Gaza’s power plant shuts down completely for lack of fuel. A Palestinian teenager (brother of the teenager who died on 5/8) succumbs to injuries sustained during the IDF’s 5/7 raid on Abasan. In the West Bank, the IDF imposes a 1-day curfew on Azun nr. Qalqilya; conducts late-night arrest raids, house searches in and around Jenin town and r.c., nr. Hebron. (WP 5/12; PCHR 5/15)

In Beirut, calm prevails but many roads remain closed and some Hizballah mbrs. continue to patrol streets. Hizballah and Jumblatt supporters exchange fire in the villages of Aley, Kayfun, and Shuwayfat s. of Beirut. Hizballah sends fighters convoys toward Druze leader Walid Jumblatt’s stronghold in the Chouf mountains, but they are ambushed en route by Druze militias fighters (some of whom had supported the opposition and stood with Hizballah until it moved deep into the Chouf, then switched sides to defend the Druze heartland), withdrawing with heavy casualties. Occupied Palestine/Israel: Prime Minister Peres announces last stage of IDF withdrawal from southern Lebanon will be completed by 6 June; but unspecified number of soldiers will remain in "security zone" [NYT 6/3]. U.S. Ambassador to Israel Samuel Lewis ends 8-year tour of duty [JTA 6/3]. Council of Jewish Settlements in West Bank calls for official action to deport Palestinians released 20 May [JTA 6/3]. Council Chair Yisrael Har'el says harassment tactics used againsthem by settlers igenerating sympathy for Palestinians among some Israelis. Wives of Jewish underground defendants end 13-day hunger strike after receiving order from rabbi to desist and assurances Knesset bill will be introduced to grant defendants clemency. Defendants tell court attempted Temple Mount sabotage was intended only "to frighten," not kill. Summer visiting season for relatives to West Bank residents begins. 2,500 visitors will be allowed to cross Allenby Bridge per day, up from 1,250; 1,100 over Damiya Bridge, up from 800 [JP 6/3]. Israeli settlers in West Bank and Gaza meet at Pesagot near Ramallah to discuss how to torpedo the envisaged peace talks with Jordan and how to force out of the country Arabs freed May 20 [JP 6/3]. Rejecting Hussein Plan and U.S. overtures, Shamir and Likud want direct talks with non-PLO/PNC-Jordanian or Jordanian-Palestinian delegation. Peres and Labor party take "wait and see" position on delegation that includes PNC members.

Arab Countries: Red Cross evacuates 29 from Burj al-Barajinah [FT 6/3]. 93 Palestinians taken to hospitals in Druze-held mountain town of Shuwayfat. Shi'a militiamen take 5 Palestinians from ambulances, later let them be evacuated.

Other Countries: Sec. of State Shultz sends message to P. M. Peres seeking Israeli backing for projected American talks with Jordanian-Palestinian delegation as step toward direct talks with Israel [NYT 6/3]. U.S. accepts PNC representation idelegation. Shultz says he is glad PLO has accepted UN resolutions 242 and 338 but says U.S. needs public statement before considering talking to PLO [JTA 6/3]. He opposes Hussein's proposal of Soviet participation in peace talks. 

Military Action: IDF jets bomb Palestinian areas of Beirut for fifth day, blowing up major PLO ammunition dump in Ramlet el-Baida (raid initiated at 2:42 PM, same number as UN resolution); jets hit Shatila, Sabra, Burj al-Barajneh, Fakhani, Bir Hassan, Spinney's, Corniche Mazraa; IDF naval artillery pound areas, including Ouzai; artillery, rocket duels between IDF and PLO; French media asserts IDF bringing up toxic chemical shells for use in Beirut (reportedly used in battle for Beaufort Castle).

Casualties: Beirut radio reports 15 killed, 47 wounded today; 8 IDF soldiers wounded near Choueifat, south of Beirut; fires burn near stadium; ICRC resumes visits to Ansar detention camp after stoppage due to "IDF interference with ICRC work"; electricity remains cut off to West Beirut.

Political Responses: Israel/ Occupied Territories: Habib, Begin plan meeting today; Foreign Ministry spokesman Avi Pazner rules out direct negotiations with the PLO, even if it does recognize Israel; petrol prices rise 17 percent, cooking gas 24 percent because of invasion of Lebanon; Israel dismisses mayor, town council of Kalkilya (ninth municipality dissolved since March); IDF Army Colonel Eli Geva, commander of tank brigade outside Beirut, resigns, refusing to order his men to enter Beirut; Israeli newspaper Davar reports Israeli delegation is in US seeking mercenaries (especially US veterans) to fight in Lebanese war for Israel.

Palestinians/ Lebanese: PLO claims IDF attacks are designed to "soften up" Beirut before assault on city, exhaust PLO ammunition.

Arab Governments: Egypt welcomes Arafat statement, calls on US to recognize PLO.

US and Other Countries: Rep. McCloskey calls for cut-off of military aid to Israel because of use of cluster bombs; controversy continues around statement signed by Arafat in meeting with Congressional delegation (White House rejects statement as "unclear"); Representative Rahall (D-WV) notes "hellish destruction" in West Beirut; Habib meets Jordan's King Hussein in London, briefs UK Foreign Secretary Pym, flies to Israel; Canada plans to send $1.8 million in humanitarian aid to Lebanon; France hails Arafat statement.
