In the West Bank, Israeli settlers built a structure in the Homesh settlement outpost with approval from Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant. Israeli settlers also set fire to palm trees in Burqa, near the Homesh outpost. Israeli forces shot and killed 1 Palestinian intelligence officer and injured 8 others during a late-night raid in Jenin. Israeli forces also demolished 1 house in Artas and 1 in Jericho. Elsewhere, Israeli forces seized a tractor and construction tools in Beitunia. 12 Palestinians were arrested during late-night raids in Tammun, Jenin, Nablus, and Dura. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Bayt Hanina. PLO secretary-general Hussein al-Sheikh met with EU representative to Palestine Sven Kühn von Burgsdorff in Ramallah, calling on the EU to pressure Israel to end unilateral measures. (WAFA 5/29)

The U.S., UK, and EU criticized the Israel decision to allow Israeli settlers to build a new structure at the Homesh settlement outpost and to allow settlers a permanent presence there. The U.S. said it was “deeply troubled” and that it “violates Israel’s commitment to the Biden administration.” The UK urged Israel to “honor recent commitments made in Aqaba and Sharm El-Sheikh.” (HA 5/30; MDW 6/1)

At a cabinet meeting, Israeli justice minister Yariv Levin defended his position that the government needs more control over the appointment of judges to the Supreme Court, saying “Arabs buy apartments in Jewish communities in the Galilee and this is causing Jews to leave these areas because they don’t want to live with Arabs,” noting that judges should understand that. The Israeli military said it had successfully tested the C-Dome, a naval version of the Iron Dome system. (HA 5/29)

In the West Bank, 14 Palestinians were arrested during late-night raids in Turmus ‘Ayya, Jalazun refugee camp, Ramon, Nablus, and Tubas. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Silwan. (MEMO, WAFA, WAFA 11/8; PCHR 11/10; UNOCHA 11/25)

PA prime minister Mohammad Shtayyeh attended the COP27 climate summit in Sharm el-Sheikh, Egypt. At the sidelines of the summit Prime Minister Shtayyeh attended a meeting with Israeli environmental protection minister Tamer Zandberg, Lebanese prime minister Najib Mikati, Iraqi president Abdul Latif Rashid, and officials from Oman and Jordan and other countries in the Middle East. Israel and Jordan also signed a memorandum of understanding to continue work on an agreement made in November 2021 to exchange water, provided by Israel, for energy provided by Jordanian solar farms. A convoy of 15 trucks carrying fuel from Iraq to Syria was attacked in an air strike after entering Syria, killing 10 people. The attack was attributed to Israel. (HA 11/9; AP 12/14)

In an interview with Kan, U.S. ambassador to Israel Tom Nides said that he will see how the next right-wing government speaks and acts before taking a position on the possibility of the Otzma Yehudit party forming part of the government. Ambassador Nides also said "[t]his is a country that is a democracy with elected leadership and I intend to work with them." The White House is reportingly considering not engaging with the Itamer Ben-Gvir-led Otzma Yehudit. (HA 11/10)

In the West Bank, Israeli settlers vandalized more than 20 Palestinian-owned vehicles in al-Bireh with racist graffiti and by slashing tires. Israeli settlers with military escort brought their cattle to graze on Palestinian lands, leading to a confrontation between Israeli soldiers and Palestinians; tear-gas related injuries were reported. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Burqa and the Za‘atara checkpoint, causing damage. Israeli forces razed an olive grove in Wadi Fukin, uprooting 30 olive trees. Israeli forces also raided Qalandia refugee camp, injuring 7 with rubber-coated bullets and dozens of others with tear gas; 1 was arrested. 9 other Palestinians were arrested during late-night raids in Abu Shukheidim, Jalazun refugee camp, Tuqu‘, Hebron, Nablus, and Awarta. In East Jerusalem, 2 Palestinians were arrested in the Old City and Silwan. In Israel, 1 Palestinian citizen of Israel stabbed 6 Israeli Jewish people and rammed them with his car in Beersheba, killing 4 and wounding 2 others before he was shot dead by an Israeli bus driver. The Palestinian man, who was a resident of Hura, was said to be a supporter of ISIS and was reportedly arrested in 2015 and 2016 for attempting to join ISIS in Syria. In a report to the UN Human Rights Council, the UN special rapporteur Michael Lynk charged Israel with committing crimes of apartheid. Special Rapporteur Lynk wrote that Israel has “an institutionalized regime of systematic racial oppression and discrimination ... where Israeli Jews and Palestinian Arabs in East Jerusalem and the West Bank live their lives under a single regime which differentiates its distribution of rights and benefits of the basis of national and ethnic identity, and which ensures the supremacy of one group over, and to the detriment of, the other.” (NYT 3/23; HA, WAFA 3/24; WAFA 3/25)

In the West Bank, 1 Palestinian man hit 1 Israeli soldier with his car in a crash near the Halamish settlement near Deir Nidham. Israeli forces arrested the Palestinian man who also sustained injuries; it was unclear if he hit the soldier on purpose. Israeli settlers threw stones at Palestinian vehicles near Sabastia and closed a road between Jenin and Nablus. Israeli settlers with military escort also closed an entry to al-Lubban al-Sharqiya. Israeli forces shot and injured 5 Palestinian protesters with rubber-coated bullets at a checkpoint near Birzeit University; others suffered tear-gas related injuries. Israeli forces also uprooted 40 dunams (9.9 acres) of land planted with olive and almond saplings, demolished agricultural structures in Battir, and demolished 1 residential tent in Bayt Jala, displacing 6. 9 Palestinians were arrested during raids in Beit Sahour, Dheisheh refugee camp, Tulkarm, Bir al-Basha, Jaba‘, and Kobar. In East Jerusalem, 1 Palestinian was arrested during a raid in Silwan. In Gaza, Israeli forces opened fire at Palestinian farmers east of Dayr al-Balah; no injuries were reported. Israeli forces also opened fire and fired tear gas at Palestinian farmers northeast of Beit Hanun, causing tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza City, damaging 1 boat; no injuries were reported. In Gaza, Israeli forces made incursions and leveled land east of al-Shuka. In the Naqab desert, Israeli police violently dispersed Palestinians protesting a forestation program designed to displace Palestinian Bedouins from their land near Sawa; 16 were arrested and 2 Israeli police officers were reportedly injured. There were also reports that stone-throwers had attacked 1 bus, that large stones had been placed on railway tracks, forcing a train to stop, and that 1 Israeli journalist was assaulted and his car set on fire. Israeli authorities charged 1 Israeli police officer with assaulting 1 Palestinian woman by ripping off her hijab, pulling her hair, and hitting her in East Jerusalem. (HA 1/11)

The Israeli supreme court ruled that the Israeli interior ministry cannot continue to deny Palestinians married to Israeli citizens residency rights, using a temporary ban that expired in July 2021. Interior minister Ayelet Shaked has instructed her ministry to hold up Palestinian applications for family unifications. (HA, WAFA 1/11)

In East Jerusalem, a group of Jewish settlers stabs and beats 2 East Jerusalem Palestinians, killing 1 Palestinian and wounding the other; Israeli authorities confiscate the body of the man killed and return it to the family with orders to hold the burial immediately, with no more than 10 family mrbs. present to prevent rioting (the family complies). In the West Bank, the IDF patrols in 3 villages nr. Ramallah, 2 nr. Qalqilya, and 2 nr. Tulkarm in the afternoon and evening, and in 1 village nr. Qalqilya late at night; conducts late-night arrest raids, house searches nr. Nablus. Palestinians (accompanied by Israeli and international activists in some areas) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Dayr Nizam/Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 3 Palestinians are injured, and 3 are arrested. (PCHR 2/17; OCHA 2/18)

Early in the day, with massive antigovernment protests expected in Egypt after Friday’s midday prayers, rumors spread that Mubarak has left Cairo for his residence in Sharm al-Shaykh under pressure from the army. Soon after, the Supreme Council of the Egyptian Armed Forces issues communiqué no. 2 indicating that the military is in effective control of the country and will oversee “the peaceful transfer of authority . . . towards a free democratic community that the people aspire to,” and pledging not to take action against protesters for demonstrating against the government. Timed with lateevening prayers, VP Suleiman confirms that Mubarak has “decided to relieve himself of his position as president and the supreme military council has taken control of the state’s affairs,” ending the 82-yr.-old leader’s 30-yr. rule. In Gaza, 1,000s of Hamas supporters rally to celebrate Mubarak’s fall, calling on the next Egyptian government to open the Rafah border and reconsider Egypt’s relations with Israel. In the West Bank, the PA continues to bar rallies in solidarity with Egyptian protesters, but 100s of Palestinians spontaneously honk horns and cheer in the streets when news of Mubarak’s exit broadcast. Lebanon introduces a draft of a major United Nations Security Council res. for debate that urges the international community to denounce Israeli settlement activity, using wording that artfully pieces together official U.S. statements on settlements to make it harder for the U.S. to object or veto. The U.S. ultimately urges Abbas to suspend discussion of the draft until a Quartet meeting on 2/5, suggesting the Quartet might issue a statement confirming 1967 borders as the basis of final status negotiations and condemning Israeli settlement construction. (NYT 1/20)

At an Arab economic summit in Sharm al-Shaykh, Arab leaders pledge $2 b. to shore up regional economies and generate jobs in hopes of preventing the spread of antigovernment riots like those in Tunisia. Saudi Arabia and Kuwait each pledges $500 m., with 11 other states pledging the other $1 b. Observers say however (see NYT 1/20) that leaders are acting more out of a desire to secure their leaderships than to reform and develop their economies, noting that none of the similar initiatives agreed at the last economic summit in 2009 have been implemented. By this date, numerous self-immolations (some fatal) and antigovernment protests have taken place in Algeria, Egypt, Jordan, Mauritania, Morocco, Saudi Arabia, and Yemen since the fall of Ben-Ali on 1/14, citing Tunisia as inspiration. In response to the Yemeni riots, the most severe to date, Pres. Ali Abdullah Saleh has cut income taxes in half, imposed price controls on basic goods, raised salaries for the army, and vowed his son will not succeed him, while the EU has announced an additional $19.5 m. in support to Sana’a for poverty programs. In the morning, the IDF raids the Ambassador Hotel in Shaykh Jarrah in East Jerusalem, shuts down a temporary news bureau set up by the Palestinian Media Center to cover the pope’s visit, confiscates documents fr. the news team, and threatens to close the hotel if it allows Palestinian media to work fr. the site again. Late in the evening, the IDF conducts arrest raids, house searches nr. Hebron. A PA court in Nablus sentences Hamas mbr. Muhammad Silman Qatanani, arrested by the PA 10 mos. ago on suspicion of illegal possession of weapons and explosives, to 18 mos. in prison for establishing clandestine Hamas cells with the aim of staging a coup against the Abbas government. In the West Bank, the IDF begins work on a new electricity network on Palestinian land to supply Jewish settlements n. and s. of Hebron; enters Thinnaba and Izbat al-Jarad villages nr. Tulkarm in the evening, patrolling the streets and firing percussion grenades; conducts late-night arrest raids, house searches in and around Ramallah, in Nablus, nr. Jenin. The Palestinian woman who carried out a suicide bombing on 1/27 is identified as Wafa Idriss, a Red Crescent volunteer medical worker who reportedly was distraught over the Palestinian casualties inflicted by the IDF. Most recently, a boy she treated, who had been shot by the IDF and left in a coma died, on 1/25. AMB claims she was "one of our female fighters," but family and friends say she had no connection to the group; she also was not religious, never attended al-Najah University. Israel begins reviewing a project for 4,000 new housing units in Har Homa settlement (Jabal Abu Ghunaym) in East Jerusalem. If approved, the site would be known as Har Homa B, would link Har Homa with Gilo settlement. (al-Quds 11/2 in WNC 11/3; LAW 11/4)

Israeli-Palestinian clashes escalate again. In Ramallah, 2 IDF reservists--"at least partially in uniform," driving a private vehicle, most likely armed--stray deep into area A, cross paths with a funeral procession. The crowd, assuming the soldiers are on an undercover operation, attack them and set their car afire. (Some reports say a body burned beyond recognition, possibly a 3d IDF soldier, is found in the vehicle.) PA police intervene and take the 2 reservists into protective custody, removing them to a nearby police station. When news of the incident spreads, 1,000s of Palestinians descend on the station (manned by 21 officers), break in, and kill the soldiers, injuring 15 policemen in the process.
