IDF plainclothesmen fatally shoot wanted al-Aqsa Martyrs Brigades (AMB) mbrs. Ahmad Abahra and Muhammad Zayid as their car crosses a checkpoint in Jenin in an apparent assassination. The IDF also erects a new observation tower nr. Kiryat Arba settlement in Hebron; sends troops into Silwad nr. Ramallah, fires on stone-throwing youths who confront the troops, wounding and arresting 2; conducts arrest raids, house searches in Hebron, nr. Tulkarm; begins work on a new segment of the separation wall northwest of Ramallah that is expected to seize at least 5,330 dunams (d.; 4 d. = 1 acre) of land in Abud village; bulldozes 26 d. of land outside Bethlehem for construction of a permanent IDF post. Palestinians in Bethlehem report that for the past few days, the IDF has imposed new arrangements at the entrances to the city, requiring tourists entering and exiting to leave their busses, enter a transit hall for passport and baggage checks and customs processing that last up to 2 hrs. The Israel Lands Admin. issues tenders for construction of 13 new housing units in Ma’ale Adumim settlement nr. Jerusalem; the Israeli Housing Min. issues tenders for construction of infrastructure projects in Adam, Ariel, Ma’ale Adumim settlements. Jewish settlers beat a Palestinian harvesting his olive trees in Awarta. In Gaza, 100s of AMB mbrs. fire rifles in the air, defying the ban on carrying weapons in public, calling for reform within Fatah, demanding jobs and an international investigation into the 11/04 death of Yasir Arafat based on rumors (thus far unsubstantiated) that he was poisoned. In Nablus, AMB mbrs. protesting a recent PA crackdown on illegal weapons and criminal activity fire on PA police, leaving 1 PA policeman wounded. In response to Islamic Jihad gunfire in the Jordan Valley that leaves a Jewish settler dead, Peres sides with Sharon against holding a mtg. with Arafat. Fatah tanzim leaders, a senior mbr. of the Fatah-linked AMB state that, despite Arafat's recent calls, they will continue to view the IDF and settlers in the West Bank and Gaza as legitimate targets. Palestinians fire 1 mortar at a Jewish settlement in Gaza, causing no damage. Israel's new 18 mi. buffer zone along the Green Line n. of Jerusalem goes into effect. The IDF bulldozes 20 dunams of Palestinian land nr. Oranit settlement; declares the Hebron market a closed military zone; begins work on a new settlement bypass road to Kefar Darom, damaging agricultural land, water networks belonging to Dayr al-Balah residents; conduct arrest raids in villages around Bethlehem, Qalqilya, Salfit; confiscates 1 Palestinian home in Harmala for use as an IDF outpost; reinforces the closure on Jinin. In Hebron, a Fatah sniper, retaliating for the Jawabiri assassination on 6/24, shoots and wounds a 7-yr.-old Jewish settler, sparking a firefight in which 12 Palestinians, 4 IDF soldiers are wounded. In response, the IDF seals, places a curfew on the Palestinian section of Hebron, bulldozes Palestinian land s. of Hebron; Jewish settlers place more caravans at a new illegal outpost site nearby. Jewish settlers also place caravans on Palestinian land nr. Qalqilya, attack Palestinian cars in Wadi al-Juz, cut off water to Palestinian villages nr. Halmish settlement. Palestinians fire on a settler bus nr. Jerusalem. A gunfight erupts nr. Neve Dekalim settlement, wounding an 11-yr.-old Palestinian. The IDF tightens closures on Qalandia, Tulkarm; confiscates 20 dunams of Palestinian land nr. Qalqilya; bulldozes Palestinian land in Tulkarm; continues to impose curfews on Bayt Lahia, Bayt Lid, Safarin. Shin Bet announces that 11 days ago, it captured Aziz Salha, who has confessed under interrogation to being involved in the murder of 2 IDF reservists in Ramallah on 10/12/00. Fmr. U.S. senator George Mitchell, head of the Mitchell Comm., recommends that in order to move the cease-fire forward, Israel should immediately implement a full settlement freeze, the U.S. should invite Arafat to the White House. Meanwhile, in Israel, DM Ben-Eliezer says Israel plans to remove 15 illegal settler outposts that have been set up since the al-Aqsa intifada began, noting that they are a danger to security and cannot be defended adequately. Israeli-Palestinian clashes continue to abate. In Rafah, 4 Fatah mbrs. are killed, 5 are wounded in a mysterious explosion. Though some reports claim the men were assembling a bomb when it exploded, 1 of the 4 killed, Ramadan Azzam, is also head of Gaza's popular resistance comms., raising speculation that the explosion was an IDF assassination. Arafat's Fatah organization denies its mbrs. are involved in bomb making. The IDF bulldozes 50-60 dunams of Palestinian land nr. Dugit settlement, 20 dunams nr. Rafah. Just before Arafat meets with Clinton in Washington, Israel assassinates senior Fatah cmdr. Hussayn Ubayyat in Bayt Sahur, tracking him by helicopter and shelling his car, also killing 2 Palestinian bystanders, wounding his aide and at least 6 bystanders. After their mtg., neither Arafat nor Clinton express hope that Israeli-Palestinian clashes will end soon; the U.S. does not condemn the Israeli attack. Israeli-Palestinian clashes continue throughout the day. In addition to the fatalities fr. the Ubayyat assassination, a 4th Palestinian is shot dead by the IDF. In nr. Rafah, the IDF bulldozes 100s of dunams of agricultural land, demolishes 2 Palestinian homes, evacuates a 3d to create a new IDF outpost. The IDF also clears lands around the main road of Nazlit Issa village nr. Tulkarm, demolishes several greenhouses nr. Jinin. Jewish settlers set fire to 100 dunams of Palestinian crops outside Qalqilya, attack Palestinians and Palestinian property in Hebron and around Jinin. Occupied Palestine/Israel: The Israeli High Court of Justice releases a Palestinian held without trial. It is the first such release; there are 2,500 Palestinians being held without trial. [NYT 6/25]. Israeli authorities seize 1100 dunums of land north of Ramallah [FJ 7/10].

Military

Occupied Palestine/Israel: Demonstrations in the West Bank leave 14 Arabs and 3 Israelis injured. In Nablus settlers open fire on Arab demonstrators wounding 13; Nablus is put under curfew. In Hebron a Palestinian stabs a Jewish settler, is then shot by the settler; Hebron is put under curfew [WP 6/25, FJ 6/26]. Military officials lift the curfew on Beach camp for the firstime in 15 days; the curfew is reimposed after 2 hours [FJ 6/26].

Arab World: Fighting in the Palestinian refugee camps near Beirut continues with 10 people killed, 34 wounded. Since 1 May 112 people have been killed, 502 injured in battles between Arafat loyalists and Fateh-Uprising dissidents [WP 6/25].

Occupied Palestine/Israel: US, Israel sign free trade agreements; all tariffs between the 2 countries to be eliminated within 10 yrs. [NYT 4/23].

Arab World: Chmn. Arafat indicates US must support PLO as legitimate representative of Palestinian people for negotiations to progress [JP 4/23].

Military Action

Occupied Palestine/Israel: IDF sink Fateh commando ship 100 miles off coast; 20 killed, 8 captured; Fateh Deputy-in-Command Khalil al-Wazir (Abu Jihad) claims several fighters seached shore [WP, MG 4/23]. IDF confiscate five and one-half dunums of land in Beit Wazan belonging to al-Najah U. [FJ 4/26].

Arab World: Action in S. Lebanon: Lebanese Forces announce unilateral ceasefire, plans to evacuate Sidon area; fighting continues [NYT 4/23]. Roadside bomb injures IDF soldier near Jwaiyeh [JP 4/23].

Military Action:

Druze-Phalange militia gunbattles in Maarufiye-Bsada region, near Baabda; Lebanese internal security forces deployed in areas of Tripoli to monitor cease-fire.
