Israeli-Palestinian clashes continue. 1 Palestinian dies of injuries received earlier. 1 Jewish settler is shot dead in a drive-by shooting in the West Bank. The IDF halts an ambulance carrying a wounded Palestinian to a hospital in Ramallah, forces the ambulance to drive to an IDF post where the soldiers arrested the wounded man, detained him for 2 hrs. before transporting him to a hospital inside Israel. Israel, the PA begin direct negotiations at Bolling AFB. The PA team walks out of talks when Ben-Ami begins talking about Israel annexing 10% of the West Bank in a final agmt. whereas he had earlier said 5% but agrees to continue talks after conferring privately with Ross. The Knesset passes (65-45) a bill amending the election law so Likud's Netanyahu may run for PM, but rejects (49-69) a separate bill that would dissolve the Knesset, force general elections. Israeli-Palestinian clashes continue, leaving at least 2 Palestinian dead. In Tulkarm, a senior Fatah mbr. is found stabbed to death in what the PA alleges to be another Israeli assassination. In Gaza, a top PSF officer is killed when he attempts to defuse an unexploded IDF shell. In Nablus, Jewish settlers open fire on a Palestinian high school, wounding 2 pupils. The IDF shells residential areas of Bayt Lahia, al-Bireh, Khan Yunis, Rafah; destroys a water network, 2 PSF posts nr. Bayt Lahia; bulldozes 25 dunams of Palestinian land in the Netzarim area. After a wk. of coalition bargaining to keep his government together following the 6/7 Knesset vote, PM Barak's main partner, Shas (17 Knesset seats), announces it will quit the coalition at the next cabinet mtg. unless Barak agrees to bail out its financially strapped schools, to remove its schools fr. In an unprecedented move, Israel's Interior M Natan Sharansky announces that he will restore to the Israeli Arab village of Kafr al-Qasim 250 acres of its land that had been taken to develop the neighboring Jewish town of Rosh Ha'ayin. Israel's atty. gen. opens a criminal investigation of Shas spiritual leader Rabbi Ovadia Yosef to determine whether to charge him with incitement for a 3/18 sermon in which he said that Education M Sarid's should be "extirpated" and his memory obliterated for recommending Palestinian poetry be included in Israeli curricula (see 3/13). In the Knesset, 5 no-confidence votes against the Barak government fail. The most serious motion attacked Bark's presumed intent to give away Arab neighborhoods abutting Jerusalem. (NYT 3/28)

PA, Israeli negotiating teams, led by Yasir `Abid Rabbu and Eran respectively, resume final status talks at Bolling air force base (AFB) nr. Washington under a media blackout.
