A source in the office of Israeli PM Benjamin Netanyahu says that special envoy to Turkey Joseph Ciechanover and National Security Adviser Yaakov Amidror will go to Ankara on 4/11 for the start of talks on restoring Turkish-Israeli ties. (HA 4/3)

U.S. and Jordanian officials say that the two countries are training Syrian opposition forces that could be used to establish a future buffer zone alongside Syria’s southern border. (WP 4/3)

Hundreds of Palestinian activists set up a tent camp they name ‘‘Bab al-Shams’’ (‘‘Gate of the Sun’’) in the area of the West Bank nr. East Jerusalem known as E1, land Israel has earmarked for further settlement development. Elsewhere in the West Bank, the IDF patrols in and around Hebron and the nearby al-‘Arub r.c., in Jenin, and in 1 village nr. Ramallah at night. Israeli soldiers attack weekly nonviolent demonstrations held by Palestinians, Israelis, and internationals in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih), 1 village nr. Bethlehem (al-Ma‘sara), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in al-Nabi Salih, where 1 Palestinian is wounded by a rubber-coated steel bullet. Jewish settlers from Esh Kodesh outpost destroy over 200 olive trees in Qusra village nr. Nablus. Israel’s Operation Pillar of Defense against Gaza enters its 3d day, leaving another 11 Palestinians dead and bringing the Palestinian death toll since 11/14 to 30, around 1/3 civilians. Intense levels of Israeli air strikes continue, with 40 attacks before dawn and at least 200 overall during the day; reports estimate some 500 targets struck by the Israel Defense Forces (IDF) since the operation began. The IDF bombs Gaza’s Ministry of Interior building and the offices of Hamas’s acting PM Ismail Haniyeh. Palestinian armed groups fire a total of 190 rockets into Israel, including a rocket that lands in an open area nr. Gush Etzion settlement bloc s. of Jerusalem, causing no damage or injuries. The Israeli cabinet approves Israeli DM Ehud Barak’s requests to mobilize 75,000 reservists. Israel’s FM Avigdor Lieberman states that the 2 goals of the operation are to restore deterrence and destroy long-range missiles. Meanwhile, in the West Bank, Palestinians hold demonstrations to protest the attack on Gaza, including a rally of hundreds of Hamas activists in Ramallah. IDF forces injure dozens of Palestinians in the solidarity protests, seriously wounding 1 man in Kafr Qaddum village nr. Qalqilya with a tear-gas canister to the head. Internationally, there is a mixture of support for Israel’s actions and caution regarding escalation. The U.S. Senate unanimously passes a resolution expressing support for Israel’s ‘‘right to act in self-defense.’’ UK foreign secretary William Hague warns Israel against staging a ground incursion into Gaza. Egyptian PM Hesham Kandil visits the Gaza Strip, during which time Israel temporarily stops its attacks. Egyptian pres. Mohamed Morsi condemns Israel’s operation and pledges Egyptian support for the Palestinians. Meanwhile, UN high commissioner for human rights Navi Pillay condemns Israel’s aerial bombardment of Gaza as well as Palestinian rocket fire. (HA, Guardian, JP, MNA, REU 11/16)

Israeli soldiers violently disperse Palestinians, Israelis, and internationals taking part in weekly nonviolent demonstrations against the Israeli occupation and land confiscations held in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih, Budrus), 1 village nr. Bethlehem (al-Ma‘sara), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 2 Palestinians are wounded by a tear-gas canister and rubber-coated steel bullet respectively, and in Kafr Qaddum, where 1 Palestinian is wounded by a tear-gas canister. Egyptian security forces say that unidentified militants fire 3 rockets into Israel from the Sinai Peninsula nr. Rafah. No damage or injuries are reported. (MNA 11/16)

In Amman, Jordanian protests over rising fuel prices continue for a 4th day. Protesters clash with security forces, and a rally of several thousand passes off largely peacefully; chants include demands for the departure of King Abdallah II. (WP 11/16)

The IDF carries out air strikes on a number of targets in the Gaza Strip, killing 1 armed Palestinian and wounding a number of civilians. Palestinian groups fire around 100 rockets and mortars into Israel, causing 3 injuries and structural damage. Israeli PM Netanyahu tells the weekly cabinet meeting that the army is prepared to intensify its attacks; a number of ministers urge an escalation in military operations (such as assassinations), as well as other measures, like cutting off electricity. A source in Netanyahu’s office says that the PM is preparing international public opinion for a military operation in Gaza. (AP, HA 11/11; JP 11/12; PCHR 11/14)

U.S. pres. Barack Obama tells PA pres. Abbas that his administration opposes a Palestinian bid for non-state membership of the UN. Abbas tells a rally in Ramallah marking the anniversary of Yasir Arafat’s death that the PA is under huge pressure to stop the UN initiative, but that they would continue regardless, as it is intended to save the two-state solution. (AFP, JP 11/11)

PA pres. Abbas announces that Russia will join an international investigation into whether Yasir Arafat was murdered. French and Swiss experts will exhume the late Palestinian leader’s body later in the month, after an Al Jazeera report in July suggested he was murdered with polonium. (REU 11/11)

Israeli forces fire into Syria in what the military calls a warning, after stray munitions from fighting between Syrian troops and rebels hit the Israeli-occupied Golan Heights. The incident, described by Israel Radio as the 1st direct engagement of the Syrian military on the Golan since the countries’ 1973 war, highlights international fears that Syria’s civil war could ignite wider regional conflict. An Israeli security source said the military fired in the direction of a Syrian army mortar crew that had launched a shell that overshot the Golan disengagement fence on Sunday, exploding near a Jewish settlement without causing casualties. PA pres. Abbas circulates a draft resolution to UN member states, ahead of an expected vote later in the month on upgrading the Palestinian status to that of non-member observer state. The draft text includes the Palestinian commitment to the two-state solution. An anonymous Palestinian official says that Arab League foreign ministers will discuss the draft and the timing of the vote in a meeting in Cairo on 11/12–13. Israeli FM Lieberman warns of ‘‘far-reaching implications’’ to the UN bid, but Palestinian officials respond with their own threats, such as cancelling the 1994 Paris Protocol, should Israel impose sanctions on the PA after the vote. In meetings with Quartet envoy Tony Blair and the U.S. and French consuls, PLO chief negotiator Saeb Erakat says the UN bid does not contradict the two-state solution. (AP, REU 11/8; JP, MNA 11/9)

Pres. Obama signs into law the U.S.-Israel Enhanced Security Cooperation Act, which calls for an unprecedented strengthening of military, intelligence, and technology cooperation intended to preserve Israel’s qualitative military edge. After Friday prayers, 1,000s of Egyptian protesters besiege the Israeli emb. in Cairo, tear down the wall recently built outside (see 9/3), scale the building to rip down the flag, gain access to the offices, and throw documents into the street. Egyptian security forces collect the ambassador, his family, and other staff who are away from the emb. and secure them at the airport for evacuation to Israel. The 6 employees inside the emb. lock themselves in an office and await rescue. Egyptian riot police arrive in 50 APCs and fire tear gas and rubber bullets to disperse the protesters, who respond with stones and Molotov cocktails. Israeli officials announce that PM Benjamin Netanyahu, in consultation with DM Ehud Barak and Israel’s atty. gen. Yehuda Weinstein, have asked Israel’s High Court to respond to 15 petitions filed by Peace Now demanding the immediate removal of Israel’s unauthorized settlement outposts by ordering the dismantling of outposts built on privately owned Palestinian land before the end of 2011 (with the exception of a house owned by a fallen IDF officer) but authorizing the legalization of those built on state land. This would mean that 6 outposts would be removed, of which 5 are inhabited (47 homes), while more than 100 others would be legalized. In the West Bank, the IDF demolishes 3 structures at the Havat Gilad unauthorized settlement outpost; Jewish settlers stone Israeli border police overseeing the demolition, who respond with tear gas and rubber bullets, leaving 15 persons lightly injured and 17 settlers under arrest. Afterward, Jewish settlers fr. Yitzhar settlement nr. Nablus exact their “price-tag doctrine” attack in nearby Hawara village, fire-bombing a house, injuring 2 children, and damaging other property. Separately, Jewish settlers fr. Halmish nr. Ramallah block a road leading to Nabi Salih and stone passing Palestinian vehicles; the IDF observes but does not intervene. Later, Jewish settlers fr. Gilad occupy a plot of Palestinian land nr. Qalqilya, setting up tents and mobile homes, but are evacuated by the IDF later in the day. The IDF also patrols in 4 villages nr. In the morning, members of the Palestinian Popular Resistance Comm. (PRCs), retaliating for the death of an Islamic Jihad mbr. on 8/16, fire 2 mortars across the s. Gaza border at IDF troops operating inside Israel, lightly injuring 2; the IDF returns fire but no injuries are reported. Late in the evening, the IDF responds with 6 air strikes targeting a deserted house near the c. Gaza border e. of Gaza Valley village (destroying it, a well, and damaging a nearby factory) and several smuggling tunnels on the Rafah border, causing no injuries. During the day, IDF troops make a brief incursion in to s. Gaza to level lands e. of Abassan to clear lines of sight; fire warning shots at Palestinians staging a nonviolent march to the Erez crossing to protest Israel’s imposition of a no-go zone along the border, causing no injuries. In the West Bank, Jewish settlers fr. Karnei Shomron settlement nr. Qalqilya stone passing Palestinian vehicles, causing no injuries. An Israeli court rules that Israel is responsible for the 1/2007 death of a 10-yr.-old Palestinian girl who was fatally shot by Israeli border police while observing a Palestinian demonstration from a distance; the border police alleged she was hit by a rock thrown by protesters, but the court finds that “there cannot be any dispute . . . that Abir was hit by a rubber bullet fired by border police, meaning the fire was conducted either due to negligence or violation of the rules of engagement.” (JP 8/17; AFP 8/18; PCHR 8/19; OCHA 8/20)

Lebanon passes a law granting the country’s approximately 400,000 Palestinian refugees the same rights to work as other foreigners and giving them access to social security benefits, easing decades of restrictions that had barred them from all but menial jobs. (NYT 8/18) 

Israeli DM Ehud Barak signs an order banning 36 foreign nonprofits that have given money to charities run by the Islamic Charitable Association (ICA), which Israel alleges is connected to Hamas (see Quarterly Update in JPS 148), initiating what it vows will be an “unprecedented” military campaign to seal “scores” of offices that had received money from the 36 groups, viewing the action as “essential for the disruption of Hamas operations” in the West Bank. Late at night, the IDF raids and seals the first 7 ICA charities in Nablus. During the day, the IDF detains 1 Palestinian at a demonstration against the separation wall in Ni‘lin (see 7/5); a Palestinian girl videotapes soldiers handcuffing, blindfolding, beating the Palestinian, then shooting him at close range with a rubber-coated steel bullet, injuring him; he is treated by a IDF medic and released. Nr. Salfit, an armed Palestinian shoots, wounds a Jewish settler fr. nearby Yaqir settlement, is shot dead by an IDF soldier; the IDF later (7/20) alleges that the gunman, Mahmud ‘Azi fr. Qarawat Bani Hasan, was the head of the ICA. Late in the evening, the IDF conducts arrest raids, house searches in al-Bireh, nr. Bethlehem and Hebron.
