To block a rider on an unrelated issue, Pres. Clinton vetoes a bill that would pay $1 b. in late dues to the UN. Although a separate spending bill has been passed to pay the UN enough to allow the U.S. to keep its voting rights in the UNGA, UN Secy. Gen. Kofi Annan says that the UN feels "deceived," having carried out reforms demanded by Congress in exchange for payment of U.S. arrears. (NYT, WP 10/22)

Saying it impedes the ability of the pres. to conduct foreign policy in the interest of national security, Pres. Clinton signs a determination waiving legislation that allows property held by a foreign state to be subject to legal claim, blocking the Flatow's attempt to take possession of 12 Iranian holdings. U.S. grants Turkey $823,000 in technical assistance to help plan its part of a proposed oil/gas pipeline linking Azerbaijan with the Turkish port of Ceyhan. (WP 10/23) (see 5/14)

100s of Israeli border police descend on Umm al-Fahm, nr. Haifa, to break up 3-wk.-old sit-in by Israeli Arab residents protesting an IDF confiscation of 62 acres of the town's olive groves for a firing range. After 10 hrs. of clashes in which more than 100 (maybe as many as 500) Israeli Arabs, 15 police are injured, the IDF agrees to allow residents to harvest the groves for another 6 mos. The family of Alisa Flatow--awarded (3/11) $247.5 m. by a U.S. court in a case that found Iran liable in Flatow's death in an Islamic Jihad suicide bombing in Israel in 4/95--lobbies Capitol Hill to pressure the U.S. government to give them 12 Iranian properties (including the fmr. embassy building), other frozen assets to defray the settlement. In Dura nr. Hebron, Palestinians demonstrate following the funeral for 3 Palestinian laborers killed by the IDF 3/10; 32 Palestinians, 1 Israeli border policeman are injured. Based on legislation passed by Congress in 1996, U.S. district judge orders Iran to pay the family of Alisa Flatow, killed in an Islamic Jihad suicide bombing in Israel 4/95, $247.5 m. in damages. The court heard no evidence that Iran planned, carried out the attack, but lawyers presented testimony fr. fmr. FBI, Israeli intelligence officials that Iran has funded Islamic Jihad. American Friends of Lubavitch (AFL) hosts its 5th annual Purim party for Capitol Hill staffers. AFL also hosts an annual Hanukkah party; plans to start bimonthly discussion groups, a mentoring program where senior Jewish staffers can help younger staffers just starting their careers. Israeli ministerial comm. unanimously approves Har Homa construction plan, says 3,015 housing units for Arabs may be built adjacent to the Har Homa settlement, but does not approve any funding for their construction. (Since 1990, Israel has allowed Arabs to build only 663 units in East Jerusalem, while allowing Israelis to build 13,835 units.) Turkey says it is considering recalling its envoys fr. Tehran amid a diplomatic crisis sparked by Iran's perceived support for Turkish Islamists who are politically opposed to the Turkish military, which advocates government secularism. (AFP 2/27 in WNC 3/4)

In Washington, the family of Alisa Flatow, killed in the 4/9/95 suicide bombing in the Gaza Strip, file a $150-m. lawsuit against Iran. The federal Antiterrorism Act of 1996 allows families of victims of terrorism to bring civil actions against countries designated by the State Dept. as sponsors of terrorism.
