Along Gaza’s border, IDF troops shoot and kill 2 Palestinians who allegedly crossed the border fence and threw “explosive devices” at an IDF patrol, according to an Israeli spokesperson. Separately, IDF troops shoot and seriously injure 2 more Palestinians attempting to cross into Israel near Rafah; 1 of the Palestinians dies soon after the incident. Later, they arrest another Palestinian attempting to cross into Israel. In the West Bank, Israeli settlers slash the tires of a number of Palestinian cars and spray-paint racist graffiti on walls in Turmus ‘Ayya near Ramallah. They also raze a swathe of Palestinian farmland near Salfit and assault a reporter attempting to document the incident. Later, unidentified Palestinians open fire on an Israeli home along the border, causing minor damage. The IAF then conducts retaliatory air strikes in northern Gaza late at night, killing 1 member of Hamas and injuring another. Separately, IDF snipers shoot and injure 2 Palestinians along the border in unclear circumstances, and fire on Palestinian agricultural lands near Gaza City and Bayt Hanun, causing no damage. Meanwhile, IDF troops violently disperse Palestinians protesting along the border fence near Gaza City, Jabaliya refugee camp, and Khan Yunis; 8 Palestinians are injured. A PA official says that the Palestinian authorities recently filed official requests for membership in 8 international treaties and conventions, including the International Convention against Apartheid in Sports. “Becoming members of these international conventions and treaties strengthens the Palestinian issue on the international level and demonstrates our commitment to upholding international standards in our state institutions,” the official says. The move comes 3 months after PA president Abbas pledged to join new international treaties and conventions in response to U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital. Unidentified persons detonate an IED along Gaza’s northern border, targeting an IDF patrol in the area. The attack causes no serious damage or injuries. This is the 4th time in recent weeks that Palestinians in Gaza have targeted IDF border patrols with explosives. Following the attack, Israeli forces shell a Hamas post near Gaza City, injuring 1 Palestinian. Late at night, the IAF conducts air strikes on 2 locations in Gaza City and several more in southern Gaza, causing damage. They search several homes, damage a number of vehicles, and assault a Palestinian youth. IDF troops arrest 9 Palestinians during late-night raids in and around Nablus, Hebron, Ramallah, Jenin, and Qalqilya; and patrol near Qalqilya, Tulkarm, and Hebron. Israeli PM Netanyahu says he plans to order the punitive demolition of the Barta‘a home of the Palestinian who allegedly rammed and killed 2 Israeli soldiers on 3/16. “I’m sending condolences from the bottom of my heart to the families of the IDF officer and of the soldier who were murdered yesterday by a terrorist, and wish a speedy recovery to the wounded,” he tweets. An IDF helicopter destroys an Iranian drone flying from Syria into the Israeli-controlled Golan Heights, according to an IDF spokesperson (Syrian and Iranian officials deny sending a drone into Israel). The IAF then conducts a number of air strikes on a Syrian airbase near Palmyra, where the drone allegedly took off. During the Israeli sortie, Syrian aerial defense systems shoot down an Israeli F-16, injuring 1 pilot seriously (this marks the first time they have downed an Israeli aircraft since the IDF started flying missions into Syria). The IAF then conducts the “biggest and most significant attack . . . against Syrian air defenses” since the 1982 war in Lebanon, according to a senior IAF official. Elsewhere in the West Bank, IDF troops clash with Palestinians in Jericho; 21 Palestinians are injured. Along Gaza’s border, the IAF sprays herbicides on Palestinian farmlands near Gaza City. In the West Bank, IDF troops conduct raids in al-Mazra‘a near Ramallah and Salim village near Nablus, sparking clashes with Palestinian youths in each; 1 Palestinian is injured and another is arrested. IDF troops also arrest 11 Palestinians during late-night raids in and around Qalqilya and Bethlehem, and patrol near Qalqilya and Salfit. Israel’s Strategic Ministry publishes a “blacklist” of 20 organizations supporting the Boycott, Divestment and Sanctions (BDS) movement, whose members are being denied entry into Israel. “We have shifted from defense to offense,” Strategic Affairs Minister Gilad Erdan says. “The boycott organizations need to know that the State of Israel will act against them and not allow [them] to enter its territory to harm its citizens.” Several individuals from listed organizations have reportedly already been denied entry because of their support for BDS. Israel’s Knesset passes into law an amendment to Israel’s Basic Law on Jerusalem that strengthens Israeli control over the city. The law requires 80 of 120 members of Knesset (MKs) to approve any proposal that would cede Israeli territory to a “foreign party,” which would be likely in any future peace agreement with the Palestinians. An Israeli military court indicts Ahed Tamimi, the teenaged Palestinian activist whose confrontation with IDF troops on 12/15 sparked a wave of protests and international solidarity, on 12 charges related to her slapping and shoving of an Israeli soldier on 12/15 and her past activism. The Trump administration announces that it has not yet reached a decision about relocating the U.S. embassy in Israel, despite the fact that today is the deadline for Trump to sign the presidential waiver delaying the move for 6 months. “We will share a decision on the waiver in the coming days,” a spokesperson says. Because Trump did not sign the waiver in time, U.S. law allows Congress to demand that he move the embassy and cut funding to the State Dept. It’s unlikely lawmakers will pursue either option. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the 11/30 killing of a Palestinian farmer and Israel’s occupation, settlements, and separation wall in 3 villages near Ramallah (Nabi Salih, Bil‘in, and Ni‘lin), Kafr Qaddum near Qalqilya, Khirbat Qalqas near Hebron, and Qusra near Nablus; 1 Palestinian is injured. After days of positivity from both Hamas and the PA in the wake of the 10/12 reconciliation deal, a Hamas spokesperson criticizes the PA for not prioritizing the rollback of sanctions on Gaza. “It is not justified to continue the sanctions on Gaza, while the [PA] government is content with talking about getting control of border crossings and exploration for [natural] gas in Gaza,” he writes, on Twitter. His comments come after the Fatah Central Committee neglected to discuss the sanctions at a meeting on 10/15. Meanwhile, the PA’s director of border crossings, Nazmi Muhanna, arrives in Gaza. A delegation of ICC officials, including chief prosecutor Bensouda, arrives in Israel for a 5-day educational visit. They will meet with both Israeli and Palestinian officials. However, the ICC officials explicitly state that they are not in Israel to “engage in evidence collection in relation to any alleged crimes” or to “assess the adequacy of the respective legal systems to deal with crimes that fall within ICC jurisdiction." The PA and Israel reach an agreement on repayment of the Palestinians’ outstanding debts to the Israel Electric Corporation (IEC), which reportedly total almost NIS 2 b. (approx. $350 m.). In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies.
