Gaza’s power plant begins operating on 4 turbines for the first time since 2006, after Israel (in a gesture to mark Ramadan) allowed the UN Development Program to import new transformers to replace those destroyed by an Israeli air strike in 2006. The improved capacity of the plant and additional Israeli fuel imports to mark Ramadan reduce rolling blackouts across Gaza to 8–10 hrs./day (down from around 12 hrs./day in recent months). The IDF patrols in 2 villages nr. Jericho and Ramallah in the morning; conducts synchronized patrols in 4 villages nr. Jenin at midday; patrols in alNabi Salih in the afternoon, firing rubbercoated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths who confront them (causing no serious injuries); and conducts synchronized patrols in 2 villages nr. PA Fin. Min. Nabil Kassis says the government is finding it harder each month to meet its routine budget expenses because donors, including the U.S. and Arab states, have failed to fulfill their 2012 pledges. The PA had hoped to close a $1.1 b. gap in its $4 b. budget, but is expected to fall short by $250,000, despite increasing taxes and making cuts to subsidies. (WT 7/27)

Republican candidate Mitt Romney begins a 6-day international tour of Britain, Israel, and Poland to point up his foreign policy skills. The theme of the trip is ‘‘the importance of locking arms with the nation’s allies.’’ Aides say that on the Middle East, Romney intends to highlight differences with Obama over plans for the peace process, support for Israel, Iran’s nuclear program, and the U.S. withdrawal from Afghanistan. The International Israel Allies Caucus Foundation (formed by Israeli Knesset mbrs. and mbrs. of the U.S. House of Representatives in 2008) sponsors 2 panels on Capitol Hill to mark nearly 20 yrs. since the signing of the 9/2003 Oslo Accord and to discuss how to move the peace process forward. Speakers include former State Dept. adviser to the negotiations Aaron David Miller, Likud MK and avid settlement supporter Danny Danon (who supports annexation of the West Bank except for the Palestinian population, which would be left to fend for itself), right-wing settler leader and former MK Rabbi Benny Elon (who supports annexation of the West Bank and creation of a Palestinian state in Jordan), and Israeli negotiator to the Oslo talks Yossi Beilin (who says: ‘‘My interest is not necessarily a Palestinian state. All I want is a Jewish majority forever.’’), and Jerusalem Post dep. managing editor Caroline Glick (who says Oslo was destined to fail because Palestinian leaders ‘‘raised a generation of kids who value death’’). The only representative of the Palestinian viewpoint, American Task Force on Palestine (ATFP) dir. Ghaith al-Omari, praises Oslo for establishing a sense of ‘‘mutual respect’’ necessary for moving talks forward and calls for a quick resumption of negotiations. Elon responds that there will be no progress until the Palestinians understand that the Jewish people ‘‘are back in Zion, back in Jerusalem.’’ (WJW 7/26)

U.S. special envoy Mitchell returns to the region for a 2-day visit aimed at reviving indirect talks. He says he will urge the Israeli and Palestinian sides to present their final status positions separately to the U.S. in writing so that the U.S. can recommend bridging proposals. EU FMs meeting in Brussels say the EU will not recognize a unilateral Palestinian declaration of statehood until “an appropriate time.” (WJW 12/14)

In the afternoon, IDF troops on the n. Gaza border fire a flechette round on a group of armed IQB mbrs. operating nr. the border fence n. of Bayt Lahiya, wounding 2. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Qalqilya, Ramallah. Jewish settlers fr. Susia settlement nr. In retaliation for Palestinian rocket fire on 8/24, the IDF carries out an early morning air strike on smuggling tunnels on the Rafah border, collapsing a tunnel, killing 2 Palestinians and injuring at least 6 others; 1 person is reported missing. In the West Bank, the IDF storms the Bayt Jala offices of Bethlehem 2000 Radio, confiscating $150,000 worth of equipment; conducts raids, house searches nr. Ramallah, and Jericho, in Hebron and al- ‘Arub r.c. nr. Hebron, arresting 5 Palestinians (including 2 teenagers); patrols and opens fire in Qabatya village nr. Jenin, causing no reported injuries. Palestinian Authority (PA) PM Salam Fayyad publicizes a 65-page plan to unilaterally build a de facto Palestinian state comprising both the West Bank and Gaza by 2011. (NYT, WP, WT 8/26; WJW 8/27; JPI 9/4)(See Doc. B4 in JPS 153)

To mark captured IDF soldier Cpl. Gilad Shalit’s upcoming 23d birthday on 8/28, 100s of Israeli activists demonstrate outside Israeli security prisons where Palestinians are detained to prevent prisoners’ families fr. visiting them; Israeli police arrest 4 demonstrators. Israel consequently suspends family visits for West Bank prisoners in the Hadarim and Shikma prisons allegedly to reduce the likelihood of clashes. (OCHA 8/25; JPI 9/4)

As Israeli-Palestinian clashes continue, the body of an Israeli boy is found in Ramallah. Ofir Rahum had started an Internet relationship with a Palestinian girl, had arranged to meet her nr. Ramallah earlier in the wk., carrying a large sum of money. Israel partially reopens Gaza airport. The IDF tightens the blockade on Halhul, arresting over 30 Palestinians, confiscating 2 Palestinian homes for use as IDF posts. Jewish settlers attack Palestinian stores in Hebron. Meanwhile, Israeli-Palestinian clashes abate somewhat. Inside Israel, Israeli Jews stab to death 2 Israeli Arabs nr. Tel Aviv, set fire to 3 Arab apartment buildings in Jaffa, and set fire to 3 Palestinian homes and a Jewish-owed restaurant that employed Palestinians in Tel Aviv. Clashes btwn. Israeli Jews and Arabs are also reported in Haifa, Tiberias, and Acre, where Israeli police intervene, firing tear gas and live ammunition, wounding 1 Israeli Arab. (Israeli police say they have arrested some 400 Israeli Arabs, 200 Israeli Jews since clashes began.) Jews fr. West Jerusalem damage Palestinian property in East Jerusalem. In Gaza, the IDF demolishes another apartment building in Netzarim Junction, which was evacuated earlier because it had been hit by IDF shells. Jewish settlers reportedly attack Palestinians in Hebron, Khan Yunis, Rafah and outside Jinin, Nablus, Ramallah; some incidents involve settlers firing automatic weapons. In Rafah, a 12-yr.-old Palestinian is shot dead by the IDF. Nr. Ramallah, IDF soldiers wound a Palestinian ambulance driver with live ammunition. In Gaza, the PLOCC empowers the PLOEC to declare a Palestinian state and "realize its sovereignty over" the territories occupied by Israel in 1967 at "the conclusion of the interim period next 13 September," whether or not a final status agmt. has been reached. Israel has warned that it might respond to a unilateral declaration of statehood by annexing large areas of the West Bank. Overnight, the PSF raids Amari refugee camp nr. Ramallah, arrests a Palestinian man and several accomplices in connection with the fatal shooting of a woman on 7/1. The PA immediately convenes a security court, which sentences the man to death by hanging. Angry residents of Amari march to Ramallah, clash with the PSF. An exchange of gunfire leaves 15 wounded. The Knesset passes (52-43, with 7 abstentions) the 1st reading of a bill that would reduce the amount of time ultra-Orthodox students must attend yeshiva to be exempted fr. military service. PM Barak only backed the legislation after Shas threatened to quit the coalition if the bill was not sent to the Knesset for vote. In Ramallah, PA, Israeli final status teams hold another round of talks on the FAPS. The PA demands that Israel allow Palestinian refugees to return to their homes, provide them with compensation. Israel rejects the demand. PA chief negotiator `Abid Rabbuh says that the FAPS should include Israel's recognition of its "ethical responsibility regarding he displacement of the Palestinian people and their homelessness." In Shepherdstown, Israeli, Syrian teams adjourn negotiations, with plans to resume talks on the U.S. working paper on 1/19. The entire delegations return home; earlier the sides had discussed having the comms. stay on to work while Barak, Shara` returned home (see 1/8). In the Gaza Strip, Palestinian taxi drivers go on 3-day strike to protest increase in taxes imposed by the PA. Some Palestinians stage a sit-in outside the PC to protest increased fuel prices.
