Unidentified Palestinians fire 1 Qassam rocket, 1 mortar fr. Gaza into Israel during the day, causing no damage or injuries. The IDF makes at least 5 air strikes on central and s. Gaza, hitting 3 smuggling tunnels and an IQB target, injuring 3 IQB mbrs. In the West Bank, the IDF sets up a checkpoint outside Nabi Salih village nr. Ramallah, searching Palestinian vehicles and firing tear gas and rubber-coated steel bullets at stone-throwing Palestinian youths who confront them, moderately wounding 1 Palestinian teenager; conducts afternoon patrols in villages nr. Jenin, Tulkarm; conducts late-night patrols in Tulkarm and a village nr. Jenin. Palestinians (accompanied by Israeli and international activists in some areas) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Dayr Nizam/Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 4 Palestinians and 1 Israeli journalist were injured, and 1 Palestinian and 3 Israelis are arrested. The IDF continues operations in Rafah and al-Shuka, firing on and shelling residential areas, conducting house-to-house searches, forcing some 400 Palestinian families to flee their homes, killing 1 Palestinian civilian, wounding at least 13 civilians. Overnight, the IDF makes air strikes outside a Palestinian r.c. s. of Tyre, wounding 1 person, lands 2 naval commando units (reportedly wearing Lebanese army uniforms) nearby, raids an apartment building housing Hizballah mbrs. allegedly involved in long-range rocket attacks on Israel, clashing with Hizballah mbrs. for 3 hrs., killing 4 suspected Hizballah mbrs., 1 Lebanese soldier at a nearby checkpoint, 2 bystanders before withdrawing. During the day, the IDF continues air strikes, hitting 170 targets in s. Beirut, and n. of Hermel; drops leaflets over Sidon, warning residents to leave prior to imminent strikes there; continues ground operations in some 20 villages in s. Lebanon, leaving 2 IDF soldiers dead, at least 9 wounded in clashes in Aita al-Sha‘b, Taybeh. Hizballah fires 160 rockets into n. Israel (140 of them in a 90 min. period in the evening), killing 3 Israeli Palestinians in Arab al-Aramshe, also hitting targets in Haifa, Kiryat Shimona, Ma’alot, Nahariya, Safad, Shlomi, Tiberias, wounding a total of 54 Israelis. Bayt Hanun in response; also shells residential areas of al-Bireh, Gaza City, Jinin. Jewish settlers fr. Tapuah settlement fire on Palestinians, destroy property in Yasuf; Israeli border police capture, arrest 4 of the settlers. The Mitchell Comm. gives Israel, the PA copies of its preliminary report on the causes of the 7-mos. of clashes. The report targets 3 goals--halting violence, rebuilding confidence, resuming negotiations--though it says the "timing and sequence" of steps must be decided by the parties themselves. Israeli-Palestinian clashes continue. A Palestinian suicide bomber detonates a car bomb nr. a Jewish settler school bus in the West Bank, killing himself but causing no other injuries. Palestinians also fire 2 mortars at a Kefar Darom settlement in Gaza. Inside the Green Line, Israeli police find, safely detonate a bomb in Netanya. The IDF shells a PSF office in Gaza, residential areas of Khan Yunis; bulldozes Palestinian land in Khan Yunis; conducts an arrest sweep in Jalazun. Arafat orders the popular resistance comms. to disband and their mbrs. (most of whom are Fatah mbrs., some of whom are PSF officers) to "return to their original security positions," calls senior PSF officer Yasir Zanun (a Fatah mbr. and a leader of the resistance comms.) in for questioning, has the PSF arrest Hamas spokesman `Abd al-`Aziz Rantisi for statements accusing Arafat of treason for resuming security talks with Israel. Israeli FM Peres presents Israel's response to the Jordanian-Egyptian proposal to Mubarak in Cairo, Jordanian FM Khatib in Amman. Egypt, Jordan say they will study Israel's reservations and proposed changes, but they are not willing start a new process of "talks about talks."
