Early this morning, Arafat, Peres wrap up talks, and Barak announces that the sides have agreed to try again to implement the 10/17 Sharm al-Shaykh arrangements. The Israeli cabinet suspends punitive attacks on Palestinian targets. Differences quickly arise, however, over plans for Arafat, Barak to issue statements on ending the violence. As the sides discuss how to resolve their differences, 2 Islamic Jihad activists detonated a car bomb in West Jerusalem, killing 2 Israelis, wounding 9. Israeli-Palestinian clashes continue, leaving 2 Palestinians dead, 80 wounded. Nr. The IDF confiscates and levels 70 dunams of Palestinian land to build a road linking Morag, Gush Katif settlements. However, Israel acknowledges that PA police are making more of an effort to halt stone throwers; Arafat unequivocally denounces the Islamic Jihad bombing; and Barak phones Arafat to express condolences over today's Palestinian fatalities. In Gaza, the IDF evacuates a position linking Qarni to Netzarim settlement, pulls tanks back fr. main roads. While in New York, Israel's Ben-Ami (promoted to FM today) reportedly sets up a public relations (PR) headquarters to aid in Israel's PR efforts in the North America. The office head, fmr. IBA dir. gen. Aryeh Mekel, will coordinate among the FMin.'s PR dept., a special steering comm. of senior officials of U.S. Jewish organizations, and 6 major U.S. PR firms that have been contracted. Israel begins reviewing a project for 4,000 new housing units in Har Homa settlement (Jabal Abu Ghunaym) in East Jerusalem. If approved, the site would be known as Har Homa B, would link Har Homa with Gilo settlement. (al-Quds 11/2 in WNC 11/3; LAW 11/4)

As Israeli-Palestinian fighting continue as Israel marks Yom Kippur. Barak warns if clashes continue, the IDF's will begin targeting Arafat's offices, PA police stations, top cmdrs.; Israel may implement a "sanctions package" (including, sealing the West Bank and Gaza, halting all monetary transfers). At Netzarim Junction, the IDF demolishes 2 apartment buildings formerly used as PA police barracks, a factory, an office, several homes, a water well, and an 20-dunam orange grove. A settler rabbi is found shot to death in a West Bank cave. Armed Jewish settlers enter Palestinian areas of East Jerusalem and Hebron, Bidya, Husan, Salfit, Shuafat camp, burning shops, beating Palestinians, shooting at houses, and wounding at least 8 Palestinians, 1 of whom bleeds to death as settlers hold off ambulances with gunfire. Inside Israel, Jewish residents of Upper Nazareth attack Israeli Arabs, property in Nazareth. In Morocco, 500,000 people march to protest Israel's recent actions. In Amman, 100s of Jordanian students attempt a march to the U.S., Israeli embs. but clash with riot police; at least 5 are injured, 10 arrested. In Beirut, 25,000 Lebanese and Palestinians march in funeral processions for 2 Palestinians shot by IDF on the blue line on 10/7. In Cairo, 9,000 Egyptian students hold a rally. Demonstrations continue in Australia, Greece, Jordan, Lebanon, Syria, Yemen. In the U.S., protests are held in Albuquerque, Anaheim, Kansas City. PM Shamir's chief of staff rules out any freeze in settlement activity in order to obtain U.S. loan guarantees. Likud party sponsors bus tour of o.t. given to 350 Soviet immigrants as part of prograrm designed to explain to them why Likud feels Israel must continue to occupy the territories. In a separate incident, Arafat insists that portions of a 1/30 telephone conversation between him and PLO rep. in Paris Ibrahim Sus., which contain derogatory comments about Jews, were fabricated. Tapes of the conversation were broadcast by an American television network 2/11 after it received them from what it described as a Western police agency. (NYT 2/14)

Al-Fajr poll finds 94% of Palestinians in Israel support Arafat leadership. 200 residents of Dheisheh refugee camp near Bethlehem attend mtg. at UNRWA office to protest Israeli threat of camp school closure. Galilee priest, Fowzi Khouri, released on IS100,000 bail after 1 month detention on charges of contact with PLO. 

Arab World: Gemayel ends talks with Reagan admin. with no further commitments of US assistance. Second-ranking Druze official murdered in Beirut; Christian Phalange blamed.

Other Countries: 2 Israeli firms sign deals for 1st Israeli factory in Ciskei tribal homeland, S. Africa; Israeli trade there includes sale of American-made Mooney light planes for fledgeling Ciskei airforce plus military training. [Israel and Taiwan lead investment in S. African "Bantustans."] British High Court decides to refer Israel's protest at UK's refusal to sell it North Sea oil to European Court of Justice. MILITARY ACTION:

Occupied Palestine/Israel: 3 Palestinian workers shot for not stopping at Gaza checkpoint while driving to work in Israel. About 30 Birkat Avraham yeshiva students go on rampage armed with iron rods, smashing windows, injuring 2 Arab men; 3 Arabs and 2 Jews arrested and released. IDF uproots five dunums of fruit trees belonging to Palestinian farmers along Kfar Saba-Qalqilya road where IDF believes petrol bomb attacks on Israeli traffic launched; farmers not to be compensated and ordered not to replant.

Arab World: Heavy artillery exchanges in Tripoli between rival Palestinian forces as talks on evacuation of loyalists stall. Bazooka attack on Israeli army vehicle kills 1 IDF soldier in Lebanon.

Military Action:

6 separate attacks against IDF include tank damaged by mine near Kafr Shima, explosion on road south of Damour near IDF patrol, APC hit by explosion at Kabar Shamoun, small arms fire at IDF trucks in Beirut, bomb near troop buses, small arms fire at IDF patrols near Zaharani river.

Casualties:

IDF reports 1 soldier killed, 3 injured in attacks, Lebanese National Resistance Front says 20 IDF killed or wounded.

Political Responses:

Israel/ Occupied Territories: Israel makes no official response to Hussein's decision regarding negotiations, reportedly considers Reagan plan dead; new WZO settlement department plan calls for 57 new settlements in next 4 years, bringing total to 165, with Jewish population of West Bank 100,000 by 1986 and Jewish-Arab population parity at 1.3 million in 30 years; spokesman for Israeli Embassy in US says West Bank land is being sold in the US not by government but by private group associated with Kedumim settlement; 10,000 dunums from Surif village near Hebron declared state land under military order 59; High Court legalizes 1976 imposition of Value Added Tax (VAT) in occupied territories; Cabinet nominates Meir Rosenne, ambassador to France, to replace Arens as ambassador to US.

Palestinians/ Lebanese: PLO officials deny Jordanian statement that Hussein and Arafat had reached agreement on a course of political action; Issam Sartawi assassinated at Socialist International congress in Portugal, Abu Nidal group claims responsibility.

Arab Governments: Jordan says Hussein and Arafat had reached agreement in principle and detail, PLO now proposes different course, so Jordan will not enter peace talks on basis of Reagan plan, will not act separately or in lieu of any party, and will leave it to PLO and Palestinian people to choose the ways and means for the salvation of themselves and their land.

US and Other Countries: Reagan says radical elements in PLO introduced changes in peace proposals that are an impediment, and are unacceptable to King Fahd, King Hussein and to US; Reagan telephones Kings Fahd, Hussein, and Hassan II of Morocco.
