For the 2d day in a row, unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in Jericho, nearby ‘Ayn al-Sultan r.c. and Fasayil village, and 3 villages nr. Ramallah in the morning; and in Jenin in the afternoon. The IDF also conducts late-night arrest raids, house searches nr. Jerusalem, Ramallah, and Tulkarm. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Nabi Salih, and Ni‘lin. IDF soldiers fire live ammunition (al-Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters. A Palestinian in Bil‘in is moderately injured by a rubber-coated steel bullet; 3 Palestinians (including a child) are hit by tear gas canisters in Kafr Qaddum; and 3 internationals and 1 Palestinian are arrested. Weekly Palestinian protests against the separation wall, land confiscations, and settlement expansion this week coincide with Land Day, the annual event to protest Israel’s discriminatory land policies. Israel seals the Erez crossing for 2 days (3/30–31), citing security concerns. Palestinians (accompanied by Israeli and international activists) hold their weekly nonviolent demonstrations in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin (with protests in Bil’in and Ni’lin also calling for reconciliation between Fatah and Hamas). IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 11 Palestinians (including a child) and 1 international (4 Palestinians are wounded by live fire in Nabi Salih; the rest are hit by tear-gas canisters in Kafr Qaddum). Palestinians hold at least 5 other Land Day rallies in the West Bank (outside Rachel’s Tomb in Bethlehem, outside Ofer Prison and at 2 points along the separation wall nr. Ramallah, and at the Qalandia crossing n. of Jerusalem). IDF soldiers fire live ammunition (Ofer and Qalandia only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 19 (including 2 children; at least 7 are hit by live fire and 1 is seriously injured by a tear-gas canister to the head). In Gaza, Hamas authorities allow 1,000s of Palestinians to conduct a nonviolent demonstration nearly a mile from the Erez crossing, deploying police to prevent the protesters from marching to the border. Nonetheless, IDF troops on the Gaza border fire on the demonstration, killing 1 Palestinian and wounding 37 (1 seriously; including 16 children). A major protest planned for East Jerusalem does not materialize. Inside Israel, some 2,000 Israeli Palestinians demonstrate in the Galilee, with no violence reported. (NYT, WP 3/31; OCHA, PCHR 4/5)

Nonviolent Land Day protests are also held in Jordan and Lebanon. In Lebanon, 100s of Palestinians and Lebanese gather at Beaufort castle, 9 miles fr. the Israeli border, where Lebanese military forces deploy to prevent them fr. marching to the border. In Jordan, some 20,000 Palestinians march toward the West Bank border but stop 4 miles. No violence is reported in either case. (NYT, WP 3/31)

The IDF patrols in 3 villages nr. Ramallah and 1 nr. Jericho in the morning; patrols in 2 villages nr. Jenin (firing stun grenades at stone-throwing Palestinian youths who confront them, causing no injuries) and 1 nr. Qalqilya in the afternoon; conducts late-night patrols in Jericho and nearby `Ayn al-Sultan r.c., 1 village nr. Hebron, and 1 nr. Ramallah. (PCHR 4/5)

In the evening, IDF troops on the Gaza border e. of Gaza City fire an artillery shell at a Palestinian home but it does not explode, causing damage but no injuries to the 4 adults and 8 children inside. In the West Bank, the IDF patrols in 4 villages nr. Ramallah, 2 nr. Qalqilya and 1 nr. Tulkarm during the day; conducts late-night patrols in Jenin town and r.c., 4 villages nr Jenin, 2 nr. Qalqilya, 2 nr. Salfit, 1 nr. Tulkarm. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni`lin; demonstrations in Bil’in also call for solidarity with Palestinian prisoners in Israeli jails. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no reported injuries. Palestinians and international activists also hold 3 large nonviolent demonstrations and marches in various parts of Hebron to mark the 18th anniversary of the Tomb of the Patriarchs massacre. IDF soldiers fire foul-smelling skunk spray, rubber-coated steel bullets, tear gas, and stun grenades at the protesters. In total, 13 Palestinians are moderately injured and hospitalized 27 are lightly injured and treated by medical crews at the scene, and 2 Palestinians and 1 international are arrested. Meanwhile, Palestinians responding to rumors (claimed by Israel to be false) that Israeli security forces plan to escort a group of right-wing Jews onto the al-Aqsa Mosque compound march on the IDF’s al-Ram checkpoint into Jerusalem, blocking the access road with burning tires, throwing stones, and setting off fire works, injuring 11 Israeli soldiers and border police. The IDF fires live ammunition, tear gas, and percussion grenades at the protesters, killing 1 Palestinian. (WP 2/27; PCHR 3/1)

Speaking at Friday prayers in Cairo’s al-Azhar Mosque, Hamas’s acting PM in Gaza, Haniyeh, issues the movement’s 1st public call supporting the Syrian opposition, stating: “I salute all people of the Arab Spring . . . and I salute the heroic people of Syria who are striving for freedom, democracy, and reform.” (NYT, WP 2/25; JPI 3/9)

Hamas officials say that all main Gaza factions have agreed to reimpose their cease-fire immediately, while Egyptian mediators work to secure the compliance of smaller factions. Islamic Jihad says it will observe the moratorium as long as Israel also ceases fire. Israel does not comment. Before the new cease-fire goes into effect, the PFLP and other unidentified Palestinians fire 1 Grad and 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. Israel does not respond. Israeli DM Barak authorizes construction of a kindergarten in Hebron’s Beit Romano settlement, home to some of the most extremist Jewish settlers. Meanwhile, Jewish settlers uproot olive trees in Qasra village nr. Nablus; when local Palestinians try to drive them away, IDF troops intervene, firing tear gas and live ammunition at the Palestinians, seriously injuring 1. The IDF also patrols in Kafr al-Dik village nr. Salfit. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, al-Ma‘sara, and Ni‘lin, as well as at the Qalandia crossing into Jerusalem. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no serious injuries, and arrest 2 Palestinians. The PLO and Fatah leaderships meet jointly in Ramallah and formally agree “to approach the UN this coming September to obtain recognition of the State of Palestine on the 1967 borders and Palestinian membership in the international community,” given that there are “no new incentives to return to negotiations.” (AP 6/26; JTA, Telegraph 6/27; HA 6/28)

Israel’s Government Press Office sends a letter to accredited foreign correspondents stating that Israel will ban entry for 10 yrs. to any foreign journalist who rides along with the Freedom Flotilla II; the Foreign Press Association denounces the decision. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF begins dismantling part of the separation wall nr. Bil‘in in keeping with a 2007 Israeli High Court ruling that the path of the wall was illegal. OCHA reports that the IDF has also begun rerouting a section of the separation wall nr. Khirbat Jabara village nr. Tulkarm in keeping with another 2007 Israeli High Court decision. The IDF also patrols in 3 villages nr. Qalqilya (holding 1 Palestinian teenager for questioning); enters Issawiyya nr. Jerusalem late in the evening, firing tear gas and stun grenades at stonethrowing Palestinians who confront them, injuring and arresting 2 15-yr.-old Palestinian boys; conducts late-night arrest raids, house searches nr. IDF troops make a day-long incursion into c. Gaza to level land along the border fence e. of al-Bureij r.c. to clear lines of sight, firing on nearby residential areas to keep Palestinians indoors; no injuries are reported. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF uses live fire, tear gas, and stun grenades to disperse Palestinians and Israeli activists staging a nonviolent march in Dayr Qaddis nr. Ramallah to protest local settlement expansion and construction of the separation wall; 2 Palestinians are wounded with live ammunition, and 1 Israeli activist is arrested. The IDF also conducts late-night arrest raids, house searches nr. Bethlehem. Jewish settlers fr. Matityahu settlement nr. Ramallah set fire to 10s of Palestinian olive trees in Bil‘in; the IDF prevents Palestinian firefighters fr. reaching the site quickly and directs live fire, tear gas, and stun grenades at stone-throwing youths who challenge them (no serious injuries are reported). Israel’s Jerusalem Magistrate’s Court rules that a Palestinian family (the Farhans) cannot be evicted from their home in Shaykh Jarrah, East Jerusalem, where they have lived since 1948. In Jerusalem, after Friday prayers, Palestinians at the al-Aqsa Mosque angry over Israeli actions at the site on 6/9/11 throw stones at nearby Israeli police, who enter the mosque courtyard and fire tear gas and stun grenades to disperse the demonstrators; no serious injuries are reported. In the West Bank, the IDF patrols in Qalqilya and 2 villages nr. Qalqilya and Ramallah during the day and in 4 villages nr. Jenin, Jericho, and Ramallah late at night. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in in, Ni‘lin, and Nabi Salih. In Jerusalem, Israeli police and settlement security guards outside Beit Yonatan in Silwan fire on stone-throwing Palestinian youths, seriously wounding a Palestinian teenager walking some distance away. Numerous clashes are also reported, particularly around East Jerusalem, as Palestinians demonstrate in commemoration of the Nakba. In the Jordan Valley, a Palestinian boy is injured when he accidentally triggers IDF UXO. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih. Palestinian, Israeli, and French activists demonstrate against the separation wall nr. Bil‘in village and the Qalandia checkpoint into Jerusalem; the IDF fires tear gas, rubber-coated steel bullets, and stun grenades at the protesters (causing no serious injuries) and arrests 9 French activists and a Palestinian press photographer. In the West Bank, the IDF confiscates 50 d. of Palestinian land in Bayt Iksa, northwest of Jerusalem, for construction of a railway linking Jerusalem and Tel Aviv; closing the 50 d. area also cuts off Palestinian access to 2,000 d. of olive groves. The IDF also patrols in several villages nr. Qalqilya and Salfit; conducts house searches in Zabbuba village nr. Jenin, searching for Palestinian youths who threw stones at the separation wall nearby, making no arrests. Palestinians (accompanied by Israeli and international activists in some areas) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Dayr Nizam/Nabi Salih. The Israeli human rights group Peace Now issues an 8-mo. assessment of Israel’s temporary settlement construction freeze documenting that: (1) construction of at least 600 housing units in over 60 different settlements has begun during the freeze, with at least 492 of those units being constructed in direct violation of the freeze; (2) some 2,000 housing units started before the freeze was implemented on 11/26/09 are currently under construction; and (3) new construction starts during the freeze constitute approximately half of the normal settlement construction pace. Unidentified assailants fire 5–7 modified Grad-type rockets apparently fr. the Egyptian desert toward the Aqaba-Elat resort; 1 rocket lands harmlessly nr. the entrance to the Israeli resort town, 2 land inside Jordan (1 harmlessly, the other striking a taxi outside the InterContinental hotel in Aqaba, killing 1 Jordanian and wounding 3), 2 land in the Red Sea. Israel’s Jerusalem municipal authority approves construction of 40 settlement housing units in Pisgat Ze’ev settlement in East Jerusalem. In the West Bank, the IDF dismantles and confiscates a Palestinian irrigation network nr. Hebron; patrols in 2 villages nr. Salfit at midday, making no arrests; arrests 3 Palestinian children (ages 13–14) nr. the separation wall nr. Bil‘in; sends undercover units in Jafna village nr. Ramallah late in the evening, raiding 2 Internet cafes and arresting 1 Palestinian; conducts late-night arrest raids, house searches nr. Hebron, Qalqilya. In Gaza, unidentified Palestinians apparently mishandle explosives in a home in Dayr al-Balah, triggering an explosion that injures 58 Palestinians (including 13 children, 9 women) and damages several surrounding homes. The IDF retaliates with 5 air strikes on the Dahaniyya airport site (hitting previously destroyed buildings, causing no injuries) and on a suspected weapons factory in the al-Zaytun neighborhood of Gaza City (destroying it but causing no injuries). In the West Bank, the IDF partly opens Route 443 between Jerusalem and Ramallah to Palestinian traffic for the 1st time in 8 yrs., but Palestinians will still have to go through several checkpoints and will not be allowed to take the road all the way into Ramallah (see Quarterly Update in JPS 155 for background). Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in, Ni‘lin, and Dayr Nizam/al-Nabi Salih. Silwan retaliating for the 5/25 Jerusalem District Court decision harass a group of Palestinian women, sparking a stone throwing clash between the settlers and local Palestinians; the IDF intervenes, firing tear gas and beating back the Palestinians, including a pregnant Palestinian woman who miscarries as a result. IDF troops on the s. Gaza border fatally shoot 2 armed Palestinian teenagers who infiltrate the border fence nr. Abasan; the IDF claims they are mbrs. of Hamas’s armed-wing, the Izzeddin al-Qassam Brigades (IQB). The IDF sends troops 800 m into Abasan to raze a Palestinian house under construction, a poultry farm, and 2 dunams (d.; 4 d. = 1 acre) of agricultural land planted with olive and palm trees to clear lines of site. Later, IDF troops and armed Palestinians exchange fire across the Gaza border, leaving 1 IDF soldier wounded. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Ramallah. In Jerusalem, Israeli police inform 4 PC mbrs. fr. the Hamas-affiliated Change and Reform party—Khalid Abu ‘Arafa, Muhammad Abu Tir, Ahmad Atwan, and Muhammad Totah (all arrested in 6/06 as part of Israel’s round-up of Hamas-affiliated PC mbrs. and recently released after completing their sentences)— that Israel’s High Court has upheld a 9/09 ruling revoking their permanent Jerusalem residency status because their participation in 1/06 Palestinian elections constituted disloyalty to the state, warning that they will be deported to Gaza if they do not leave Jerusalem voluntarily (Abu Tir by 6/19, the others by 7/3). Egyptian naval forces fire on a Palestinian fishing boat fr. Gaza that strays nr. Egyptian territorial waters, killing 1 Palestinian fisherman, wounding 3. The UN reports that 1 Palestinian has been killed in a tunnel collapse on the Rafah border since 5/4. Israel’s Peace Now reports that construction has begun of 14 new Jewish homes in Ras al-Amud in East Jerusalem. The PA informs the U.S., calling the construction a violation of Israel’s pledges at the start of proximity talks. Israel says the homes are being built privately and the government has no authority to stop it. In the West Bank, the IDF patrols in Bayt Umar village in the afternoon, firing live ammunition at stone-throwing Palestinian youths who confront them, wounding 1; makes a late-night raid on a Palestinian home in Bil‘in, summoning 1 resident for interrogation; conducts late-night arrest raids, house searches nr. Salfit, arresting 11 Palestinian teenagers. Israel’s Jerusalem municipality orders Palestinian business owners to evacuate a 3 d. plot of land nr. the U.S. consulate, saying it is state-owned land; the order is not immediately enforced. In a 45-min. phone conversation, U.S. secy. of state Hillary Clinton sharply rebukes Netanyahu for the 3/9 Ramat Shlomo construction approval, demanding that Israel prove its desire to seek peace by revoking the plans, stating that the U.S. viewed his apology for the timing of the announcement alone as inadequate. She lists several additional steps the U.S. expects Israel to take to support the peace process and warns of consequences if Israel does not comply; no details are made public (State Dept. press release 3/12; WP 3/13; HA 3/15)

The IDF makes a day-long incursion 200 m into Gaza e. of Jabaliya, later moving s. toward Gaza City, to level land along the border fence to clear lines of sight. IDF troops on the n. Gaza border nr. Bayt Hanun fire on Palestinians scavenging construction materials from destroyed buildings, forcing them to flee, causing no injuries. Late in the evening, the IDF makes air strikes on a suspected weapons lab in Khan Yunis in retaliation for Palestinian rocket fire on 3/11, causing no reported injuries; Israeli naval vessels fire on a Palestinian fishing boat off the Bayt Lahiya coast, forcing it to return to shore. Israel, fearing serious Palestinian protests after Friday prayers over the 3/9 Ramat Shlomo construction approval, imposes a general closure on the West Bank through 3/16 and deploys extra units of riot police around Jerusalem; no violence is reported. In an effort to halt weekly Palestinian protests against the separation wall, the IDF issues a military order declaring Bil‘in and Ni‘lin closed military zones on Fridays until 8/17. Today the order is ignored: Palestinian, Israeli, and international activists stage a nonviolent march to the separation wall in Bil‘in and a protest against the wall in Ni‘lin, where some of them throw stones at IDF troops. In both cases, IDF troops fire rubber-coated steel bullets, stun grenades, tear gas (injuring 2 Palestinians in Bil‘in; arresting 1 Palestinian, 1 Israeli in Ni‘lin). The IDF also fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists staging a nonviolent protest against settlement expansion nr. Dayr Nizam/al-Nabi Salih (injuring 18); fires stun grenades and beats Palestinian and international activists demonstrating against the separation wall in al-Ma‘sara village s. of Bethlehem (injuring 2 Palestinians). The IDF reports that 2 explosive devices apparently targeting Israeli naval vessels exploded off the Israeli coast, causing no damage or injuries; no group takes responsibility. In the West Bank, the IDF makes an afternoon incursion into Bayt Umar village, searching 4 houses, but making no arrests; fires rubber-coated steel bullets, stun grenades, tear gas at stonethrowing Palestinians and nonviolent international activists taking part in protests against the separation wall in Bil‘in (10s suffer tear gas inhalation); seals the entrances to Ni‘lin village so international activists cannot take part in weekly demonstrations against the separation wall there, then beats and fires rubber-coated steel bullets, tear gas, stun grenades at Palestinian protesters (several are injured); for a 2d time (see 1/22) fires rubber-coated steel bullets at Palestinians holding a nonviolent protest march fr. the outskirts of Ramallah to their agricultural lands that are now within a closed military zone surrounding Halamish settlement (10s suffer tear gas inhalation). Israeli-Palestinian tensions in Jerusalem remain high following the 10/4 clashes. Although Israel deploys 1,000s of additional police in and around the Old City and IDF helicopters and drones monitor fr. above, some significant clashes are reported in and around the city. At a checkpoint at the entrance of Shu‘fat r.c., Israeli security forces arrest a Palestinian who stabbed an Israeli soldier in the neck; IDF troops then enter Shu‘fat r.c., fire sound bombs and tear gas, and arrest 8 more Palestinians (all under the age of 18, 2 under the age of 13). At Qalandia checkpoint, Israeli security forces fire rubbercoated steel bullets, tear gas, sound bombs at 10s of Palestinian protesters. In Ras alAmud neighborhood, Israeli security forces arrest 13 Palestinians for stone-throwing. Israeli authorities also seal off 2 Arab neighborhoods adjacent to the Old City and bar men under the age of 50 fr. entering alAqsa Mosque. At least 7 Palestinians are wounded in clashes during the day. Israel releases 2 Palestinians detained at crossings into Jerusalem on 10/4 but bars them fr. entering Jerusalem for 90 days. On the 3rd Friday of Ramadan, the IDF continues to enforce age restrictions announced on 8/23 limiting Palestinian access to Jerusalem for prayers; an estimated 190,000 Palestinians enter the city, but as a result of intense crowding at Qalandia checkpoint, many other “qualified” Palestinians are prevented fr. entering, and 80 people (primarily women and children, and 20 of whom are hospitalized) are injured. In the West Bank, the IDF stages synchronized late-night house searches in villages w. of Jenin, making no arrests; conducts late-night arrest raids, house searches in Bil‘in. In East Jerusalem, Israeli authorities raid the Nidal Center for Community Development, closing it until 8/11/09 for “supporting terror activities” (not further explained); break up a press conference held by al-Hamra Castle hotel, attended by several PA officials, to open an art exhibit celebrating the Arab League’s designation of Jerusalem as the Arab cultural capital of 2009, stating the event constitutes illegal Palestinian political activity in the city (see 7/5). Overnight, the IDF makes an air strike on Islamic Jihad mbrs. operating nr. the Gaza border fence e. of al-Maghazi r.c. who fire 2 rocket-propelled grenades (RPGs) at the Kissufim IDF base inside Israel (causing no injuries), killing 3 Islamic Jihad mbrs., wounding 1. Palestinians fire several rockets fr. Gaza into Israel, damaging a synagogue in Netivot, but causing no injuries. In the afternoon and late evening, the IDF makes at least 9 air strikes on the Rafah border, causing no injuries. In the West Bank, the IDF sends troops into Bil‘in village during the day, firing toward stone-throwing youths who confront them, causing no reported injuries; conducts evening arrest raids, house searches nr. Bethlehem; conducts similar late-night operations in ‘Aqabat Jabir r.c. nr. Jericho and nr. Jenin. In Jerusalem, a Palestinian construction worker in a bulldozer rams and flips a police car, pushing it into an empty bus, injuring 2 police officers, before police and bystanders shoot him dead; Israel considers it a terrorist attack, though the man apparently acted on his own. As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. (Israel continues to prevent the foreign media fr. entering Gaza.)

Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. OCHA reports power outages of up to 16 hrs./day in Gaza City, n. Gaza, and c. Gaza; says all flour mills have shut down for lack of grain imports, threatening widespread bread shortages.
