Overnight, unidentified Palestinians fire 3 Qassam rockets and 1 manufactured Grad rocket fr. Gaza into Israel; the Qassams land harmlessly (1 inside Gaza, 2 in Israel), while the Grad strikes nr. a cattle farm, causing damage and injuring some livestock. In the afternoon, unidentified Palestinians fire 3 mortars into Israel, causing no damage or injuries. Later in the afternoon, the Popular Resistance Comms. (PRCs; an umbrella group comprising all Gaza factions) fire another 4 mortars into Israel containing white phosphorous scavenged fr. unexploded IDF ordnance (UXO), causing no damage or injuries. Israel files an official complaint with the UN over the serious escalation and retaliates in the evening with 4 air strikes in and around Bani Suhayla village s. of Khan Yunis, targeting and destroying an Islamic Jihad training site, 1 Palestinian home, and an agricultural storehouse, causing heavy collateral damage to another 2d home, and injuring 6 Palestinian civilians (including children ages 2 and 14). Late at night, 2 more air strikes destroy a smuggling tunnel on the Rafah border. Meanwhile, in the morning, IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the abandoned settlement sites nr. the border, wounding 1. Late at night, IDF troops make an incursion 1,500 m into al-Shuka in s. Gaza, firing on residential areas to keep Palestinians in their homes, monitoring the area, and withdrawing after 3 hrs.; IDF troops on the s. Gaza border open heavy fire on the demolished Dahaniyya airport site, causing no reported injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Nablus. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, Nabi Salih/Dayr Nizam nr. Ramallah. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving 5 Palestinians lightly injured (3 by tear gas canisters, 1 by a rubber-coated steel bullet) and 10s suffering tear gas inhalation. In the morning, members of the Palestinian Popular Resistance Comm. (PRCs), retaliating for the death of an Islamic Jihad mbr. on 8/16, fire 2 mortars across the s. Gaza border at IDF troops operating inside Israel, lightly injuring 2; the IDF returns fire but no injuries are reported. Late in the evening, the IDF responds with 6 air strikes targeting a deserted house near the c. Gaza border e. of Gaza Valley village (destroying it, a well, and damaging a nearby factory) and several smuggling tunnels on the Rafah border, causing no injuries. During the day, IDF troops make a brief incursion in to s. Gaza to level lands e. of Abassan to clear lines of sight; fire warning shots at Palestinians staging a nonviolent march to the Erez crossing to protest Israel’s imposition of a no-go zone along the border, causing no injuries. In the West Bank, Jewish settlers fr. Karnei Shomron settlement nr. Qalqilya stone passing Palestinian vehicles, causing no injuries. An Israeli court rules that Israel is responsible for the 1/2007 death of a 10-yr.-old Palestinian girl who was fatally shot by Israeli border police while observing a Palestinian demonstration from a distance; the border police alleged she was hit by a rock thrown by protesters, but the court finds that “there cannot be any dispute . . . that Abir was hit by a rubber bullet fired by border police, meaning the fire was conducted either due to negligence or violation of the rules of engagement.” (JP 8/17; AFP 8/18; PCHR 8/19; OCHA 8/20)

Lebanon passes a law granting the country’s approximately 400,000 Palestinian refugees the same rights to work as other foreigners and giving them access to social security benefits, easing decades of restrictions that had barred them from all but menial jobs. (NYT 8/18)

Hamas takes responsibility for planting a bomb in a chicken coop nr. Gaza’s Qarni crossing, luring an IDF bomb squad to the site, and detonating the device, killing an IDF solider and a bomb-sniffing dog, wounding 4 soldiers. In Gaza City, the PSF clashes with some 2,000 Palestinian students protesting the U.S.-led strikes on Afghanistan, opening fire on the crowd with tear gas, rubber bullets, live ammunition. Anti-PA riots last into the night, with outraged Palestinians setting fire to PSF offices and vandalizing Palestinian Airlines offices, cars, stores. In total, 2 Palestinians are killed; 1 Palestinian, 1 PSF officer are left brain dead; 200 Palestinians, 20 PSF officers are injured; 120 Palestinians are arrested. The PA convenes an emergency mtg. with the National and Islamic Higher Comm. for the Follow-up of the Intifada (NIHC), representing all Palestinian factions. Participants issue a joint statement calling for national unity, appealing to the public for calm. Israeli-Palestinian clashes escalate, leaving 8 Palestinians dead, including senior Islamic Jihad mbr. Sa'ir al-Khruf, who is assassinated by the IDF. (1 Palestinian dies en route to the hospital when his ambulance is detained by the IDF for over 1 hr.) In Nablus, 20,000 Palestinians attend a funeral for 3 of the dead killed overnight.
