At a $50,000-a-couple fundraising breakfast for top donors in Jerusalem, Republican presidential candidate Romney tells supporters that the Palestinian economy is more the victim of ‘‘cultural’’ flaws than Israeli restrictions. Romney also dramatically understates Israeli GNP ($21,000 per capita vs. $32,282) and overstates Palestinian GNP ($10,000 per capita vs. $1,600). Palestinian chief negotiator Saeb Erakat remarks: ‘‘All I can say is that this man needs a lot of education. He doesn’t know the region, he doesn’t know Israelis, he doesn’t know Palestinians, and to talk about the Palestinians as an inferior culture is really a racist statement.’’ Romney then leaves for Poland, the last leg of his tour. The Knesset votes down (69–22) a resolution that would have retroactively legalized unauthorized settlement outposts built on private Palestinian land. Hundreds of right-wing settlers gather outside the High Court in Jerusalem to protest. The decision clears the way for implementation of a High Court order to demolish Ulpana outpost by 7/1/12 and Migron outpost by 8/1/12 (see QU in JPS 164 for background). In 4/2012, Netanyahu had urged the government to find a solution that would legalize Ulpana, but knew this draft bill would not pass legal muster with Israel’s High Court and had urged MKs to defeat the measure. Instead, he vows to have the Ulpana buildings physically moved to neighboring Beit El settlement and to build 300 new housing units inside Beit El. At the same time, the Israeli Housing Min. announces plans to build another 551 new settlement housing units in various other West Bank settlements. (NYT, WT 6/7; JPI 6/15)

The International Israel Allies Caucus Foundation hosts members of Congress and some 100 evangelical Christians for a prayer breakfast to mark ‘‘the reunification of Jerusalem in 1967.’’ Nine Republican House reps. [Michele Bachmann (MN), John Fleming (LA), Trent Franks (AR), Louie Gohmert (TX), Randy Hultgren (IL), Doug Lamborn (CO), Steve Stivers (OH), Joe Walsh (IL), Allen West (FL)] attend and speak at the session, all calling for moving the U.S. emb. to Jerusalem. Palestinian chief negotiator Saeb Erakat and PA intelligence chief Majid Faraj deliver the long-anticipated letter fr. Pres. Abbas to Israeli PM Netanyahu and his chief negotiator Yitzhak Molcho at a meeting in Jerusalem. Netanyahu pledges to respond in writing within 2 wks. While the letter is not released publicly, a draft version was leaked to the press by a Palestinian source on 4/15, with the disclaimer that that the text might change before it was given to Netanyahu. Of note: PA PM Fayyad had planned to deliver the letter, but pulled out at the last minute. While there is no official comment as to why, various Palestinian sources say (WP 4/18) that Fayyad either (1) disagreed with the content of the letter or (2) thought it would be inappropriate for him to hold a high-level meeting with Netanyahu on the same day as an annual rally in support of Palestinian prisoners in Israeli jails. Fayyad had opposed early drafts that threatened to dissolve the PA if there was no significant progress toward peace. The 4/15 draft includes an implied threat, stating: “The PA is no longer as was agreed and this situation cannot continue.” (Times of Israel 4/15; NYT, WP 4/18)

In the West Bank, the IDF imposes a late-night curfew on Kafr Haris village nr. Salfit and escorts at least 3,000 Jewish settlers into the village to perform religious services at a local holy site; the group stays for 6 hrs., attacking and beating Palestinians who venture onto the street; the IDF arrests 1 Palestinian. The IDF conducts latenight patrols in Tulkarm, firing tear gas and stun grenades at stone-throwing youths who confront them and searching 1 home. Across the West Bank, Palestinians demonstrate in solidarity with the 4,000 Palestinians held in Israeli jails to mark Prisoners Day. IDF troops fire live ammunition, rubbercoated steel bullets, tear gas, and stun grenades at 1 group demonstrating outside Ofer prison nr. Ramallah, wounding 2. About 1,200 Palestinian prisoners declare a hunger strike to protest their conditions and detentions without trial. (According to B’Tselem, there are currently about 320 administrative detainees, down from about 800 in 2007.) About 10 Palestinians have already gone on hunger strike, including 2 who have been granted early release (including Khader Adnan, who is freed today and Hana Shalabi, freed on 4/1) and 2 (Islamic Jihad mbrs. The IDF also patrols in 1 village nr. Ramallah in the morning, 1 village nr. Qalqilya in the afternoon, and 1 village nr. Ramallah in the evening; conducts late-night arrest raids, house searches in and around Hebron, nr. Bethlehem, and nr. Ramallah (firing on the occupants of 1 raided home, wounding 3 Palestinians); conducts late-night patrols in 1 village nr. Qalqilya. Jewish settlers fr. Brakha settlement nr. Nablus attack Palestinian farmers working their land nearby; the IDF observes but does not intervene. Jewish settlers escorted by IDF troops begin leveling a large area of Palestinian agricultural land in Kafr Lakif village nr. Qalqilya; local Palestinian gather to protest and are informed by the IDF that the area has been approved for construction of an industrial zone; the soldiers agree to suspend the digging until the matter is clarified but bar Palestinians from the site. Jailed Fatah tanzim leader Marwan Barghouti issues a statement on the 10th anniversary of his arrest by Israel that is read to a crowd of supporters in Ramallah, stating that “the launch of large-scale popular resistance at this stage serves the cause of our people.” He also calls for “stopping all forms of security and economic coordination [with Israel] in all areas immediately.” (JPI 4/6)

Israel severs working relations with the UNHRC over the 3/22/12 res. calling for an investigation into settlements, calling the council biased against Israel. (NYT, WP, WT 3/27; JPI 4/6)

The U.S. Supreme Court orders a lower court to decide whether Americans born in Jerusalem can claim Israel as their birthplace on their passports. Congress approved legislation in 2002 allowing this, but the executive branch has claimed Congress overstepped its authority by attempting to override the president’s right to set foreign policy. The U.S. officially recognizes Jerusalem as occupied Palestinian territory and does not recognize Israel’s claim to united Jerusalem as its capital. (NYT 3/27; WJW 3/29)

J Street holds its annual conference. Fmr. Israeli PM Ehud Olmert gives the keynote speech at the gala dinner, emphasizing that PA pres. Abbas “wants peace with Israel and he accepts the existence of Israel as Israel declares itself to be.” (JPI 4/6)

Cross-border fighting in Gaza enters its 3d day. Palestinians fire 10s of rockets and mortars into Israel, damaging an empty school but causing no injuries. Israel carries out at least 7 air strikes on 7 targets (1 in Abassan, 3 in Gaza City, 3 in Jabaliya), killing 2 Palestinian civilians and wounding 33 Palestinians (2 armed Palestinians and 31 civilians, including 12 children and 5 women). Egypt unsuccessfully attempts to mediate a cease-fire. Israeli DM Ehud Barak acknowledges that Hamas has not taken part in the fighting, but notes that Hamas has not tried to rein in Islamic Jihad or the PRCs. As the fighting continues Islamic Jihad publicly accuses Hamas of failing to protect Gaza. In the West Bank, the IDF conducts morning patrols in 3 villages nr. Ramallah and 1 nr. Jenin (firing tear gas, stun grenades at stone-throwing Palestinian youths who confront them, causing no injuries); patrols in 1 village nr. Jenin (again firing tear gas, stun grenades at stone-throwing Palestinian youths who confront them, causing no injuries) and 1 nr. Tulkarm in the afternoon; and conducts late-night patrols in 1 village nr. Ramallah and latenight arrest raids and house searches nr. Jenin. Meanwhile, residents of the illegal settlement outpost of Migron (49 families; some 300 settlers), who were informed by Israel’s High Court in 2011 that they must vacate and dismantle the outpost (on private Palestinian land nr. Ramallah) by 3/31/12, sign a deal with the government to move the outpost to a plot of state land 2 miles away, near Psagot settlement, where they will be allowed to build permanent homes, effectively creating a new Jewish settlement in Jerusalem’s environs. The government then requests that the High Court delay the evacuation until the new homes on the new site are completed (target date 2015). In the evening, IDF troops on the Gaza border e. of Gaza City fire an artillery shell at a Palestinian home but it does not explode, causing damage but no injuries to the 4 adults and 8 children inside. In the West Bank, the IDF patrols in 4 villages nr. Ramallah, 2 nr. Qalqilya and 1 nr. Tulkarm during the day; conducts late-night patrols in Jenin town and r.c., 4 villages nr Jenin, 2 nr. Qalqilya, 2 nr. Salfit, 1 nr. Tulkarm. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni`lin; demonstrations in Bil’in also call for solidarity with Palestinian prisoners in Israeli jails. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no reported injuries. Palestinians and international activists also hold 3 large nonviolent demonstrations and marches in various parts of Hebron to mark the 18th anniversary of the Tomb of the Patriarchs massacre. IDF soldiers fire foul-smelling skunk spray, rubber-coated steel bullets, tear gas, and stun grenades at the protesters. In total, 13 Palestinians are moderately injured and hospitalized 27 are lightly injured and treated by medical crews at the scene, and 2 Palestinians and 1 international are arrested. Meanwhile, Palestinians responding to rumors (claimed by Israel to be false) that Israeli security forces plan to escort a group of right-wing Jews onto the al-Aqsa Mosque compound march on the IDF’s al-Ram checkpoint into Jerusalem, blocking the access road with burning tires, throwing stones, and setting off fire works, injuring 11 Israeli soldiers and border police. The IDF fires live ammunition, tear gas, and percussion grenades at the protesters, killing 1 Palestinian. (WP 2/27; PCHR 3/1)

Speaking at Friday prayers in Cairo’s al-Azhar Mosque, Hamas’s acting PM in Gaza, Haniyeh, issues the movement’s 1st public call supporting the Syrian opposition, stating: “I salute all people of the Arab Spring . . . and I salute the heroic people of Syria who are striving for freedom, democracy, and reform.” (NYT, WP 2/25; JPI 3/9)

In the West Bank, the IDF makes a daytime raid into a village nr. Jenin, searching a store and arresting 1 Palestinian. In Jerusalem, Jewish vandals spray graffiti on a Greek Orthodox monastery and school saying “price tag” and “death to Christians.” Jewish settlers fr. Eli settlement nr. Nablus vandalize and spray racist graffiti on the walls of 2 nearby Palestinian stores and a car. OCHA reports that 70% of gas stations in Gaza have closed because of a sharp reduction in the amount of fuel coming through the Rafah smuggling tunnels in the past 2 wks.; OCHA cites unconfirmed reports as indicating that the sharp decline is a result of new restrictions and fees that Egyptian police have imposed on fuel trucks headed to Egyptian Rafah. The Vatican announces that Pope Benedict XVI will visit Lebanon in 9/2012 to issue a statement on the future of the Catholic church in the Middle East and “the plight of Christians in the Muslim-dominated Middle East.” (WT 2/8)

In Jerusalem UN Secy.-Gen. Ban urges Israeli PM Netanyahu to draft a package of goodwill gestures (including a settlement frees) to offer in exchange for the Palestinians’ agreeing to resume direct talks. He then meets with PA Pres. Abbas and PA officials in Ramallah. (NYT, WP 2/2; NYT 2/3; JPI 2/10)

In the evening, unidentified Palestinians fire 8 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. Late at night, the IDF directs artillery (2 shells) and helicopter gunfire at open areas northeast of Bayt Hanun, causing no reported injuries. Jewish settlers fr. Yitzhar settlement nr. Nablus stone a Palestinian vehicle driving nearby, breaking a window and hitting a passenger in the head, leaving injuries requiring hospitalization. (HA, JP, YA 2/1; PCHR 2/2; OCHA 2/10)

The New York Times reports that for the past 2 weeks, Palestinians (including the private sector, unions, elements of Fatah, and youth groups) have been holding demonstrations against PA PM Salam al-Fayyad in Ramallah and other cities to protest soaring prices and proposed PA austerity measures, including tax increases, cutbacks on services, and a plan to force retirement on 20,000 civil servants. (Electricity costs, for example, have nearly tripled in the past year.) Protesters demand salary increases and subsidies to compensate for inflation, but the PA faced a $350 m. budget shortfall for 2011. Even with Israeli transfers of VAT taxes restored, the foreign aid received by the PA is not enough to cover recurrent expenses. The demonstrations have been so heated that Fayyad has suspended imposition of the tax hike until mid2/2012 and dropped the early retirement proposal, pending talks to ease tensions. (NYT 2/1)

In the West Bank, the IDF demolishes 9 Palestinian stores in al-Oja village in the Jordan Valley, n. of Jericho; conducts late-night arrest raids, house searches in and around Ramallah (where they target the home of Hamas-affiliated Reform and Change PC mbr. ‘Abd al-Jabir Fuqaha, arresting him, summoning his son for interrogation, and confiscating his computer, phone, and files), in Nablus, and nr. Muhammad Toutah and Khalid Abu Arafa, who had been living at the ICRC offices since 6/2010 to protest Israel’s 9/2009 decision to revoke their Jerusalem IDs on the grounds that they are affiliated with a “terrorist organization” (i.e., Hamas); Israeli authorities expel them to the West Bank. Hamasaffiliated PC mbr. With the completion of a section of the separation wall bordering Shu’fat r.c. in East Jerusalem, the IDF closes its Shu’fat checkpoint into Jerusalem and redirects traffic to a new modern checkpoint (begun in 2009 to serve as a future international crossing into Jerusalem). The move leaves more than 50,000 Palestinians living in Shu’fat r.c. and several surrounding Jerusalem suburbs (Ras Shihada, Ras Khamis, al-Salam, and part of ‘Anata) who hold Jerusalem IDs completely isolated fr. Jerusalem. In the West Bank, the IDF clashes with mourners taking part in the funeral for Palestinian activist Mustafa Tamimi (see 12/10), causing no serious injuries; conducts daytime patrols in 3 villages nr. The Israeli cabinet unanimously approves $160 m. for the next stage of construction of the security fence along the border with Egypt, expansion of detention centers, and increased policing of companies that hire illegal workers. Since 1/2006, nearly 50,000 illegal workers, mostly fr. Eritrea and Sudan, have entered Israel via the Sinai, raising concerns among Israelis that the mounting influx of illegal African workers could undermine Israel’s Jewish character. (NYT, WP 12/12)

Israel releases Hamas-affiliated Palestinian Council (PC) mbr. Ahmad ‘Attoun, discharging him at the Qalandia crossing and ordering him to Ramallah. Israel revoked ‘Attoun’s Jerusalem residency status in 9/2009 on the grounds that he was affiliated with a “terrorist organization” (i.e., Hamas) and warned him in 5/2010 to leave the city or face deportation to the West Bank (QU in JPS 157). He was arrested in East Jerusalem on 9/26/11, when he went to address a protest rally in Shaykh Jarrah, and was charged with “being illegally present in the city.” (MNA 12/6; PCHR 12/8)

Israeli municipal forces in East Jerusalem demolish a Palestinian home. IDF troops make a brief incursion into al-Shuja’iyya neighborhood in Gaza City, leveling land to clear lines of sight and exchanging gunfire with Palestinians, causing no injuries. Late in the evening the IDF carries out 2 air strikes at armed Palestinians preparing to fire rockets fr. Gaza City into Israel, the 1st killing 1 Islamic Jihad mbr. and wounding 2 in al-Shuja’iyya, and the 2d seriously wounding an unidentified armed Palestinian in al-Zaytun neighborhood. In the West Bank, the IDF patrols in 3 villages nr. Jenin during the day; conducts late-night arrest raids, house searches in Nablus and nearby Balata r.c., detaining around 12 PFLP mbrs. (including 1 senior mbr.) and 1 senior Hamas mbr. The IDF reports that 3 IDF soldiers have been arrested on suspicion of participating in “pricetag” attacks in the West Bank. Health officials in Gaza report that Gaza’s Central Drug Store is lacking 120 essential medicines and 140 essential medical supplies, including medicine for the anesthesia, cancer, hemophilia, and kidney dialysis (450 patients); the shortage is the result of poor coordination between the Min. of Health branches in Gaza and the West Bank (where no shortages are reported). At EU urging, the Quartet convenes a senior-level mtg. in Washington to discuss issuing a statement on how to jumpstart the peace process, but because of sharp disagreements over a draft prepared by the U.S. in consultation with Israel, the members fail to issue a statement. Unidentified assailants attack Egypt’s natural gas pipeline to Israel and Jordan again (see 7/4). In the West Bank, the IDF demolishes a grocery store, sheep farm, and garage on land in al-Jib village nr. Jerusalem, strategically located between Givat Ze’ev and Givon settlements; declares a Palestinian olive grove in the Wadi Qana area nr. Salfit a closed military zone and uproots 600 trees; patrols in 3 villages nr. Ramallah, 2 nr. Salfit, and 1 nr. Jenin; conducts late-night arrest raids, house searches in and around Jenin town and r.c. and in Qalqilya. The World Zionist Organization’s settlement division (newly transferred to Netanyahu’s control; see 6/19) allocates 54,000 d. of agricultural land to 21 Jewish settlements in Jordan Valley, nearly doubling the total farmland under their control to 110,000 d.; it also increases water allocations to Jewish farmers in the Jordan Valley. The Knesset passes (47-38) into law a bill that would sanction individuals and organizations that call for a boycott of Israel or its settlements, denying them tax breaks and barring them from working for the government. The Knesset’s legal adviser warns, however, that the measure is “borderline illegal” since it strays into the right to free political expression. Overnight, Israel makes an air strike on Gaza, killing 1 Palestinian preparing to fire a rocket into Israel. Between dawn and mid-morning, Islamic Jihad fires 3 manufactured Grad rockets fr. Gaza into Israel, causing light damage and slightly injuring 1 Israeli. Later, unidentified Palestinians fire 7 mortars fr. Gaza into Israel, some of which allegedly contain white phosphorous, causing no damage or injuries. Late in the evening, the IDF carries out several air strikes on training sites, rocket launching sites, and smuggling tunnels on the Rafah border, causing no reported injuries. In the afternoon, suspected Palestinian assailants leave a bomb nr. Jerusalem’s central bus station and convention center that detonates, killing 1 British woman, injuring 38 Israelis; the PA immediately condemns the incident; no group claims responsibility. In the West Bank, the IDF blocks a funeral procession fr. using a main road in Bayt Umar village nr. Hebron, sparking a clash in which 2 Palestinian mourners are wounded by live ammunition and 4 are arrested. Hours later, the IDF sends undercover units into Bayt Umar to raid and search a gas station, beating the owners and confiscating a computer. Several hours after that, the IDF returns to block the main entrance of the village with cement blocks and sand barriers. In Syria, security forces make a predawn assault on the main mosque in Dara‘a, where antigovernment protesters have taken refuge, killing 15. Clashes last throughout the day and spread to 4 nearby villages. Over the succeeding days, clashes spread to towns and villages across the nation, becoming nr. daily events but remaining relatively small (in the 1,000s) and uncoordinated. Hot spots include Baniyas, Hama, Homs, Idlib, Latakia (which was reported to be “near anarchy”), and the Kurdish zone. (Only a few protests are reported in Damascus.) The Israeli human rights group Peace Now issues an 8-mo. assessment of Israel’s temporary settlement construction freeze documenting that: (1) construction of at least 600 housing units in over 60 different settlements has begun during the freeze, with at least 492 of those units being constructed in direct violation of the freeze; (2) some 2,000 housing units started before the freeze was implemented on 11/26/09 are currently under construction; and (3) new construction starts during the freeze constitute approximately half of the normal settlement construction pace. Obama and Quartet special envoy Tony Blair, Israel’s security cabinet agrees in principle to switch fr. a blanket ban on entry of goods to Gaza to a prohibited list of items considered “weapons and war-supporting materiel” and to allow “a significantly greater volume of goods” into the Strip. Overnight, Israeli naval commandos in boats and helicopters easily commandeer 5 small boats in the FGM-IHH flotilla to Gaza without incident, but open fire on passengers when they attempt to seize the main vessel (Mavi Marmara) sailing with the group, killing 9 Turkish activists (1 with dual U.S. citizenship); another 53 passengers (23 seriously, including 1 Australian) and 7 Israeli commandos (1 seriously; 1 stabbed, several with gunshot wounds) are injured. The IDF claims commandos acted in self-defense, saying they faced a premeditated attack by passengers; FGM-IHH says passengers were unarmed and nonviolent and at most acted in selfdefense. In light of the incident, the U.S. cancels a meeting at the White House between U.S. Pres. On the 3rd Friday of Ramadan, the IDF continues to enforce age restrictions announced on 8/23 limiting Palestinian access to Jerusalem for prayers; an estimated 190,000 Palestinians enter the city, but as a result of intense crowding at Qalandia checkpoint, many other “qualified” Palestinians are prevented fr. entering, and 80 people (primarily women and children, and 20 of whom are hospitalized) are injured. Bethlehem to raid and search the homes of 8 senior figures affiliated with Hamas (fmr. PA Dep. PM and Education M Nasser al-Din al-Sha‘ir in Nablus; Reform and Change Palestinian Council legislators Nizar ‘Abd al-‘Aziz Ramadan and ‘Assam Nu‘man Salhab in Hebron; Ayman Husayn Darghma in Ramallah; Khalid Tafish Thwayb in Zatara; Reform and Change office director for Ramallah and al-Bireh Mazin al-Rimawi in Ramallah; senior Hamas leader Adnan Ahed Asfur and al-Najah University prof.
