The IDF bulldozes a main street, a deserted Palestinian home, water and sewerage networks nr. Bayt Hanun; fires on residential areas of Dayr al-Balah. Late in the evening, the IDF sends troops, military vehicles, helicopters into Rafah, firing on residential areas, demolishing 18 Palestinian homes; fires missiles at a workshop in Khan Yunis, destroying it. Palestinians fire a Qassam rocket into a Negev kibbutz, damaging a home but causing no injuries. Armed AMB mbrs. kidnap Nablus local governate head Fadil Shuli; accuse him of collaboration with Israel, corruption, failing to provide local security; release him after several hrs. without explanation. The PC votes to support the recommendations of a report prepared by a recently appointed special comm. on the political and security situation in the Palestinian territories, urging Arafat to accept Qurai‘’s resignation, appoint a new government with expanded powers that could restore stability in Gaza, undertake comprehensive reforms. A female Islamic Jihad suicide bomber detonates a device in a Haifa restaurant, killing 14 Israeli Jews, 5 Israeli Arabs, wounding around 50. (The bomber, Hanadi Taysir Jaradat, who had just graduated fr. law school in Jordan, watched as IDF undercover units assassinated her brother and cousin, both Islamic Jihad mbrs., outside their family home in Jenin on 6/12/03.) Israel says Arafat is to blame for failing to order the PSF to take steps to dismantle Islamic Jihad. Bush says the bombing “underscores once again the responsibility of the Palestinian authorities to fight terror,” says “the new Palestinian cabinet must dedicate itself to dismantling the infrastructure of terror,” does not call for Israeli restraint; Powell also phones Israeli FM Silvan Shalom to express condolences and strong condemnation of the attack, but does not urge restraint. In response, the IDF shells, demolishes an empty Palestinian home in Gaza City, and empty garage in Bureij r.c.; makes a failed assassination attempt on an Islamic Jihad mbr. in central Gaza, firing missiles at him in an open field, but missing him; moves troops into Jenin. Mbrs. of the Israeli peace group Gush Shalom, the International Solidarity Movement (ISM) surround Arafat’s Ramallah headquarters to act as human shields should Israel attempt to “remove” him. During the day, the IDF also raids Tulkarm r.c., assassinates AMB mbr. Sirhan Biharan Hassin Sirhan, whom Israel says killed 5 Israelis in Kibbutz Metzer on 11/10/02, also killing a 9-yr.-old Palestinian bystander; fires on residential areas of Rafah. In a press interview, Yasir Arafat says that PLO cadres and Palestinian masses are increasingly pressuring PLO leaders to resort to the use of weapons in the O.T., but that orders remain not to use weapons [FBIS 1/26].

Other Countries: European Parliament recommends that the 12-nation EC suspend scientific cooperation with Israel until it opens Palestinian universities in the O.T; recommendation remains unbinding until accepted by EC's ministerial committee UP 1/27; FJ 1/29].

Syrian army deserter captured by Israeli army in S. Lebanon says on Israel TV that he and 2 other Syrian deserters were recruited and paid by Fateh to infiltrate Israel, take hostages at Kibbutz Manara, take the French ambassador to Israel hostage, and demand safe passage out of the country to Jordan, Egypt, or Tunisia; he states Fateh has many Syrian, Pakistani, and Iraqi recruits for similar missions [JP 4/29].

Arab World: Spokespersons for Yasir Arafat's Fateh, the DFLP, and the PFLP denounce Jordanian regime for secret contacts with Israeli government officials [FJ 5/2]. Abu Nidal's Fateh Revolutionary Council claims responsibility for 4/27 shooting of British tourist in East Jerusalem, states it was in reprisal for U.S. air raid on Libyand British "collusion" in the attack, states Briton shot was an intelligence agent [WP, PI 4/29]. Egypt, which supplies Israel with one quarter of its oil, has reduced prices by approximately 25%, saving Israeli Treasury over $50 million a year [JTA 4/29].

Arab World: Over 1,000 Egyptian lawyers demonstrate in Cairo, burning Israeli and US flags, on 4th anniversary of normalization of Israeli-Egyptian relations. Chairman Arafat and King Hussein hold secret session in Amman to discuss common approach to future of occupied territories.

Other Countries: Soviet FM Gromyko accuses US of blocking settlement in Lebanon; reaffirms Soviet offer to help set up international conference. Security Council vote on French proposal for UN force in Beirut delayed by Soviet objections to wording.

Military Action:

IDF patrol attacked in Chouf; RPG fired at IDF position near Amik in Bekaa; 2 IDF patrols attacked near Sidon; Syrian forces shell IDF positions in eastern Bekaa.
