In the West Bank, unidentified militants shot and injured former Hamas deputy prime minister and professor at An-Najah University Nasser al-Shaer in Kafr Qalil; PA president Mahmoud Abbas condemned the assassination attempt and ordered an investigation into the incident. Hamas blamed Fatah incitement against Hamas on the attempt. Israeli settlers uprooted 70 olive saplings in al-Masara. Israeli settlers also vandalized 30 olive trees in Turmus ‘Ayya. Israeli forces violently dispersed Palestinians and international activists protesting in al-Twana against ethnic cleansing in the Masafer Yatta area. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with baton rounds and others with tear gas. Elsewhere, Israeli forces shot and injured 1 Palestinian worker entering Israel at the Tarqumiyah checkpoint. 4 Palestinians were arrested, including 1 during a late-night raid in Hebron, 2 at the separation wall near Jenin, and 1 at the Allenby Bridge crossing. In the West Bank, 6 Israeli settlers attacked 3 Red Cross workers monitoring the olive harvest with pepper spray in Burin. Israeli settlers also uprooted 25 olive saplings in al-Masara. Israeli forces demolished 4 Palestinian stores under construction in Deir Qaddis. Israeli forces also delivered stop-work orders for 4 houses under construction in Idhna. 8 Palestinians were arrested, including 6 during late-night raids in Dheisheh refugee camp, Hebron, Beit Umar, and Dura; 1 was arrested at the Container checkpoint and 1 in his shop in Arrabah. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting the demolition of graves at al-Yusufiya Muslim cemetery; 1 was arrested. Israel’s public security minister Omer Bar-Lev ordered a ban on a cultural festival put on by the Catholic Church, claiming it was connected to the PA. The festival funded by Austria and France was set to take place for 3 days at Beit Abraham at the Mount of Olives in East Jerusalem. Israeli forces closed a performance attended by the French consulate general. The organizer Bernard Thibaud said he was shocked by the Israeli behavior and would speak to the French foreign ministry to complain and possibly take Israel to court. The U.S. state department said it was “deeply concerned about the Israeli government’s plan to advance thousands of settlement units, many of them deep in the West Bank. In addition, we are concerned about the publication of tenders on Sunday [10/24] for 1,300 settlement units in a number of West Bank settlements.” Haaretz reported that U.S. officials secretly had conveyed to Israel that the main concern for the U.S. is construction deep within the West Bank. When asked about the state department’s harsher tone toward Israel, state department spokesperson Ned Price said, “our public messaging on this is consistent with what we are seeing transpire so far. It only stands to reason that our public messaging may shift over time.” It was later reported by Axios that secretary of state Antony Blinken had a “tense” phone call with Israeli defense minister Benny Gantz over the issue of settlements. According to an Israeli official, the Israeli understanding was that the U.S. gave Israel a “yellow card,” a soccer reference for a warning. Israel rebuked the U.S. statement that the U.S. had not been informed about Israel’s decision, from 10/22, to designate 6 Palestinian rights organizations as terrorists. The Israeli deputy director-general of strategic affairs in the foreign ministry Joshua Zarka said that he had told the U.S. about the Israeli decision when he visited the U.S. the week of the announcement. Deputy Director Zarka said that Spokesperson Price probably had not been updated on the issue. UN human rights commissioner Michelle Bachelet also condemned the terrorist designations by Israel, saying they should be overturned immediately. An Israeli private jet landed in Saudi Arabia, marking the 1st time a direct flight from Israel landed in the country. On 10/25, the 1st ever direct flight from Saudi Arabia landed in Israel. It was an aircraft registered in the UAE. (JP, MEMO 10/27)

The U.S. secretary of homeland security Alejandro Mayorkas said Israel was among 4 countries the U.S. is considering for its visa waiver program. The subject of an Israeli visa waiver was discussed when Israeli prime minister Naftali Bennett met President Joe Biden in August. (REU 10/26; HA, TOI 10/27)

It was announced by Israel that the country will join the EU Horizon Europe research program. The program provides funding for research and innovation and has a budget of $110 billion. Israel will be prohibited from using program funds to invest in East Jerusalem, the Golan Heights, and the West Bank, according to the deal with the EU. Republican senators in the U.S. congress introduced a bill co-sponsored by 35 senators seeking to block the Biden administration from reopening the U.S. mission to Palestinians in Jerusalem. The bill “Upholding the 1995 Jerusalem Embassy Law of 2021” was introduced by Bill Cassidy (R-LA) and Bill Hagerty (R-TN). (TOI 10/27)

Along Gaza’s border, IDF troops dismantle a number of IEDs reportedly planted near the border fence during the protests on 9/28. They also violently disperse hundreds of Palestinian minors gathering along the border fence to continue the Great March of Return; 10 Palestinians are injured. Separately, Israeli forces shut down a major road in southern Israel after incendiary balloons and kites flown from Gaza spark at least 5 fires in the border area. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops conduct a raid on a warehouse on the outskirts of Ramallah, sparking minor clashes; 1 international journalist and 6 Palestinians are injured and 3 Palestinians are arrested. They also shoot and injure a Palestinian during a raid of his home near Bethlehem; and patrol near Hebron throughout the day. In East Jerusalem, a group of Israelis assault a Palestinian shop-owner in al-Masara, causing minor injuries and sparking minor clashes between Israeli security forces in the area and Palestinian residents of the neighborhood; 3 Palestinians are injured. After a significant lull in major violence, Israeli forces shoot and kill a Palestinian at the Ras Biddu checkpoint n. of Jerusalem after she allegedly attempts to stab an Israeli border guard. In East Jerusalem, the Israeli authorities return the bodies of 3 Palestinians killed in confrontations with Israeli forces on 3/8/2016, 10/12/2015, and 10/13/2015. Israeli forces arrest 2 Palestinians on a raid in Silwan, sparking clashes with stone-throwing Palestinian youths (1 Palestinian is injured). They also demolish an Islamic structure in al-Masara. In the West Bank, IDF troops conduct raids in Aida r.c. nr. Bethlehem and Jalazun r.c. nr. Ramallah, arresting 7 Palestinians; and patrol nr. Bethlehem, Hebron, and Tulkarm. Israeli forces issue a stop-work order to a Palestinian construction site in the n. Jordan Valley. Israeli settlers steal wooden furniture from Palestinian homes in Hebron. Israeli PM Netanyahu meets with French PM Manuel Valls in Jerusalem and calls on the French to scrap plans for an international peace conference in Paris on 6/3, and organize instead a meeting between Netanyahu and Palestinian Authority (PA) pres. IDF troops shoot and kill a Palestinian at a checkpoint nr. Ramallah after he allegedly attempts to stab them. The IDF later returns the body of the alleged Palestinian attacker to his family. Meanwhile, IDF troops violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 5 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Masara, Silwad, and Nabi Salih), Kafr Qaddum nr. Qalqilya, Hebron, and along Gaza’s border nr. Khan Yunis and al-Bureij r.c.; 5 Palestinians are injured. They also conduct raids and house searches nr. Salfit, Hebron, and Bethlehem, arresting 1 Palestinian and issuing arrest summons to 6; patrol in Tulkarm, 1 village nr. Salfit, and nr. Hebron. Along Gaza’s border, IDF troops open fire on 3 Palestinians walking nr. Khan Yunis, moderately injuring 1; arrest 3 Palestinians attempting to cross the border nr. Rafah to work in Israel. Following weeks of reports on back-channel economic talks, the Israeli press reports that Finance Minister Moshe Kahlon has decided to take steps to help improve the PA’s economic situation, including a transfer of NIS 500 m. (around $131 m.) in withheld tax revenues. PM Netanyahu reportedly approved Kahlon’s proposals after they met on 2/24. (YA 2/26; JP 2/29)

A Palestinian is found mortally wounded on the grounds of the Palestinian Embassy in Bulgaria and succumbs to his injuries in an ambulance on the way to hospital. He is later identified as Omar Nayef Zayed, who was wanted by Israel for his alleged killing of an Israeli in 1986. (EI, HA, MNA 2/26)

Israeli forces shoot and kill a Palestinian just east of the Old City of Jerusalem after he allegedly stabs and lightly injures 2 Israeli police. A Palestinian bystander is injured in the crossfire. A video of the incident later broadcast by Al Jazeera shows that the Palestinian did not pose an immediate threat to the Israeli forces that killed him. Later, IDF troops shoot and kill a Palestinian driver outside a village nr. Ramallah after he allegedly attempts to ram them. No Israelis are injured in the incident. The IDF says that the alleged ramming occurred amid clashes with stone-throwing Palestinian youths, but Palestinian witnesses deny the claim. Across the occupied Palestinian territories (oPt), IDF troops violently disperse Palestinian, Israeli, and international activists at Friday demonstrations in 6 areas nr. Ramallah (al-Masara, Bil‘in, Ni‘lin, Nabi Salih, Jalazun r.c., and outside Ofer Prison), 1 village each nr. Qalqilya and Bethlehem, and along Gaza’s border e. of Gaza City; 1 Palestinian is killed (nr. Bethlehem), 9 are injured, and 1 is arrested. Meanwhile, the IDF continues its closure of a road nr. Ramallah where a settler was stabbed on 1/18. IDF troops also conduct late-night house searches and raids in 1 village nr. Hebron, arresting 1 Palestinian; patrol in and around Hebron, Tulkarm, Jenin, Qalqilya, and Salfit. In East Jerusalem, Israeli forces assault a Palestinian at a mobile checkpoint in Silwan and arrest 2 Palestinians during late-night raids in al-Tur and the Old City. Fatah announces that its 48th anniversary celebrations will take place in the Gaza Strip after all (see 12/27), with Hamas officials approving a venue. The government in Gaza releases 26 prisoners, including 6 affiliated with Fatah, as a ‘‘gesture’’ intended to create a positive environment for national reconciliation. (MNA 12/28)
