In Gaza, an ailing 8-yr.-old Palestinian boy dies when the IDF denies permission to transport him through the Erez crossing to an Israeli hospital despite his having the proper Israeli permits. The IDF fires on several al-Aqsa Martyrs Brigade (AMB) mbrs. attempting to infiltrate the border nr. Bayt Lahiya, killing 2 AMB mbrs.; raids Khan Yunis, firing on residential areas and then exchanging fire with Palestinian gunmen who confront them, killing 1 Palestinian (possibly armed), seriously wounding 1 Palestinian civilian, moderately wounding 2 gunmen. Palestinians fire 8 mortars at IDF bulldozers sent into the Erez industrial zone to level land; the IDF responds with heavy machine gun fire; no injuries are reported. Palestinians fire 2 rockets fr. n. Gaza into Israel, causing damage at a cemetery but no reported injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. Tubas, partially demolishing a Palestinian home, firing on stone-throwing youths who confront the troops, wounding 9. Jewish settlers fr. Yitzhar nr. Nablus ambush, stone a Palestinian taxi driving nearby, heavily damaging the car but not injuring the driver. AMB gunmen protesting the upcoming Annapolis summit fire on a Jewish settler vehicle nr. Keddumim settlement outside Qalqilya, killing 1 settler. The Israeli High Court rules that the 3/07 purchase by Israelis of a Palestinian house overlooking Kiryat Arba settlement in Hebron was illegal, stating that Israeli police may evict Jewish settlers who have since occupied the site. Peres says that he is preparing a personal peace initiative, that he will probably meet with Arafat on the sidelines of a 2-day economic conference that opens in Spain on 11/2. Netzarim settlement; reinforces troops on the Nablus-Qalqilya road (cutting power to the area), around Tulkarm. Palestinians fire several mortars at a Jewish settlement in Gaza, causing no damage. In the Galilee, 400 Israeli police clash with 1,000 Israeli Arabs residents of al-Tira and Taybeh protesting the government's expropriation of village lands for a highway, leaving more than 40 Israeli Arabs (including 3 MKs), 18 police officers injured. (JP [Internet] 10/30; HA 10/31)

Palestinians fire up to 6 mortars, several grenades at an IDF post in Gaza, causing no damage. The IDF fires a shell at a Palestinian vehicle in Khan Yunis, injuring 5 Palestinians. Around 1,000 Palestinian demonstrators clash with IDF soldiers at a checkpoint outside al-Bireh. Another serious clash is reported in Tulkarm. The IDF also directs heavy machine gun fire at residential areas of Bayt Sahur, Silat al-Dahir; bulldozes Palestinian land nr. Salfit; places a closure on Bayt Furik; tightens the closure on Dayr Istya, Qalqilya; sets up new blockades, checkpoints around Azun, Nablus, Qalqilya. Around 100 Israeli, international peace activists attempt to reach the Palestinian village of al-Khadir, nr. Bethlehem, where they have planned to set up a "peace camp" with local Palestinians to protest ongoing Israeli violence. The activists are halted outside the village by the IDF, which says the area is a closed military zone, although settlers passes unimpeded. When the activists set up a nonviolent roadblock to settler vehicles, Israeli police arrest the organizers, forces the others onto their busses and back to Tel Aviv. Inside al-Khadir, 150 Palestinian participants also demonstrate, but the IDF disperses them with gunfire, wounding 4, and imposes a curfew. (Gush Shalom press release 6/29)

Israeli-Palestinian clashes continue, leaving 1 Palestinian dead; a 2d Palestinian dies of injuries received earlier. After Palestinians fire 3 mortars at Gaza's Gadid settlement, causing no injuries, the IDF shells the PA naval headquarters, military intelligence headquarters in Gaza, killing 1 PSF doctor at the naval clinic, wounding 18 PSF mbrs., destroying the clinic and an ambulance. Citing the rare daylight strikes on occupied buildings, the PA again refuses to attend a U.S.-brokered security mtg. with Israeli officials (rescheduled fr. 4/9). Sharon asks Israelis questioning his security strategy to trust him, saying, "We know exactly what we're doing. I have a very clear plan. The plan will be executed, and security will be restored." The PA, the Organization of the Islamic Conference warn Sharon not to allow Jews access to the Haram al-Sharif/Temple Mount, saying it would be perceived as an attack on Islam and could precipitate a dangerous escalation in violence. 100 mbrs. of the Temple Mount Faithful, an ultranationalist Jewish group, attempt to force their way into the site but are blocked by Israeli police. In Washington, Bush receives King Abdallah, who urges the U.S. to become more involved in the peace process, to actively support the Jordanian-Egyptian nonpaper. Bush reiterates that the U.S. will not become more involved in the peace process, that Israel and the PA must take parallel, reciprocal steps to halt violence before negotiations can resume.
