The IDF sets up another artillery battery nr. Kerem Shalom outside the s. Gaza Strip; conducts air strikes on a car nr. Rafah assassinating wanted senior PRC military cmdr. Iyad Abu al-‘Aynayn and 3 other PRC mbrs., also killing ‘Aynayn’s 5-yr.-old son, a young bystander, and wounding at least 14 bystanders, including ‘Aynayn’s 7-yr.- old daughter; steps up shelling across Gaza, particularly around Gaza City, including nr. Abbas’s presidential compound where he is currently staying (no injuries reported); blows up a Palestinian home in Hebron allegedly used for manufacturing explosives; conducts arrest raids, house searches in Balata r.c. (firing on stone-throwing youths who confront the troops, wounding 2), nr. Jenin. After Palestinians fire a rocket fr. n. Gaza into Israel, causing no damage or injuries; the IDF shells n. Gaza, injuring 4 Palestinians nr. Bayt Hanun, Bayt Lahiya. Jewish settlers fr. Avraham Avino occupy a Palestinian house in Hebron, evicting the Palestinian residents (the IDF observes but does not intervene); the settlers claim to have purchased the building, but the Palestinian owners deny this; the Israeli Civil Administration says it is reviewing the claim. Israel acknowledges that it has begun work on a new police headquarters, road network, and “other facilities” in Jerusalem’s E-1 development area, marking the 1st step in the largest settlement construction project since 1967 to create “Jewish demographic continuity between Jerusalem and Ma’ale Adumim” settlement; the project will include 3,550 housing units, 6 hotels, a park. Israel’s Internal Security M Gideon Ezra says the U.S. did not object to beginning construction. IDF undercover units, traveling in a car with Palestinian license plates, enter Jenin, call in 10 IDF vehicles for backup, raid and occupy several homes, arresting 2 wanted Palestinians. The IDF also conducts arrest raids, house searches nr. Ramallah, in and around Hebron, and in Jenin town and r.c., al-Khadir, Nablus; begins construction of a new settler bypass road on Palestinian land in Hebron to link Abraham Avino and Ramat Yishai settlements. An IDF undercover unit enters Jenin, fatally shooting Islamic Jihad mbr. Azmi Abu Khalil, arresting a 2d, while a 3d Islamic Jihad mbr., Ali Abu Hizma, detonates an explosive device as troops move in, killing only himself. The IDF also shells the n. Gaza no-go zone, causing no injuries; conducts arrest raids, house searches in and around Tulkarm and nr. Bethlehem, Ramallah. The IDF arrests 5 Jewish settlers who attack troops dismantling an unauthorized settlement outpost nr. Gush Etzion. Jewish settlers fr. Avraham Avino angry over IDF plans to evacuate settlers from the Hebron market and fr. the northern West Bank unauthorized outpost of Amona (established ca. 1997; 25 families) set fire to 2 Palestinian homes, damage 2 Palestinian cars in Hebron. AMB gunmen fire on the Ramallah home of PA Interior M Nasr Yusuf, the PC building; 1 body guard, 2 family mbrs., 1 attacker are wounded in the exchange. Separately, 3 AMB gunmen conduct a drive-by shooting on the Interior Min. headquarters in Ramallah, causing no injuries; PA police pursue their vehicle, arrest them. The IDF announces that 6 wks. ago it arrested 3 Palestinians whom it alleges are Hizballah spies. The IDF demolishes a Palestinian home, a 2-story residential building, 2 apartments in a 3-story residential building in Bir Nabala northwest of Jerusalem and a 2-story residential building in Azariyya outside Jerusalem; occupies a Palestinian home in Hebron as a military outpost. Israeli security guards protecting a settlement wall construction sight nr. Dayr Ballut opens fire on a Palestinian family that arrives (with previous IDF permission) to farm its nearby land, wounding 4. Jewish settlers fr. Avraham Avino stone IDF soldiers building a wall to protect the home of a Palestinian family driven out by settler harassment (see 3/17, 3/24); 8 settlers are arrested. Palestinian teachers observe a day-long strike to protest PC inactivity in amending the civil service law to increase teacher salaries. Occupied Palestine/Israel: Bethlehem U. resumes classes after closure by Israeli military (11/2/83) during folklore festival there. Over 200 anti-Zionist Orthodox Jews protest corner-stone-laying ceremony at Emmanuel religious settlement; block 16 buses of Agudat Israel Party supporters planning to attend. In address to Israeli Federation of Contractors and Builders convention in Jerusalem, Shamir urges private builders to develop West Bank. Knesset Foreign Affairs and Defense Com. report new ultra-rightwing underground, stockpiling arms and planning to take over part of territories. Labor Federation leader Shehadeh Minawi released on IS5,000 bail after held for 24 hrs. on charges of arranging illegal conference in Jerusalem. About 20 S. Lebanon merchants meet with Israeli Industry and Trade Director in Jerusalem to discuss ways of improving trade.

Arab World: PLO Political Dep't. head Qaddoumi refuses proposal by some PLO Executive Com. members to replace Arafat. Mubarak warns new "strategic cooperation" will spell disaster for American friends in Arab world; other official Arab sources concur.

Other Countries: UK Labor Party dep. sec. Hattersley says his party admires Israel as "one of the greatest events of the 20th century," adding Labor's recent pro-PLO resolutions were only attempts to introduce "realism into the romantic." North American Palestinian community mtg. in Newark, NJ publicizes declaration reaffirming support for PLO and Arafat leadership.
