The PA declares a 40-day mourning period; immediately begins preparations to hold a state funeral in Cairo on 11/12, followed by his “temporary” burial in his Ramallah compound (the Muqata) later in the day. Earlier this afternoon, in anticipation of Arafat’s passing, the PLO Exec. Arafat arrives at a military hospital in Paris. Before leaving Ramallah, he authorizes Abbas, who is secy. gen. of the PLO Exec. Comm. and the dep. secy. of the Fatah Central Comm., to assume responsibility for day-to-day affairs of the PLO and Fatah in the territories. In Paris, U.S. Secy. of State Albright, CIA Dir. Tenet meet with Arafat, Barak. After 12 hrs. of talks, joined at times by UN Secy.-Gen. Annan and French pres. Chirac, the sides reach an arrangement under which Barak agrees to withdraw troops to their positions before 9/28, Arafat agrees to try to curb Palestinian rioting, both sides agree to keep people away fr. 3 hot spots (Netzarim Junction in Gaza, Joseph's Tomb in Nablus, and the "circle area" nr. Meanwhile, Palestinian-Israeli clashes continue in the West Bank, Gaza, and Israel, leaving 9 Palestinians dead, 10s wounded; 2 Palestinians die of wounds received earlier. An Israeli Arab is killed in a clash Israeli police in Kefar Manda in the Galilee. The IDF eases open-fire regulations, permitting soldiers to fire on any vehicles approaching checkpoints and continues to use heavy weapons, but overall the fighting is less intense than in previous days. Protests against Israel's actions are held in Damascus, where 1,000s of students demonstrate outside the U.S. emb.; in Cairo, where 1,500 students demonstrate outside the Israeli emb.; and in Amman, where riot police fire tear gas to disperse 800 protesters marching toward the Israeli emb., injuring 62. In Copenhagen, 5,000 attend a Palestinian solidarity rally. Smaller rallies are staged in Istanbul, London, Rome. Talks are expected to end before Clinton leaves for a G-8 mtg. in Japan on 7/19. U.S. officials say that the PLOCC's 7/3 "threat" to declare a state as of 9/13 influenced Clinton's decision to hold the summit now. Barak, Arafat hold generally positive mtg. on the sidelines of the Socialist International congress in Paris, but Barak sparks controversy afterward by saying that Israel no longer sees UN Res. 242, one of the bases of the Oslo process, as fully applicable to the West Bank and Gaza Strip. In his speech to the congress, Barak says that while Israel wants political separation fr. the Palestinian areas, "economic cooperation between us must and will continue"; calls on Syrian pres. With the passage of the 2d deadline for the voluntary evacuation of 10 West Bank settlement enclaves, Israel announces that the IDF will forcibly evacuate the remaining occupied outpost, Havat Maon. Over the past few days, some 300 ultranationalist settlers have joined the 4 families originally encamped at the site, set up prefabricated houses in protest, hoping to make it impossible for the government to remove the settlement. A group of rabbis for the settlements issues a ruling forbidding the use of force against soldiers, but also calling the eviction a "crime against the Torah and the homeland." Israel's Atomic Energy Commission, which rarely makes public statements, releases a announcement saying "an employee died in a 12-foot fall while preparing scaffolding for a welding job at the nuclear research center [Dimona] in the Negev." Jordan arrests leading Hamas activist `Abd al-Aziz Umary (also known as Izzat Rushuq), the 22d Hamas mbr. to be detained since the government crackdown began in 8/99; 2 other individuals are arrested, released on $5,000 bail each for "harboring" Umary.
