In the West Bank, Israeli settlers set fire to a Palestinian residential tent with 2 Palestinians in it in al-Baqa’a; both were unharmed. Israeli forces shot and killed 1 Palestinian man at a checkpoint near Deir Nidham, claiming that the man threw a grenade and opened fire at Israeli soldiers when he was shot. Israeli forces also detained and assaulted 2 Palestinian journalists and vandalized their vehicle at the Deir Sharaf checkpoint. Elsewhere, Israeli forces shot and injured 5 Palestinians, including 1 with live ammunitions and 4 with baton rounds during a raid in Shuqba. Israeli forces also blocked roads in the Nablus area for Palestinians to facilitate a settler march between the Eli and Beit El settlements. Meanwhile, Israeli forces issued stop-work orders for residential structures in Bardala. Israeli forces also prevented Palestinian workers in Area B from carrying out work on an agricultural road near Atara and seized drilling equipment. 3 Palestinians were arrested during late-night raids in Hebron, al-Shuyukh, and Bayt Rima. In East Jerusalem, 1 Palestinian family was forced to demolish 2 storage rooms in Bayt Hanina. 2 Palestinians were arrested in raids in Shu’fat refugee camp and Silwan. UN special rapporteur on the situation of human rights in the Palestinian territories Francesca Albanese told the UN Human Right Council that more than 800,000 Palestinians have been imprisoned by Israel since 1967, with 5,000 currently being held in prison. She called “the entire occupied Palestinian territory . . . an open-air prison, where Palestinians are constantly confined, surveilled, and disciplined.” (AJ, MEE, REU, WAFA 7/11; MDW 7/16)

Save the Children released a report saying that Palestinian minors were subject to emotional and physical abuse, including of a sexual nature, in Israeli custody. Save the Children also said that Palestinian children are the only ones in the world experiencing systematic prosecution in military courts. (AJ 7/10)

The Knesset voted 64 to 54 to approve the first of 3 readings of a bill that would prevent the judicial branch of government from overturning decisions made by government, ministers, and elected officials on the grounds of “reasonableness.” Large demonstrations against the bill were held in several places in Israel. In the West Bank, Palestinian militants handed the body of a Druze citizen of Israel to Israel after negotiations between the PA and the militant group. Islamic Jihad, Hamas, and the PA all called for the release of the body. Israeli settlers threw stones at Palestinian vehicles traveling west of Ramallah, causing damage. Israeli forces shot and injured 2 Palestinian students with live ammunition during a raid at the Palestine Technical University – Kadoorie in Tulkarm; others suffered tear-gas related injuries. Israeli forces also demolished 3 agricultural structures in Kafr ad-Dik. Elsewhere, Israeli forces shot and injured 1 Palestinian minor before arresting him in Nil’in. Israeli forces also seized 2 caravans, demolished 1 agricultural structure, and razed land in Atara. 14 Palestinians were arrested, including 12 during late-night raids in al-Mughayyir, Bayt Rima, Qaddura refugee camp, ‘Anata, Arab ar-Rashayida, Beit Umar, Dura, Khirbet Qilqis, Azzun, and Huwwara. 2 were arrested at a flying checkpoint near the Halamish settlement. Off the coast of Gaza, Israeli naval forces shot and injured 1 Palestinian fisherman west of al-Sudaniyya. In Gaza, Israeli forces fired tear gas at agricultural lands east of Gaza City and Khan Yunis; no injuries were reported. In Israel, 3 Palestinians from Hebron were kidnapped in Yarka by Druze citizens of Israel seeking revenge for the kidnapping on 11/22 (see above). The 3 Palestinians were hospitalized after they were released. Israel revoked 200 of the 15,500 work permits for Palestinians in Gaza, saying that a laborer had admitted that he planned to plant a bomb on a bus on behalf of Islamic Jihad. The man was arrested on 10/30. (REU 11/24)

Off Gaza’s coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, IDF troops violently disperse stone-throwing Palestinians nr. Jalazun r.c. outside Ramallah after the funeral for the Palestinian who was shot nr. Atara checkpoint on 7/31; 8 Palestinians are injured. Further clashes break out between stone-throwing Palestinians and IDF troops nr. the site of the 7/31 arson attack in Duma and in 1 village each nr. Nablus, Jenin, and Qalqilya; there are no serious injuries. Israeli settlers assault Palestinian farmers working nr. Nablus; IDF troops nonviolently disperse the settlers and farmers, and declare the area a closed military zone. Later, settlers and IDF troops attack a Palestinian farmer working s. of Nablus, injuring him. A separate group of settlers sets fire to agricultural lands nr. Ramallah, then IDF troops violently disperse Palestinians who attempt to extinguish it, injuring 2. IDF troops fire rubber-coated metal bullets at Palestinians nr. the separation wall outside Qalqilya and in a nearby village, causing no injuries. Overnight and into the morning, Palestinians gather at Joseph’s Tomb outside Nablus to protest the 7/31 arson attack; PASF troops disperse the protesters, blocking them from setting the Jewish holy site on fire. The IDF also conducts late-night house searches and raids in Hebron and 3 villages nr. Ramallah, arresting 7 Palestinians, assaulting 2, and confiscating property; patrols in 2 villages nr. Overnight in the West Bank, 4 Jewish extremists set fire to 2 Palestinian family homes in the village of Duma, nr. Nablus, killing an 18-mo.-old child and severely injuring the 3 other mbrs. of his family (the father and mother will succumb to their injuries on 8/8 and 9/7, respectively). The extremists leave price-tag graffiti nr. the site of the attack. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against the Israeli occupation and the morning’s arson attack in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Jalazun r.c., Silwad, and outside Ofer Prison) and Kafr Qaddum nr. Qalqilya; 4 Palestinians are injured. They also violently disperse Palestinians gathering in Hebron and 1 village nearby to protest the morning’s arson attack, injuring 6. In the evening, clashes break out at Atara checkpoint nr. Ramallah, and Israeli soldiers shoot a Palestinian in the back, critically injuring him (he will succumb to his injuries on 8/1). During the day, Israeli forces patrol in 5 villages nr. Hebron and 1 each nr. Qalqilya and Ramallah; assault a Palestinian driver at a checkpoint nr. Nablus. An Israeli settler rams a Palestinian firefighter with a car while he is putting out a fire nr. Hebron. Israeli settlers also damage 35 olive tree seedlings nr. Ramallah. Elsewhere, a Palestinian opens fire on an Israeli vehicle nr. Ramallah, causing damage. Late at night, unknown assailants throw a molotov cocktail at a Hamas leader’s car in Jenin. IDF troops on the Gaza border e. of Bayt Lahiya open fire on a small group of Palestinians approaching the border fence to protest the morning’s arson attack nr. Jenin, killing 1 and moderately wounding another. In East Jerusalem, the Israeli authorities bar men under 50 from entering Haram al-Sharif in the wake of the morning arson attack. Clashes break out across the city, with Israeli forces firing rubber-coated metal bullets at Palestinian protesters in Shu‘fat r.c., Issawiyya, Bayt Hanina, al-Suwana, al-Tur, and Silwan; 2 Israeli police officers and 13 Palestinians are injured, including 1 seriously. Meanwhile, unknown assailants throw rocks and firebombs in the Old City, injuring 1 Israeli police officer. An Israeli settler rams a Palestinian with a car in Ras al-Amud, injuring him. The IDF assassinates Hamas commander Ahmad Jabari and his bodyguard and separately kills 7 other Palestinians in a number of air strikes on military and civilian targets across the Gaza Strip, leaving around 90 wounded. The dead include 2 children and an elderly man. Code-named Operation Pillar of Cloud in Hebrew (a Torah reference) and renamed Operation Pillar of Defense for foreign audiences, the Israeli military attacks are described as the ‘‘beginning’’ of an effort to increase deterrence and remove Hamas’s rocketlaunching capabilities. The IQB warns that Israel has ‘‘opened the gates of hell’’ with Jabari’s assassination, and fires dozens of rockets and mortars into Israel. They are joined by the DFLP, Islamic Jihad, PFLP, and PRCs, all of whom claim responsibility for rocket and mortar fire. In total, over 90 projectiles hit Israel from the Gaza Strip, causing 4 injuries. The Iron Dome rocket-defense system intercepts 30 rockets. Overnight, the IDF undertakes air strikes on around 100 sites across the Gaza Strip. U.S. pres. Obama calls Israel PM Netanyahu to express his support for Israel’s military operation and the country’s right to selfdefense. Obama also calls Egyptian pres. Mohamed Morsi to stress the importance of de-escalation and to pledge to stay in close touch. Egypt strongly condemns Israel’s military assault, and UN secy.-gen. Ban Ki-moon calls for a cease-fire. Obama and Netanyahu meet at the White House to discuss Iran. Obama reiterates that the U.S. wants time for diplomacy to work but has left all options, including a military strike, on the table. He also says that Israel has the right to act in its own national interests. Afterward, Netanyahu tells a cheering AIPAC audience that sanctions have done nothing to slow Iran’s progress toward achieving a nuclear weapon and warns that time for diplomacy is running out. Observers say (WP 3/6) Obama’s statement “could easily be considered green light for Israeli action. Overnight, in East Jerusalem, an Israeli gunman fires on 3 Israeli Palestinians at a bus stop in an apparent hate crime, killing 1 Israeli Palestinian, seriously wounding the 2d, and missing the 3d before being arrested. In Gaza, IDF troops on the n. Gaza border for no apparent reason fire 4 flechette rounds at a Bedouin village, injuring 2 teenagers. In the West Bank, the IDF announces that effective immediately the Atara and al-Tayba checkpoints will no longer be staffed, easing Palestinian movement btwn. the n. West Bank and Ramallah, and btwn.
