Off Gaza’s coast, Israeli naval forces shoot and injure a Palestinian sailing near Bayt Lahiya. Along Gaza’s border, IDF troops arrest 2 Palestinians attempting to cross into Israel. In the West Bank, Israeli forces demolish 2 Palestinian homes in Halawa village south of Hebron and an agricultural structure in the nearby village of al-Tuwani. Two days after Israel’s security cabinet imposed new conditions on Israel’s participation in a new round of peace talks with the Palestinians, U.S. special representative Greenblatt issues the first official U.S. response to the 10/12 Palestinian national reconciliation agreement: “All parties agree that it is essential that the PA be able to assume full, genuine, and unhindered civil and security responsibilities in Gaza and that we work together to improve the humanitarian situation for Palestinians living there,” he says, in a statement. “The U.S. reiterates the importance of adherence to the Quartet principles: any Palestinian government must unambiguously and explicitly commit to nonviolence, recognize the State of Israel, accept previous agreements and obligations between the parties—including to disarm terrorists—and commit to peaceful negotiations. If Hamas is to play any role in a Palestinian government, it must accept these basic requirements.” In response, a senior Hamas official accuses the U.S. of “blatant interference” in the reconciliation process. Fatah PA pres. Abbas and Hamas leader Mishal end 2 days of talks in Qatar on forming by Fatah-Hamas consensus a transitional government of independent technocrats with a limited mandate to take the Palestinians to new presidential and parliamentary elections and to lead reconstruction of Gaza, as agreed under the 5/2011 national unity deal. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. They stress that the new government “will be a technical one more than a political one” and that diplomacy will rest with the PLO. A meeting of all Palestinian factions is set for 2/18 to endorse the plan. Israeli PM Netanyahu immediately denounces Abbas for “joining forces with the enemies of peace.” The EU and U.S. say they look forward to continuing their support of the PA, provided the new government is committed to the Quartet principles of nonviolence, recognition of Israel, and adherence to existing peace agreements. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In response, Israeli warplanes make late-night air strikes on open areas nr. the Gaza border n. of Bayt Hanun, causing no reported injuries. In the West Bank, the IDF patrols in 2 villages nr. Ramallah and 1 nr. Salfit; conducts late-night arrest raids, house searches in Tulkarm and nr. Jenin and Nablus. Just outside East Jerusalem nr. al-Tur, Israeli border police and an undercover unit bulldoze 20 d. of Palestinian land, demolishing 2 walls, 3 natural caves, and a water network supplying several Palestinian homes. Jewish settlers fr. Kiryat Arba settlement in Hebron escorted by IDF troops begin planting trees on 150 d. of nearby Palestinian agricultural land that the IDF previously declared a closed military zone. In the West Bank, the IDF fires on Palestinian youths who allegedly try to throw Molotov cocktails at the gate of Beit El settlement nr. Ramallah, killing 1 Palestinian teenager and wounding another; opens fire on Palestinian, Israeli, and international activists taking part in weekly nonviolent demonstrations against the separation wall in Bil‘in, killing 1 Palestinian (hitting him in the chest with a high-velocity tear gas round at a distance of 20 yds.); sets up a military checkpoint outside the entrance to Sebastia nr. Nablus and checks Palestinian ID cards, withdrawing late in the evening. Beit Haggai settlement guards fatally shoot a Palestinian teenager in disputed circumstances: settlers say the teen, whose family house and property abut the settlement, crossed a fence into the settlement and tried to stab them; local Palestinians believe settlers shot the boy, unarmed and in his yard, and carried his body into the settlement. Occupied Palestine/Israel: British Minister of State for Foreign Affairs David Mellor meets with P. M. Shamir [WP 1/6]. Journalist Hanna Siniora, Birzeit U. Prof. Sari Nusaybah, Nablus attorney Ghassan Shaka'ah, and nonviolent activist Mubarak 'Awad announce nonviolent civil disobedience campaign against Israel, call for boycott of Israeli products [CSM, NYT 1/6].

Arab World: In Cairo, about 200 Egyptian lawyers burn Israeli flag; 'Ayn Shams University students demonstrate against Israeli tactics in occupied territories [LAT 1/6].

Other Countries: UN Security Council unanimously approves resolution condemning Israel's plan to deport 9 Palestinians from occupied territories [WP, NYT 1/6]. In Pakistan, 5 Palestinians on trial for hijacking Pan American airliner in 1986 state they intended to release passengers, blow up plane over Israel after securing release of Palestinian prisoners [WP, LAT 1/6].

Military Action

Occupied Palestine/Israel: In Khan Yunis, supporters of Hasan Ghanim Abu Shaqra, Muslim leader ordered deported by Israel, throw stones, burn tires. Israeli troops respond with water cannon, tear gas, then open fire when demonstrators try to march from Abu Shaqra's home to mosque; 1 demonstrator is killed, 4 others wounded. In separate Khan Yunis clash, soldiers shoot, wound 3 protesters; 1 other is wounded in Gaza City confrontation. Palestine Press Service reports another Palestinian killed in the Khan Yunis clashes. Scattered violence is reported in East Jerusalem and W. Bank towns of Bethlehem, Bir Zeit, Tulkarm, and Qalqiliyyah [NYT, WP 1/6]. Tulkarm and 'Azzah refugee camps are placed under curfew following protests. Women demonstrating in front of Nablus military court are attacked by Israeli soldiers [FJ 1/10].
