IDF ground forces backed by naval and air support continue to enter Gaza overnight, with troops taking up positions across n. Gaza (from which most Palestinian rockets have been fired), surrounding Gaza City, retaking the former Netzarim settlement site nr. the Gaza coast south of Gaza City, and bifurcating the Strip into e. and w. (cutting a swath roughly from the Qarni and Nahal Oz crossings to Netzarim on the coast, driving 1,000s of residents from Juhur al-Dik, al-Mughraqa, and al-Zahra’ with heavy artillery and tank fire), but not entering dense urban areas.

Combat notes: IDF-Palestinian ground fighting is described as “fierce,” characterized by heavy IDF artillery fire and heavy Palestinian sniping and mortar fire. Because the IDF stays out of built-up areas, there are few reports of close-quarter combat or heavy exchanges of gunfire. While ground troops concentrate in the north, Israeli air strikes and naval bombardment focus equally on the north and south, hitting more tunnels on the Rafah border and targeting Hamas leaders for assassination. (The IDF claims to assassinate Hamas rocket cmdr. Hussam Hamdan and IQB and long-range rocket cmdr. Muhammad Hilu in Khan Yunis, senior IQB mbr. Muhammad Shalbush in Jabaliya, but there is no independent confirmation.)

The IDF reports hitting 45 sites and carrying out 40 air strikes during the day, striking a produce market in Gaza City, several mosques, a medical building and 3 mobile clinics in Shati’ r.c. run by a Danish charity, homes of at least 4 Hamas mbrs. (most of whom have gone into hiding), and suspected weapons depots across Gaza. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Daraj, Tal al-Hawa, al-Tuffah, al-Yarmuk, al-Zaytun), Jabaliya, Juhur al-Dik, Khan Yunis, al-Mughraqa, al-Nasser (n. of Rafah), Rafah, Shati’ r.c., al-Shuka, al-Zahra’. After dark, IDF troops conduct door-to-door searches on the outskirts of Gaza City.

Palestinians fire 29 rockets (including at least 12 Grads) and 5 mortars into Israel, hitting Ashdod, Ashqelon, Netivot, Ofakim, and Sederot; 1 house in Sederot is damaged and 1 Israeli woman lightly injured. 

At least 47 Palestinians (including 4 paramedics) are killed and 400 wounded (including 3 paramedics) during the day; 1 IDF soldier is killed, 1 is seriously wounded in a heavy exchange of gunfire nr. Jabaliya; 15 IDF soldiers are wounded (3 seriously) by Palestinian mortar fire inside Gaza. The UN and Palestinian medical workers estimate the Palestinian toll to have reached at least 507 dead, 2,400 injured. The Israeli toll stands at 5–6 killed, more than 40 injured.

Humanitarian notes: The Israeli FMin. announced a new joint office of the FMin. and Israel’s Coordinator of Government Activities in the Territories, called the Humanitarian Affairs Coordination Center (HACC), to coordinate humanitarian organizations operating on aid transfers to the Strip. The UN reports that shortages of fuel, electricity, and water are worsening. Gazan hospitals report drastic shortages of anesthesia, surgical equipment, heaters, spare parts. In the West Bank, the IDF fatally shoots 1 Palestinian demonstrator who attempts to climb the separation wall nr. Qalqilya; conducts late-night arrest raids, house searches in al-Arub r.c. nr. Hebron, nr. Jenin. Israel’s High Court rules that the IDF may seal 2 floors of the home of the East Jerusalem Palestinian who killed 8 students at the Mercaz HaRava yeshiva in Jerusalem in 3/6/08, even though the gunman was killed during the attack and sealing the home would serve only to punish his extended family; another floor of the home will not be sealed because it is being rented to an unrelated family. To increase pressure on Hamas, Israel announces that it will begin curtailing fuel shipments to Gaza by up to 11% and that it has permanently closed the Sufa crossing (closed on 10/26 and 10/27 for the weekend), leaving Kerem Shalom (fully controlled by Israel) the sole crossing point for goods and humanitarian aid. (Officially the government calls the move “self-defense.”) Israel says that it will allow into Gaza “the minimum amount of food and medicines necessary to avoid a humanitarian crisis.” In Gaza, the IDF shoots, wounds a Palestinian fisherman laying nets on the Bayt Lahiya coast; sends troops into al-Shuka, where they exchange tank and heavy machine gun fire with armed Palestinians firing RPGs, leaving 1 Hamas mbr., 1 IDF soldier dead, 2 IDF soldiers wounded; conducts land-leveling operations inside the Gaza border nr. Dayr al-Balah, firing on residential areas, causing no reported injuries. Palestinians fire an RPG at an IDF jeep patrolling the Gaza border e. of al-Maghazi r.c., missing the target, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Bethlehem, Hebron, Jenin, Ramallah. Jewish settlers fr. Itamar nr. Nablus harass Palestinians harvesting olives nearby; the IDF intervenes, forcing the settlers to leave. IDF undercover units assassinate senior AMB mbr. Ibrahim Issa in Qalqilya. The IDF continues operations in Jenin town and r.c., firing on stone-throwing youths, searching homes. Late in the evening, IDF troops in Jenin r.c. shoot, critically wound a Palestinian teenager for no apparent reason, bar his transportation to a hospital, and take him into custody, where he dies. The IDF also directs heavy machine gun fire at residential areas of Khan Yunis, fatally shooting a 7-yr.-old Palestinian girl walking to school; fires on residential areas of Dayr al-Balah, Rafah; fire on stone-throwing youths in Nablus; demolishes 6 Palestinian homes, bulldozes 15 d. nr. Rafah, leaving 131 people homeless; conducts arrest raids, house searches in ‘Ayn Bayt al-Ma’ r.c., Dahaysha r.c., al-Khadir. Palestinians fire mortars at Morag, wounding 5 Jewish settlers. Jewish settlers fr. Pdu’el harvest olives on nearby Palestinian land to which Palestinian farmers have been barred access by the IDF; Jewish settlers fr. Otniel harvest, damage Palestinian olive trees nr. Yatta; Jewish settlers fr. Avi Gayel outpost attack Palestinians harvesting olives nr. Qawawis nr. Yatta. The IDF also halts construction of a Palestinian apartment building nr. a settler bypass road outside Bayt Sahur, claiming the apartment complex (which has been under construction with Israeli permits since 1994, is home to 250 residents) is not within the Bayt Sahur municipal boundaries and is therefore illegal. Elsewhere in Gaza, the IDF makes a 3d attempt (see 8/26) to assassinate Islamic Jihad military cmdr. Muhammad Khalil, firing a missile at his home in Rafah, wounding 4 bystanders; exchanges gunfire with armed Palestinians in Dayr al-Balah, killing 1 Palestinian; fires on residential areas in Khan Yunis. In the West Bank, the IDF demolishes a Palestinian home, conducts arrest raids, fires on stonethrowing youths in Nablus. Armed Jewish settlers fr. Yitzhar attack Palestinians harvesting their olive groves in Asira, shooting and wounding 1 Palestinian, scuffling with others until the IDF separates the sides. Gaza, the IDF conducts an air strike on a warehouse in Jabaliya r.c., destroying it and 3 adjacent Palestinian homes, killing a Palestinian bystander; shells a group of Palestinians in Jabaliya, killing 2 Palestinians, wounding 1; fires missiles into Bayt Hanun (killing 1 Palestinian), Bayt Lahiya (injuring 3). A Palestinian dies of injuries he received in Jabaliya on 10/1. Elsewhere in Gaza, the IDF raids Dayr al-Balah, fatally shooting 1 armed Palestinian, wounding 7 bystanders, bulldozing 40 d.; shells, directs heavy machine gun fire residential areas of Khan Yunis, wounding a student in his classroom, causing significant damage to (but no serious injuries in) the al-Nasser Hospital maternity ward, a home, a mosque. In the West Bank, the IDF arrests 3 armed Jewish settlers fr. Tapuach for setting fire to a Palestinian olive grove, firing guns in the air, attacking Palestinians who arrive to put out the blaze, lightly injuring several Palestinians. A Jewish settler attacks an Orthodox Armenian religious procession in Jerusalem’s Old City, spitting in the face of Deputy Arch Bishop Nurhan, tearing off his cap and cross (breaking the 17th century relic), making religious insults. The IDF soldiers stationed in Netzer Hazani settlement direct shells, machine gun fire at nearby residential areas of al-Qarara, fatally shooting a 9-yr.-old Palestinian girl. A Palestinian dies of injuries received on 7/15. The body of a bound, fatally shot Israeli businessman is found in a Tulkarm industrial zone. The IDF bulldozes Palestinian agricultural land nr. Dayr al-Balah, Rafah; demolishes the home of local Islamic Jihad military cmdr. Muhammad Abu Tabikh in Jenin; blows up a home in al-Brazil, damaging 7 nearby houses; directs heavy machine gun fire at residential areas of Khan Yunis; conducts arrest raids in Tulkarm. In Washington, King Abdallah holds talks with Bush on the peace process, dangers of striking Iraq. Abdallah urges Bush to outline specific steps, time line for moving the peace process forward. Bush says that he's still committed to the creation of a Palestinian state in 3 yrs. but he does not think any new steps by Israel are necessary at the moment. The IDF conducts arrest raids in Birzeit (searching Birzeit University dorms, arresting 10s of students), Dayr al-Balah (fatally shooting 2 Palestinians, including a 13-yr.-old boy), Khan Yunis; fatally shoots a 3d Palestinian nr. Qalqilya; directs shells, heavy machine gun fire at residential areas of Jenin, Rafah. A Palestinian photographer dies of injuries received on 7/11. The Armenian Patriarchate reports that the IDF has confiscated church land, buildings along the Green Line nr. Aida r.c. for Israel's new buffer zone. 32 international humanitarian agencies operating in the territories declare that it has become increasingly difficult over the past 2 mos. for them to work effectively given Israel's "unprecedented military restrictions on humanitarian access to the civilian populations." The IDF directs shells/heavy machine gun fire at residential areas of Khan Yunis, Qarni, Rafah, Wadi al-Silqa; occupies a Palestinian home, bulldozes land in Dayr al-Balah; conducts arrest raids in Dayr al-Balah, Dayr al-Sharaf, Hebron, Tal; fires on a Palestinian boat off Gaza, wounding 1 fisherman; places new roadblocks on the roads linking Nablus with Qalqilya, Tulkarm. Palestinians fire 3 mortars at Gush Katif settlement causing no damage. In Jenin, a mob of more than 1,000 Palestinians enraged by reduced sentences handed down by a judge, storms a makeshift PA security courtroom and executes 3 Palestinians convicted of murdering a popular PSF officer over an intrafamily feud; 100 PSF officers surrounding the building are unable to fend off the mob. Since 9/01, the IDF has demolished Jenin's 2 police headquarters, its security headquarters, 2 prisons, the governor's administrative offices, and its military courtroom, leaving the PA without a secure compound to hold the controversial trial. The military court sought to move the trial to Jericho but could not due to Israeli closures. (AP, HA 2/5; MM, NYT, WP 2/6)

In New York, Ben-Eliezer says that Arafat is not a partner for peace; urges the U.S. to open talks with more "realistic" Palestinians who could form an alternative leadership. He also alleges that Israel has new intelligence information that al-Qa`ida mbrs. have been relocating to Lebanon to join forces with Hizballah; says he will encourage the U.S. to target Hizballah in its war on terror when he meets with officials in Washington on 2/6. Israeli-Palestinian clashes, now in their 8th mo., continue, with Israel Defense Force (IDF) increasingly striking Palestinian targets and entering areas controlled by the Palestinian Authority (PA) without provocation so as to "keep them guessing and [have] them spend more time defending themselves" and with Palestinians stepping up their sniping at soldiers and settlers and firing of mortars (especially in Gaza). To date, around 511 Palestinians, 82 Israelis have been killed. Today, 1 Palestinian is shot dead by IDF troops. The IDF also shells the PA Preventive Security Force (PSF) offices in Jabaliyya, Jinin; directs shells, heavy machine gun fire at residential areas of Khan Yunis; sends tanks, bulldozers into 2 PA-controlled areas in Gaza, occupying a multistory building in al-Qarara nr. Gush Katif settlement and a factory in Dayr al-Balah. IDF soldiers at a checkpoint on the Nablus-Ramallah road halt a Red Crescent ambulance en route to pick up a critically ill patient, severely beat 3 medics, empty the ambulance and damage supplies; the harassment ends when the International Comm. of the Red Cross (ICRC) intervenes. The IDF concedes that the 5/14 attack on a PSF post in Beitunia that left 5 PSF officers dead was a "blunder" and that the area was quiet when soldiers attacked. (WP 5/17; AN, HJ 5/17 in WNC 5/18, 5/21; HA, NYT 5/18)

PA Information M Yasir `Abid Rabbuh appeals to Congress to support the recommendations of the Mitchell Comm., the U.S.-led international inquiry into the causes of the al-Aqsa intifada headed by fmr. U.S. sen. George Mitchell. The comm.'s preliminary report (submitted to Israel and the PA on 5/1) suggests a two-pronged approach to restoring calm based on Israel halting all settlement construction, the PA making a 100% effort to halt violence. The comm.'s final report is expected in 1 wk. The State Dept. says Secy. of State Colin Powell is considering meeting with Sharon, Arafat on the sidelines of his trip to Africa, Europe 5/22+n30. In Washington, U.S. Pres. George W. Bush holds a strategy session on the Middle East with his top foreign policy advisers, including Secy. of State Powell, Secy. of Defense Donald Rumsfeld, National Security Adviser (NSA) Condoleeza Rice. Powell advocates using the recommendations of the Mitchell Comm. and the Jordanian-Egyptian initiative as the base for a cease-fire plan. Both plans call for a full freeze on settlement construction, which admin. officials claim they cannot directly demand from Israeli PM Ariel Sharon. (MM 5/16; MM, NYT 5/17)

Israeli-Palestinian clashes continue, leaving 1 Palestinian dead. Overnight, Palestinian assailants throw hand grenades at an IDF post nr. Gaza's Dayr al-Balah refugee camp. In retaliation, the IDF sends tanks and bulldozers into the camp at dawn, firing 15 shells, demolishing 5 Palestinian homes and a PSF post; the 700 yd. incursion, the deepest into PA-controlled territory since IDF field cmdrs. were given (5/6) free rein to carry them out, leaves 27 Palestinians homeless. Later, the IDF fires machine guns toward journalists, Palestinians digging through the rubble in search of their possessions. The IDF also directs shells, heavy machine gun fire on residential areas of Bethlehem, Jabaliya, Jericho, Khan Yunis; opens a new settler bypass road linking the Jewish settlements of Mevo Dotan, Homesh, Shaked. A pipe bomb explodes in the Old City of Jerusalem, wounding 2 people. For the 2d day, Jewish settlers in Hebron attack, seriously injure 3 Palestinians (ages 6, 14, 16). In Amman, Jordanian security forces violently disperse 100s of Jordanians taking part in 2 Palestinian solidarity rallies sponsored by the Muslim Brotherhood to mark the 53d anniversary of the Nakba. Israeli-Palestinian clashes escalate, leaving 8 Palestinians dead, including senior Islamic Jihad mbr. Sa'ir al-Khruf, who is assassinated by the IDF. (1 Palestinian dies en route to the hospital when his ambulance is detained by the IDF for over 1 hr.) In Nablus, 20,000 Palestinians attend a funeral for 3 of the dead killed overnight. Israel allows a small number of West Bank, Gaza Palestinians over age 35 to attend Friday prayers at al-Aqsa Mosque. Those that are barred scuffle with Israeli police who respond with rubber bullets, stun grenades, tear gas. The IDF also placed curfews on Salfit, Qasrah to conduct an arrest sweep. IDF directed shells, heavy machine gun fire at residential areas in Aida, Aqbat Jabir camp, Bayt Jala (damaging an elementary school), al-Bireh, Dayr al-Balah, Nablus, Ramallah (damaging the PA Local Government Min.), Tulkarm; bulldozes Palestinian agricultural land across Gaza, in Qalqilya. In Rafah, the IDF fires a shell at a family protesting the bulldozing of their land, injuring 6 children. Israeli-Palestinian clashes intensify, leaving 9 Palestinians dead, including senior Fatah official Jamal `Abd al-Razik, whose car is ambushed and strafed by IDF troops. Hrs. later, a remote-controlled car bomb explodes during rush hr. in Hadera, Israel, killing 2 Israelis, injuring 60. Although Arafat denounces the bombing, Barak blames the PA, vows Israel will "get even," convenes his security cabinet to discus how to respond; the cabinet recesses without taking a decision. The IDF sends more tanks into Gaza; dismantles the vegetable market in Hebron; bulldozes Palestinian land in Bayt Lahia, Dayr al-Balah, Hebron, Nablus; demolishes several homes nr. At an emergency session of the UN Security Council (UNSC) in New York, Egyptian, Palestinian envoys call for international protection for the Palestinians.
