The Palestine Chronology

Israel’s Operation Pillar of Defense against Gaza enters its 3d day, leaving another 11 Palestinians dead and bringing the Palestinian death toll since 11/14 to 30, around 1/3 civilians. Intense levels of Israeli air strikes continue, with 40 attacks before dawn and at least 200 overall during the day; reports estimate some 500 targets struck by the Israel Defense Forces (IDF) since the operation began. The IDF bombs Gaza’s Ministry of Interior building and the offices of Hamas’s acting PM Ismail Haniyeh. Palestinian armed groups fire a total of 190 rockets into Israel, including a rocket that lands in an open area nr. Gush Etzion settlement bloc s. of Jerusalem, causing no damage or injuries. The Israeli cabinet approves Israeli DM Ehud Barak’s requests to mobilize 75,000 reservists. Israel’s FM Avigdor Lieberman states that the 2 goals of the operation are to restore deterrence and destroy long-range missiles. Meanwhile, in the West Bank, Palestinians hold demonstrations to protest the attack on Gaza, including a rally of hundreds of Hamas activists in Ramallah. IDF forces injure dozens of Palestinians in the solidarity protests, seriously wounding 1 man in Kafr Qaddum village nr. Qalqilya with a tear-gas canister to the head. Internationally, there is a mixture of support for Israel’s actions and caution regarding escalation. The U.S. Senate unanimously passes a resolution expressing support for Israel’s ‘‘right to act in self-defense.’’ UK foreign secretary William Hague warns Israel against staging a ground incursion into Gaza. Egyptian PM Hesham Kandil visits the Gaza Strip, during which time Israel temporarily stops its attacks. Egyptian pres. Mohamed Morsi condemns Israel’s operation and pledges Egyptian support for the Palestinians. Meanwhile, UN high commissioner for human rights Navi Pillay condemns Israel’s aerial bombardment of Gaza as well as Palestinian rocket fire. (HA, Guardian, JP, MNA, REU 11/16)

In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning, 1 village nr. Qalqilya in the afternoon, and 1 village nr. Ramallah, 2 villages nr. Salfit, and 1 village nr. Jericho at night; conducts house searches and arrest raids in Tulkarm in the afternoon, and in Hebron and 1 nearby village, and 1 village nr. Ramallah at night. Israeli soldiers violently disperse Palestinians, Israelis, and internationals taking part in weekly nonviolent demonstrations against the Israeli occupation and land confiscations held in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih, Budrus), 1 village nr. Bethlehem (al-Ma‘sara), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 2 Palestinians are wounded by a tear-gas canister and rubber-coated steel bullet respectively, and in Kafr Qaddum, where 1 Palestinian is wounded by a tear-gas canister. Egyptian security forces say that unidentified militants fire 3 rockets into Israel from the Sinai Peninsula nr. Rafah. No damage or injuries are reported. (MNA 11/16)

In Amman, Jordanian protests over rising fuel prices continue for a 4th day. Protesters clash with security forces, and a rally of several thousand passes off largely peacefully; chants include demands for the departure of King Abdallah II. (WP 11/16)

Ramallah (2 synchronized) in the evening; conducts late-night patrols in 2 villages nr. Jenin and Jericho; and conducts late-night arrest raids, house searches in Hebron and Nablus, firing tear gas and stun grenades at stonethrowing youths who confront them in Nablus (causing no serious injuries). Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Nabi Salih, and Ni‘lin. IDF soldiers fire live ammunition (al-Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters; a Palestinian child (al-Nabi Salih) and 1 Swedish activist (Kafr Qaddum) are moderately injured by tear gas canisters, and 1 Palestinian (Kafr Qaddum) is moderately injured by a rubber-coated steel bullet. Pres. Obama signs into law the U.S.-Israel Enhanced Security Cooperation Act, which calls for an unprecedented strengthening of military, intelligence, and technology cooperation intended to preserve Israel’s qualitative military edge. Experts describe the act as prescribing a ‘‘laundry list of security enhancements’’ for Israel (see QU in JPS 165 for details). (JTA, White House press release 7/27; WP 7/28, 7/30; Defense News 8/1)

Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Nabi Salih, and Ni‘lin. IDF soldiers fire live ammunition (al-Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters. A Palestinian in Bil‘in is moderately injured by a rubber-coated steel bullet; 3 Palestinians (including a child) are hit by tear gas canisters in Kafr Qaddum; and 3 internationals and 1 Palestinian are arrested. On the 2d Friday of Ramadan and the 13th anniversary of the outbreak of the 1st intifada, Israeli-Palestinian clashes escalate sharply, leaving 7 Palestinians, 2 Jewish settlers, 1 IDF soldier dead. 5 of the Palestinians are killed when IDF tanks open fire on a PSF post nr. Jinin; 15,000 Palestinians march in Jinin to protest. The soldier, 2 settlers are killed in separate incidents nr. Hebron and Jericho in which Palestinian gunmen fire on their vehicles. In response, Barak tightens the blockade on Palestinian villages, which had been eased slightly for Ramadan. 50 Jewish settlers rampage through the Arab section of Hebron, damaging Palestinian property, occupying a Palestinian home. Settlers also attempt to occupy 3 Palestinian homes in Banidar, Musharqat al-Fawqan. The IDF bars West Bank Palestinians fr. reaching East Jerusalem to attend prayers. Tensions erupt into clashes after services, with Israeli police in Jerusalem opening fire on worshipers with tear gas, rubber bullets, and live ammunition, killing at least 1. For the 1st time in 6 yrs., Israel places an Israeli Arab, Ghassan Athamla of Nazareth, under administrative detention on charges of incitement stemming fr. clashes btwn. In Washington, Secy. Albright, PM Netanyahu hold 2d day of fruitless talks aimed at restarting peace talks. Lower-level teams headed by U.S. special envoy Ross, Israeli Cabinet Secy. Nave will work over the weekend. Netanyahu spends rest of day making courtesy calls to mbrs. of Congress, attending lunch in his honor hosted by the Comm. on International Relations; does not lobby mbrs. to pressure administration to moderate its position. 100,000s of Palestinians across the West Bank, Gaza, Jerusalem turn out for 2-minute moment of silence, nonviolent "March of 1 Million" to mark 50 yrs. of dispossession (known as al-Nakba). Marches in several areas (including, Bethlehem, Gaza, Hebron, Jericho, Jerusalem, Jinin, Nablus, Ramallah) devolve into clashes with IDF, which fires live ammunition, rubber bullets, killing 5 Palestinians, wounding 200-400, making this the worst day of violence in the territories since 9/25/96. 20 Israeli soldiers, policemen and 2 civilians are also injured. Israeli and Palestinian negotiators in Cairo announce agreement on Palestinian police force, release of prisoners. Police force set at 9,000, with 2,000 recruited fr. o.t. and 7,000 fr. outside. Police will be armed with automatic rifles, handguns, and be equipped with 45 APCs and 120 medium MGs. U.S. to supply 200 jeeps and other vehicles; Saudi Arabia loans C-130 aircrafto transport police. Israel agrees to release 5,000 Palestinian prisoners-2,500 after signing of accord, 2,500 when Palestinian police take over, according to PLO official Nabil Shaath and Israeli negotiator Amnon Shahak. Occupied Palestine/Israel: Israel places Gaza Strip under nightly curfew, restricting residents to homes and closing borders from 10 pm to 3 am until further notice; curfew does not apply to Jewish settlers. In response to call from Unified National Command of the Uprising, 200 Gaza policemen resign. In W. Bank, soldiers close Jericho produce market [WP 3/15]. Reports indicate 19 Israeli-appointed village league members from W. Bank have quit recently [CSM 3/14].

Other Countries: P.M. Shamir arrives in Washington, D. C. In speech before United Jewish Appeal Young Leadership Conference, P.M. Shamir says he will introduce "new ideas" to change Sec. of State Shultz's peace plan. U.S. declares plan will not be altered. Shamir holds talks with 3 U.S. senators and meets briefly with Sec. of State Shultz and Sec. of Def. Frank Carlucci [WP, NYT 3/15].

Military Action

Occupied Palestine/Israel: In al-Birah, Israeli soldiers intervene after confrontation between Jewish settlers and two residents; Palestinian child is badly wounded by rubber bullet. In Jenin and nearby village of Yamun, 11 residents are shot, wounded by army gunfire; 9 of wounded are shot while attacking home of collaborator [WP 3/15]. Yamun is ordered under curfew. Authorities erect 50m-long fence in front of Tulkarm camp. Demonstrations continue in Jenin and Jenin refugee camp. In Dhahriyyah village in Hebron district, at least 4 villagers are injured during army raid. Solders said 'Isawiyyah village in Jerusalem district during the night. Several clashes are reported in Ramallah and area villages, including large demonstration in Am'ari camp and 400 Birzeit U. students and faculty members [FJ 3/20].
