Israeli-Palestinian clashes continue at the same level of the past few days, with most clashes occurring on the outskirts of Palestinian cities, which are encircled by IDF troops. 2 Palestinians are killed by Israeli gunfire; 1 Palestinian dies of illness after being denied access to medical treatment by the IDF for 2 days because of the internal closure; 190 Palestinians are injured. In Gaza, Fatah, Hamas stage demonstrations against Arafat's participation in the Sharm al-Shaykh talks. Palestinian refugees in Lebanon, hold similar protests in `Ayn al-Hilwa, Baalbek, Tyre. In Iran, 1,000s of students march to the local UN offices to urge UN support for the Palestinians, condemnation of Israel. Smaller rallies in solidarity with the Palestinians are held in Amman, Ankara, Tokyo. In the U.S., demonstrations are held in Madison, San Francisco. The UNGA, citing a rule that allows it to take up matters of international peace and security when the UNSC proves unable or unwilling to do so, begins preparing for an emergency session to debate a resolution condemning recent Israeli violence. Hizballah says that Tenenbaum, the 4th IDF solider taken captive, approached Lebanese contacts in Europe, claiming to be an intelligence agent for a country other than Israel. He was lured to Beirut, traveling on a fake passport, on the pretense of meeting with a Hizballah official. Israel does not comment. At the request of Shin Bet, the Israeli High Court imposes a ban on publishing information about the affair. (NYT, WP 10/17; WJW 10/19) (see 10/15)

International mediation efforts continue, with UN Secy.-Gen. Annan, Russian FM Ivanov, EU foreign policy dir. Javier Solana each meeting separately with Arafat, Barak. Egypt's Musa flies to Damascus to confer with Syrian pres. Asad, who phones Arafat to express Syrian support. Mubarak also phones Arafat and rejects Clinton's proposal (10/8) for a summit in Egypt, saying Israel must 1st agree to pull its troops back fr. PA areas, stop threatening Lebanon and Syria (see 10/8), bar official Israeli visits to the Haram al-Sharif/Temple Mount, agree to an international inquiry. Meanwhile, Israeli-Palestinian clashes abate somewhat. Inside Israel, Israeli Jews stab to death 2 Israeli Arabs nr. Tel Aviv, set fire to 3 Arab apartment buildings in Jaffa, and set fire to 3 Palestinian homes and a Jewish-owed restaurant that employed Palestinians in Tel Aviv. Clashes btwn. Israeli Jews and Arabs are also reported in Haifa, Tiberias, and Acre, where Israeli police intervene, firing tear gas and live ammunition, wounding 1 Israeli Arab. (Israeli police say they have arrested some 400 Israeli Arabs, 200 Israeli Jews since clashes began.) Jews fr. West Jerusalem damage Palestinian property in East Jerusalem. In Gaza, the IDF demolishes another apartment building in Netzarim Junction, which was evacuated earlier because it had been hit by IDF shells. Jewish settlers reportedly attack Palestinians in Hebron, Khan Yunis, Rafah and outside Jinin, Nablus, Ramallah; some incidents involve settlers firing automatic weapons. In Rafah, a 12-yr.-old Palestinian is shot dead by the IDF. Nr. Ramallah, IDF soldiers wound a Palestinian ambulance driver with live ammunition. In light of the need to expand UNIFIL, UN Secy.-Gen. Annan meets with mbrs. of Congress to urge them to release money that the U.S. has pledged to UN peacekeeping. Currently, 4 missions (Congo, East Timor, Kosovo, Sierra Leone) are underfunded because the Senate Appropriations Comm. has placed a hold on $368 m. (WT 5/26)

Israel's Interior M Natan Sharansky meets with UN High Commissioner for Refugees Sadako Ogata, informs her of Israel's intention to establish a national body to handle requests for asylum fr. 1,500 SLA mbrs. and their familles, totalling 6,420 persons in all, who have fled Lebanon with the IDF pullout. Hizballah gen. secy. Hassan Nasrallah says that his organization will turn over to the Lebanese authorities tanks, guns, and ammunition abandoned by the IDF and SLA but does not offer to disarm itself. Nasrallah says Hizballah refuses to commit its military resources to either Syria or the Palestinians in their quests to liberate their land fr. Israel, though it supports both goals. (NYT, WP 5/26)

As the IDF withdraws fr. s. Lebanon, Hizballah mbrs. enter vacated areas, Lebanese civilians arrive en masse fr. the north to celebrate and visit, SLA mbrs. desert or flee toward Israel seeking asylum. Israeli tanks and warplanes repeated fire close to crowds to halt their advance, killing 6 civilians, including aLebanese driver for BBC, and wounding lOs. With cabinet approval, Barak orders an accelerated evacuation of IDF troops fr. the remaining half of s. Lebanon still under Israeli control and sends tanks and troops fr. deep inside Israel to reinforce the northern border. 1,OOOs of Israelis leave their homes in towns nr. the Lebanese border and stream south, fearing cross-border shelling fr. To speed UN verification of Israel's withdrawal fr. Lebanon, UN Secy.-Gen Kofi Annan recommends that the UN immediately expand UNIFIL fr. 4,500 to 5,600 troops and draft aseparation line ("blue line") conforming to, but not constituting, the internationally recognized border. In Washington, Clinton holds talks with Arafat on final status negotiations, which the U.S. announces are set to resume after Passover ends on 4/27. The U.S. says there has not been enough progress in the Bolling sessions to meet the 5/13 FAPS target date, so all efforts will be directed toward the 9/13 deadline. The UN says it may nearly double its the size of UNIFIL fr. 4,500 to 8,000 troops to prevent formation of a security vacuum in s. Lebanon following an IDF withdrawal. Secy.-Gen. Annan dispatches his special envoy Larsen to the region to coordinate plans with Israel, Lebanon, Syria. (MEI, WP 4/21)

The UNSC adopts a statement fr. Secy. Gen. Annan informing the council of Israel's intentions to withdraw fr. s. Lebanon in keeping with UN Res. 425 and 426 and initiating preparations to enable the UN to carry out its responsibilities under those resolutions in order to avoid a deterioration of the situation in Lebanon. Israel releases 13 Lebanese detainees, returns them to Lebanon. 2,000 friends, relatives, supporters greet them at the border. The remaining 2, Obeid and Mustafa Dirani, will be held at least until a hearing on 5/8 to determine whether they pose a security threat to Israel. In Amman, U.S. Defense Secy. Cohen, King Abdallah discuss cooperation efforts to modernize the Jordanian army, improve living conditions in the kingdom. Cohen also complains about the violation of the embargo on Iraq by an Italian plane that departed Amman on 4/3. (MM 4/4)

At Haifa University, a fist fight breaks out btwn. several Israeli Arab and Right-wing Jewish students over insults by the Jewish students regarding an Israeli Arab demonstration on campus 4/3. Israeli police intervene, detain 1 Arab and 1 Jewish student for questioning. Irate students attack the police, sparking a riot that lasts 2 hrs. (HA [Internet] 4/5)

The pope visits Bethlehem, where he meets with Arafat, conducts mass, visits Dahaysha refugee camp, and tours religious sites. The pope pauses his mass for 2 minutes of silence during the Muslim afternoon call to prayer to demonstrate the accommodation, respect necessary among religious groups. After the pope leaves Dahaysha refugee camp (where almost 10,000 refugees live on less than 1 mi.² of land), Palestinians angry over the highhandedness of PA police enforcing security for the pope's visit clash with the police in an exchange of rock throwing, beatings, weapons fire.
