A Fatah-called general strike is observed in Hebron and East Jerusalem, as protests continue following the death of prisoner Maysara Abuhamdieh. Palestinians protesting the death clash with IDF forces in and around Hebron, in Nablus and Tulkarm, nr. Bethlehem, and outside Ofer prison nr. Ramallah (where 7 are injured with rubber bullets). In the West Bank, the IDF patrols in and around Hebron and nearby al-‘Arub r.c. in the afternoon, and in 1 village nr. Hebron at night; conducts house searches and arrest raids in al-‘Arub r.c. and 1 village nr. Hebron, in 1 village nr. Ramallah, and in Tulkarm at night. A source in the office of Israeli PM Benjamin Netanyahu says that special envoy to Turkey Joseph Ciechanover and National Security Adviser Yaakov Amidror will go to Ankara on 4/11 for the start of talks on restoring Turkish-Israeli ties. (HA 4/3)

U.S. and Jordanian officials say that the two countries are training Syrian opposition forces that could be used to establish a future buffer zone alongside Syria’s southern border. (WP 4/3)

Israel’s Operation Pillar of Defense against Gaza enters its 3d day, leaving another 11 Palestinians dead and bringing the Palestinian death toll since 11/14 to 30, around 1/3 civilians. Intense levels of Israeli air strikes continue, with 40 attacks before dawn and at least 200 overall during the day; reports estimate some 500 targets struck by the Israel Defense Forces (IDF) since the operation began. The IDF bombs Gaza’s Ministry of Interior building and the offices of Hamas’s acting PM Ismail Haniyeh. Palestinian armed groups fire a total of 190 rockets into Israel, including a rocket that lands in an open area nr. Gush Etzion settlement bloc s. of Jerusalem, causing no damage or injuries. The Israeli cabinet approves Israeli DM Ehud Barak’s requests to mobilize 75,000 reservists. Israel’s FM Avigdor Lieberman states that the 2 goals of the operation are to restore deterrence and destroy long-range missiles. Meanwhile, in the West Bank, Palestinians hold demonstrations to protest the attack on Gaza, including a rally of hundreds of Hamas activists in Ramallah. IDF forces injure dozens of Palestinians in the solidarity protests, seriously wounding 1 man in Kafr Qaddum village nr. Qalqilya with a tear-gas canister to the head. Internationally, there is a mixture of support for Israel’s actions and caution regarding escalation. The U.S. Senate unanimously passes a resolution expressing support for Israel’s ‘‘right to act in self-defense.’’ UK foreign secretary William Hague warns Israel against staging a ground incursion into Gaza. Egyptian PM Hesham Kandil visits the Gaza Strip, during which time Israel temporarily stops its attacks. Egyptian pres. Mohamed Morsi condemns Israel’s operation and pledges Egyptian support for the Palestinians. Meanwhile, UN high commissioner for human rights Navi Pillay condemns Israel’s aerial bombardment of Gaza as well as Palestinian rocket fire. (HA, Guardian, JP, MNA, REU 11/16)

In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning, 1 village nr. Qalqilya in the afternoon, and 1 village nr. Ramallah, 2 villages nr. Salfit, and 1 village nr. Jericho at night; conducts house searches and arrest raids in Tulkarm in the afternoon, and in Hebron and 1 nearby village, and 1 village nr. Ramallah at night. Israeli soldiers violently disperse Palestinians, Israelis, and internationals taking part in weekly nonviolent demonstrations against the Israeli occupation and land confiscations held in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih, Budrus), 1 village nr. Bethlehem (al-Ma‘sara), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 2 Palestinians are wounded by a tear-gas canister and rubber-coated steel bullet respectively, and in Kafr Qaddum, where 1 Palestinian is wounded by a tear-gas canister. Egyptian security forces say that unidentified militants fire 3 rockets into Israel from the Sinai Peninsula nr. Rafah. No damage or injuries are reported. (MNA 11/16)

In Amman, Jordanian protests over rising fuel prices continue for a 4th day. Protesters clash with security forces, and a rally of several thousand passes off largely peacefully; chants include demands for the departure of King Abdallah II. (WP 11/16)

The IDF carries out air strikes on a number of targets in the Gaza Strip, killing 1 armed Palestinian and wounding a number of civilians. Palestinian groups fire around 100 rockets and mortars into Israel, causing 3 injuries and structural damage. Israeli PM Netanyahu tells the weekly cabinet meeting that the army is prepared to intensify its attacks; a number of ministers urge an escalation in military operations (such as assassinations), as well as other measures, like cutting off electricity. A source in Netanyahu’s office says that the PM is preparing international public opinion for a military operation in Gaza. (AP, HA 11/11; JP 11/12; PCHR 11/14)

U.S. pres. Barack Obama tells PA pres. Abbas that his administration opposes a Palestinian bid for non-state membership of the UN. Abbas tells a rally in Ramallah marking the anniversary of Yasir Arafat’s death that the PA is under huge pressure to stop the UN initiative, but that they would continue regardless, as it is intended to save the two-state solution. PA pres. Abbas announces that Russia will join an international investigation into whether Yasir Arafat was murdered. French and Swiss experts will exhume the late Palestinian leader’s body later in the month, after an Al Jazeera report in July suggested he was murdered with polonium. (REU 11/11)

In the West Bank, the IDF patrols in 1 village nr. Ramallah and 1 village nr. Bethlehem (firing rubber bullets and tear gas at children going to school) in the morning; patrols in 2 villages nr. Tulkarm and 1 village nr. Ramallah at night; conducts house searches and arrest raids in Hebron and 1 village nr. Ramallah. Israeli forces fire into Syria in what the military calls a warning, after stray munitions from fighting between Syrian troops and rebels hit the Israeli-occupied Golan Heights. The incident, described by Israel Radio as the 1st direct engagement of the Syrian military on the Golan since the countries’ 1973 war, highlights international fears that Syria’s civil war could ignite wider regional conflict. An Israeli security source said the military fired in the direction of a Syrian army mortar crew that had launched a shell that overshot the Golan disengagement fence on Sunday, exploding near a Jewish settlement without causing casualties. The Israeli security cabinet formally severs all direct contacts with the PA, which it calls a “hostile entity,” and vows to “work toward preventing any entrenchment of the Hamas government’s rule”; says Israel will not rule out “personal” contacts with Abbas but views the PA as a single entity, meaning that opening a separate negotiating channel with him to bypass the Hamas-led government is not an option; Israel will also refuse to meet with foreign officials who meet with Hamas mbrs. during their regional visits. After Palestinians fire 5 rockets towards Israel (causing no damage or injuries; 2 land inside Gaza), the IDF heavily shells the n.
