In the West Bank, 4 settlers—2 women and 2 children—were apprehended by members of Lion’s Den organization after entering Nablus; the 4 were then transferred to PA security forces who escorted them to the Israeli military. Lion’s Den released a statement saying, “[o]ur message to the occupation forces is that we don’t kill women and children, but we are warning the settlers that attack Palestinians that they will be treated accordingly.” 1 Israeli soldier was shot and injured near the Ofra settlement; it was unclear who shot the soldier as the incident happened as Israeli forces tried to stop a Palestinian car allegedly evading an order to stop. Israeli settlers blocked an entrance to Nablus, calling on the Israeli government to take harsher measures against Palestinians. Israeli settlers also blocked an entrance to Nablus on 10/2. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near Ramallah. Israeli settlers also attacked a secondary school in Huwwara, assaulting staff and students and damaging vehicles and school property. In East Jerusalem, nearly 500 settlers toured the Haram al-Sharif compound. In Israel, a group of Israelis overturned a Palestinian-owned vehicle in Bat Yam after the vehicle was stopped and the driver was asked to adhere to the Jewish customs of Yom Kippur. Israelis also attacked 3 Palestinians in separate incidents in Tel Aviv, including 1 who was stabbed. The Balad party appealed the Israeli central elections committee’s decision to disqualify the party from running in the upcoming election to the Israeli supreme court. The supreme court will meet to hear the appeal on 10/6. The committee banned Balad, saying that the party “rejects Israel’s existence as a Jewish and democratic state.” (HA, MEMO 10/5)

Israeli defense minister Benny Gantz said that Israeli military chief of staff Aviv Kochavi does not have the authority to approve assassinations or new measures. Chief of Staff Kochavi told reporters on 9/28 that he had approved using drones to carry out assassinations in the West Bank. (HA 10/4)

Lebanese officials said that the Lebanese government had submitted a list of changes to the U.S. proposal to demarcate the maritime border between Israel and Lebanon. Lebanese media reported that among the issues that Lebanon was seeking to amend was the inclusion of a security zone. (HA, HA, REU 10/4)

In the West Bank, Israeli forces demolished 1 Palestinian-owned home near al-Ramadin. 8 Palestinians were arrested during late-night raids in Araqah, Beit Umar, Jaba‘, and Burqin. In East Jerusalem, some 100 Israeli police officers raided the Salhiya family home in Sheikh Jarrah, throwing stun grenades and beating family members, including minors, before escorting them out and demolishing their home, displacing the family of 18; 18 Palestinians were arrested, including family members. The family members were released on 1/20 under the condition that they do not return to Sheikh Jarrah for 1 month. Israel had attempted to displace the family since 1/17, but was unable due to resistance from the family and a large presence of international diplomats and local activists. The PA called the eviction a war crime, calling on the U.S. to protect Palestinians in East Jerusalem, and the EU condemned the displacement of the family. The U.S. ambassador to the UN Linda Thomas-Greenfield said at a UN security council meeting that Israel must refrain from “demolitions, and evictions—like what we saw in Sheikh Jarrah.” At the meeting, PA foreign minister Riyad al-Maliki also called on the international community to end Israeli impunity. A representative for the Salhiya family said the family is referring the case to the ICC. 1 Palestinian family demolished their own home in Wadi al-Juz, displacing 8. In Jerusalem, Israeli police violently dispersed activists in front of Mayor Moshe Leon’s home protesting forced displacement of Palestinians in Sheikh Jarrah; 5 were arrested. Israeli police arrested 3 Jewish Israeli men for attacking 2 Palestinian Israeli men in Bat Yam on 11/14/2021. The 3 Jewish Israeli men were charged with racially motivated violence prompted by the 2 Palestinians socializing with Jewish Israeli women. (HA 1/20; HA 1/21)

Hamas officials concluded a visit to Algeria, presenting the group’s vision for national unity and reconciliation with Fatah. The delegation arrived in Algeria on 1/17. The Citizenship Law bill, created to prevent family unifications between Palestinians and Israeli citizens, was sent back to the Israeli cabinet after the Meretz party filed an objection to the legislation in the Knesset. In the West Bank, Israeli settlers uprooted some 50 olive saplings in Kafr ad-Dik. A contractor working for the Israeli military intentionally rammed a 75-year-old Palestinian man, who was said to be in critical condition; the man was standing in front of a tow truck to prevent it from seizing cars from his village Umm al-Khair, when the truck driver plowed into him. Israeli soldiers at the scene did not assist the man after he was hit and instead left the area with the cars. Israel said that stones had been thrown at the truck leading up to the incident and that the driver had been hit by 1 of the stones. The man succumbed to his injuries on 1/17. 5 Palestinians were arrested during late-night raids in Burqa, Beita, and Abu Dis. In East Jerusalem, Israeli authorities demolished 1 Palestinian-owned home in Silwan, displacing 6. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah and al-Fukhari; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of the shore; no injuries were reported. In Israel, a right-wing Israeli protester assaulted 1 Palestinian journalist interviewing him outside of the hospital where a Palestinian prisoner is being treated in relation to his hunger strike. The Israeli government postponed discussions of a new settlement in the E-1 area north of Abu Dis and between Jerusalem and Ma’ale Adumim indefinitely. (HA 1/5)

The Knesset passed legislation to connect homes constructed without permits to the electric grid in the Naqab desert. The legislation was put forward by Mansour Abbas of the United Arab List. It passed 61-0 as the Israeli opposition boycotted the vote due to the legislation being fast-tracked. During discussions of the legislation, Walid Taha of the United Arab List gave a speech in Arabic, angering members of the Likud party and leading Abbas to ask Taha to continue in Hebrew. 1 Palestinian American man was sentenced by an Israeli military court to 2 life sentences and $820,000 in fines, in addition to having his home demolished, for the killing of 1 Israeli settler and injuring 2 other settlers near Za’tara on 5/2/2021. (HA, MEE 1/5)

1 Jewish Israeli man was sentenced to 1 year in prison for partaking in a mob attack in Bat Yam that in May 2021 caused serious injury to 1 Palestinian man. The Palestinian man was pulled out of his car and beaten by at least a dozen Israelis. The Jewish Israeli man was not charged with incitement to terror and theft with racist motives after entering a plea deal. (AP, HA 1/5)

In Syria, Israeli tanks opened fire at Syria from the Israeli-occupied Golan Heights. Israel said it had fired warning shots at 6 suspicious people in Syria. (MEMO, REU, REU 1/5)

Haaretz reported that, due to a technical error, the Israeli state archive had revealed censored material from the Israeli cabinet meeting during the Nakba in the summer of 1948. Amongst the information accidentally released was agricultural minister Aharon Zisling’s statement to other high-level Israeli leaders that he “can forgive instances of rape” by Jewish militants against Palestinian women, which he considered less severe than stealing from Jews. In another instance, Israel’s prime minister David Ben-Gurion told the cabinet that he is against “wholesale demolition of villages . . . but there are places that constituted a great danger and constitute a great danger, and we must wipe them out. In the West Bank, Israeli settlers threw stones at Palestinian cars by the Za‘tara checkpoint near Nablus. 4 Palestinians were arrested during late-night raids in Hebron. In East Jerusalem, 1 Israeli settler shot and injured 1 Palestinian during a confrontation in Ras al-Amud. 1 Palestinian family demolished their own home in Sur Baher. In Israel, Jewish Israelis attacked 2 Palestinian Israelis, including 1 in a wheelchair, in Bat Yam after learning they were Palestinian. PA prime minister Mohammed Shtayyeh called on the international community to take action in protecting the life of 1 Palestinian prisoner who has been hunger-striking in protest of his administrative detention for 123 days. (WAFA 11/13; WAFA 11/14)

In the West Bank, 1 Israeli settler shot and injured 1 Palestinian minor using rubber-coated bullets in al-Janiya. Israeli settlers also damaged and uprooted 130 olive seedings in al-Rihaya south of Hebron. Israeli forces shot and injured 1 Palestinian with live ammunition in Far‘un. 19 Palestinians were arrested during late-night raids in and around Bayt Umar, Yatta, Bethlehem, al-Walaja, Kaubar, Silwad, Tell, Qabalan, ‘Azun, al-Twana, and Jenin; during a house raid in al-Twana, 1 Palestinian 5-year-old got a black eye during the raid on her home. In East Jerusalem, around 120 Israeli settlers with military escort raided the Haram al-Sharif compound for the 2d day in a row. Israeli forces shot and killed 1 Palestinian after he allegedly stabbed and injured 1 settler and 1 soldier near Shaykh Jarrah. 26 Palestinians were arrested during late-night raids in Silwan, Jabal al-Mukabir, Shu‘fat, and the Old City. In Gaza, 2 Palestinians injured in Israeli air strikes on Bayt Hanun on 5/11 succumbed to their injuries and 4 Palestinians were found dead in rubble from Israeli air strikes in Khan Yunis, raising the comprehensive death toll since 5/10 from 253 to 259, including 67 children and 3 pregnant women. 3 Jewish-Israelis were charged with terrorism after severely beating 1 Palestinian-Israeli man on 5/12 in Bat Yam. The Palestinian man was pulled from his car and beaten by a large mob of Jewish-Israelis while an Israeli TV crew filmed the incident as it was unfolding. 6 people were for the attack, while TV footage show the faces of several others beating the man who have not been arrested. The Palestinian Prisoners Society said Israel had issued 155 administrative detention orders since the beginning of May. (WAFA 5/24)

AP reported that 17 journalists in Gaza had their WhatsApp accounts blocked since 5/21. WhatsApp is owned by Facebook, which has been accused of silencing Palestinian voices. Iran said it would allow the International Atomic Energy Agency to continue monitoring Iran’s nuclear activities for 1 additional month after a previous agreement expired. (AP, AX, HA, NYT, REU 5/24)

U.S. president Joe Biden spoke to Egyptian president Abdel Fattah al-Sisi, thanking him for his role in mediating the Hamas-Israel ceasefire that went into effect on 5/21. The 2 also discussed rebuilding Gaza. (HILL, REU 5/24; AJ, NAT 5/25)

A U.S. federal court ruled a 2016 Georgia law, prohibiting state contracts with people who engage in boycotts of Israel, unconstitutional. The lawsuit was brought by 2 U.S. rights organizations on behalf of journalist Abby Martin. (MEMO 5/25)

In an attempt to deflect from international outcry, Belarus said it had forced a Ryanair plane traveling from Athens to Vilnius to land in Minsk because a bomb threat in the name of Hamas was made against it. Hamas denied the allegation. In the incident, which happened on 5/23, Belarusian warplanes forced the commercial jet to land in Minsk for Belarusian forces to arrest a passenger who runs a website for opponents of Belarusian dictator Alexander Lukashenko. In the West Bank, Israeli settlers attacked 2 Palestinians in Ma’in, causing light injuries. Israeli settlers also set fire to a Palestinian-owned vehicle in Rujeib. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling between Jenin and Nablus. Israeli settlers also attacked Palestinians in Burin, demolished parts of a house, and set fields on fire. Israeli forces shot and killed 1 Palestinian child during a late-night raid in Tubas and injured 1 other by running him over. Israeli forces also shot and killed 1 Palestinian during a late-night raid in al-Fawar refugee camp. Elsewhere, Israeli forces shot and killed 1 Palestinian at a checkpoint near Huwwara, claiming he had tried to attack 2 Israeli soldiers. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 2, including 1 with live ammunition. In Gaza, 34 Palestinians were killed, including 6 children, and dozens injured, raising the comprehensive death toll since 5/10 from 30 to 64, including 16 children. Hamas reported that the interior ministry and the passport office along with other government buildings had been hit by Israeli air strikes. A mob of Jewish-Israelis pulled 1 Palestinian-Israeli out of his car and beat him while tv cameras were rolling in Bat Yam; the man was said to be in serious condition. A mob of Jewish-Israelis also raided a number of Palestinian-owned businesses in Tel Aviv, causing severe damage. 1 Jewish-Israeli man was attacked by 5 Palestinian-Israelis in ‘Akka; he was said to be in serious condition. Jewish-Israelis also attacked a tent set up to mourn the death of 1 Palestinian-Israeli who was shot by a Jewish-Israeli on 5/10 in Lydda, throwing stones at the mourners. Elsewhere in Lydda, 1 Jewish-Israeli was shot and injured and 2 more were injured in stabbings, 21 Palestinian-Israelis were injured, including 1 by gunshot. PA president Mahmoud Abbas discussed the current situation with EU high representative Josep Borrell, King Abdullah II of Jordan, and Iraqi president Barham Salih. A White House statement also said that U.S. secretary of state Antony Blinken spoke with President Abbas and they discussed “the violence in Jerusalem, the West Bank and Gaza, and the Secretary expressed his condolences for the lives lost as a result. At a security cabinet meeting, Israeli prime minister Benjamin Netanyahu and other ministers decided not to accept a potential ceasefire and continue its attack on Gaza for the time being. (HA 5/13)

Israeli president Reuven Rivlin condemned what he called a “pogrom” by “an Arab mob” on 5/11, despite the majority of the violence in Israel being perpetrated against Palestinian-Israelis. (HA 5/12)

Turkey said that its president Recep Tayyip Erdoğan and Russia’s president Vladimir Putin had discussed the situation in Jerusalem and Gaza, and that Turkey had called for international action against Israel. (AJ, AP, REU 5/12)

U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The Biden administration also dispatched deputy assistant secretary of state for Israel and Palestine Hady Amr to Israel for talks with Palestinian and Israeli officials. In the Gaza Strip, Palestinians fire 1 rocket into s. Israel, causing no damage or injuries. Separately, a rocket fired from inside the Gaza Strip lands in Egyptian territorial waters nr. Rafah, causing no injuries. Hamas authorities say that the rocket was fired during a training exercise and reached Egypt by mistake. Asst. Secy.-Gen. on Palestinian affairs at the Arab League Mohammad Sbeih says that Kerry intends to present Palestinian and Israeli leaders with a framework peace deal by the end of the month.
