to level land along Gaza’s border near Khan Yunis. In the West Bank, IDF troops arrest 8 Palestinians during late-night raids in and around Qalqilya, Jenin, Bethlehem, Hebron, and Nablus; and patrol in the Hebron district. They also assault a Palestinian at a checkpoint near Hebron, claiming that he had a knife. In East Jerusalem, Israeli forces arrest 3 Palestinians during a latenight raid in Anata refugee camp. Israel’s Knesset passes into law an amendment to Israel’s Basic Law on Jerusalem that strengthens Israeli control over the city. The law requires 80 of 120 members of Knesset (MKs) to approve any proposal that would cede Israeli territory to a “foreign party,” which would be likely in any future peace agreement with the Palestinians. An Israeli military court indicts Ahed Tamimi, the teenaged Palestinian activist whose confrontation with IDF troops on 12/15 sparked a wave of protests and international solidarity, on 12 charges related to her slapping and shoving of an Israeli soldier on 12/15 and her past activism. A small Salafi group fires a rocket from Gaza into Israel, which explodes in Sderot, causing no injuries and minor damage. Holding Hamas responsible, the IDF fires tank shells and launches at least 25 air strikes on Hamas military sites in Bayt Hanun, Khan Yunis, and Gaza City, causing substantial damage. After the air strikes, the Israeli press reports that Hamas sent a message via a 3d party pledging to try to deescalate tensions and to stop small armed groups from firing more rockets. Meanwhile, an Israeli jet crashes on its return trip from a sortie in Gaza, killing the pilot and injuring another Israeli airman. The IDF lifts its 3-day general closure of the West Bank overnight, allowing Palestinians in the West Bank and Gaza to use border crossings into Israel again. They also lift their 1.5 mo. closure of Kifl Haris village nr. Salfit. The village was closed after reports of stonethrowing in the area. Elsewhere in the West Bank, Israeli forces level 36 dunams (9 acres) of Palestinian land nr. Hebron, destroying numerous plum and olive trees. IDF troops arrest 17 Palestinians during late-night raids and house searches nr. Ramallah, Hebron, Tulkarm, and Bethlehem. A delegation of ICC officials, including chief prosecutor Bensouda, arrives in Israel for a 5-day educational visit. They will meet with both Israeli and Palestinian officials. Bensouda is still conducting the preliminary examination into alleged war crimes that she initiated in 1/2015 at the Palestinians’ request. However, the ICC officials explicitly state that they are not in Israel to “engage in evidence collection in relation to any alleged crimes” or to “assess the adequacy of the respective legal systems to deal with crimes that fall within ICC jurisdiction." Israeli naval forces intercept the ship Zaytouna around 35 naut. mi. off the coast of Gaza and peacefully arrest its all-female crew of solidarity activists. The takeover and escort to the port of Ashdod are “uneventful,” according to the IDF. The women are then detained at Givon Prison ahead of their likely deportation. PLO secy.-gen. Saeb Erekat says, “We strongly condemn the Israeli aggression today against the international flotilla that attempted to break the illegal Israeli siege over 1.8 m. people in Gaza.” (EI, HA, MNA, NYT, WAFA 10/5)

Stabbing attacks continue in East Jerusalem, with 2 such incidents today. First, Israeli police shoot and kill a Palestinian youth nr. a gate to the Old City after he allegedly stabs and injures 2 Israelis. Later, Israeli police shoot and kill a Palestinian after he stabs and injures 2 policemen nr. the same gate (a 3d police officer is injured by friendly fire), and clashes break out following the attack. After a funeral for the Palestinian killed in Shu‘fat r.c. on 10/8, Israeli forces clash with and violently disperse stone-throwing Palestinians. In the West Bank, undercover Israeli forces shoot and injure a Palestinian youth and detain 4 others in overnight clashes nr. Jenin; the IDF will conduct raids in the village during the day, confiscating computers and arresting 1 Palestinian. Throughout the day IDF troops violently disperse Palestinian stone-throwers and protesters across the West Bank, injuring 34 Palestinians and 1 Israeli soldier. The IDF also conducts raids and patrols throughout the region, arresting 4 Palestinians and confiscating a vehicle. Israeli settlers continue attacking Palestinians and their property, clashing with Palestinians outside the Kiryat Arba settlement; Israeli forces violently disperse the gathering. Palestinian shops in and around Hebron observe a general strike in the morning, protesting the killings of Palestinians from the area by Israeli forces on 10/7 and 10/9. In Israel, around 1,500 Palestinian citizens peacefully march through Nazareth in protest of the recent Israeli attacks and restrictions on access at Haram al-Sharif. A similar demonstration in Ramla turns violent, and the Israeli police arrest 10 Palestinians accused of stone-throwing. In Gaza, Sarayat al-Shaykh Umar Hadid fighters fire a long-range rocket into Israel, announcing on Twitter that the rocket attack was retaliation for the IDF’s killing of a Palestinian on 9/22 in Hebron. The rocket is intercepted nr. Ashdod by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on 4 Hamas military sites in Gaza City and n. Gaza, causing damage. Tensions and violence in East Jerusalem and the West Bank continue to escalate. Israeli forces close Hebron’s al-Ibrahimi Mosque to Muslim worshippers and continue to enforce the restrictions on Palestinian access at Haram al-Sharif that were announced on 9/27, additionally closing all but 3 entrances to the sanctuary. Meanwhile, around 140 right-wing Jewish activists tour Haram al-Sharif. In confrontations outside the sanctuary, Israeli MK Jamal Zahalka (Joint List) verbally confronts several Israeli police officers (the incident is caught on tape and dispersed on social media), and the Israeli police arrest 3 Palestinian women. Elsewhere, Israeli forces arrest 10 Palestinians on raids in al-Tur, Issawiyya, and al-Thawri. An Israeli settler assaults a Palestinian in the Old City, causing minor injuries. Palestinians throw stones at a taxi in al-Tur, injuring 1 international tourist and sparking minor clashes with Israeli police. Israeli forces arrest 2 Palestinian women after they assault an Israeli family in the Muslim Quarter of the Old City. Palestinians throughout the West Bank conduct solidarity actions, halting most commercial and civil activity in Nablus and Jenin and protesting in Ramallah, Bethlehem, Hebron, and Tulkarm. Israeli forces violently disperse the protesters, injuring 1 foreign tourist and 18 Palestinians, including 3 with live ammunition. In response to a petition filed by the Israeli nongovernmental organization Yesh Din, the Israeli govt. informs the High Court of Justice of its intention to authorize settlement outposts in the Shilo region nr. Ramallah, including Adi Ad and 3 other major outposts. Yesh Din’s petition called for the demolition of Adi Ad on the grounds that it was constructed without building permits on privately owned Palestinian land. (HA, TOI 9/30)

The Israeli crackdown on protests in East Jerusalem continues as the Israeli authorities restrict Palestinians’ access to Haram al-Sharif; only men over 40 and women are permitted to enter the sanctuary. Meanwhile, Israeli forces clash with Palestinian protesters across the city for the 2d day in a row (nr. the Old City and in Jabal Mukabir, Silwan, Issawiyya, Shu‘fat r.c., al-Tur, Abu Dis, al-‘Izzariya, and Wadi al-Juz); at least 4 Israeli police and 4 Palestinians are injured, and 11 Palestinians are arrested. Following 2 days of increased tension in East Jerusalem, a Palestinian attacks a group of Israeli border police nr. the Damascus Gate to the Old City, stabbing and injuring 1. The Israeli police assault and arrest the man. Israeli forces demolish 2 Palestinian homes and 7 stores in al-‘Izzariya to clear space for the expansion of the separation wall. Israel’s Knesset House Comm. votes, 10–2, to strip MK Ghattas (Joint List) of his parliamentary immunity from prosecution in response to his 6/21 announcement of participation in the Freedom Flotilla III. Israel’s High Court of Justice orders the state to demolish 2 residential buildings under construction in the Beit El settlement in the West Bank by 7/30.
