In the West Bank, Israeli forces shot and killed a Palestinian who allegedly rammed an Israeli at a checkpoint near Fawwar refugee camp. Israeli forces were also filmed abusing and assaulting a gas station worker in the refugee camp. Elsewhere, Israeli forces shot and injured 2 Palestinians with baton rounds and arrested 4 others during a raid in Bayt Awa. Israeli forces also issued demolition notices for the family homes of 3 Palestinians killed by Israeli forces on 11/16 near Bayt Jala. 14 Palestinians were arrested during late-night raids in and around Nablus, Qalqilya, the Masafer Yatta area, Hebron, and Ramallah. In Gaza, Israeli forces bombed Khan Yunis, Rafah, Jabalia refugee camp, Nuseirat refugee camp, Maghazi, al-Bureij refugee camp, and Dayr al-Balah, killing at least 165 people, including Al-Quds journalist Jabr Abu Hadros and 6 members of his family in Nuseirat refugee camp and former Palestinian minister of awqaf and religious affairs and al-Aqsa Mosque preacher Sheikh Yousef Salameh in Maghazi. Israel also bombed near the Rafah crossing and hit the European Hospital, killing at least 5 people. 2 Israeli soldiers were killed and 13 were injured in combat. In Lebanon, Israel said it attacked several Hezbollah positions. In Syria, Israeli airstrikes killed 23 people, including 5 Syrians and 6 Iraqis, and wounded 18, near the Iraqi border. More than 21,672 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 56,165 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 312 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 79 children. More than 3,812 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 168 Israeli soldiers have been killed and 955 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNOCHA said more than 100,000 people have fled to Rafah in the past few days. UNICEF delivered 600,000 doses of vaccines to Gaza, saying that more than 16,800 infants have missed routine vaccines. The Gaza Ministry of Health held a press conference saying Palestinians captured by Israeli forces in Gaza were being tortured and held in poor condition. The ministry also said it had been able to reopen the medical facilities al-Arabi Hospital, Patient Friend’s Benevolent Society, Assahaba Medical Complex, al-Helou International Hospital, and several first aid centers. Lastly, it said that 5,300 people in critical condition needed to be evacuated to hospitals outside of Gaza to save their lives. 13 out of 36 hospitals in Gaza are partially functioning, 9 of which are located in the south, the rest are out of service. The armed wing of the PFLP, the Abu Ali Mustafa Brigades, released a picture it said showed the body of 1 of the Israeli soldiers held captive in Gaza, saying he was killed by Israeli forces when they tried to rescue him. It was unclear if the soldier was taken captive on 10/7 or during the ongoing ground invasion. (AJ, HA, REU 12/30)

The PA foreign ministry said Israel was targeting UNRWA to expel the agency from Gaza. (AJ 12/30)

Israeli prime minister Benjamin Netanyahu said in a press conference that the border zone between Egypt and Gaza, known as the Philadelphi Corridor, must be under Israeli control. Netanyahu also said Israel will attack Iran if Hezbollah expands its attacks on Israel. Ynet reported that Israel wants an underground wall along the Gaza border with Egypt. Netanyahu reportedly invited Defense Minister Yoav Gallant and war cabinet member Benny Gantz to participate in the press conference, which they declined. PLO secretary-general Hussein al-Sheikh said Netanyahu’s plans were “a blatant violation of agreements with Egypt and a termination of all agreements with the PLO,” calling on a unified Palestinian and Arab stance against it. The New York Times reported that the Israeli military was so ill-prepared for Operation Al-Aqsa Flood on 10/7 that soldiers used WhatsApp groups and social media posts to decide where to target. (AJ, NYT 12/30)

Egypt’s Grand Mufti Ali Gomaa visits al-Aqsa Mosque in Jerusalem in what he calls an unofficial visit to show solidarity with the Palestinian people and their claim to East Jerusalem. Many Egyptians and Muslims are angry that he broke an unofficial ban by Muslim clerics and Egyptian organizations on visiting areas under Israeli control. (WT 4/19)

Early in the morning, IDF troops make a brief incursion into c. Gaza e. of al-Bureij r.c., firing on the surrounding area; no damage or injuries are reported. Also in the morning, IDF troops on the s. Gaza border fire on Palestinian houses and agricultural areas in Khuza; a Palestinian woman 1,000 m. from the border is hit in the head with live ammunition and is seriously injured. In the West Bank, the IDF demolishes 9 residential structures, 6 animal pens in al-Khalayli bedouin community in area C nr. Jerusalem, displacing 54 Palestinians (including 34 children); conducts late-night arrest raids, house searches in Tubas; late-night patrols in Jericho. In East Jerusalem, Israeli authorities evict 2 Palestinian families fr. their homes in Bayt Hanina, ending a decade-long legal dispute with Jewish settlers over the ownership of the properties. In the evening, IDF troops on the Gaza border e. of Gaza City fire an artillery shell at a Palestinian home but it does not explode, causing damage but no injuries to the 4 adults and 8 children inside. In the West Bank, the IDF patrols in 4 villages nr. Ramallah, 2 nr. Qalqilya and 1 nr. Tulkarm during the day; conducts late-night patrols in Jenin town and r.c., 4 villages nr Jenin, 2 nr. Qalqilya, 2 nr. Salfit, 1 nr. Tulkarm. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni`lin; demonstrations in Bil’in also call for solidarity with Palestinian prisoners in Israeli jails. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no reported injuries. Palestinians and international activists also hold 3 large nonviolent demonstrations and marches in various parts of Hebron to mark the 18th anniversary of the Tomb of the Patriarchs massacre. IDF soldiers fire foul-smelling skunk spray, rubber-coated steel bullets, tear gas, and stun grenades at the protesters. In total, 13 Palestinians are moderately injured and hospitalized 27 are lightly injured and treated by medical crews at the scene, and 2 Palestinians and 1 international are arrested. Meanwhile, Palestinians responding to rumors (claimed by Israel to be false) that Israeli security forces plan to escort a group of right-wing Jews onto the al-Aqsa Mosque compound march on the IDF’s al-Ram checkpoint into Jerusalem, blocking the access road with burning tires, throwing stones, and setting off fire works, injuring 11 Israeli soldiers and border police. The IDF fires live ammunition, tear gas, and percussion grenades at the protesters, killing 1 Palestinian. (WP 2/27; PCHR 3/1)

Speaking at Friday prayers in Cairo’s al-Azhar Mosque, Hamas’s acting PM in Gaza, Haniyeh, issues the movement’s 1st public call supporting the Syrian opposition, stating: “I salute all people of the Arab Spring . . . and I salute the heroic people of Syria who are striving for freedom, democracy, and reform.” (NYT, WP 2/25; JPI 3/9)

Israeli and Palestinian officials issue opposing statements on the content of Israel’s principles on borders presented in the Jordanian-sponsored exploratory talks last quarter. Israeli officials say the principles “effectively means a withdrawal from 90% of the West Bank,” similar to proposals made by Israel at the 2008 Annapolis conference. Palestinian officials counter that Israel never presented maps or discussed percentages, stating “If they wanted to say 90% they should have said 90%.” (WT 2/24)

Jerusalem Post reports that Naftali Bennett, former head of PM Netanyahu’s office and a former head of the YESHA settlers council who has recently launched a new group called One State Israel, has started circulating his proposed solution to the Israel-Palestine conflict to Israel’s political and military elites, who reportedly give it “high praise.” His “Israel Stability Initiative,” which he describes as “a practical plan for managing the . . . conflict,” calls for: (1) Israel unilaterally extending sovereignty over West Bank area C (60% of the West Bank); (2) granting citizenship to the 50,000 (by his estimate; as of 8/2011, OCHA put the figure at 150,000) Palestinians in Area C; (3) full PA “autonomy” in and freedom of movement among West Bank areas A and B; (4) no right of return for Palestinian refugees and no access for Palestinian refugees to areas under PA control; (5) a “full Israeli security umbrella” covering all of the West Bank; (6) the permanent separation of Gaza from the West Bank; and (7) heavy Israeli investment in economic projects in the West Bank that reinforce separation, such as joint industrial zones and separate road networks. Late at night, after unidentified Palestinians fire another 2 Qassam rockets into Israel (causing no damage or injuries), Israeli warplanes make 3 air strikes on a group of armed Palestinians operating nr. Gaza City and on a Hamas training base in n. Gaza, causing no reported injuries. In the West Bank, IDF troops nr. Hebron uproot 690 trees and bulldoze 22 dunams (d.; 4 d. = 1 acre) of agricultural land, a well and water tank, and 800 meters (m) of fence surrounding the fields, located in Surif village; and demolish a mosque, a school, and 19 shelters in Khirbat Janba bedouin community; conducts daytime patrols in Qalqilya, Tulkarm, 4 villages nr. PA pres. and Fatah head Abbas holds separate meetings in Cairo with Hamas leader Mishal and Hamas’s acting PM in Gaza Ismail Haniyeh (marking their 1st meeting since 2007). Afterward, Fatah officials stated (Jerusalem Post 2/26) that Abbas has agreed to Mishal’s request to suspend talks on implementation of the 5/2011 Fatah-Hamas unity deal until Hamas resolves its internal disputes. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore; they detain and confiscate 1 fishing boat and arrest 1 fisherman. Later in the day, Israeli naval vessels fire on another group of fishing boats, forcing them to flee, damaging 1 boat, and confiscating 5 trawling nets. In the West Bank, the IDF conducts synchronized patrols in 2 villages nr. Tulkarm in the morning; patrols in 1 village nr. Jenin in the afternoon (firing tear gas and stun grenades at stone-throwing youths who confront them, causing no serious injuries); conducts late-night patrols in Nur al-Shams r.c. nr. Tulkarm; and conducts late-night arrest raids, house searches nr. Nablus. Israel’s Jerusalem planning comm. approves plans for the right-wing settler group Elad to build a new archeological tourism center in Silwan, East Jerusalem in the Western Wall yard opposite al-Aqsa Mosque. The complex will include offices, museum and conference space, an underground car park, and 2 underground “archeological tunnels” that will run north under the Mughrabi gate and south under the area housing the Umayyad Caliphate palaces (which Israel calls the Temple of Solomon). Three Iranians are arrested as they flee a mysterious explosion in their Bangkok apartment. One of the men throws grenades at a taxi that refuses to stop for him and at approaching police, seriously injuring himself only. The 2d man is arrested at Bangkok airport attempting to leave the country. The 3d makes it out of Thailand but is detained when he lands in Malaysia. Israel and the U.S. suspect the bombings are linked to the 2/13 Indian and Georgian attacks and earlier incidents in Thailand (see 1/13) and Azerbaijan (see 1/24), but they have no evidence the men were plotting against Israeli or Jewish targets. Thai police and outside experts doubt, but do not rule out, an Israeli connection, saying the operation was very amateurish and the men could have been arms runners or involved in other illegal activity in Bangkok. In the West Bank, the IDF patrols in Qalqilya and 2 villages nr. Qalqilya and Ramallah during the day and in 4 villages nr. Jenin, Jericho, and Ramallah late at night. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in in, Ni‘lin, and Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no serious injuries; 3 Israeli activists are arrested. The IDF raids ‘Azun twice during the day, searching several shops in the morning, then sending in undercover units late at night to raid another business, arresting 1 Palestinian; conducts daytime patrols in 4 villages nr. Qalqilya, 2 nr. Salfit, and 1 nr. each Ramallah and Tulkarm; conducts late-night patrols in Jericho and nr. Jenin and Salfit; and makes a late-night incursion into Jenin to arrest local Hamas leader Wasfi Qabaha, telling his family that they detained him because “he did not listen to their advice to stop his activities.” In Jerusalem, the IDF escorts a group of Jews into the al-Aqsa Mosque compound to pray. New Israeli-Palestinian clashes erupt in East Jerusalem after Israel’s Islamic Movement and extremist Jewish groups call on their followers to rally in defense of the al-Aqsa Mosque and Temple Mount respectively. Israeli security forces deploy across the city to contain and prevent clashes, entering the al-Aqsa Mosque compound twice during the day with the stated aim of removing Palestinian demonstrators hiding among the approximately 200 worshippers at the site (temporarily locking worshippers inside the Dome of the Rock and the Southern Mosque), beating many Palestinians, firing tear gas and sound bombs, and arresting 10s of Palestinians (including PLC mbr. ‘Abd al-Qadir, who is ordered on 10/26 to stay out of Jerusalem for 21 days; see 10/4); as many as 25 Palestinians (including around 4 children, 7 women) and 5 journalists are injured. In a possibly related incident, Israeli security forces at Qalandia checkpoint arrest a Palestinian woman for allegedly attempting to stab an Israeli soldier; the IDF later raids her family’s house in Saffa nr. An Israeli military court sentences 2 IDF soldiers to 20 days in a military prison, expels them fr. their unit, and prohibits them fr. serving as combat soldiers for having demonstrated in support of West Bank settlements during their swearing-in ceremony. (WJW 10/29)

Israeli-Palestinian tensions in Jerusalem remain high following the 10/4 clashes. Although Israel deploys 1,000s of additional police in and around the Old City and IDF helicopters and drones monitor fr. above, some significant clashes are reported in and around the city. At a checkpoint at the entrance of Shu‘fat r.c., Israeli security forces arrest a Palestinian who stabbed an Israeli soldier in the neck; IDF troops then enter Shu‘fat r.c., fire sound bombs and tear gas, and arrest 8 more Palestinians (all under the age of 18, 2 under the age of 13). At Qalandia checkpoint, Israeli security forces fire rubbercoated steel bullets, tear gas, sound bombs at 10s of Palestinian protesters. In Ras alAmud neighborhood, Israeli security forces arrest 13 Palestinians for stone-throwing. Israeli authorities also seal off 2 Arab neighborhoods adjacent to the Old City and bar men under the age of 50 fr. entering alAqsa Mosque. At least 7 Palestinians are wounded in clashes during the day. Israel releases 2 Palestinians detained at crossings into Jerusalem on 10/4 but bars them fr. entering Jerusalem for 90 days. Major clashes erupt in Jerusalem sparked by rumors that Israeli authorities plan to allow Jewish settlers to enter the al-Aqsa Mosque compound to mark the Sukkoth holiday. In reaction, Muslim leaders call on Palestinians to rally to defend the mosque, prompting Jewish religious leaders to call followers to defend the Temple Mount. As some 200 Palestinians inside the mosque compound and some 150 Palestinians on the periphery hold off 100s of Jewish settlers fr. reaching the compound, Israeli security forces attempt to seal off the holy site and Jerusalem’s Old City to disperse the protesters and prevent violence fr. spreading. Minor incidents are reported in Ras al-Amud and al-Tur neighborhoods. Some Palestinians throw stones at security forces, who respond with stun grenades and a water cannon. Israeli security forces also arrest 10 Palestinians and violently beat 10s of others who attempt to force their way through IDF checkpoints around the Old City to reach the mosque. Among those arrested are 2 public figures—Shaykh Kamal al-Khatib and Palestinian Legislative Council (PLC) mbr. Israel approves the import to Gaza of cement and steel for 3 construction projects, including a flour mill. In the West Bank, the IDF patrols in Ramallah and al-Bireh at midday; conducts late-night arrest raids, house searches nr. Hebron and in Balata r.c., Nablus. In Jerusalem, the IDF escorts some 200 Jewish settlers into the al-Aqsa Mosque compound to hold prayers marking the anniversary of the destruction of the Jewish temple. The IDF Central Command issues an order establishing a separate military court for the prosecution of Palestinian children under the age of 16 living in the West Bank (excluding East Jerusalem), appointing separate juvenile court judges and requiring youths’ trials be held in separate rooms fr. The Israeli government releases its comprehensive investigative report into its conduct during OCL, concluding that “incessant” Hamas rocket fire into Israel forced Israel to act and denying any war crimes, though admitting that around a dozen criminal investigations of soldiers’ conduct are underway. Israeli police storm the al-Aqsa Mosque compound, detain employee ‘Ali ‘Umar al-‘Abbassi, and deposit him on the West Bank side of the Hizma checkpoint, stating he does not have valid Jerusalem residency documents. ‘Abbassi was born in Jerusalem and has lived with his family nr. the mosque, where he works, for more than 20 yrs. In the West Bank, unidentified Palestinians fire on a Jewish settler vehicle nr. Ofra settlement nr. Ramallah, causing no injuries. In response, the IDF conducts search operations in several surrounding villages, imposing a 3-hr. curfew on Baytin, arresting 2 Palestinians. (OCHA, PCHR 7/16)

Israel releases elected Hamas-affiliated speaker of the Palestinian parliament ‘Aziz Dwayk, jailed nearly 3 yrs. before as part of an IDF arrest sweep targeting Hamas leaders in the wake of IDF Cpl. Gilad Shalit’s capture; some 40 other Hamas legislators remain in custody. The release raises speculation that a Hamas-Israeli prisoner exchange deal to free Shalit is imminent. A wk. after making public comments about Arabs that were denounced as racist, Israeli internal security M Yitzhak Aharonovitch (Yisrael Beitainu) makes a highly controversial 90-min. visit to the al-Aqsa Mosque compound, including entering the mosque, to “review police deployments” at the site. He says his visit was coordinated with Muslim authorities, which they deny. A similar visit to the compound by Ariel Sharon in 2000 sparked the al-Aqsa intifada. In the West Bank, the IDF levels 500 d. of Palestinian land in Issawiyya on the outskirts of Jerusalem to “preserve the natural beauty of the city [i.e., Jerusalem]”; conducts late-night arrest raids, house searches nr. Tulkarm. Jewish settlers fr. Avnei Hefetz settlement nr. Tulkarm erect a tent in nearby Kafr Labad village, previously bulldozed by the IDF, with the aim of expanding the settlement. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Hebron, neighboring al-‘Arub r.c., and Tubas. In Jerusalem, several Jewish settlers attempt to access the al-Aqsa Mosque compound but are blocked by Palestinians; the IDF intervenes, violently beating several Palestinians, arresting 2 Palestinian teenagers, and extracting the settlers. The IDF makes an air strike destroying a vacant house in Dayr al-Balah that allegedly was booby trapped; no injuries are reported; the 9-mbr. family vacated the house during OCL. In the West Bank, the IDF makes a rare afternoon incursion into Tura alGharbiyya nr. Jenin, occupying a home as an observation post (troops are still in the home at the end of the day); patrols in Araba village nr. Jenin, firing on residential areas, raiding and searching several homes, arresting 1 Palestinian.
