Across Egypt, 100,000s of protesters heed the call to observe a “Friday of rage” in Egypt, launching massive demonstrations after midday prayers. Protesters burn the ruling National Democratic Party (NDP) headquarters in Cairo’s Tahrir Square. Police stations and NDP offices are torched in several of Cairo’s middleclass neighborhoods and poorer quarters, as well as in Alexandria, Suez, Port Said, Damietta, Damanhour, and other areas of Upper Egypt and Sinai; prisoners in several jails are freed. With regular police already largely having withdrawn fr. the street, not wanting to confront protesters, Mubarak sends out security and plain-clothes police who violently clash with demonstrators and target journalists, killing as many as 300 and injuring as many as 2,000. Protesters in Cairo and Alexandria overwhelm the security police by dusk, forcing Mubarak to withdraw them to regroup and send the army and tanks into the cities to impose a curfew; but when protesters ignore the curfew, the army does not act. Later, Mubarak appears on state TV and, in effort to appease critics and quell protests, pledges to speed up his program of political and economic reforms, announcing that he has dissolved his cabinet, appointed a new PM to form a new government, and named military intelligence chief Gen. Omar Suleiman as his 1st ever VP, but protesters vow to remain in the streets until he steps down. The U.S. issues its first warnings that it will review its $1.56 b. in annual aid to Egypt depending on how events unfold in the coming days, pressing its contacts within the Egyptian army to avoid violence. Lebanon introduces a draft of a major United Nations Security Council res. for debate that urges the international community to denounce Israeli settlement activity, using wording that artfully pieces together official U.S. statements on settlements to make it harder for the U.S. to object or veto. The U.S. ultimately urges Abbas to suspend discussion of the draft until a Quartet meeting on 2/5, suggesting the Quartet might issue a statement confirming 1967 borders as the basis of final status negotiations and condemning Israeli settlement construction. At an Arab economic summit in Sharm al-Shaykh, Arab leaders pledge $2 b. to shore up regional economies and generate jobs in hopes of preventing the spread of antigovernment riots like those in Tunisia. Saudi Arabia and Kuwait each pledges $500 m., with 11 other states pledging the other $1 b. Observers say however (see NYT 1/20) that leaders are acting more out of a desire to secure their leaderships than to reform and develop their economies, noting that none of the similar initiatives agreed at the last economic summit in 2009 have been implemented. By this date, numerous self-immolations (some fatal) and antigovernment protests have taken place in Algeria, Egypt, Jordan, Mauritania, Morocco, Saudi Arabia, and Yemen since the fall of Ben-Ali on 1/14, citing Tunisia as inspiration. In response to the Yemeni riots, the most severe to date, Pres. Ali Abdullah Saleh has cut income taxes in half, imposed price controls on basic goods, raised salaries for the army, and vowed his son will not succeed him, while the EU has announced an additional $19.5 m. in support to Sana’a for poverty programs. In the West Bank, the IDF bulldozes 20 olive trees on a plot of Palestinian land on the s. border of Ni‘lin, declaring it a closed military zone; conducts synchronized late-night arrest raids, house searches into Tulkarm, neighboring Nur Shams refugee camp (r.c.), and 5 nearby villages; conducts similar late-night arrest raids, house searches nr. Bethlehem, Hebron; closes a gate in the separation wall nr. Dahiyat al-Barid (located btwn. the separation wall and the Green Line nr. Jerusalem), forcing villagers to travel 1–2 hrs. through the Qalandia crossing to access the rest of the West Bank. The Israeli government authorizes the confiscation of 1,700 dunams (d.; 4 d. = 1 acre) of Palestinian land in the villages of al-Ma‘sara, Umm Salamuna, and Wadi al-Nas nr. Bethlehem for expansion of Efrat and Gush Etzion settlements (2,500 new housing units, increasing the settler population there fr. 9,000 to 30,000). The IDF makes an air strike assassinating DFLP military cmdr. Ibrahim Abu Olba as he walks in Bayt Lahiya, wounding 2 bystanders, including a child; bulldozes land on the Palestinian side of the Nahal Oz crossing. In the West Bank, the IDF blocks 4 buses transporting Palestinian children home from a school outing deep in the West Bank to Azun Atma village (located between the separation wall and the Green Line), firing on angry parents gathered on the village side of the wall awaiting their children’s return, wounding 4, arresting 2, and imposing a curfew on the village until the morning of 4/15, when the buses are allowed to pass. The IDF also demolishes a Palestinian home in Anata in East Jerusalem, displacing 10 Palestinians (including 4 children); conducts arrest raids, house searches during the day nr. Salfit and late at night in Hebron, nr. Jenin. Jewish settlers gather nr. the Hawara checkpoint s. of Nablus, stone Palestinian vehicles, causing no injuries; the IDF does not intervene. In Ramallah, PSF officers violently disperse (using batons and tear gas) several 100 anti-Bush protesters attending a rally organized by Hizb al-Tahrir, injuring more than 25. (WP 1/11; OCHA 1/16; PCHR 1/17; WP 1/22)

After meeting with Abbas in Ramallah and for a 2d time with Olmert in Jerusalem, Bush issues his most comprehensive statement to date on his vision of a final peace agreement, saying that Palestinian refugees should receive compensation for the homes and property lost in 1948, but also reiterating statements made in his 4/04 letter to then-PM Ariel Sharon (see Doc. B of the Special Documents in JPS 132) that adjustments should be made to the 1967 borders to accommodate major Jewish settlement blocs. (NYT, WP, WT 1/11)

The IDF makes an air strike on an ESF post in Abasan in s. Gaza, killing 4 ESF officers; makes a 2d air strike on a suspected rocket-launching site in Jabaliya r.c., hitting a home, wounding 6 Palestinian civilians (ages 1, 3, 29, 30, 75, 82). Palestinians fire 2 rockets, 5 mortars fr. Gaza into Israel, causing damage but no injuries; the IDF shells the launching site, causing no reported injuries. Late in the evening, the IDF sends troops into Dayr al-Balah, conducting arrest raids and house searches, occupying a home as an observation post, leveling land to improve lines of site; launches a similar operation in al-Shuka (Palestinian militants fire on the troops, detonate a roadside bomb, causing no injuries). In the West Bank, the IDF bulldozes the farming community of Khirbat Qussa, located btwn. the separation wall and the Green Line nr. Hebron, demolishing the 15 homes, 12 cave dwellings, and 27 sheep pens comprising the village, evicting the 267 residents to the “Palestinian” side of the separation wall. The IDF also conducts arrest raids, house searches nr. Jenin, Nablus, Salfit; raids a number of stores and a bank in Ramallah. Jewish settlers fr. Brakha nr. Nablus prevent Palestinians fr. reaching their olive groves; the IDF intervenes, forcing the settlers to leave. The IDF also intervenes to prevent Jewish settlers fr. Elon Moreh nr. Nablus fr. blocking Palestinians access to their olive groves nearby. Inside Israel, some 100 Israeli police officers make an overnight raid on the Galilee Druze village of Pekiin to arrest men suspected of vandalizing a cell phone antenna, firing live ammunition at stonethrowing residents who protest the predawn incursion, wounding 10s. For unclear reasons, IDF troops at the Erez crossing fire on ESF troops manning the Palestinian side, killing 1 ESF officer, wounding a baggage porter. An IDF helicopter fires a missile at a suspected rocket launching site nr. Bayt Hanun, causing no injuries. In the West Bank, the IDF bars an ailing 75-yr.-old Palestinian woman living in a village btwn. the Green Line and the separation wall fr. crossing a checkpoint at the wall to reach a Jenin hospital, allowing her to die; conducts arrest raids, house searches nr. Tulkarm. In ongoing settler violence in Hebron (see 8/5), Jewish settlers attack and vandalize Palestinian property in the central market area, set fire to the al-Kayal Mosque, burn a business and 2 Palestinian homes; the IDF observes but does not intervene. Israeli naval vessels fire on Palestinian fisherman off the coast nr. Rafah, wounding 3. In the West Bank, a Palestinian stabs, wounds a private Israeli security contractor at Qalandia checkpoint outside Jerusalem. The IDF conducts arrest raids, house searches in ‘Askar r.c., Balata r.c., Tulkarm r.c. and nr. Bethlehem, Hebron, Jenin, Nablus, Qalqilya; begins work on a new segment of the separation wall s. of Tulkarm that will isolate 2,000 d. of Palestinian land btwn. the wall and the Green Line.
