In the West Bank, Israeli settlers with military escort toured Joseph’s Tomb in Nablus; 5 Palestinians were injured by rubber-coated bullets and others by tear gas as Israeli forces violently dispersed Palestinians protesting the incursion. Israeli forces shot and killed 1 41-year-old Palestinian plumber who was returning home from work near Beita; the Israeli military said it would investigate why the man was killed as Israeli forces initially reported that he was advancing toward Israeli soldiers with an iron bar. Israeli forces subsequently injured 1 with live ammunition, 19 with rubber-coated bullets, and 72 with tear gas as they violently dispersed Palestinians protesting the killing of the man. Israeli forces also violently dispersed a protest in ‘Ain al-Hilweh against the creation of a settlement outpost, injuring 4 with pepper spray, and 1 was arrested. 3 others were arrested during late-night raids in Beit Fajjar and Jenin. In East Jerusalem, 1 Palestinian started demolishing part of his house in al-Tur. 3 Palestinians were arrested in the Old City and Sheikh Jarrah. The AP reported that PA president Mahmoud Abbas had fired the director of Ramallah’s national library Ehab Bseiso on 6/27 because of Bseiso’s criticism of the killing of Nizar Banat by PA forces on 6/24. PA forces also shut the office of J-Media in Ramallah. The director of J-Media Alaa al-Rimawi was previously arrested by PA forces after he gave a sermon at Banat’s funeral. The Jerusalem Post reported that the Israeli government will not evict Palestinians living in Sheikh Jarrah for the time being if the high court of justice rules the evictions permissible on 8/2. According to a government official, the government is concerned about the optics given the international campaign and general opposition to the forced expulsions of Palestinians from East Jerusalem and the potential for causing a situation akin to the escalation of tensions between Gaza and Israel in May. The Knesset approved an amendment to the Basic Law of Government allowing the 2 government leaders Naftali Bennett and Yair Lapid to rotate the prime minister position amongst them during the government’s 4-year term. (HA 7/28)

Iranian officials claimed that Iran had arrested members of a Mossad cell and seized weapons it had stored to allegedly use against Iranian forces during protests over water shortages in Iran. (ALM, HA 7/27; MEMO 7/28)

The U.S. arms company Lockheed Martin and the Israeli Rafael Advanced Defense Systems announced an agreement in principle to develop a laser air defense system to combat rockets. (JP 7/27; ALM 7/28)

The Human Rights Watch (HRW) released an investigation into Israel’s Operation Guardian of the Walls from May, in which the organization found that Israel committed war crimes. The investigation focused on 3 specific Israeli attacks against Palestinian civilians in which 62 were killed, the majority children. The HRW concluded that there were no military targets at or near the attacked areas, despite Israeli claims. HRW also concluded that Israel used U.S.-made munitions in at least 2 of the 3 attacks it investigated. In West Jerusalem, a Palestinian man succumbs to injuries sustained during a funeral procession on 9/7. Off the coast of the Gaza Strip nr. Rafah, Israeli naval forces open fire on Palestinian fishing boats and detain 3 fishermen. In the West Bank, Israeli soldiers shoot and wound a Palestinian as they accompany Israeli settlers on an incursion nr. Nablus. The IDF patrols in Hebron, al-‘Arub r.c., and 1 village nearby; sets up 2 new checkpoints in a village nr. Bethlehem after raiding a school in the area on 12/28. The UNSC rejects the amended Palestinian draft res., submitted by Jordan on 12/29, with 8 mbrs. voting in favor, 2 opposing, and 5 abstaining. The Palestinian leadership announces an emergency session on 12/31 to discuss its next steps. (AP, HA, MNA, REU 12/30; TOI, YA 12/31)

The PA unity govt. delegation that traveled to Gaza on 12/29 meets with local officials in Gaza City and works out an agreement on the civil servant employment crisis. Spokesperson Ihab Bseiso says that the PA will guarantee the positions of all 70,000 employees who were laid off when the Hamas-run govt. came to power in 2007 and offer remaining positions to employees of the Hamas-run govt., effectively firing all 50,000 employees hired by Hamas. Hamas officials criticize the agreement and dozens of former govt. employees demonstrate outside the meetings. (MNA, WAFA 12/30)

The U.S. imposes sanctions on 9 new targets that the Treasury Dept. says are either facilitating Iran’s efforts to avoid sanctions or contributing to human rights abuses. (JP, REU 12/30)

In the Gaza Strip, Palestinians fire 4 rockets toward Ashqelon: 2 are intercepted by Iron Dome missile defense batteries and 2 hit open areas causing no damage or injuries. In response, the IDF launches air strikes on 5 military targets in the n. and s. Gaza Strip, wounding 3. The IDF says Islamic Jihad is responsible for the rocket fire. In the West Bank, gunmen open fire on an Israeli military post nr. Bethlehem, causing no damage or injuries. The IDF conducts house searches and arrest raids in Hebron and Dayr al-‘Arund r.c. and 3 nearby villages, Nablus and 1 nearby village, Jenin and 1 village nearby, 2 villages nr. Qalqilya, Tulkarm, and 1 nearby village, 1 village nr. Salfit; patrols in 2 villages nr. Hebron and 1 village nr. Ramallah in the morning, 2 villages nr. Hebron and 1 village each nr. Ramallah and Salfit in the afternoon, and in 2 villages nr. Jericho. Israeli settlers throw stones at Palestinian vehicles nr. Salfit, causing no injuries. Israeli PM Netanyahu reiterates the accusation that Hamas was behind the suspected kidnapping and that the PA is responsible for the fate of the teenagers. U.S. Secy. of State Kerry condemns what he calls a “despicable terrorist act” and says “many indications point to Hamas’s involvement.” The IDF detains dozens more in the West Bank, including parliament speaker ‘Aziz Dwayk, with an estimated 150 Palestinians arrested so far during OBK. Israel’s Coordinator of Govt. Activities in the Territories Yoav Mordechai tells the media that the IDF is not coordinating with PA security forces in the search, and believes Hamas is behind the kidnapping. IDF Chief of Staff Benny Gantz tells senior officers that “we’re heading towards an extensive operation.” He says the objective is to “find the 3 teens, bring them home, hit Hamas as hard as possible and move forward.” The Executive Comm. of the PLO meets in Ramallah and issues a statement condemning the campaign in the West Bank, while PA spokesperson Ehab Bseiso says that the PA condemns Israel’s “collective punishment of the Palestinian people.” (AFP, HA, JP, MNA, WAFA, YA 6/15)

The IDF fatally shoots 2 armed AMB mbrs. hiding in a vacant house nr. Brakha settlement outside Nablus, alleging they were plotting an attack that had been financed by Hizballah; the AMB considers the shooting an assassination that violates the cease-fire. A Jewish settler driving nr. Hebron fires on 2 Palestinian boys throwing stones at vehicles on the settler-only bypass, killing a 15-yr.-old Palestinian boy, wounding a 14-yr.-old; the IDF also conducts arrest raids nr Hebron (capturing 1 tanzim mbr.) and Ramallah (capturing 8 Hamas mbrs.); delays passage to a Palestinian woman in labor through the Qalandia checkpoint to reach a hospital, allowing her to cross only after she gives birth at the checkpoint; confiscates 1.3 d. of land to expand the Jewish enclave in Hebron. Palestinians fire 2 mortars at Neve Dekalim, 1 mortar at an IDF base in Gaza, causing no damage or injuries. For the 2d time in 48 hrs., unidentified gunmen fire on the Gaza City home of Fatah Revolutionary Council mbr. Sakhr Bseiso, causing damage but no injuries. Ramallah, Qalqilya, and in Dura, Nablus, Yatta; demolishes 2 Palestinian homes in Bayt Hanina; orders 3 Palestinian families to leave their Yatta homes and property or be expelled; begins construction of a new segment of the separation wall in Hazma, Anata villages northeast of Jerusalem. A Jewish settler fr. Keddumim verbally abuses, attempts to attack several Palestinians waiting to be allowed to cross an IDF gate into nearby Kafr Qadim; Palestinians fend him off, the IDF does not intervene. Unidentified gunmen fire on the Gaza City home of Fatah Revolutionary Council mbr. Fmr. Lebanese PM Rafiq Hariri is assassinated in a major car bombing in Beirut; 7 bodyguards, 6 passers-by are also killed, more than 100 are wounded (3 of whom later die). A previously unknown group called Victory and Jihad in Greater Syria claims responsibility.
