Israel approves formal plans to build an entirely new 2,610-unit Jewish settlement, Givat Hamatos, in southern East Jerusalem with the aim of completely dividing Jerusalem from Bethlehem. The IDF conducts synchronized afternoon patrols in the same 2 villages northeast of Jenin they patrolled on 10/13, synchronized late-night patrols in 6 villages btwn. Jenin and Tulkarm, and separate late-night patrols in Jenin (shooting in the air to intimidate residents). The weekly demonstrations by Palestinians and international activists in Bil‘in express solidarity with Palestinian prisoners in Israeli jails, calling for the release of Fatah’s Barghouti and the PFLP’s Sa‘adat. In Ni‘lin and al-Nabi Salih, Palestinians and international activists rally in support of the Palestinian statehood bid at the UN. In all 4 cases, IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, but no significant injuries are reported. Jewish settlers fr. Gil’ad settlement nr. Qalqilya escorted by IDF troops stop a Palestinian family fr. harvesting olives on their land, saying they had exceeded the time allocated by the IDF for the harvesting. The IDF continues operations in Jenin for a 3d day, firing on stone-throwing youths, conducting arrest raids and house searches; demolishes 7 Palestinian homes in Rafah; confiscates 308 d. of Palestinian land in Shufa nr. Tulkarm for military purposes; bulldozes 31 d., 3 wells nr. Rafah; conducts arrest raids, house searches in ‘Ayn Bayt al-Ma’, al-‘Aza, al-Khadir. Armed Jewish settlers fr. Shvut Rachel chase Palestinian olive harvesters away fr. their groves; the IDF intervenes, allowing Palestinians to continue the harvest. Arafat arrives at a military hospital in Paris. Before leaving Ramallah, he authorizes Abbas, who is secy. gen. of the PLO Exec. Comm. and the dep. secy. of the Fatah Central Comm., to assume responsibility for day-to-day affairs of the PLO and Fatah in the territories. (Technically, Faruq Qaddumi, as secy. of the Fatah Central Comm., automatically becomes Fatah chmn. in Arafat’s absence, but since he based in Tunis, Abbas, as dep. secy., assumes his duties in the territories.) In Hebron, a Fatah sniper, retaliating for the Jawabiri assassination on 6/24, shoots and wounds a 7-yr.-old Jewish settler, sparking a firefight in which 12 Palestinians, 4 IDF soldiers are wounded. In response, the IDF seals, places a curfew on the Palestinian section of Hebron, bulldozes Palestinian land s. of Hebron; Jewish settlers place more caravans at a new illegal outpost site nearby. Jewish settlers also place caravans on Palestinian land nr. Qalqilya, attack Palestinian cars in Wadi al-Juz, cut off water to Palestinian villages nr. Halmish settlement. Palestinians fire on a settler bus nr. Jerusalem. A gunfight erupts nr. Neve Dekalim settlement, wounding an 11-yr.-old Palestinian. The IDF tightens closures on Qalandia, Tulkarm; confiscates 20 dunams of Palestinian land nr. Fmr. U.S. senator George Mitchell, head of the Mitchell Comm., recommends that in order to move the cease-fire forward, Israel should immediately implement a full settlement freeze, the U.S. should invite Arafat to the White House. Meanwhile, in Israel, DM Ben-Eliezer says Israel plans to remove 15 illegal settler outposts that have been set up since the al-Aqsa intifada began, noting that they are a danger to security and cannot be defended adequately. Israeli-Palestinian clashes increase slightly. A faction of Fatah claims responsibility for the drive-by shooting deaths of 2 Jewish settlers in the West Bank. In response, the IDF reimposes the blockade on Silat al-Dahir, Tulkarm. Palestinians fire mortars at Israeli targets in Gaza, causing no damage. In Haifa, the IDF disables 4 pipe bombs discovered hidden in a motor bike. The IDF dismantles roadblocks, eases restrictions on Halhul and Qalqilya, but sets up barriers on the Betin-`Ayn Yabrud road, tightens the closure on Hebron, confiscates 10s of dunams of Palestinian land nr. Ofra settlement, conducts an arrest sweep in Aqraba. Most secondary routes in the West Bank remain sealed. Jewish settlers burn 10s of dunams of Palestinian fields in Luban al-Gharbiyya, raze agricultural land in al-Zawiya, assault 3 Palestinian children (ages 8, 11, 13) in Hebron. Israeli-Palestinian clashes continue, leaving at least 2 Palestinian dead. In Tulkarm, a senior Fatah mbr. is found stabbed to death in what the PA alleges to be another Israeli assassination. In Gaza, a top PSF officer is killed when he attempts to defuse an unexploded IDF shell. In Nablus, Jewish settlers open fire on a Palestinian high school, wounding 2 pupils. The IDF shells residential areas of Bayt Lahia, al-Bireh, Khan Yunis, Rafah; destroys a water network, 2 PSF posts nr. Bayt Lahia; bulldozes 25 dunams of Palestinian land in the Netzarim area. Just before Arafat meets with Clinton in Washington, Israel assassinates senior Fatah cmdr. Hussayn Ubayyat in Bayt Sahur, tracking him by helicopter and shelling his car, also killing 2 Palestinian bystanders, wounding his aide and at least 6 bystanders. After their mtg., neither Arafat nor Clinton express hope that Israeli-Palestinian clashes will end soon; the U.S. does not condemn the Israeli attack. Israeli-Palestinian clashes continue throughout the day. In addition to the fatalities fr. the Ubayyat assassination, a 4th Palestinian is shot dead by the IDF. In nr. Rafah, the IDF bulldozes 100s of dunams of agricultural land, demolishes 2 Palestinian homes, evacuates a 3d to create a new IDF outpost. The IDF also clears lands around the main road of Nazlit Issa village nr. Tulkarm, demolishes several greenhouses nr. Jinin. Jewish settlers set fire to 100 dunams of Palestinian crops outside Qalqilya, attack Palestinians and Palestinian property in Hebron and around Jinin.
