Severe flooding from heavy rains affects large areas of the Gaza Strip, with UNRWA spokesperson Chris Gunness calling the impacted regions a “disaster area.” There are 96 reported injuries in flood-related incidents, according to the Health Ministry. In response, Israel announces that it will permit the import of 450,000 litres of industrial fuel into the Gaza Strip to restart the power plant that shut down 7 weeks ago. (AP, MNA 12/14)

An anonymous official in Israeli PM Netanyahu’s office says that the govt. will not be proceeding with the preliminary planning procedures for 24,000 settlement homes, as previously indicated on the Housing Ministry’s website. Israeli TV reports that the PA directly appealed to U.S. Secy. of State Kerry about the matter, threatening to quit the negotiations if the tenders were not cancelled. Meanwhile, PA Pres. Abbas meets with opposition leader MK Isaac Herzog in Ramallah, and tells him he is keen to reach an agreement with Israel. In a statement released after the meeting, Herzog says, “We have a partner that is ready to go the distance for peace and take original, brave steps on core issues.” (HA, JP 12/1) 

Iranian pres. Ruhani says construction will soon start on a 2nd nuclear power plant, according to local media reports. Meanwhile, Iranian FM Zarif meets with his Kuwaiti counterpart Shaykh Sabah Khaled al-Sabah, on his 1st official visit to a Gulf Arab country. Following the meeting, Zarif says that the 6-mo. interim deal with the West is in the Gulf states’ interests. (AFP, JP 12/1)

Egyptian security forces violently disperse anti-govt. demonstrators in Cairo’s Tahrir Square, as the cmte. charged with amending the constitution approves changes to the text in the 2nd day of discussions. The new constitution give women and Christians “suitable representation” and also stipulates there must be elections, either parliamentary or presidential, within 90 days of the document’s adoption. The use of military tribunals for civilians is also scaled back, to be permitted only in cases of attacks on military personnel or property. However, the armed forces are given the exclusive right to name the defense minister for the next 2 presidential terms. The draft constitution is now handed over to Egyptian interim pres. Israel issues tenders for the construction of more than 1,700 homes, shortly ahead of a visit by U.S. Secy. of State Kerry. The tenders are part of 3,500 homes whose planned construction was announced after the latest prisoner release. The tenders are for homes in East Jerusalem settlements Ramat Shlomo and Gilo, as well as West Bank settlements like Elkana, Ma’ale Adumim, and Beitar Ilit. There is also 196 homes planned for Karnei Shomron, a settlement outside the “blocs” Israel expects to keep in any future deal. Separately, Israeli media report that PM Netanyahu intends to build a separation barrier between the West Bank and Jordan, as part of the govt.’s plans to maintain an Israeli presence in the Jordan Valley. Responding to developments, Pres. Abbas spokesperson Abu Rudayna says that the decision to build a fence along the border with Jordan is aimed at undermining Kerry’s upcoming mission, while PLO mbr. Wassel Abu Yousef slams the settlement tenders and says the PLO is considering how to get UN action against these decisions. Kerry, in Egypt, responds to a question at a press conference with FM Nabil Fahmy by saying that settlement construction disturbs “people’s perceptions of whether . . . we’re moving in the right direction.” (AFP, JP, MNA, REU, ToI 11/3)

U.S. Undersecy. of State for Political Affairs Wendy Sherman assures Israel that Obama has not offered any sanctions relief to Iran and that Israeli security is a priority of the administration. Speaking to Israeli television, Sherman says that the U.S. may offer temporary, limited sanctions relief as part of the diplomatic process while leaving core oil and banking sanctions in place. In Egypt, U.S. Secy. of State John Kerry expresses optimism about a return to democracy, and describes Cairo as a vital partner of Washington. In the Sinai, 3 police officers are killed and at least 53 injured in a car bomb targeting a security facility. In Ismailia, gunmen kill 5 soldiers at a checkpoint. The overall death toll from a day of militants’ attacks and street fighting between supporters and opponents of ousted pres. Morsi is more than 50. Meanwhile, Interim Pres. One of those killed was an UNRWA employee, the agency reveals. The IDF claims that its forces were met by a rioting crowd of some 1,500 camp residents throwing stones and petrol bombs. In Aida r.c. nr. Bethlehem, IDF troops shoot and wound 2 Palestinians with rubber-coated metal bullets during protests against the deaths in Qalandia. In response to the killings in Qalandia, an unnamed Palestinian official tells news agencies that talks scheduled for today are canceled. However, U.S. State Dept. spokesperson Marie Harf categorically denies that any meeting was canceled. Israeli television subsequently reports that Israeli and Palestinian officials had met in the morning before the news broke of the Qalandia raid. An unnamed Palestinian official also subsequently confirms to Xinhua News Agency that the 2 teams met in Saeb Erakat’s house in Jericho. Meanwhile, Egyptian FM Nabil Fahmi holds talks with Pres. An Israeli delegation headed by outgoing National Security Adviser Yaakov Amidror arrives in Washington for high-level talks with U.S. officials. Discussions are expected to focus on Syria, the Iranian nuclear program and future talks with Tehran, and the role of Hizballah in the Syrian civil war. U.S. National Security Adviser Susan Rice is coordinating talks on the U.S. side. (HA 8/26)

UN chemical weapons inspectors visit 1 of the sites in Syria allegedly targeted last week by chemical weapons. The convoy came under sniper fire on the initial attempt, but the team successfully visited the Damascus suburb Ghouta. The UN team’s work includes collecting samples of munitions fragments and debris and taking testimonies. Meanwhile, U.S. Secy. of State John Kerry says that Pres. Obama believes there must be “accountability” for those using “the world’s most heinous weapons,” and that the pres. is consulting with allies about how best to act. (AP, REU, WP 8/26)

Israel’s Minister for International Relations Yuval Steinitz announces that Israel will release some Palestinian prisoners as part of the deal for the resumption of direct talks. The releases will be in stages, but no precise numbers are given at this time. Steinitz also says that Israel has not agreed to resume talks on the basis of any territorial framework. Yet, at the same time, anonymous Palestinians officials brief the media that the U.S. had offered a guarantee that negotiations would be conducted on the basis of the 1967 borders. Israeli PM Netanyahu welcomes the resumption of peace talks, which he calls“an essential strategic interest for Israel.” Meanwhile, Hamas spokesperson Fawzi Barhoum says that the return to talks is a “disaster” and endangers the prospects for Palestinian national reconciliation. Egyptian interim pres. Adly Mansour picks a 10-member committee of judges and law professors to propose amendments to the constitution drafted by the ousted Muslim Brotherhood-dominated govt. The team of experts has 30 days to make their proposals, after which a 2d committee of 50 public figures will review the amendments. Following the review, the new constitution will be put to a referendum. Meanwhile, Jordan’s King Abdallah II visits Cairo, the 1st head of state to visit Egypt since the army took power. Gulf states approve $8 billion in aid for Egypt, as interim pres. Adly Mansour appoints economist Hazem el-Beblawi as prime minister. Saudi Arabia will give $5 billion in aid, and the United Arab Emirates a further $3 billion ($2 billion of the latter come in the form of an interest-free loan). The contributions are a much-needed boost for authorities financially struggling due to a drop in foreign investment. (AP, DS, REU 7/9)

The Egyptian military arrests the Muslim Brotherhood’s Supreme Leader Mohamed Badie on the grounds of inciting violence. The newly-appointed interim pres. The Egyptian armed forces chief Abdel Fattah al-Sisi announces the ousting of Pres. Mohamed Morsi and the suspension of the constitution, as the military’s 48-hour deadline passes without Morsi relinquishing office as demanded. Al-Sisi appoints Adly Mansour, head of the constitutional court, as interim president for an indefinite period of time, but says that presidential and parliamentary elections will follow in due course. Al-Sisi makes his address in front of a symbolically-loaded panel featuring religious leaders, Mohamed El-Baradei, and a representative of the Tamarod campaign, which drove the anti-Morsi protests. Late at night, a Muslim Brotherhood spokesperson says that Morsi is being held in an unknown location, while a military official says that the head and deputy head of the Muslim Brotherhood-affiliated Freedom and Justice Party have been arrested, and that arrest warrants for 300 Brotherhood members have been issued. Following al-Sisi’s announcement, opponents of Morsi celebrate in Tahrir Square, while clashes in Cairo, Alexandria, Marsa Matrouh, and the s. city of Minya kill some 30 people and leaves hundreds wounded. U.S. Pres. Barack Obama expresses concern about the military’s actions in a written statement issued by the White House.
